ABSTRACT

This paper examines the role of Euroscepticism on regional cross-border cooperation between Germany and Denmark. It demonstrates that Euroscepticism, while absent from local mainstream politicians, had already caused civic unrest in the 1997 attempts to construct a return to history Euro-region Schleswig. It resulted in a re-scaling of the Euro-Region to Region and Schleswig to “Sønderjylland/Schleswig”, omitting any reference to Europe, European identity or a commitment to a closer European union in the relevant agreements. Border controls, on the agenda in 2011 and again since 2015, have demonstrated the institutional weakness of cross-border politics when faced with determined initiatives from the national center. Furthermore, the Eurosceptic Danish People’s Party had its best results in the border precincts both at the latest European and Danish national elections. Euroscepticism, even though difficult to measure on a regional level, seems to have been an ever present underneath current despite a political rhetoric of successful cooperation and cross-border reconciliation. The Danish-German case’s development might be more distinct, but nonetheless representative for European border (and cross-border) regions. While European metropolises develop into thriving cosmopolitan post-nation state societies, this is not necessary the case at Europe’s borders, where categorization and bordering remain common social practices by the large majority of national borderlanders with only a small portion of transnational borderlanders or ‘regionauts’ getting involved in border crossing social practices on a larger scale.  相似文献

This paper scrutinises the translation of sovereignty into daily actions at the border. The Soviet Union established a heavily securitised and sealed border, which was perpetuated in post-Soviet, civil war-stricken Tajikistan by assigning the task to the Russian Federation’s border forces. After having taken over the task of guarding the border, the slowly recovering post-conflict state tried hard to maintain its own border control. Drawing on interviews with borderland people, this article discusses the convergence of Tajikistan’s strong claim but weak support for sovereignty, with the daily life of the borderland people. It will show how – given the Pamirs’ special status as a border district – far-reaching sovereign authority of state agents, aiming to provide security at the border, has been translated into arbitrary actions ensuring individual benefits and has been hidden by intransparency. The article argues that the lack of adequate support from the central government encourages state representatives at the border to reinterpret the sovereign power assigned to them in order to serve their own individual benefits and purposes. Instead of being used to maintain the state territory, the sovereignty’s power is diverted to serve individual interests, in the end serving to destabilize the border, the opposite of the intended purpose.  相似文献

Since the end of the Cold War, cross-border regions have proliferated at the borders of formal socialist countries, especially in China. Existing accounts of these emergences treat them either at the macro-level, focusing on political initiatives, or at the micro-level, with emphasis on social and economic relations. This paper uses the Taiwan-Suzhou cross-border region as a case study for suggesting a meso-level approach, arguing that as a result of continuous interactions between individual Taiwanese information technology firms and opportunity structures generated by the selective opening of the Chinese border, the formation of cross-border high-tech regions is shaped and determined at the level of the industrial system. The industrial system acts as a platform for coordination and cooperation between local elites and foreign investors and among individual firms within this system. The formation of the cross-border high-tech region thus involves the relocation and institutional re-embedding of industrial systems across the border, which has been accompanied by the systemic building of Taiwanese firms on the one hand, and the institutional innovation of Chinese local states on the other.  相似文献

Transboundary flows of energy across Yunnan Province in China and to Southeast Asian states provide insight into the changing nature of borders and border areas. Rather than monolithic symbols of state sovereignty, China’s southwest borders in Yunnan can be more accurately characterised as zones of connectivity and exchange, serving a range of local, national and regional objectives. Energy production and distribution in and across Yunnan can be understood as functioning in a set of dynamic transnational processes that serve as economic and political bridges – increasing interaction and deepening regional integration – while also working to mitigate risk to China’s energy demands. In this article, energy projects in Yunnan and Southeast Asia demonstrate the ways border regions can respond to increasing globalisation, simultaneously strengthening national energy security while promoting regional interconnection and diplomacy. Thus, connections to and through a once peripheral region present an apparent contradiction: once rigid territorial borders are increasingly characterised by transboundary infrastructure development and exchanges of energy, capital and diplomacy, while promoting broader, diversified national energy security objectives – essentially strengthening national security through transnational energy projects. This article investigates how energy development works to shape Yunnan’s role as an “energy conduit,” while advancing both transnational and national geopolitical objectives, and thus, suggesting that these projects can be understood as trans-political in nature.  相似文献

