This paper looks at how Swedish political scientist Rudolf Kjellén (1864–1922) conceived of the relationship between nature and culture, between material and immaterial power as well as the role of soft power, geopolitical imaginary and competitive identity in off-setting potentially unfavourable geopolitical conditions for small and medium-sized states. It is argued that with regard to small states, Kjellén did not maintain a consistent separation between “soft” cultural resources of power and “hard” laws of nature. Rather, he placed the mutually constitutive tension between geography (nature) and politics (culture) at the centre of his politico-scientific analysis, arguing that active “biopolitics” could supplement geopolitics. In Kjellén’s conception, cultural and natural resources are instruments of an otherwise integrated notion of power which challenges the contemporary separation between hard and soft power. 相似文献

In all the discussions regarding Turkey’s accession to the EU, little attention has been paid to the views of workers. This paper provides a statistical analysis of the views of over 6000 Turkish trade union members on Turkey’s EU membership. Parameters are estimated using multilevel probit models where the nested structures of workers into trade unions and federations were taken into account since they shared some joint characteristics because of belonging to these organisations. It confirms the extensive disillusion with the EU found elsewhere in Turkish society but more interestingly it disconfirms an idea that those inside the EU may too easily assume to be the case: that it is those with what might be considered modernist characteristics among the Turkish population who are most likely to be in favour of EU entry. The idea seems to chime well with assumptions that the EU is a progressive, modern force. But whatever the validity of such a view, EU entry is not in fact found to be the favoured goal of the young and the best educated: it is older workers who are the most likely to support entry and those who are educated to the highest level the most likely to oppose it. Amongst the main three trade union federations there is also a greater propensity of members of trade unions affiliated to Hak Is (the Islamic federation) to support entry than those in Turk Is (centre right) or DISK (historically the most militant). 相似文献

This article engages the recent studies that have treated the European Union (EU) in geopolitical terms, as an empire engaged with enlargement. The article introduces the meta-concept of geopolitical subjectivity. This meta-concept enables us to situate such imperial interpretations of the EU into a theoretically informed, comparative setting. The meta-concept is defined as goal-oriented ordering of territories and political spaces, extending from one's own sphere of sovereign rule to broader regional contexts. It is used to study the EU-Russian interaction in creating order to the Kaliningrad region that is set to become a Russian enclave/exclave within the enlarged EU. The article concludes by arguing that in this case, the EU's geopolitical subjectivity is constituted more strongly by Russia's recognition of this status than by the EU's own identity and interest projects. 相似文献

Audience research has traditionally been neglected within the subfield of popular geopolitics. However in recent years, geographers are increasingly focusing on the making of geopolitical meanings by audiences as they consume popular culture and related texts. Drawing on recent assemblage thinking in geopolitics, this paper argues that audiences form part of the animators of a network that links the human body with places, environments, objects and discourses related to geopolitics. By investigating Filipinos’ critical readings of and engagements with the ‘war on terror’ in Mindanao as represented through the national newspaper, the Philippines Daily Inquirer, the agency and power of audiences in the creative enactments of geopolitics and geography are illuminated. As such, understanding the complex interactions between popular media and its audiences can prove useful in casting insights into the everyday, geopolitical ‘playing out’ of issues of terrorism, violence and peace in the Philippines context and beyond. 相似文献

The main tenet of this article is to argue that the process of regionalisation in Latin America is entering into a new phase, where South America is consolidating an own process of regional integration. From being not more than a geographical expression, South America is rapidly becoming a political and economic entity with increasing international actorhood. One important difference to the past is that there is now a ‘core state’, Brazil, with a clear strategy directed towards deepening South American integration. Yet, Brazil is not alone; there is also an increasing convergence with other South American states and old rivalries are being substituted for increased cooperation in areas such as economy, infrastructure, energy, security or aid. As this article explains, the logic of action of the forces behind the process of integration can be understood by analysing the evolution of South American geopolitical current called ‘geopolitics of integration’. 相似文献

ABSTRACT The aim of this contribution is to establish a typology of European entrepreneurship countries with respect to variables related to entrepreneurial activity and economic development. Using a combination of multidimensional data analyses allows us to extend the concept of ‘entrepreneurial regimes’ and leads to the distinction of five such entrepreneurial regimes. Moreover, in order to better characterize these classes, a wide set of illustrative variables representative of national economic development, labour market functioning, and formal and informal institutional environments, as well as variables specific to the entrepreneurial population, are considered. Finally, discriminant analyses show that the five explanatory themes considered (Innovation, Employment, Formal Institutions, Entrepreneurship and Governance) differentiate the classes, and significantly explain the diversity of entrepreneurial regimes. These findings have important implications for the implementation of public policy, in order to promote entrepreneurial activity and reduce unemployment. 相似文献

