Schemes for workplace participation have long been promoted and vilified. Such conflicting views have been brought into sharp focus by the highly variable results of such practices as teamwork. Yet a theoretical framework to grasp workplace co‐operation is lacking. This paper develops a framework on the basis of theory and a review of a wide range of empirical studies. Capital and labour each have two sets of ‘concerns’: over ‘control’ of the workplace and the longer term ‘development’ of the productive forces. Cross‐classifying these concerns produces a matrix of patterns of workplace relations. Each cell of the matrix represents a different combination of the interests of capital and labour. The matrix can be used to map participation schemes so as to capture their varying features. The next task, pursued elsewhere, is to identify the conditions leading to locations in different cells of the matrix.  相似文献

This article examines labour transnationalism within four multinational automakers. In our sample, we find different forms of labour transnationalism, including transnational collective bargaining, mobilization, information exchange and social codes of conduct. We explain the differences through the interaction between management and labour in the context of the company structure; of particular importance are transnational coercive comparisons by management and the orientations of worker representatives as political entrepreneurs or co‐managers. We conclude that, although intensified worker‐side cross‐border co‐operation has not prevented wage‐based competition in general (due to the lack of between‐firm co‐ordination), it has reshaped employment relations within these multinational corporations.  相似文献

What do the recent trends in German economic development convey about the trajectory of change? Has liberalization prepared the German economy to deal with new challenges? What effects will liberalization have on the co‐ordinating capacities of economic institutions? This article argues that co‐ordination and liberalization are two sides of the same coin in the process of corporate restructuring in the face of economic shocks. Firms seek labour co‐operation in the face of tighter competitive pressures and exploit institutional advantages of co‐ordination. However, tighter co‐operation with core workers sharpened insider–outsider divisions and were built upon service sector cost cutting through liberalization. The combination of plant‐level restructuring and social policy change forms a trajectory of institutional adjustment of forming complementary economic segments which work under different rules. The process is driven by producer coalitions of export‐oriented firms and core workers’ representatives, rather than by firms per se.  相似文献

This article draws on ethnographic studies of three call centres in a single, medium‐sized insurance company to explore how employees responded differently to similar techniques of managerial control. Considering recent discussions of compromise in the workplace, we identify a response to control that sits between implacable resistance and supine acquiescence. We style this collusion and distinguish it from other states of compromise, such as collaboration and co‐operation. Drawing on the work of Edwards et al., we argue that a dynamic and politically sophisticated collusive compromise can exist between parties whose control and developmental concerns are in conflict. From this position, we extend existing theories of compromise: (a) to accommodate different permutations of control and developmental concerns; and (b) to predict when collaboration, co‐operation and collusion are likely to occur under ostensibly similar conditions of managerial control.  相似文献

This article examines the means by which low‐paid migrant workers survive in a rapidly changing and increasingly unequal labour market. In a departure from the coping strategies literature, it is argued that the difficulties migrant workers face in the London labour market reduces their ability to ‘strategize’. Instead, workers adopt a range of ‘tactics’ that enable them to ‘get by’, if only just, on a day‐to‐day basis. The article explores these tactics with reference to the connections between different workers’ experiences of the workplace, home and community, and demonstrates the role of national, ethnic and gender relations in shaping migrant workers’ experiences of the London labour market and of the city more widely.  相似文献

Given the disappointing outcomes of private regulation of labour in global supply chains, worker organization is increasingly seen as the key to better working conditions. This article examines the extent to which unions impact different dimensions of labour standard compliance in Cambodia's garment export sector, where unions have grown considerably. Based on unique factory‐level data and field‐based interviews, this study shows that union presence improves factories’ compliance with wage, hours, and leave standards, although the impact is much less significant for health and safety. Moreover, having multiple unions in the workplace does not appear to improve labour conditions.  相似文献

