In this study we examine the effect of severance pay on employment and unemployment, using data on industrialized OECD countries.
Our starting point is Lazear’s [(1990) Quarterly Journal of Economics 105, 699–726] dictum that severance payment requirements unfavorably impact the labor market. We extend his sample period and add to his parsimonious
specification a variety of fixed and time-varying labor market institutions. While the positive effect of severance pay on
unemployment garners some support, there is no real indication of adverse effects in respect of the other employment outcomes
identified here, namely, the employment-population ratio, the labor force participation rate, and long-term unemployment.
Moreover, with the possible exception of collective bargaining coordination, the role of institutions is also more muted than
suggested in the literature.

The paper analyses implications of unions' strategy for employment in western European countries that are baffled with mass migration of unskilled workers from neighboring poor countries. Unions' strategy in this paper includes bargaining for non-wage benefits together with monetary compensation for workers. It is shown that unions' strategy generates employment, raises the ratio of skilled to unskilled workers and raises national income. This suggests that even when migration acts as a competitive fringe, instead of using controversial migration policy as a covert anti-union tool, policy makers should encourage this type of bargaining which will have both economically and politically favorable effects. 相似文献

We examine whether Italian household consumption exhibits excess sensitivity to “severance pay”, a sizable lump-sum that workers receive at job termination. We find no evidence of excess sensitivity of non-durable expenditure to this anticipated cash-in-hand change. 相似文献

This paper examines the empirical link between severance pay and corporate finance. Severance pay is an economic debt of the
employer and hence should be taken into account by the market in its assessments of risk. Using a hand-collected dataset of
accounting data from Italy and Austria we find there is only a limited relationship between severance pay and market risk
indicators. This suggests that arguments that severance pay systems destroy corporate value may need to be reassessed. 相似文献

There is a vast literature that estimates the effect of the minimum wage on wage inequality in various countries. However, as the minimum wage directly affects nonlabor income of families in some countries (in the Brazilian case via the benefits of the pension system and of certain social programs), this article extends the empirical analysis by studying the effects of the minimum wage on the level of inequality of household income as a whole. To accomplish that we employ a decomposition method that gauges the contribution of the increases in the minimum wage that occurred in recent decades in Brazil through the labor and nonlabor sources of household income. The results show that the minimum wage had a contribution of 64 percent to the observed fall in income inequality between 1995 and 2014 and that pensions were the most relevant channel over this period. 相似文献

Housing mobility can provide welfare benefits to households who move to more suitable housing, while also enabling productivity gains through better matching of skills to jobs. Compared with other developed countries, Australians regularly move home, but rarely do so for work. Tenure security for private renters is low and in stark contrast to the United States, Australian renters are more likely to be forced to move by their landlord than choose to move for work. Reforms are recommended to level the playing field, by removing landlords' capacity to evict tenants without due cause and enabling greater entry of institutional investors into the housing market. Opportunities to reduce barriers to moving for owner–occupiers are identified: stamp duties could be replaced with less distortionary forms of taxation and exclusion of the family home in pension asset testing should be reviewed, as this exclusion discourages downsizing where doing so would reduce pension income. 相似文献

In this paper, I estimate the effect of future pension benefits on pre-retirement labor supply for a representative sample of Chilean workers. Using nonlinear patterns in pension benefit formulas and a reform that permanently changed non-contributory pensions, I estimate the effect of pension accrual and expected pension wealth on labor force and contributory-sector participation, labor earnings, and hours worked. I find that the effect is concentrated on the impact of pension accrual on the probability to contribute to the pension system. The effect is heterogeneous and is concentrated among middle-aged workers, low-skilled workers, and workers with higher financial literacy. 相似文献

The use of groundwater in Bangladesh has in the past been promoted as a means of avoiding waterborne diseases associated with the consumption of untreated surface water. Unfortunately, the recent discovery of high levels of naturally occurring arsenic in groundwater in Bangladesh used for drinking purposes has led one international agency to describe the situation as a major public health emergency. Arsenic ingestion is associated with an elevated risk of various cancers. Epidemiological dose–response functions combined with survey estimates of arsenic concentrations in groundwater, and the number of households in Bangladesh relying on groundwater for drinking are used to derive an estimate of annual mortality and morbidity cases attributable to arsenic contamination. The estimated health impacts include 6500 fatal cancers and 2000 non-fatal cancers. Aggregate willingness to pay to avoid these health impacts is estimated to be $2.7 billion annually using purchasing power parity exchange rates. The methodology and results presented in this paper may have application to other countries. 相似文献

We analyze the impact of population aging on Japan's household savings rate and on its public pension system and the impact of that system on Japan's household savings rate and obtain the following results: first, the age structure of Japan's population can explain the level of, and past and future trends in, its household savings rate; second, the rapid aging of Japan's population is causing Japan's household savings rate to decline and this decline can be expected to continue; third, the pay‐as‐you‐go nature of the public pension system, combined with rapid population aging, created considerable intergenerational inequities and increased the savings rates of cohorts born after 1965, which in turn slowed the decline in Japan's household savings rate; and fourth, the 2004 public pension reform alleviated the intergenerational inequities of Japan's public pension system somewhat but will in the long run exacerbate the downward trend in Japan's household savings rate. 相似文献

