UK and European public policy has sought to encourage young biotechnology firms adopt American-inspired strategies. The venture-backed start-up associated with Silicon Valley and Route 128 in Boston, has been the preferred model. These policies have had limited success thus far. Indian companies are evolving indigenous business models that are achieving success within the pharmaceutical industry. Some Indian pharmaceutical firms, established initially as low cost suppliers, are investing in building innovative capabilities. This paper analyses the strategies and trajectories of a number of Indian pharmaceutical companies that are expanding successfully in Western markets. It assesses the local and international contextual factors that have underpinned the strategies and discusses relevant conceptual frameworks.  相似文献

European Union policies effectively prohibit the production and consumption of genetically modified agricultural products. This paper examines the prohibition's effects on research and development, innovation, trade flows, and economic growth using a Heckscher–Ohlin–Samuelson trade model with a neo‐ Schumpeterian approach. Restrictive European Union policies on biotechnology production and consumption result in: an effective export subsidy of capital to the South; changing trade flows; North America being the dominant producer of biotechnology research and development; the South being a dominant producer of biotechnology products; and the European Union being the dominant producer of traditional agricultural products.  相似文献

In this paper overt repositioning of pharmaceutical and biotechnology companies in relation to patients and the wider public between 1990 and 2002 is analysed. It is proposed that this repositioning is linked to their success in gaining public acceptance of their use of genetics-based technologies to develop novel products. It is argued that this has helped biopharmaceutical companies to avoid the public stigmatisation that agrochemical companies incurred when they employed the same technologies to develop GM Crops. Implications are drawn for the ability of established and of new firms exploiting emerging technologies to position themselves strategically in the future in an arena that is ethically and culturally acceptable to the public and hence to investors.  相似文献

近年来,“三农”问题受到极大关注。为了应对外部资源、环境、科学技术等多重压力对农业升级与发展的影响,政府出台了诸多政策支持农业企业的技术研发与创新。本文从政府干预视角分析政府补助和税费返还两种形式的政府创新支持政策对农业企业研发投入的影响,重点分析机构投资者与大股东参与公司内部治理以及社会审计事务机构参与公司外部治理这两者所发挥的不同监督作用。研究发现:第一,不同形式的政府创新支持(政府补助和税费返还)对农业企业研发投入的影响并不一致。政府补助产生替代效应,税费返还则产生互补效应。第二,持股监督(机构投资者和大股东的持股比例上升)能增强政府补助对农业企业研发投入的替代效应,也能增强税费返还对农业企业研发投入的互补效应。第三,审计监督(社会审计事务机构的审计意见)会减弱政府补助支持对农业企业研发投入的替代效应,也会减弱税费返还对农业企业研发投入的互补效应。本文的研究发现为政府制定适宜的创新支持政策,以及合理发挥持股监督与审计监督的内外部治理作用,提供一定的决策依据和理论支持。  相似文献

Conclusion This book argues convincingly that the history of technologies play a major part in current economic evolution. It provides data, figures and explanations related to public policies but does not take into account domestic industrial dynamics and does not explain how national leaders have emerged in high tech industries. Intuitively, one can imagine that the history of firms and industries play a part as well as the history of public policies.European data relate at the best up to 1988 and are scarce relative to the detailed presentation of American public policies (see for examples the data related to basic research between 1975 and 1988 (p. 131).The book aims very clearly to suggest guidelines to the American administration public policies devoted to technologies in order to maintain the leadership of US firms in high tech industries. Unfortunately, the conclusions are not very clear-cut and it is difficult to draw lesson for European countries or for the NICs as the authors themselves think these conclusions are hazardous even in the US case.  相似文献

