The paper addresses two as yet unexplored issues regarding the uptake of host-country employment relations practices, contributing to a better understanding of findings for hybrid host-market economies such as Switzerland. Host-country effects are differentiated by practices that belong to either industrial relations or education and training, as per the varieties of capitalism approach. There follows an investigation of the extent to which foreign subsidiaries' overall uptake of host-country employment relations practices is determined by the subsidiary incorporation type and size for practices related to industrial relations and education and training. Analyses of US subsidiaries in Switzerland, and, in contrast, those in Germany and the UK, on the whole support the propositions that distinguish between industrial relations and education and training-related host-country effects.  相似文献

This article examines whether the European Union membership process is transforming the ‘deep structure’ of Turkish industrial relations. We make an attempt to illustrate this through the prism of Turkish experience in social dialogue regarded as an indispensable tool of the European social model. Turkish industrial relations is characterised by restrictive labour laws, employer hostility to unionisation, a large informal economy and labour market, and strong state intervention, which have historically constituted the main elements of ‘the deep structure’ of Turkish industrial relations. In procedural terms, the institutions for social dialogue have been established but the influence of the social partners is limited because of the dominance of the state and the weakness of labour. The existing attempts at developing social dialogue rest on shaky foundations emanating mostly from the state's and employers' disrespect of basic labour rights.  相似文献

The paper deals with the meaning of work, employment relations, and strategic human resources management. First it shows that Israeli workers have become more individualistic and materialistic, and less collectively oriented, as instrumental achievements outweigh contributions to society. These issues apparently influence employment relations and organizational policies. Next, it deals with the corporatist employment relations system, based on tri-partite collective bargaining among employees, employers, and the state. During various times, the relative balance of power among the three parties swayed considerably, according to major political, economic and social events taking place in society. The final section on strategic human resources management focuses on the transition of Israel's Human Resources profession, from the traditional HR role to the new Strategic Human Resource Management role. These three spheres have gone through some significant changes in the last several decades, perhaps not parallel to most industrial nations.  相似文献

This article reviews the state of Irish industrial relations in light of the current economic crisis. It argues that social partnership, paradoxically, was rooted in the continuation of a tradition of permissive voluntarism with minimal employment rights with both direct and indirect implications for the current Irish economic crisis. As such, Irish industrial relations cannot be understood in isolation from a broader analysis of the rise and fall of social structures of capitalist accumulation. The discussion considers the prognosis for social partnership post‐economic crisis.  相似文献

This article overviews developments in industrial relations in the Czech Republic, Hungary and Poland since the fall of the communist regimes in 1989, and assesses the extent to which key developments in these countries reflect both change and continuity from the communist period. We explore the four main institutions through which industrial relations have been conducted: trades unions, workers’ councils, employer organisations, and the tripartite arrangements involving representatives of unions and employers with the state.  相似文献

This study examines the relationship between industrial relations climate and the employee attitudes towards participatory management in Chinese-, Japanese- and US-invested electronics firms in Taiwan. Among the findings, Chinese firms tended to have a higher level of participatory management and more effective participatory management than US-invested firms in Taiwan. It was also confirmed that the harmony and openness aspects of industrial relations climate had a positive and significant correlation with the effectiveness of participatory management, including the personnel, operational and social matters. It was concluded that multinational corporations (MNCs) which need centralized control of their overseas operations will be less willing to encourage participatory management in their local operations. Finally, it was revealed that the effectiveness rather than the level of participatory management could better predict industrial relations climate.  相似文献

The article examines how changes in ownership and corporate governance have affected industrial relations systems by drawing on the recent experience of Greece in two sectors: banking and telecommunications. The findings show that despite the seeming institutional stability in industrial relations arrangements, substantive change has taken place in the aforementioned sectors, which has resulted in the decentralisation of bargaining procedures.  相似文献

This article examines how the international competition to attract and retain foreign direct investment shapes the governance of business and employment systems. Through an examination of global production networks and the changing role of the state in economic governance, it highlights the sub‐national regional space as an important level of institutional adaptation. Specifically, it explores how regions organise themselves to compete for inward investment, and the potential role of industrial relations actors within this. It argues that both research into multinational companies, and of the governance of employment systems more generally, need to incorporate an analysis of regional competition for productive investment more fully into their analysis.  相似文献