This article analyses the linkages among group incentive methods of compensation (broad‐based employee ownership, profit sharing and stock options), labour practices, worker assessments of workplace culture, turnover and firm performance in firms that applied to the ‘100 Best Companies to Work For in America’ competition from 2005 to 2007. Although employers with good labour practices self‐select into the 100 Best Companies firms sample, which should bias the analysis against finding strong associations among modes of compensation, labour policies and outcomes, we find that employees in the firms that use group incentive pay more extensively participate more in decisions, have greater information sharing, trust supervisors more and report a more positive workplace culture than in other companies. The combination of group incentive pay with policies that empower employees and create a positive workplace culture reduces voluntary turnover and increases employee intent to stay and raises return on equity.  相似文献

Relations among co‐workers are becoming both more important and more complex in modern workplaces as authority over job decisions is shifted from supervisors to quasi‐independent teams. The author develops a model of co‐worker relations that recognizes these changes and evaluates this model using data content coded from the full population of published book‐length workplace ethnographies (N = 204). Confirmatory factor analysis techniques support the existence of three distinct aspects of co‐worker relations: cohesiveness, conflict and peer supervision. The most important determinants of co‐worker relations are employee involvement programmes and management behaviour. Returning to specific case studies allows a theoretical elaboration of how employee involvement and management behaviour condition co‐worker relations. The author concludes by noting the importance of intellectual exchanges between qualitative and quantitative methods for generating new advances in the study of work and employment relations.  相似文献

This article analyses the micro‐level rule enactment of the posting of workers framework in the German construction sector. I examine how actors draw on different power resources in order to influence policies without formal negotiation within transnational workspaces and thereby initiate institutional change. Drawing on interviews with posted workers, managers, unionists, works councillors and labour inspectors I show how transnational subcontracting allows the emergence of different regulatory spaces at national and workplace level. The article concludes that the informal renegotiation of employment relations in transnational workspaces is likely to destabilize the posting framework negotiated at policy level.  相似文献

This article explores managerial behaviour as a potential source of social capital in the workplace. Using content‐coded data from the full population of organizational ethnographies (N = 204), we explore facets of workplace behaviours and relations that have been difficult to evaluate using survey‐based techniques. Analysing ethnographic‐based data with multivariate techniques, we find that competent management leadership, in particular, has widespread and significant effects on important workplace outcomes such as job satisfaction, organizational citizenship behaviour, and co‐worker infighting. The findings highlight the value of cross‐methods techniques for evaluating and extending existing workplace theories.  相似文献

Labour activists have called for greater international co‐ordination among trade unions in response to the assault on organized labour by global capital, but such co‐ordination faces many hurdles. Under what conditions can unions overcome those barriers and co‐ordinate effectively to achieve campaign goals? I examine this question through a comparison of European‐level international solidarity with Portuguese, Greek and English affiliates of the International Dockworkers Council involved in labour disputes. The divergent outcomes of otherwise similar cases reveal the critical role of politics and strategy at different scales and sites of union organization in determining the successful exercise of labour internationalism.  相似文献

Using international harmonized matched employer–employee micro data from the European Structure of Earnings Survey for nine European countries, this article examines the origin of international differences in wage inequality. Wage inequality is highly correlated with the magnitude of inter‐firm wage differentials. Workplace‐ and job‐related factors generally have a more significant impact on within‐country wage inequality than individual characteristics. European countries differ significantly not only in the extent of wage inequality but also in the relative influence of factors shaping wage inequality. Although cross‐country differences in labour force composition play a part in the explanation, differences in the distribution and in labour market prices attached to workplace and job characteristics are the primary factors contributing to international differences in wage inequality.  相似文献

This article evaluates the British system of NVQs, focusing on their capacity to increase skill levels. It reviews the way NVQs were designed and argues that they are ill‐equipped to encourage knowledge and skills, partly because they simply replicate the weaknesses which currently exist in the labour market and partly because of the focus on observed workplace behaviours. NVQs were intended to be ‘employer‐led’ and the assumptions underpinning their design are unitarist. In contrast, the German apprenticeship system is developed and implemented by pluralist consortia and results in qualifications that are far better equipped to support skill levels.  相似文献

