The Verkehrsverbund system of public transport organization offers a practical solution to the problem of providing integrated regional public transport service for the increasingly suburbanized metropolitan areas of Europe and North America. By carefully coordinating fares and services for all routes, all types of public transport, and all parts of the metropolitan region, Verkehrsverbund systems in Germany, Austria, and Switzerland have greatly improved the quality of the public transport alternative to the automobile. Five Verbund systems were chosen for detailed analysis: Hamburg, Munich, the Rhein-Ruhr region, Vienna and Zurich. This article documents the success of each Verbund in attracting more public transport riders and, in most cases, increasing or at least stabilizing public transport's share of modal split. It also analyzes the reasons for the success of the Verkehrsverbund, including service expansion, improvement in service quality, more attractive fares, and extensive marketing campaigns. The five case study systems offer lessons for other public transport systems facing similar challenges of dealing with increasing auto ownership and suburbanization. The article concludes with an analysis of the most challenging problem of all: public transport finance. As shown dramatically by the five case studies, the service improvements and fare structures needed for truly effective regional public transport require substantial government subsidy. Fiscal austerity at every government level is leading to subsidy cutbacks in most countries of Europe and North America. The five case study systems examined in this article provide lessons on how to deal most effectively with limited subsidy funds in order to minimize service deterioration, fare increases and ridership losses.  相似文献

This paper analyzes how public transport planning is managed in institutional contexts where governance is spread across local and regional scales. The paper sheds light on two facets of the relationship between local and regional government: first, the decision-making process regarding where to provide public transport services and at what level, and second, integration of public transport with land use planning. An analytical matrix is used to cross-reference the roles of formal institutions (governance established in law) and informal institutions (governance not established in law) against local and regional responsibilities for public transport and land use. Analysis of the interplay between these three axes (formal/informal, local/regional, public transport/land use) reveals how informal institutions help regional and local authorities to negotiate the constraints of formal, statutory institutions and help to “oil the wheels” of delivering measures and policies that make public transport work as a well-functioning system. However, informal institutions clearly have their limits, in the paper exemplified by the remaining challenges to integrate regional public transport and local land use planning. An identified challenge is that, by their very nature, informal institutions are difficult to influence or modify, therefore relying on them to fill gaps in formal institutional responsibilities may be a risky strategy when unpopular decisions are made.  相似文献

Public transport (PT) disruption can occur due to various factors such as malfunctions and breakdowns of vehicles, power outages, and personnel strikes. This paper explores the network-wide impacts of PT strikes (train, tram, and bus strikes) on traffic congestion in Melbourne, Australia using a network modeling approach. A primary survey aimed to investigate the mode shift of users when each public transport mode ceases was conducted with 648 public transport users in May 2016. Findings show that train withdrawal was expected to result in 43% of users shifting to car. Smaller yet significant shifts to car was also expected with bus withdrawal (34%) and tram withdrawal (17%). Based on the survey results and the use of a four-step transport model, train withdrawal was expected to increase the number of severely congested road links by 130% and reduce the average travel speed from 48 km/h to 39 km/h (20% decrease). Bus and tram withdrawal was also found to increase congestion although the result was less severe. Future research should investigate the switching behavior in actual withdrawal events and explore the long-term effects of public transport withdrawal.  相似文献

In order to reach a sustainable traffic development, the European Union follows the central idea of an integrated transport policy. In contrast to the widely accepted concept, the EU recently had to admit that in fact transport development goes in the opposite direction. This contradiction has to be explained. The article describes the long lasting succession of efforts to implement a far-reaching cooperation in the transport sector as is aspired to by an integrated transport policy. In each case, though, the political idea of cooperation was superseded by the economic one of competition. Therefore, the author argues in favour of a detailed scientific analysis of the necessary political conditions for an integrated transport policy, instead of continuing an untested concept.  相似文献

In Belgium, several cities have been experimenting with ‘free’ public transport based on the concept of a third payer system. This study explores the modal shift potential of this measure for commuters by means of a large-scale survey. The results indicate that there is still a margin for a further modal shift, but in order to make public transport more attractive to car users, the price paid by the commuter should be lowered, the quality and capacity of the public services should be improved and the mobility policy of the companies should be adjusted in favour of public transport.  相似文献

The aim of this article is to identify the factors affecting user perception of transfers in order to reduce the penalty associated with transfers. Policy makers can thus concentrate on the most relevant factors to achieve a more effective investment of public funds. We carried out an extensive review of the literature and identified a total of 45 factors. A qualitative study was then conducted in two Spanish cities, Vitoria and Madrid, consisting of various focus groups stratified by age. The results indicate that a combination of factors influence the perception of transfers. Time spent during transfers, both walking and waiting, is the main penalty associated with transfers. However, the provision of real-time passenger information helps reduce the perceived waiting time. Differences were found between cities and age groups. Two new factors were identified, mainly in Madrid: mental effort and activity disruption. We, therefore, advise policy makers to concentrate their efforts on providing real-time information to passengers, improving the frequency and reliability of services, and designing transfer areas to ensure continuity between transport modes and between information and communication systems.  相似文献