This essay uses the case of Zanzibar in its complicated relationship with the United Republic of Tanzania (of which it is a part) as a lens on debates in political geography on empirical and conceptual approaches to critical geopolitics. We test the veracity of a multi-faceted critical geopolitics in the contemporary public contestation of Zanzibar's place in the United Republic from 2008–2012. We analyze Tanzanian media, the speech acts of Tanzanian leaders, and the key events and processes related to what is termed the ‘Zanzibar problem’ during the selected years, to make two points about a critical geopolitics approach: to strengthen critical geopolitics by broadening the analysis of language to engage political acts and languages beyond the Global North; and taking ‘subaltern geopolitics’ more seriously via engagement with critical geopolitical voices on discourses, events and processes from the Global South. 相似文献

Growing anxieties over food security have recently brought sharp geopolitical overtones to debates about the agro-food sector. Contending that this ‘geopolitical moment’ highlights the mutually constitutive nature of geopolitics and political economies of food, we examine how dominant geopolitical framings of food security extend and deepen neoliberal models of agro-food provisioning, and highlight the need for further attention to these dynamics from political geographers. We develop a preliminary research agenda for further work in the field, focusing on the recent spate of global farmland acquisitions, questions of agro-food governance, the securitisation of hunger and obesity, and the environmental impacts of dominant agro-food systems. Throughout, we highlight the value of a counter-geopolitics of food security for re-situating agro-food politics outside hegemonic policies and institutions, and of the alter-geopolitics of food pursued by communities embodying concrete alternative food production and consumption systems. 相似文献

A growing body of literature suggests that the quality of governance has a significant effect on economic development. Investigations highlight that the quality of government institutions varies substantially in the European Union. These differences raise the question of whether they comply with the various models of capitalism. However, the various approaches of institutional analyses either neglect the role of the state or consider only the welfare function and the extent of state intervention. This article uses the databases of the World Bank and the World Economic Forum to classify the members of the European Union into clusters based on the quality of governance. Cluster analyses find notably clear-cut clusters in both cases. These clusters do not coincide with the usual varieties of capitalism; instead, they indicate a gap between the northern and western vs. the southern and eastern European countries, which is a core vs. periphery division. This gap indicates a long-lasting challenge in the deepening of European integration. 相似文献

Realist academics wrote some of the most lucid critiques of the geopolitics of anger initiated after 9/11 by the Bush administration: John Mearsheimer and Stephen Walt, in particular, began to interrogate the War on Terror with lines of inquiry that lead back to the critiques of U.S. foreign policy—and the ‘fantasies’ and ‘self-deception’ of policy makers—developed in the 1960s by Hans Morgenthau and Hannah Arendt. But then Walt and Mearsheimer published controversial essays on ‘The Israel Lobby’ based on arguments developed in Walt's Taming American Power. What interests me in the paper is accounting for a curious move that occurs in the writings of Mearsheimer and Walt since 9/11. By the time that we arrive at Walt's Taming American Power and the essays on ‘The Israel Lobby’, critical commentary on the ‘self-deception’ of policy makers and the problems with neo-conservatism has largely disappeared, replaced with an anxiety over the Israel lobby that appears overstated. It is argued that the emphasis on foreign ‘penetration’ is a means of postponing a broader interrogation of the domestic, internal problems of democracy and war in the United States. 相似文献

This paper examines the evolution of total factor productivity (TFP) over time, as well as across countries and sectors, and investigates its determinants. To this end, a panel data set of 17 European Union (EU) countries and 13 sectors over the period 1995–2007 is used as part of a twofold approach. First, we estimate aggregate and sectoral TFP for 17 EU countries by means of the augmented mean group estimator to control for endogeneity, cross-section dependence and heterogeneous production technologies. Second, we investigate the relative importance of the drivers of predicted TFP using a dynamic ordinary least-squares estimator. The results indicate that rationalization, human capital and information and communication technologies are the main drivers of TFP. 相似文献

Using process tracing, this paper charts the history of the changes in the EU’s revenue since 1970, including package deals and the unforeseen consequences of change, comparing the positions of the Council to those of the European Commission and European Parliament. Those revenue decisions allowed European integration to proceed though without a fully autonomous budget as Member States became more careful to calculate their net benefits or costs in relation to the budget. In December 2013, the European Union’s institutions established a High Level Group to recommend changes to the revenue base of the EU’s budget. This reported in January 2017, proposing to resolve the effect of sub-optimal revenue and budget decisions made by the European Union over many years, to reduce direct national contributions, to minimise the risk of unforeseen consequences, and to combine revenue flows with steering effects to discourage certain forms of economic behaviour in line with the wider policy agenda of the European Union. 相似文献

This paper analyses the relationship between openness to trade and wages at the industry level (15 manufacturing and 6 service
industries) in 25 EU countries over the period from 1995 to 2005. By applying a cross-country and industry-specific approach,
it is possible to control for unobserved heterogeneity at both country and industry levels. We also differentiate between
intra and inter-industry trade and we try to assess the relative importance of foreign wages versus domestic productivity
developments in an open environment. We find that trade is not an important driver of wages, since the wage response to trade
is small. Moreover, in line with the Stolper-Samuelson reasoning, the overall wage impact is always positive if significant
in central and eastern Europe, while in western Europe we often observe a negative response, particularly in resource-based
industries. Nevertheless, increased trade reinforces the productivity-wage link and weakens the co-movement of wages in eastern
Europe, while there is less evidence of a similar wage-disciplining effect of trade in the west. 相似文献

