An Evaluation of the Cod Fishing Policies of Denmark, Iceland and Norway Many ocean fisheries are subject to a fundamental economic problem generally referred to as the common property problem. This problem manifests itself as excessive fishing fleets and fishing effort, depressed fish stocks and little or no profitability of the fishing activity, irrespective of the richness of the underlying marine resources. European fisheries represent some of the most dramatic examples of the common property problem. This article employs simple empirical models and recently developed mathematical techniques to examine the economic efficiency of three European fisheries, namely the Danish, Icelandic and Norwegian cod fisheries, The optimal harvesting policies for each of these fisheries are calculated. Comparing these optimal policies with actual harvests provides a measure of the relative efficiency in these three cod fisheries. The comparison confirms the widely held impression that the cod harvesting policies of ail three countries have been hugely inefficient in the past. Moreover, it appears that the inefficiency has been increasing over time. Only during the last few years of our data are there indications that this negative trend may have been halted. Somewhat more surprisingly, in spite of radically different fisheries management systems, we find relatively little difference in the level of stock over‐exploitation between these three countries. Les pêcheries européennes constituent actuellement l'un des exemples les plus dramatiques des problèmes associés a la propriété collective. On présente ici un modèle empirique assez simple mais associéà de nouvelles techniques mathématiques récemment développé es pour mesurer l' efficacitééconomique de trois types de politiques de pêche à la morue, au Danemark, en Norvège et en Islande. On commence par calculer le volume optimal des prises pour chacun de ces pays. La comparaison entre le niveau optimal et le niveau réel des prises permet de mesurer le degré d' efficacité des politiques suivies. Elle permet de confirmer l'opinion largement répandue selon laquelle les politiques passées ont été extrêmement peu efficaces. En outre, il apparaît que l'inefficacité est croissante avec le temps. C'est seulement dans les toutes dernières années des séries de données que l' on observe un infléchissement de cette tendance négative. Enfin, et c'est le plus surprenant, on trouve peu de differences entre les trois pays en ce qui conceme le degré de surexploitation du stock, et cela, bien que les principes de gestion des pêcheries y soient entiArement différents. Eine Bewertung der Kabeljaufischereipolitik in Dänemark, Island und Norwegen ahlreiche Hochseefischereien tehen einem grundlegenden ftliehen Problem gegenüber, das allgemein als Problem des kollektiven Eigentums bezeichnet wird. Dieses Problem zeigt sich in übermäßig großen Fangflotten und beträchtlichem Fischereiaufwand, geschrumpften Fischbeständen und geringer oder fehlender Rentabilität der Fischerei; dabei ist die Höhe der Fischressourcen unbedeutend für das Problem. Die europäischen Fischereien stellen einige der drastischsten Beispiele für das Problem des kollektiven Eigentums dar. In diesem Beitrag werden einfache empirische Modelle und kürzlich entwickelte mathematische Verfahren angewendet, um die wirtschaftliche Effizienz von drei europäischen Fischereien zu untersuchem der dänischen, der isländischen und der norwegischen Kabeljaufischerei. Für jede dieser Fischereien wird die optimale Nutzungsstrategie berechnet. Aus dem Vergleich dieser optimalen Nutzungsstrategie mit den tatsächlichen Erträgen ergibt sich ein Maß fur die relative Effizienz, die bei diesen drei Kabeljaufischereien vorliegt. Der Vergleich bestätigt den weit verbreiteten Eindruck, dass die Strategien zum Kabeljaufang in alien drei Ländern in der Vergangenheit enorm ineffizient waren. Darüber hinaus wird deutlich, dass die Ineffizienz im Laufe der Zeit zugenommen hat. Lediglich die Daten der letzten jahre enthalten Hinweise darauf, dass dieser negative Trend zum Stillstand gekommen sein könnte. Obwohl sich die Fischwirtschaft in jedem dieser drei Länder sehr stark unterscheidet, lassen sich erstaunlich wenige Unterschiede im Maß der Übernutzung des Fischbestandes finden.  相似文献

Simple macro-models are used in a two good output spaces to show that, under certain conditions that occur in very poor countries, fisheries policies aimed at concentrating rent and rationalizing excess capacity may result in declines in economic growth. In cases where displaced labour has nowhere else to go, such policies may be welfare decreasing for the country as a whole. The second best policy in these cases would be to encourage open access fishing with controls on overall output. An example based upon information gathered on the shrimp fishery in Madagascar describes the relations between the relative price between artisanal and industrial fishing sectors, and differential effects of the leakage of rents through the net exports equation due to policies favouring capacity rationalization.  相似文献