Patent applications have surged in China over the past two decades. Has the application boom been accompanied by a simultaneous drop in the value (quality) of the patents? Our research examines this question by analyzing invention patents in agriculture. Using data from China's State Intellectual Property Office (SIPO) for patents between 1985 and 2005 that had been granted before January 2011, we conduct duration analysis of patent life span and the length of patent renewal with the Weibull and Cox Proportional Hazard modeling respectively. The results show that the value of Chinese agricultural patents, measured by their life span and renewal length, has been improving, although foreign grants are still maintained significantly longer than domestic ones. For domestic grants, private entities, especially companies, are more likely to have a longer patent protection period than public entities. Furthermore, patent value varies significantly across different technological fields, with grants to inventions in complex and emerging technologies such as agricultural biotechnology and agricultural chemicals demonstrating higher value than others. The findings have implications for understanding the impacts of China's innovation policy on global patenting activities as well as China's innovation trajectory in agriculture and other sectors.  相似文献

The study differentiates two sub-sectors, considered to be the most representative: Biopharma and Agro-food. The results show that biotechnology development in Spain has entered a new phase. Traditionally, research and development in Spain followed an unstructured path built around regional spaces and driven by factors and influences external to Spain. However, the emergence of a fast-growing sector of spin-off companies from the public research system, specifically in the Biopharma sector, points to a change of model of development of the industry, on the national as well as the regional level. The major areas of research and development in biotechnology are maturing at a rapid rate, and may soon converge with one another. These emerging biotechnology areas range from the development of new medicines and drugs, genetically engineered foods, biologically controlled industrial manufacturing processes, and biologically based computing devices to the creation of new industrial materials and devices based upon biological structures and the use of biotechnology in food production. Each of these research areas carries the potential for strong societal reaction. To explore the potential impact of biotechnology on society, two fundamental drivers that influence societal acceptance of biotechnology are described. First, the extent to which technological integration proceeds may strongly impact the way society uses and perceives biotechnology. Second, the degree to which the public eventually accepts biotechnologically derived products and processes as legitimate and reliable alternatives to current products may shape both market demand and public policy. Taken together, these drivers suggest four discrete alternative scenarios for the future of biotechnology. Implications of these scenarios are discussed.  相似文献

This article examines institutions for water pollution control and their interaction with water supply and sanitation technologies in the United States before the First World War. The article discusses how growth of settlements polluted waters and created pressure to adopt local institutional responses and networked water supply and sewerage technologies in the mid-19th century. However, the new urban technologies undermined local institutional responses and expanded the scale of water pollution problems they were expected to resolve. Water companies, households and local governments litigated their water pollution conflicts in the courts in the absence of other alternatives. In the end of the 19th century, many states adopted water pollution policies. At first, public health authorities enforced the new policies to protect public water supplies from sewage contamination. However, when the effectiveness of filtration and chlorination of drinking water was demonstrated in the early 20th century, public health authorities ceased to enforce discharge prohibitions and instead pressured water companies to adopt the new technological measures to protect public health.  相似文献

Dedicated biotechnology firms (DBFs) have played an important role in commercializing biotechnology. They emerged first in the US and, after a 5-year time lag, they also appeared in Europe. Faced with long and costly product lead times, DBFs raised money by entering into research contracts, mainly with large chemical and pharmaceutical companies. These coopertive research alliances have not vanished as biotechnology has matured and are more in evidence today than they were in the early dasy of the commercialization of biotechnology. This paper investigates how and why large and small companies enter research collaborations, what they learn from working together, and the effects on European competitiveness.  相似文献

This paper presents a quantitative case analysis of one US Advanced Technology Program (ATP) public–private partnership that advanced the technology infrastructure of molecular diagnostics, resulting in substantial downstream economic and public health benefits. Biotechnology R&D is generally characterized by technologies requiring substantial investments in time, money, and effort to develop and sustain concepts through long incubation times. Public sponsorship of a partnership between two companies who would have not otherwise collaborated, Affymetrix and Molecular Dynamics, accelerated the development of DNA microarrays and DNA sequencing technologies and induced innovation at competitor firms. Public sponsorship of private-company research accelerated the completion of the Human Genome Project and improved both the quality and rapidity with which the biotechnology industry and medical science acquire genetic information. Counterfactual scenarios were used to quantify net public benefits by estimating the hypothetical costs of achieving the same outcomes as using the processes and technologies the ATP-cofunded innovations superseded.  相似文献