Before liberalization in 1991, India had developed exceptionally complex labor regulations which strengthened the bargaining power of unions and increased job security in the formal economy, at the cost of employment. Deregulation and privatization can be expected to strengthen competition, accelerate productivity growth, narrow gaps between formal and informal labor markets outcomes, and weaken union power. Is this happening in post-1991 India? Because India liberalized its economy so recently, and so gradually, it is too early to tell. Key areas of the economy continue to be highly regulated, including labor markets. Yet, there are signs that industrial relations are changing. Increased competition in product markets and dissipation of rents are eroding the protection labor regulations once afforded workers in formal labor markets. In a more competitive environment, the same labor regulations that once increased job security, might expose workers to greater risks. 相似文献

This paper explores the determinants of public pension plan configurations. It is argued that the level of intragenerational redistribution in public pension plans is related to a country's cultural background. The level of intragenerational redistribution is measured by Krieger and Traub's Bismarckian factor. The countries’ cultural background is operationalized using cultural dimensions developed by Hofstede. The empirical results are in line with our hypotheses. Uncertainty avoidance appears to have a significant, positive association with the Bismarckian factor (low intragenerational redistribution in public pensions), whereas the relation with individualism is negative (high intragenerational redistribution). Moreover, a positive association is found between the Bismarckian factor and inflation shocks in the first half of the 20th century. While the sample size is limited, the results are robust to the inclusion of different economic, institutional, and demographic control variables as well as to using alternative model specifications. These findings have important public policy implications. We argue that pension reform proposals suggesting a transformation of public to private pension provision should consider the cultural background of countries. 相似文献

Abstract The links between women's caring work and access to economic resources are particularly critical in the context of widespread public policy debates about retirement and pensions, many of which neglect care as a key issue for analysis. However, among feminist economists it is widely recognized that women's patterns of care provision have adverse implications for their access to economic resources in later life. The feminist economics literature examines many of the interactions between women's caring roles and their access to resources, particularly women's capacity to access economic resources through publicly mandated or regulated pension schemes. This article reviews research that places women's patterns of work and care at the center of analyses of retirement pension policy in an effort to provide a summary of research on gender and pensions policy and to contrast the extent to which differing institutional and policy frameworks accommodate women's caring roles. 相似文献

The aim of this paper is to analyse the role of the survivor dividend in notional defined contribution (NDC) pension schemes. At present, this feature can only be found in the Swedish defined contribution scheme. We develop a model that endorses the idea that the survivor dividend has a strong basis for enabling the NDC scheme to achieve financial equilibrium and that not including the dividend is a non-transparent way of compensating for increases in longevity and/or legacy costs from old pension systems. We also find that the average effect of the dividend remains unchanged for any constant annual rate of population growth, that contributors who reach retirement age always get a higher return than the scheme does, and that population growth enables cohorts with more years of contributions to benefit to a greater extent from the dividend effect. 相似文献

ABSTRACTThis article examines the process of Russian social budget formation during 2015–2016, a period marked by a significant reduction in state revenues due to changes in Russia’s economic and international environment. Participants in the budget process included the president, prime minister, the financial–economic and social blocs of government, and experts outside the government. An important concern associated with the social sphere was maintaining political popularity. Budget formation in this area occurred via bureaucratic bargaining, with the president intervening only on the most salient issues. Analyses used to value ecosystem services often confuse final ecosystem services with ecological functions that provide indirect benefit. Typologies of ecosystem services, such as that developed by the Millennium Ecosystem Assessment, do not ameliorate these challenges. Among the causes of ambiguity in classifying values associated with intermediate versus final ecosystem services are (1) the lack of simple, broadly applicable guidelines to assist natural and social scientists in deriving consistent and replicable classifications, and (2) attempts to define universal typologies of final services that apply to all beneficiaries. This paper presents an operational mechanism for determining whether a biophysical feature, quantity, or quality represents a final ecosystem service for an inclusive suite of beneficiaries. It is designed for straightforward application by those without expertise in natural or social sciences, and can be used within existing typologies. Illustrations of the structure demonstrate how the resulting classifications avert double counting and other ambiguities. 相似文献

How Much is Transfer and How Much is Insurance in a Pay‐as‐you‐go System? The German Case 总被引:1,自引:0,他引:1
Pay-as-you-go pension systems provide insurance against longevity-related old-age poverty and related risks. They are commonly also used as instruments for redistribution. This paper provides several estimates of the insurance and transfer share of the German public pension system. Estimating these shares is important because they are indicative of taxation-related deadweight losses and influence public acceptance of the pension system. We also disentangle intragenerational from intergenerational transfers. Although our estimate of intragenerational transfers is smaller than recent semi-official estimations, such transfers create substantial deadweight losses. Intergenerational transfers are much larger, thereby contributing to strong negative participation incentives for the younger generation.