Livestock pricing policies in many developing countries are often instituted without a good appreciation of the consequences of such policies for allocative efficiency, output and trade. This paper evaluates, in a comparative cross-country context, the objectives and instruments of livestock pricing policy in five sub-Saharan African countries: Ivory Coast, Mali, Nigeria, Sudan and Zimbabwe during the period 1970-86. It assesses the extent to which pricing policy objectives have been attained, and also estimates the effects of price interventions on output, consumption, trade and government revenues in order to draw out lessons for the future. The empirical results indicate that in comparison with real border prices, a certain degree of success was achieved in stabilising real domestic producer prices in the study countries. The results also show that since the early 1980s, there has been a gradual shift away from taxation of producers. However, consumers still appear to gain as much as producers in three of the study countries, with negative consequences for foreign exchange earnings and government revenues. The analysis reveals the importance of domestic inflation and exchange rates as key variables for livestock pricing policies and highlights the need to address the macroeconomic imbalances that cause exchange rate distortions and high domestic inflation at the same time that direct price distortions are being tackled.  相似文献

This paper assesses the extent to which foreign direct investment (FDI) in developing countries crowds in or crowds out domestic investment. The core of the paper is the development of a theoretical model for investment that includes a FDI variable and its estimation and testing with panel data for the period 1971–2000 and the three decades involved. The model is run for 12 countries in each of three developing regions (Africa, Asia and Latin America). The results indicate that, in all three developing regions, FDI has, at best, left domestic investment unchanged, and that there are several sub-periods for specific regions where FDI displaces domestic investment. In particular, there seems to be crowding out of domestic investment by FDI in Latin America. If these results are in fact correct, they suggests the need for policies to make FDI more effective in enhancing domestic investment in developing countries. The conclusion is that the effects of FDI on domestic investment are by no means always favourable, that simplistic policies towards FDI are unlikely to be optimal and, foremost, that more attention needs to be paid to economic policies that foster the domestic component of total investment.  相似文献

Historically, earnings from farming in many developing countries have been depressed by a pro‐urban bias in own‐country policies, as well as by governments of richer countries favoring their farmers with import barriers and subsidies. Both sets of policies reduced global economic welfare and agricultural trade, and added to global inequality and poverty. Over the past three decades, much progress has been made in reducing agricultural protection in high‐income countries and agricultural disincentives in developing countries. However, plenty of price distortions remain. As well, the propensity of governments to insulate their domestic food market from fluctuations in international prices has not waned. Such insulation contributes to the amplification of international food price fluctuations, yet it does little to advance national food security when food‐importing and food‐exporting countries equally engage in insulating behavior. Thus there is still much scope to improve global economic welfare via multilateral agreement not only to remove remaining trade distortions but also to desist from varying trade barriers when international food prices gyrate. This article summarizes indicators of trends and fluctuations in farm trade barriers before examining unilateral or multilateral trade arrangements, together with complementary domestic measures, that could lead to better global food security outcomes.  相似文献

Despite its central role in diffusing neoliberal policies and its status as an important external funder of health, the World Bank’s effect on health policies in developing countries has been little explored. I examine how the World Bank framed and funded targeting in healthcare in Costa Rica, Argentina, and Peru. Results indicate that the World Bank and national governments pursue targeting and justify its implementation differently across countries. While both national government and the World Bank cite efficiency and equity concerns as a rationale for targeting, the World Bank is more likely to invoke efficiency and cost-cutting measures. Targeting also happens against the backdrop of very different policies across these countries: coexisting with universalism in Costa Rica, growing public insurance in Peru, and a federally managed health system in Argentina. Domestic factors associated with countries’ existing health systems, in particular coverage and segmentation in the health sector, helps account for variation in both the groups/areas targeted and the discourse and rationale in national and World Bank documents. I conclude by discussing the implications of these results for our understanding of the World Bank’s influence on health policies in developing countries.  相似文献

Liberalization of world trade in agricultural products ranks high on the agenda of the Uruguay Round. After a period of more than six years, however, the negotiations have not been concluded. Nevertheless, an outcome seems to be in sight. The agreement will most likely not result in a move to freer trade. It seems that domestic policies will become even more regulative than in the past in an attempt to cut exportable surpluses and to ease trade tensions among the main exporting nations. This paper explores possible impacts of the GATT Round on agricultural development in developing countries. Agricultural development is more than only growth in agricultural production or productivity. However, it is argued in the paper that other variables which also indicate agricultural development are often closely correlated with growth in production and productivity. Trade in agricultural products is not always an engine for agricultural development. If internal divergences are not accounted for by appropriate domestic policies, trade may be even harmful to agricultural development. Hence, empirical research based on cross-country analysis does not provide a clear answer about the role of trade for development. Past policies in industrialized countries have most likely had a negative effect on developing countries as a group; however, the effects differ widely across countries. Liberalization policies in industrialized countries would not just reverse these negative effects for developing countries. Price reduction in industrialized countries may not result in the often-cited production decline in the short term. Present X-inefficiency in agriculture will be reduced by liberalization, leading to an outward shift of the supply curve. Hence, liberalization may not lead to higher world market prices for temperate-zone products in the short and medium term. Apart from this, empirical models differ widely in the price effects they predict. The expected outcome of the Uruguay Round – increased regulation of domestic policies – is likely both more negative for developing countries than past protectionist policies and worse than an overall liberalization. World market prices will increase, uncertainty and instability can be expected to grow, and food aid may become less available. There will be a need to react to these challenges with measures on the international and national level. Initiatives to deal with food crises in developing countries and to stimulate liberalization in developing countries should be considered. Finally, developing countries should be made aware that their own domestic policies have a much greater economic impact than policies in other countries, even if the latter are as protectionist as current agricultural policies in the industrialized world.  相似文献