The employment relationship is fiercely contested both in theory and practice. This article examines recent theoretical initiatives in economics that have sought to illuminate the nature, specificity, and complexities of the employment relationship. It examines claims by proponents of the new institutional economics (NIE) that they can account for the historical emergence of authority relations and the dominance of hierarchical work organisations without reference to the forces of class power, coercion and labour subordination. The NIE is contrasted with the ‘old’ institutional economics (OIE) and the distinctive insights of an industrial relations perspective. The paper considers in conclusion whether a synthesis of NIE and industrial relations research would achieve a deeper understanding of the institutional forms of wage‐labour in contemporary capitalist economies.  相似文献

How can industrial relations scholars engage with practice while remaining critical? Part I argued that a notion of real interests establishes the grounds for action. This notion can be developed in terms of differing dimensions of interests. These dimensions are illustrated using concrete examples. The dimensions do not provide direct answers in specific instances; personal judgement remains essential. But they provide some tools for thinking about these issues. They also help to identify the conditions under which intervention is unproblematic and hence where institutional reform in industrial relations and ‘uncritical management studies’ more generally can be acceptable from a critical point of view.  相似文献

This article focuses on John Budd’s efficiency, equity and voice concepts. The discussion considers the concepts’ utility as a framework for analyzing different national patterns of industrial relations in a comparative perspective. The article considers eight forms of employment relationships: social partnerships, sectoral bargaining, centralized awards, enterprise unionism, exclusive representation, codetermination, the US new deal system and voluntarism. The author concludes that this is a useful framework for such purposes, and that it is following the industrial relations tradition of pluralism.  相似文献

In this article, the authors argue that no settlement will be lightly achieved and that it will require detailed policies based on radical principles. The aim of this work is to explain how the state‐business relation has influenced economic development in Argentina. I will make a historical and systemic analysis of the Argentinian case to illustrate how and why state‐business relations supporting privileged accumulation spaces (PAS) increased development restrictions from 1966 to 1989. During this period, successive governments shared a common view about the central role the state had to perform for industrialization, especially by supporting the growth of big domestic industrial companies. This view would only radically change in 1989, when neoliberal structural reforms were implemented. To support this hypothesis, I suggest a methodological strategy that combines several techniques and sources in order to analyze the evolution of three complex variables and their multiple relations: state economic intervention, business behavior, and performance by large corporations.  相似文献

British entry into the European Community creates the conditions in which, for good or ill, the country's political, economic and social arrangements could be transformed. This observation applies at least as strongly to industrial relations as to other aspects of the national life. Indeed, it may even be argued that change in industrial relations in itself not only encompasses and reflects the broader patterns of socio-cultural and economic change occurring in society as a whole, but also, on occasion, is instrumental in initiating far-reaching changes outside the immediate concerns of industrial relations. Hence, the study of industrial relations could reasonably be seen as a study of society itself, in that both are concerned with the myriad of adjustments, large and small, which need to be made in the continuous task of reconciling, or providing a framework for reconciling, conflicting interests. Certainly, the study of industrial relations in a European Community context offers academics a practical and definable way of understanding the processes of integration in the organization of which Britain is now an important member. As far as managements and trade unions are concerned, short of some unusual catastrophe befalling multinational corporations, there must increasingly be a need to understand industrial relations systems and ideologies in countries other than our own for the severely practical business of negotiating viable agreements. In short, for the purposes of academic work and the requirements of the practitioner, industrial relations needs increasingly to be researched and discussed in a transnational as well as a national context, even though the latter must remain a large part of the reality for a long time to come.  相似文献

The purpose of this paper is to review the influence that Britain's membership of the European Community has had on industrial relations in Britain. More specifically the so-called ‘Social Dimension’ of the 1992 internal market is assessed. The conclusion is that British industrial relations will continue to be influenced by developments in the European Community for the rest of the 1990s and beyond. However, it is more likely that there will be a weaving of a European dimension into national industrial relations systems rather than the imposition of a new EC-wide model.  相似文献

This paper explores the use of national culture in comparative industrial relations theory to explain the cross-national pattern of industrial relations institutions. A critical review of the existing body of theory argues that it has not adequately explained cross-national differences in the main industrial relations variables. The review also establishes that, with few exceptions, national culture is currently given negligible weight as an explanatory variable. It is argued that a cultural theory of cross-national difference is required. Following a critical assessment of the work of Hofstede, a cultural model is developed based on his definition and specification of culture. Some hypotheses linking Hofstede's dimensions of culture with our industrial relations variables are derived. As an empirical test of the model, industrial relations variables are regressed on Hofstede's cultural indices. National culture is found to be significantly associated with all the major characteristics of industrial relations systems investigated. The paper concludes that national culture is the primary determinant of cross-national variations in industrial relations institutions and that culture is likely to be a force for ongoing diversity in labour market systems.  相似文献