A pollution haven occurs when dirty industries from developed nations relocate to developing nations in order to avoid strict environmental standards or developed nations imports of dirty industries expand replacing domestic production. The purpose of this study is to determine whether the European Union (EU) has increased its imports of “dirty” goods from poorer, less democratic countries during a period of more stringent environmental standards. Previous empirical studies such as those by Levinson and Taylor [Levinson, A., and Taylor, M.S., in press. Unmasking the Pollution Haven Effect. International Economic Review.], Ederington, Levinson and Minier [Ederington, J., Levinson, A., and Minier, J., 2005. Footloose and Pollution-Free. Review of Economics and Statistics., 87: 92-99.], Kahn and Yoshino (2004), and Ederington and Minier [Ederington, J., and Minier. J., 2003. Is Environmental Policy a Secondary Trade Barrier? An Empirical Analysis. Canadian Journal of Economics., 36: 137-54.] find evidence that United States imports are responsive to changes in environmental stringency, but the effects of EU policy have not been examined as thoroughly. Our study follows Kahn [Kahn, M.E., 2003. The Geography of Us Pollution Intensive Trade: Evidence from 1958 to 1994. Regional Science and Urban Economics., 33: 383-400.] and examines the impact of industry energy intensity and toxicity, measured by an energy index and a Toxic Release Inventory (TRI) index, on imports into the EU, at the 2-digit industry level from 1970 to 1999. We use the signing of the Maastricht Treaty to signify a period of more uniform and stringent community wide environmental standards (1993-1999), and identify the level of per capita GDP within an EU trading partner. We find an increased amount of EU energy intensive trade with poorer countries during the period with more stringent EU environmental standards. This result is not robust, however, when poorer countries are defined by OECD membership and geographic region. We do not find an increased amount of EU toxic intensive trade with poorer countries although there is some evidence of increased EU imports of toxic goods from poorer OECD and non-EU European countries. For our full sample of trading partners in all regions, the evidence supports the PHH for EU energy intensive trade, but not for toxic intensive trade. In March 2014, at the time of Russia’s takeover of Crimea, the heads of 14 Orthodox churches convened under the leadership of Ecumenical Patriarch Bartholomew, the Istanbul-based primus inter pares in Eastern Orthodoxy, and announced that a ‘Holy and Great Synod of the Orthodox Church’ would be held in 2016. The Synod, which took place in June 2016 in Crete, was a unique ecclesiastical gathering, bringing together competing geopolitical visions of religion, state and power. This article examines the political mobilisation of Orthodox churches by contextualising the holding of the Synod in relation to Russia’s advancement of spiritual security after the end of the Cold War. It provides a textual analysis of Synodical documents and highlights the patterns of religious and political structures in the contemporary Eastern Orthodox world. 相似文献

The European Union is often conceptualised as an entity that is profoundly different from that of the modern state. Through a reading of the recent humanitarian crisis precipitated by large-scale migration into Greece, the paper challenges the understanding that the crafting of the European Union (‘Euro-crafting’) is qualitatively different from the crafting of the modern state. Conceptually, the paper proposes that Euro-crafting should be thought through in relation to practices of statecraft, instead of a priori postulated as qualitatively different from such practices. Putting such an understanding of Euro-crafting to work, the paper explores the recent humanitarian crisis precipitated by large-scale migration into Greece and demonstrates how practices of Euro-crafting mirror the major desire-driven practices of modern statecraft; practices of ordering, bordering, and identification. 相似文献

The dramatic rise of Chinese direct investment into the European Union (EU) has sparked a debate about the control that China may be seeking to take over European economies. Quite naturally, these concerns have led to repeated calls that action be taken to slow down, if not to halt entirely, this growing trend. The objective of the article is to shed light on this debate. Following a thorough analysis of Chinese direct investment in the EU, this article suggests that the challenges posed by these inflows are widely overblown. Despite this, the article concludes that it is necessary to have a systematic approach to regulating inbound foreign investment (including from China) in the EU. Such an approach may help guard against the risk of a protectionist drift inside the EU, as well as the possibility that some investors may one day pose a threat to national security. This article concludes that although the current fragmented regulatory approach is unsatisfactory, because of the difficulties associated with a unified EU-wide review process, the most realistic option is to promote a more systematic and coordinated use of existing mechanisms such as competition policy. Also, pushing for the negotiation of a China–EU BIT is certainly a promising avenue to enhance the EU’s bargaining leverage based on the principle of positive reciprocity. 相似文献

There has been a substantial erosion of the ‘right to property’ with respect to state takings in India, reflected in a progression of amendments to the Indian Constitution. Among other things, these amendments signify a violation of the doctrine of separation of powers. To study the implications of this on governance in relation to state takings, this paper juxtaposes a narration of events that describe the progressive erosion of the ‘right to property’ against a heuristic analytical structure that seeks to capture the costs of violating the doctrine of separation of powers. This analysis is then utilized to point to the social costs that characterize the state acquisitions (takings) regime in India.