The adoption of specific conflict management strategies has usually been linked to various factors, such as litigation avoidance, union substitution and the pursuit of strategic benefits. This study advances the hypothesis that actors’ different frames of reference impact how workplace conflicts are interpreted and managed by unions and employers. Drawing on original data from the Brazilian banking sector, this article shows that companies and unions have different interpretations of workplace bullying. Unions understand workplace bullying as an organizational or sectoral problem inherent to labour relations in the banking sector. In contrast, employers see workplace bullying as a problem caused by individual managers. These different understandings of the same type of conflict are shaped by each actor's frame of reference and influence their responses to workplace bullying. With a pluralist or critical frame of reference, unions favour conflict management tools that try to promote structural changes in the sector. With a unitarist frame of reference, employers try to transform individual behaviour or simply remove individual managers from the workplace. Therefore, organizations with a unitarist frame interpret and respond to conflicts in notably different ways from organizations holding a pluralist or critical frame of reference.  相似文献

This article explores links between the firm's financial structure, corporate governance, and the management of labour. It reviews various literatures, in particular drawing from financial economics and political economy, and combines these with industrial relations, and human resource management. We develop a model that identifies how financial institutions and pressures impact upon labour management. Managerial discretion is at the centre of the model, and six key influences and constraints upon management are identified. We present evidence from comparative analysis of labour management which illustrates how management decisions and practices are affected. A benefit of this approach is that it can take account of within‐country variations.  相似文献

This article provides a comparative analysis of changes in numerical and functional labour flexibility in the French and the UK food processing industry. Based upon case study data, it explores the interaction between competitive pressures and institutional and regulatory structures and their impact on workplace practices. The findings indicate that, faced with a similar competitive environment, firms in both countries have sought to increase labour flexibility. However, the predominant forms of flexibility vary across the two countries, partly reflecting the characteristics of national labour market institutions. Numerical flexibility dominates in the UK, with high levels of paid overtime and temporary agency work. In contrast, French workplaces rely more on internal functional flexibility while also achieving numerical flexibility through seasonal variations in work schedules and a wide range of short‐term employment contracts.  相似文献

This article uses matched employee–employer data from the British Workplace Employment Relations Survey to examine the relationship between employee psychological health and workplace performance in 2004 and 2011. Using two measures of work‐related psychological health — namely employee‐reported job anxiety and manager‐reported workforce stress, depression and anxiety — we find a positive relationship between psychological ill‐health and absence, but not quits. The association between psychological ill‐health and labour productivity is less clear, with estimates sensitive to sector, time period and the measure of psychological health. The 2004–2011 panel is further used to explore the extent to which change in psychological health is related to change in performance.  相似文献

We present the first panel estimates of the productivity effects of the unique German institution of parity, board‐level co‐determination. Although our data span two severe recessions when labour hoarding costs of co‐determination are probably highest, and the panel is too short to capture the likely long‐run benefits in terms of human capital formation and job satisfaction, we find positive productivity effects of the 1976 extension to parity co‐determination in large firms.  相似文献

China is experiencing a rapid expansion of what is termed ‘collective bargaining’. The article draws on workplace and sectoral examples to assess what underlies this. Recent changes in labour policy are outlined. Four studies at establishment level describe the use of hybrid representation in response to growing worker activism and internal union reform. Two studies of sectoral bargaining shed light on decentralized decision‐making on pay. Attention is drawn to the growth of employer organizations and increased articulation within the trade union. A form of collective bargaining is emerging where the union draws on state power to improve conditions of employment.  相似文献

This study investigates profound changes in South Korean industrial relations after the Asian financial crisis of 1997. Korea's neoliberal labour reforms have produced a large number of non‐standard workers, deepening the union representation gap. Realizing that the fragmented enterprise unions could not adequately protect workers from this degradation of labour, trade union leaders began a major organizational drive at the industry level and tried to institutionalize sectoral bargaining. A political space for union centralization was partially opened because the state needed labour's co‐operation to implement neoliberal reform packages. However, disorganized centralization in Korea, where important decisions on wages and working conditions have been negotiated mainly at the company level, has faced limitations in achieving meaningful changes in the dualistic structure of the labour market. This study concludes with a review of changes in Korea's labour law in 2010 and a discussion on the effects of the law on bargaining rights of non‐standard workers and the incipient industry‐level bargaining. This trend towards union centralization may continue, but the notable gap between the formal bargaining structure and actual practice is expected to widen.  相似文献