The establishment of regional trading blocs is considered an important aspect of the process of economic and political globalisation. Focusing on the European Union and the Association of Southeast Asian Nations, this paper considers whether the involvement of regional trading blocs in tourism is desirable and if so, what form future participation might take. Based on the findings from two qualitative studies, examples of best practice are identified and recommendations are made. Greater co‐operation over facilitating tourist movement and crisis management are suggested, but it is concluded that ultimately, the relevance of regional trading blocs in tourism needs further endorsement by the member states. As a governance perspective, transition management views the engagement of a wide variety of stakeholders in policy development as a necessary element in furthering sustainability through enhanced social learning. Yet as a literature it has paid relatively little attention to public consultation on socio-technical change. Here we set transition management in the context of longstanding debates in science and technology studies, technology assessment and deliberative democracy. Empirically, we use national survey data on Finnish public opinion of state support for future transport options. Showing how transport practices and attitudes to transport innovation policy vary with both demography and geography, we argue that these differences have implications for policy legitimacy. We suggest that, both given and despite the practical difficulties of deliberative democracy, use of participative opinion surveying to better understand social groups with needs and interests that differ from national averages, may help to enhance policy legitimacy and hence the success of transition management.  相似文献

This study investigates the progress of container port system development in South China, focusing particularly on the interplay between Hong Kong and the other ports in the Pearl River Delta (PRD) region. After identifying the downgrading trend of Hong Kong from a transshipment hub port for Asia and for China as a whole to a regional load center and the emergence of other deep-sea direct-service ports, the paper looks into the causes of this structural change of the port system. Four major causes are identified: the cost-base competition, the impact of the unique “one-country two-systems” policy, the impact of globalization and container standardization, and the impact of multi-modal accessibility and connectivity. The paper reveals that the interplay between different governments and between the governments and port operators are the local mechanisms that together as a whole respond to the shippers’ needs and the shipping lines’ pressure. It confirms that the interdependencies and competitive relations between terminals are being played out at a regional level. While the particular situation of the PRD is unique in many regards, the features emerging there, with its dominant hub, its network of feeder ports and its emerging direct-service non-hub terminals, are being replicated elsewhere.  相似文献

Travel information is one of the factors that contribute to the quality of public transport. In particular, integrated multimodal travel information (IMTI) is expected to affect customers’ modal choice. The objective of this research is to identify customers’ desired quality of IMTI provision in public transport. Customers’ desired IMTI quality can vary throughout the pre-trip, wayside and on-board stages of a journey. The main determinants are time savings (travel and search time) and effort savings (physical, cognitive, and affective effort). In a sample of Dutch travellers with a substantial share of young persons, the pre-trip stage turns out to be the favourite stage to collect IMTI when planning multimodal travel; desired IMTI types in this stage are used to plan the part of the journey that is made by public transport. Wayside IMTI is most desired when it helps the traveller to catch the right vehicle en route. On-board travellers are most concerned about timely arrival at interchanges in order to catch connecting modes. In the whole travel process, travel time is the most important saving. Apart from that, pre-trip search time savings are also desired, while en route affective effort is more important than cognitive effort.  相似文献

Chengdu, the capital city of Sichuan province, is the fourth biggest city in China with over 15 million residents and 3.4 million vehicles. In Chengdu, transport and other mobile sources accounted for over 27% of the city's PM2.5 emissions (CDEPB, 2016), posing negative impacts on public health, local environment, and the climate. This study estimated impacts from transport-related emissions (CO2, CH4, N2O, PM10, PM2.5, NOX, SOX, CO, and HC) and evaluated the associated social cost for Chengdu from 2005 to 2013. The study also assessed the city's transport performance in terms of its eco-efficiency with the socioeconomic and environmental concerns. The activity-based methodology was adopted to produce the emission inventories, while utilizing meta-analysis and localizing the emission social cost factors based on Chengdu's economic and demographic reality to support social cost assessment. The study marks the first attempt in literature to evaluate Chengdu's transport emission social cost. The following were observed in the study: (i) in 2013, the social cost of all transport emissions in Chengdu was around US$3 billion, with the lowest estimate of US$449 million and the highest estimate of US$4.7 billion; (ii) trucks, private cars, and motorcycles were the major contributors, while NOX, PM2.5, and CO were the key pollutants to public health; (iii) if GHGs (CO2, CH4, and N2O) were excluded, the upper range of social cost of transport air pollutants would be from US$2.4 billion to US$4.1 billion, or 1.6%–2.8% of the Chengdu's GDP.  相似文献

Travellers commit themselves to particular behaviours through the ownership of cars and season tickets. They trade a large one-off payment for low or zero marginal cost at the point of use. It can be assumed that these commitments influence travel behaviour. To the knowledge of the authors there is no literature which addresses the choice between the commitment to the one or the other mode and its impacts on travel behaviour.The paper presents models using structural equation modelling to test a-priori hypotheses on the paths linking car-availability, season-ticket-ownership and modal usage. Modal usage is operationalised as the number of trips by car, public transport, or as the distances travelled by car or public transport. The models are based on three different surveys: Switzerland, Germany and Great Britain. The results confirm the dominance of car-availability, which drives the other variables, but the relationships are more complicated than generally assumed.  相似文献