The Sarp land border gate between Turkey and Georgia has become Turkey’s gateway to the East in recent years. With a large number of individuals crossing every day, it is also a labour gate, where irregular Georgian immigrants cross the border for work in Turkey. In general, border policies are constructed and reconstructed in a dynamic process in which economic, security, ethnopolitical, geopolitical and cultural paradigms interact. The aim of this paper is to observe the complementary and conflicting relationship and negotiation process between economic and security paradigms in particular, with a focus on the perceptions of the officers of the border administration and state bureaucracy at the local level. To this end, field research was carried out consisting of interviews with Turkish state officials responsible for immigration and border crossing in the Sarp gate region. The article sheds light on the interaction between various agencies, actors and stakeholders in border policymaking at the regional level. It also elaborates on the profiles both of incoming immigrants employed as irregular workers and of deportees. The results of the qualitative study show that the dominance of the economic paradigm that underlies the main framework of Georgia-Turkey relations overrides security concerns between the two countries, thus necessitating a more flexible implementation of laws. The field research illustrates that implementation of laws and regulations at the local level varies and while some groups of irregular immigrants are allowed to work, others are not and, what is more, are deported.  相似文献

A Simple Model of Commodity Taxation and Cross-border Shopping   总被引:1,自引:1,他引:0  
This paper sets up a simple model in which two countries, differing in geographical extent, engage in commodity tax competition originating in opportunities for cross-border shopping. The non-cooperative tax equilibrium and various coordination initiatives are examined in the benchmark model and in two model extensions incorporating (i) costs of transportation for goods and (ii) border inspection. Among the more surprising results are the following: with (i), pure profits accrue to sellers near the border, but subjecting them to tax may lower the country's total tax revenue; with (ii), the volume of cross-border shopping may well increase.

The developed states of North America have not experienced transnational integration to the same degree as those of the European Union. Indeed, some scholars have argued that North American States and the border functions which define their territorial limits, are essentially unchanged in the face of globalisation, hardening rather than softening, and remaining unabashedly archaic and state-centred. This article suggests that although there has been considerable change in the border functions and geopolitical discourses which mediate transnationalism among the highly developed North American states – namely Canada and the United States – the nature and structure of transnational integration has remained more limited than that of the EU. It argues that the reasons for this more limited international integration agenda lie in the specific geopolitical discourses which sustain cross-border institutions and national identity before and after 11 September 2001 (‘9/11’). The Canadian state, for example, has demonstrated considerable resistance to greater levels of integration with the United States, at the same time that it has became increasingly open to cross-border trade under NAFTA. This resistance is based upon a national-identity discourse that relies upon distancing the Canadian state from its larger neighbours to the south. At the same time, however, the national security discourse which has emerged in the Canada and the United States following from 9/11, has failed to close borders to increasing levels of economic integration, and must accommodate the need for a degree of openness to the heightened levels of cross-border trade under NAFTA. As a result, there has been considerable reorganisation and reorientation of borders within North America. It is simply inaccurate to view the continent as a place where borders have remained unyielding to the broader forces of globalisation. If the role of borders in maintaining security while facilitating trade has resulted in an increased awareness of, and concern with the Canada-US border, the latter is not simply a continuation of ‘old-fashioned state-centred geopolitical concerns’ but is instead a newly-fashionedpost-9/11 response to the ramifications of globalised trade and terrorism.  相似文献

This article explores the contradictions and intersections between the performative and economic aspects of state boundary control. From 1999 onwards, Uzbekistan's formal trade with its neighbours declined dramatically, whilst cross-border smuggling mushroomed. This article examines these developments, using both an economic analysis, and a theoretical approach to the study of international boundaries derived from political geography, anthropology and ‘borders theory’. Methodologically, it employs trade-flow analysis, discourse study and ethnography to construct an account of how an apparently economically counterproductive policy has symbolic and performative value to the state. The changes in trade patterns were largely due to the unilateral introduction of a new and highly disruptive border and customs control policy, which dramatically increased transportation costs, precipitating a growth in smuggling in which some state officials themselves colluded. Economically, whilst this policy would thus appear harmful to the state, the article suggests that border control policies also had a theatrical function related to the performance of national identity and the perpetuation of the incumbent regime. It concludes with policy recommendations addressed to both Central Asian states and international donors.  相似文献

