This was his second China visit after he paid his first visit to China in mid-October last year. Alan Rugman’s methodology

This paper argues that the intellectual contribution of Alan Rugman reflects his distinctive research methodology. Alan Rugman trained as an economist, and relied heavily on economic principles throughout his work. He believed that one good theory was sufficient for IB studies, and that theory, he maintained, was internalisation theory. He rejected theoretical pluralism, and believed that IB suffered from a surfeit of theories. Alan was a positivist. The test of a good theory was that it led to clear predictions which were corroborated by empirical evidence. Many IB theories, Alan believed, were weak; their proliferation sowed confusion and they needed to be refuted.Alan’s interpretation of internalisation was, however, unconventional in some respects. He played down the trade-offs presented in Coase’s original work, and substituted heuristics in their place. Instead of analysing internalisation as a context-specific choice between alternative contractual arrangements, he presented it as a strategic imperative for firms possessing strong knowledge advantages. His heuristics did not apply to every possible case, but in Alan’s view they applied in the great majority of cases and were therefore a basis for management action.     

Serbian President Vows to Boost Trade Ties with China

Serbian President Boris Tadic on August 20 pledged to promote economic and trade ties with China, welcoming Chinese invest-ment. Serbia wanted to maintain highlevel political ties with China and enhance economic exchanges and cooperation, said Tadic at a business forum held by the China Council for the Promotion of International Trade （CCPIT）.     

<Emphasis Type="Italic">The Man Who Knew: The Life and Times of Alan Greenspan</Emphasis> by Sebastian Mallaby

I agree that Sebastian Mallaby’s detailed and well-sourced The Man Who Knew: The Life and Times of Alan Greenspan, will be essential for every future economic historian studying the Greenspan era. That said, Mallaby does not convey to his readers a sound understanding of monetary policy. I disagree with Mallaby’s claim that Greenspan could and should have done something about the housing and subprime mortgage bubbles. Peter Wallison makes a strong case that the affordable housing quotas did not just “encourage” but forced the GSEs to buy subprime mortgages. Information available in real time on aggregate subprime mortgage issuance was seriously flawed because the GSEs did not report accurately. Greenspan cannot be held responsible for the GSEs hiding the subprime debt on their balance sheets. These mortgages were central to the crisis. It seems improbable that any monetary policy mistake of 2001–05 was large enough to create the crisis. Mallaby could have written a final chapter emphasizing the Maestro resisting the power of a malign and evil pair of GSEs and the power of the President and Congress of the United States pursuing a disastrous housing policy. Despite the Maestro’s best efforts, Leviathan triumphed and brought ruin upon the Nation.

The Honeymoon of China and Mexico

For China and Mexico, the just past July 2008 is their ＂honeymoon＂, as their relations have been consolidated by a series of big events. Only three days later after Mexican President Felipe Calderon Hinojosa met his counterpart Hun Jintao at G8, he paid an official visit to China on July 9, and agreed with Chinese top leaders on some significant issues. It was the first China tour that Calderon paid since he took office in December 2006.

This Commentary looks at Globalization ‘with Chinese Characteristics’ (quanqiu hua yu zhongguo tese) as revealed through the lens of President Xi Jinping’s recent speech to the World Economic Forum in Davos, Switzerland in January, 2017. In this, he sets out a positive role for the PRC in the ‘Globalization’ stakes. He also puts himself forward as ‘Expert’, rather than ‘Red’, in the ongoing polemic on the benefits of further reductions in barriers to doing business. But whether this may be taken at its face value remains to be seen. Whilst the Chinese appear to promote more of ‘Globalization’ and the Americans seem to retreat from the model, the world economic community may well suspend its judgement.