Using agricultural feedstocks for industrial products affects domestic and international agricultural markets, all of which are encumbered with complex policies. This article examines the interaction of three seemingly unrelated policies: the Clean Air Act, the U.S. corn program, and European Union agricultural subsidies. More ethanol production, resulting from new regulations associated with the Clean Air Act, increases the use of U.S. corn and increases the supply of corn gluten feed, an ethanol co-product. Corn gluten feed is primarily exported to Europe under a loophole in European Union trade barriers. But recent reform of European Union farm policy will lower the price of the European grain for which corn gluten feed is a substitute. This development lowers prices for a major ethanol co-product and thus makes ethanol itself less profitable just as the demand for the fuel is expanding. NAFTA, GATT, and new technologies also play cameo roles in the story .  相似文献

Empirical research on the characteristics of environmentally responsive companies has focussed on US and Japanese companies. For Europe, which is commonly considered as the greenest of the three major markets, similar research is lacking. This paper seeks to fill this gap by empirically investigating business and financial characteristics, stakeholder pressures and public policies to distinguish companies that have implemented the European Eco-Management and Audit System (EMAS) from a unique firm-level dataset of European publicly quoted companies. We find that the EMAS participation decision is positively influenced by the solvency ratio, the share of non-current liabilities, the average labour cost and the absolute company size as well as the relative size of a company compared to its sector average. The profit margin exerts a negative influence. We further find that companies whose headquarters is located in a country that actively encourages EMAS have a higher probability of participation. Finally, this paper suggests that rather than attracting other kinds of companies, a favourable institutional context succeeds in convincing more of the same kind of companies to participate. ABSTRACT ** : This article analyzes organizational change in electricity distribution and retail businesses and its impact on public service issues. Organizational change has resulted from the European electricity directives, especially the EU Electricity directive 2003/54/EC , which has imposed major transformations on these activities, requiring legal unbundling of electricity distribution networks by 1 July 2007. Organizational change has also resulted from an adaptation of companies to the newly competitive environment. This has led to a diversity of organizational choices across Europe. We analyze this diversity by using a modular approach, which decomposes reforms in electricity distribution and retail into logical ‘blocks’. We then examine how European countries have dealt with two policy and regulatory issues related to customer protection in that new environment: the regulation of quality of distribution, which is a task of regulators, and energy affordability policies for vulnerable customers, which are a central aspect of public service policies in the electricity sector.  相似文献

The innovation style of a country is dependent upon its distinctive capabilities and its government' policies. Three basic factors are involved: its scientific capabilities, its infrasturcture for transferring research from the public domain into industry, and its manufacturing base and industrial know-how. Most research looks at these three factors in relation to advanced economies, Asian Newly Industrialized Countries (NICs) and 'third world' countries. This paper addresses these issues from the perspective of a European late-industrializing country (Portugal). It uses the twin ideas of National Innovation Systems and 'technological systems' to analyze the development of biotechnology in Portugal. In so doing it illustrates the impact of country specific factors on this development, and the problems assoicated with 'imitation'. The focus of the research is on Dedicated Biotechnology Firms (DBFs), as they are seen as intermediaries between the public science base and the productive sector. It examines the evolution of the biotechnology industry in Portugal, provides an overview of govermment policies, and finally discusses the implications for the creation and development of DBFs in Portugal. The research shows that there was a government effort to create a science base in this field, but there was no parallel strategy to develop a biotechnology industry. There was (and still is) little incentive to use the results of biotechnological research, and little match between technological and market opportunities. In conclusion, the paper argues that policies should be developed to bridge the gap between public research and industry. This will require mechanisms that, going beyond the notion of 'technology transfer', promote an effective transformation of advanced knowledge intergrated into products and services,a nd facilitate the dialogue and exchange between groups with diverse capabilities, objectives and languages.  相似文献