This paper questions the role of cross-border lending in the definition of national macroprudential policies in the European Monetary Union. We build and estimate a two-country DSGE model with corporate and interbank cross-border loans, Core-Periphery diverging financial cycles and a national implementation of coordinated macroprudential measures based on Countercyclical Capital Buffers. We get three main results. First, targeting a national credit-to-GDP ratio should be favored to federal averages as this rule induces better stabilizing performances in front of important divergences in credit cycles between core and peripheral countries. Second, policies reacting to the evolution of national credit supply should be favored as the transmission channel of macroprudential policy directly impacts the marginal cost of loan production and, by so, financial intermediaries. Third, the interest of lifting up macroprudential policymaking to the supra-national level remains questionable for admissible value of international lending between Eurozone countries. Indeed, national capital buffers reacting to the union-wide loan-to-GDP ratio only lead to the same stabilization results than the one obtained under the national reaction if cross-border lending reaches 45%. However, even if cross-border linkages are high enough to justify the implementation of a federal adjusted solution, the reaction to national lending conditions remains remarkably optimal.  相似文献

This article critically analyses the events leading up to the 2004 merger between the pharmaceutical companies Sanofi-Synthelabo and Aventis. It reveals the social, commercial and political complexities and challenges of a merger process in which the defence of French national interests and regional capabilities competed with traditional 'commercial' narratives before the deal was closed. The merger is analysed within the broader context of contemporary debates, within the strategic management and innovation systems literature, about the process of global innovation in pharmaceuticals, industry consolidation and the discursive socio-political discourses that underlie cross-border merger and acquisition activity. The article critically evaluates the competing criteria adopted by government and industry to justify different merger scenarios and considers the implications for pharmaceutical innovation, industry consolidation and M&A theory.  相似文献

Cross-border integration is a multifaceted as well as contextually contingent process. While various conceptualisations have been developed, the theoretical foundations of the concept appear insufficient in order to grasp the very significance of such a process of cross-border regionalism. In order to help make sense of the diversity of configurations observed, this article seeks to deconstruct the concept according to the role played by the border as a resource and to develop a theoretical framework based on two contrasted models of cross-border integration. The underlying hypothesis is that cross-border integration does not derive from the mere opening of national borders that it supposedly helps at the same time to remove, but stems from the strategic behaviour of actors who actively mobilise borders as resources. The first model, called ‘geo-economic’, is mainly based on the mobilisation of the border as a differential benefit and aims to generate value out of asymmetric cross-border interactions. In doing so, this process of functional integration is likely to increase cross-border socio-economic disparities and leads to cooperation oriented towards instrumental purposes such as increasing the economic utility of the border or regulating negative externalities. The second model, called ‘territorial project’, emphasises the border resources that involve a convergence of both sides of a border, either through a process of hybridisation/innovation or via the territorial and symbolic recognition borders entail. In this process of place-making that transcends the border, mutual understanding and trust between the actors is seen to be key and the willingness to cooperate essential. Conceived as ideal-types, the two models of cross-border integration are contrasted and to some extent contradictory. They are however not mutually exclusive and different kinds of combinations are examined based on concrete examples.  相似文献

Mainstream post-positivist approaches to Border Studies typically represent national borders as losing their importance or blurring. This insight usually fails to grasp the perspective of those who have to cross ‘hard’ borders, for whom these borders are primarily ‘hard facts’ quite precisely restricting territorial limits of their movement. Aiming to take this perspective and practical problems experienced by such border crossers into account, the author proposes an approach focusing on communication between those who cross ‘hard’ borders and those who protect these borders. The case of the EU-Russian border shows that border crossers have an increasing range of options to make themselves heard by their own country's officials, though it is much more difficult for them to reach gatekeepers and public on the other side of the border without resorting to intermediaries (such as their states or business actors). The author suggests that border crossers could be heard better if cross-border cooperation initiatives would prioritise this purpose thus making the EU's external borders not only ‘friendly’ or ‘blurred’ but also ‘dialogic’.  相似文献

When examining the internal borders of the European Union in the context of their purportedly official demise following European integration, structural obstacles to cross-border interaction are normally taken into consideration while ignoring borders in people's minds. Approaching this lacuna, the author proposes to understand borders as being constituted by imaginations and representations, and as undergoing a constant reconfiguring through social relations. This article explores the meanings of the Dutch–German border expressed in popular representations that commonly employ national stereotypes. Against the background of ‘popular geopolitics’, and applying semiotics as methodology, the author presents a theatre play on the Dutch–German border as a complex but popular representation. Analysis of the theatre play also focuses on its audiences and the reception of the play by children. This permits to address people's readings of popular representations in order to approach the question of why borders persist in people's lives.  相似文献