Equity has been a major concern of public transport provision and is required by legislation in many countries. Several approaches measure equity in transit supply however none produce a simple system-wide measure of equity performance. A new approach is presented using Lorenz curves to measure the relative supply of transit to the population. Gini coefficients provide a single measure of overall equity using this method. A system-wide assessment of overall transit supply to the population in Melbourne, Australia shows that 70% of the population shares only 19% of the supply (Gini coefficient = .68). When employment is also taken into account, the situation is not much different; 70% of jobs and population share 23% of service (G = .62). In order to gain some understanding of vertical equity, the transit supply was compared between different age, income and vehicle ownership groups. There is some evidence of higher supply for youth and low-income groups in inner Melbourne, and in all parts of Melbourne no-vehicle households lived in areas of higher transit supply. Overall it is unclear how “fair” these distributions are compared to equity in other cities since this is the first time this method has been undertaken. Projects using similar approaches should provide a good basis for establishing comparative equity between cities.  相似文献

This paper reports on key findings from a collaborative study whose objective was to produce an up-to-date guidance manual on the factors affecting the demand for public transport for use by public transport operators and planning authorities, and for academics and other researchers. Whilst a wide range of factors was examined in the study, the paper concentrates on the findings regarding the influence of fares, quality of service and income and car ownership. The results are a distillation and synthesis of identified published and unpublished information on the factors affecting public transport demand. The context is principally that of urban surface transport in Great Britain, but extensive use was made in the study of international sources and examples.  相似文献

Longer and more frequent traffic jams in the Netherlands are increasing the costs of transporting cargo. Tightly scheduled production systems rely on punctual materials movements, but are congestion-induced delays sufficient to stimulate freight mode switching from road to combined road–rail and road–water movements? A survey of Dutch transport companies revealed an estimated 10% of vehicle operating time spent in congested conditions. The perceived impact on transport operations, consumers and service characteristics are reported. Based on the survey findings, a vehicle cost simulation attributed 7% of transport costs to congestion, increasing the attractiveness of multimodal transport and other solutions.  相似文献

Similar to virtually all formerly socialist countries in Central and Eastern Europe, the Czech Republic has been experiencing a transport revolution since the shift from socialism to capitalism a decade ago. From 1988 to 1998, per-capita car ownership rose by 63% in the country as a whole, and by 93% in the capital city of Prague. Vehicle km of motor vehicle use have more than doubled. Conversely, public transport usage has fallen considerably, by 26% in the country as a whole, and by 19% in Prague. This modal shift from public transport to the private car has resulted from increased incomes, access to Western markets, declining real prices of cars and petrol, removal of restrictions on manufacturing and importing cars, and the car's attraction as a symbol of freedom, affluence, and status. The sharp reduction of subsidies for public transport has forced increases in fares and service cutbacks, which have also encouraged the shift toward the private car. Although the private car is very popular, the sudden surge in car ownership and use has caused significant social and environmental problems: roadway congestion, parking shortages, increased traffic accidents, air pollution, and noise. Given their severe financial limitations, Czech cities are struggling to preserve their public transport systems while accommodating the immensely popular private car.  相似文献

A mixture of potentially significant changes in technology, commercial structures, and social practices is currently entering the automobility system. These changes have the potential to combine together and lead to a substantial shift in the manner in which society fuels, owns, and makes use of its cars. This paper reports a research project that made use of focus groups to examine the narratives of British transport professionals concerning forthcoming developments in the automobility system. Specific attention was given to what the expectations for future change in automobility are, if these changes will likely lead to a transition toward a more sustainable system and the manner in which a transition of this nature could be facilitated. The oral testimony offered during the focus groups has been assessed qualitatively using thematic analysis. The results suggest that there is a commonly held view that the automobility system is entering a stage of flux, which may lead to considerable changes in system configuration. However, the attainment of a sustainable transition for the system will likely be inhibited by a series of institutional, societal, and physical barriers, which may restrict system developments.  相似文献

Against a context of international crisis in the air transport industry, this paper examines the implications of the ways in which strategies developed by key air transport stakeholders, as well as the contemporary dynamics of the globalized, liberalized market place, impact directly on sustainability issues. More specifically, the paper has two objectives. First, it discusses the policy ramifications of the interrelationships between the concepts of globalization, liberalization, and sustainability within the air transport industry. Second, the paper explores the import of these interrelationships as they interconnect with stakeholder strategies in the differing geopolitical contexts of the US and EU. Particular attention is given to airline network and frequency strategies. The paper concludes that while the financial sustainability of the airline industry is the overwhelming concern today, if this is essentially the short-term crisis that the airline industry claims it to be, the longer-term predictions of air transport growth will again bring environmental sustainability issues to the fore.  相似文献