Several governments in Europe have explicit ambitions to increase societal engagement in the management of Natura 2000 areas. However, implementing this ambition in practice remains a challenge. This article reviews experiences in three Natura 2000 sites in countries in which local level policies exist to improve societal engagement. By defining the elements of the different policies employed in terms of storylines, instruments, organizational structure and style of interaction, and evaluating to what extent these address societal and governmental arguments for societal involvement, wider lessons are drawn on how governments might tackle this complex issue. The area cases show that a hierarchical governance mode is combined with governance modes that are based more on cooperation, market mechanisms or responsiveness to societal energy in order to achieve societal engagement that goes further than acceptance of nature designations.  相似文献

Applying the maximum‐likelihood method of co‐integration, this study analysed spatial market integration between an adjacent rice surplus market (India) and deficit markets (Bangladesh and Nepal). The main focus is on the government policies of these three rice‐producing countries which have been imposed to reduce domestic price volatilities in rice markets during the recent ‘global food crisis’ in 2007–2008. The co‐integration tests find that domestic rice prices of India, Bangladesh and Nepal are integrated both in short‐run and long‐run periods despite the imposition of export restriction policies by India. The reason that prices are transmitted so effectively is most likely to be the widespread informal cross‐border trade through the porous borders among India, Bangladesh and Nepal.  相似文献

Both the European Union and the United States grant non‐reciprocal preferences to developing countries under the Generalised System of Preferences as well as under several regional schemes. The benefits of these preferences have recently been questioned. Several authors have pointed out the under‐utilisation of these preferences due to the constraints attached. There have been claims that rules of origin requirements and administrative costs, as well as uncertainty on eventual eligibility, have deterred exporters from using preferential regimes. We calculate various indicators of the utilisation of preferences in the agricultural, food and fisheries sector. We conclude that only a very small proportion of the imports eligible for these preferences is actually exported outside a preferential regime. The rate of utilisation is therefore high. However, the flow of imports from the poorest countries remains very limited in spite of rather generous tariff preferences, which leads to questions over the overall impact of the preferential agreements. In addition, preferential regimes overlap, and in such cases some regimes are systematically preferred to others. We use econometric estimates of the (latent) cost of using a given preference to explain why particular regimes are used. We focus on possible explanations, such as the cumulation rules (that restrict the use of materials originating from other countries), fixed administrative costs and differences in the preferential margin.  相似文献

Food-security implications of the war in Ukraine are exacerbated by adverse weather events, spillover effects from the distortion of energy and fertiliser markets, and domestic policies that countries around the world have implemented in pursuit of food security. Estimates suggest that the cumulative effect of these channels in terms of restricting agricultural and food trade is in the order of over 10 times larger, and their cumulative effect on global food supply is on average three times more substantial than the direct agricultural supply disruptions in Ukraine. The latter, however, disproportionally impacts low-income countries that are particularly vulnerable to food supply shortages and price increases. In the case of the EU, although overall food availability is not at stake, food affordability for low-income households is a concern, especially when combined with rising prices of other essential goods, such as energy and transportation. To ensure the resilience of domestic and global food systems, the EU and its Member States should extend a set of already implemented policies, including better-targeted support for the low-income households in the region, implementation of trade facilitation measures via international cooperation, and support for agricultural production in the most vulnerable countries, and should also facilitate the restoration of Ukraine's lost agricultural assets.  相似文献

There has been a recent proliferation of national land-use policies that emphasize protecting open space and ecosystem integrity. However, countries grappling with internal political conflict, or that are engaged in military conflicts with neighboring countries, have priorities that focus on control of land in areas where state sovereignty is perceived to be threatened. These two concerns, political-demographic control and environmental protection, create very different paradigms for how to think about open space policy. The objective of this paper is to consider the impact of competing paradigms in land-use policy formulation and implementation—one that encourages sprawl and the other that encourages compact development and the preservation of open space. We use Israel as a case study where both political demography and environmental land-use paradigms are currently influencing policy and planning. We explore the historical evolution of both land-use paradigms and consider how they are currently competing in the formulation and execution of land-use policy decisions. We consider how these distinct priorities are playing out in current discourse and policy implementation, and characterize the past, current and prospective future physical outcomes of policies on the landscape. Our goal is to alert policy makers and land-use scholars of the subtle and contradictory influence of political-demographic land-use priorities with regard to their potential impact on the successful implementation of environmental policies. The Israeli case study is indicative of a diversity of countries that have a history of political-demographic land-use policies, but have also begun to adopt environmentally motivated policies.  相似文献