The proposed bridge between Chiang Khong and Houay Xay will form the remaining crucial link of the Asian Highway 3, connecting Bangkok to Kunming, a project highly anticipated in the Greater Mekong Subregion's (GMS) development. With China funding half the cost of the bridge, it signifies a strong player in the economic borderland. The article seeks to uncover the locals' thoughts and feelings of the bridge to raise awareness of ‘voices’ from the Thai-Lao border in relation to the further destinations the bridge will serve. The local perceptions of the proposed bridge are used to provide a form of comprehension of anticipatory cross-border geopolitical relations between the Thai-Lao border and China. Drawing on the concepts of critical geopolitics, anti-geopolitics and geoeconomics, it concludes by underscoring the need to listen to local perceptions at the Thai-Lao border as they signal potential ill-feelings that could jeopardise future cross-border geopolitical ties and trade.  相似文献

After Poland’s accession to the EU, the Polish-Russian border became the EU external border. This significantly changed its nature and started the new type of cross border relation. Since 2012, when the Small Border Traffic (SBT) zone came into force, the border has changed its blockade function and started instead to be treated as a resource. The fundamental loosening of the border crossing regime reduced the social and functional distance between Poland and Kaliningrad, and in a broader sense between EU and Kaliningrad. This paper will try to show how small but meaningful initiative, the SBT, has had an impact on cross-border region. The present paper will describe the relationship between larger geopolitical actors and how they affect local border relations. The aim of this paper is to present phenomenon of new visa regime at the Polish-Russian border. The paper likewise describes the impact of the SBT on local communities and their economies, as well as national relations between adjacent countries. The analysis is based on the interviews and surveys conducted in the Polish-Russian border region in late 2014.  相似文献

Aid, policy and growth in post-conflict societies   总被引:1,自引:0,他引:1  
Countries emerging from civil war attract both aid and policy advice. This paper provides the first systematic empirical analysis of aid and policy reform in the post-conflict growth process. It is based on a comprehensive data set of large civil wars, and covers 17 societies that were in their first decade of post-conflict economic recovery. We first investigate whether the absorptive capacity for aid is systematically different in post-conflict countries. We find that during the first 3 post-conflict years absorptive capacity is no greater than normal, but that in the rest of the first decade it is approximately double its normal level. Thus, ideally, aid should phase in during the decade. Historically, aid has not, on average, been higher in post-conflict societies, and indeed it has tended to taper out over the course of the decade. We then investigate whether the contribution of policy to growth is systematically different in post-conflict countries, and in particular, whether particular components of policy are differentially important. For this we use the World Bank policy rating database. We find that growth is more sensitive to policy in post-conflict societies. Comparing the efficacy of different policies, we find that social policies are differentially important relative to macroeconomic policies. However, historically, this does not appear to have been how policy reform has been prioritized in post-conflict societies.  相似文献

This article documents Australia’s use of border security support and humanitarian aid as border externalisations immobilising asylum seekers as far from Australia as possible. The Australian Government frames border securitisation through regionalism, as an effort to achieve a “regional solution” to asylum seeking irregular migration. Correspondingly, scholars have documented Australia’s externalisations in Southeast Asia and the Pacific. However, Australia’s efforts are not regionally circumscribed and this article analyses the spatial and temporal flexibility of Australia’s border externalisations; Australia’s strategy of targeting borderscapes of asylum seeking as they emerge and change. In doing so, the article examines how the Australian Government has assembled externalisations in South Asia, the Middle East, and North Africa. Australia’s use of humanitarian aid to make places housing asylum seekers more hospitable, yet confining, to the displaced is detailed. Also analysed is Australia’s border security support to source countries and countries of first asylum to immobilise asylum seekers. The article demonstrates that Australia has sought to manifest not only a territorial buffer zone in Southeast Asia, but use border externalisations in the Middle East, South Asia, and North Africa to secure places and displaced populations. This is argued to be a preventative strategy of risk management designed to preempt future asylum geographies and forge extraterritorial migration control.  相似文献