Using time series data over the past four decades, the 1960s to 1990s, this paper examines rice pricing policies in Thailand, Indonesia and the Philippines. It analyses the determinants of the paths along which these policies have moved. While it confirms the findings of previous analyses, that price stabilization has been a major policy achievement, it also reveals that stabilization was not necessarily sustained over the entire survey period. It finds that politico-economic factors—such as entry into the GATT, increase in per capita GDP and achievement of rice self-sufficiency—have been among the determinants of rice pricing policy, but the ways in which these factors have affected policy vary among these countries. Such variation, which previous cross-country studies have not analysed, is a reflection of variations in the roles of rice and in the attitudes of policy-makers in these economies. In its conclusion, this study draws policy implications for each country, taking into account differences in the impact.  相似文献

Food insecurity is extensive throughout the world and hunger and malnutrition are expected to remain serious humanitarian and political concerns, both in the short term and for the foreseeable future, particularly in low income developing countries where many rural and urban households are both income and asset poor. In those countries, domestic agricultural production is expected to be especially vulnerable to the impacts of climate change over the next 30 years. Thus international markets for staple agricultural commodities, which have become increasingly important as sources of nutrition for both developing and developed countries over the past 60 years, are likely to become even more important in the future. Free trade policies allow countries to exploit their comparative advantages in economic activity, increasing average per capita incomes, longer term growth rates and a country's capacity to fund social safety nets for the poor. However, many countries abandoned those policies in favor of domestic protections in their efforts to mitigate the effects of short run food crises. The policy challenge is therefore to resolve the tension between optimal long run policies and short run initiatives to address food security concerns.  相似文献

There have been important changes in the international trade of processed and high-value added food products from developing countries over the past several decades. One of them has been the emergence of oilseeds and fruits and vegetables, replacing traditional products such as sugar, coffee, and cocoa as the main exports from developing countries. Another trend has been the collapse of African agroindustrial exports and the increase of exports from Asia. The paper highlights key trends, and explores possible reasons for the trends, focusing on trade policies in less-developed countries (LDCs) and developed countries (DCs). The paper argues that national trade policies and other economic policies appear to have been relatively supportive of agroindustrial production and exports in Asia. In contrast, policies have had more mixed effects in Latin America and the Caribbean (LAC), and seem to have been just one component in a larger array of forces inhibiting economic development in Africa. The performance of agroindustrial production and exports from LDCs may be now more dependent than ever on the completion of reforms in the agricultural trade policies of DCs. For Africa, however, a more supportive international environment and better macroeconomic and trade policies will not be enough to ensure a thriving agroindustrial sector within a broader process of economic development until military confrontations stop.  相似文献

Incentives in agriculture are highly distorted. It has long been argued that these distortions were a key explanation for differences in supply and productivity across countries, but the empirical evidence is limited. We revisit this issue using data on policy distortions across 63 countries for the period 1961–2011. We estimate the effects of differential changes in agricultural distortions across countries on supply and productivity. We highlight concerns in our analysis and previous work about endogeneity that biases the estimated effect downward—countries that lose comparative advantage are likely to increase support for agriculture. We address these concerns by including country and region-time fixed effects, along with a rich set of controls. Overall, we find evidence that enhanced incentives through policy changes can increase the rate of production growth, with about half of the increase due to productivity increases. This result is strongest in Sub-Saharan Africa where anti-agricultural policies on exports were reduced and in Europe where pro-agricultural policies on imports were reduced, driven largely by external pressure. Endogeneity appears to be strongest in Asia where countries have followed the typical pattern of raising support for agriculture during industrialization due to a rising farm-urban income gap.  相似文献

Eco‐labelled seafood is an important tool to promote sustainable development in fisheries. A price premium on eco‐labelled seafood signals a return on investment in sustainable fishing methods, providing an incentive for fishers to adopt such methods. This paper investigates whether Swedish fishermen gained a price premium from participating in the Marine Stewardship Council (MSC)‐certified Swedish Eastern Baltic cod fishery in the period 2011–2012. Using a detailed dataset of landing tickets and log books, we apply a panel data methodology to estimate the MSC price premium. We cannot find reliable evidence that the consumer level premium for MCS cod is actually passed back to the producers in this case.  相似文献
