In liberalized telecommunications markets, the incumbent typically enjoys several advantages over any entrant. Regulation in such asymmetric markets stimulates competition in the short and the long term if retail prices are low and the entrant's profits are high so that entry is encouraged. I show that asymmetric access price regulation with a cost-based access price for the incumbent and an access markup for the entrant is more successful than cost-based access price regulation applied to incumbent and entrant. This is a robust prediction with respect to the pricing strategies considered. Such asymmetric access price regulation is in accordance with European legislation.  相似文献

The theoretical literature on mobile termination rates (MTRs) is inconclusive on how the level of MTRs affects overall consumer charges and firms' profits. We show that when firms offer bundles with fixed included usage – a tariff structure that has become more common in recent years – an identical change in all MTRs does not affect firms' retail prices or profits. We use a panel dataset from saturated European markets to estimate the effect of MTRs on mobile operators' profits. As predicted by the theoretical model, we cannot reject the fact that firms' profits are unaffected by an identical change in all MTRs.  相似文献

Do all exporters benefit the same from export promotion programs? Surprisingly, no matter how obvious this question may a priori be when thinking of the effectiveness of these programs, there is virtually no empirical evidence on how they affect export performance in different parts of the distribution of export outcomes. This paper aims at filling this gap in the literature. We assess the distributional impacts of trade promotion activities performing efficient semiparametric quantile treatment effect estimation on assistance, total sales, and highly disaggregated export data for the whole population of Chilean exporters over the 2002-2006 period. We find that these activities have indeed heterogeneous effects over the distribution of export performance, along both the extensive and intensive margins. In particular, smaller firms as measured by their total exports seem to benefit more from export promotion actions.  相似文献

We compare goods versus services liberalization in terms of welfare, outputs, and factor prices in Tunisia using a CGE model with multiple products, services and trading partners. Restraints on services trade involve both cross-border supply (tariff-equivalent price wedges) and on foreign ownership (monopoly-rent distortions and inefficiency costs). Goods-trade liberalization yields a modest gain in aggregate welfare. Reducing service barriers generate relatively large welfare gains and low adjustment costs. Services liberalization increases economic activity in all sectors and raise the real returns to both capital and labor. The results point to the potential importance of deregulating services provision for economic development.  相似文献

The industrial organization of developing countries is characterized by the pervasive use of subcontracting arrangements among small, financially constrained firms. This paper asks whether vertical integration relaxes those financial constraints. It shows that vertical integration trades off the benefits of joint liability against the costs of rendering the supply chain more opaque to external investors. In contrast to the commonly held view that pervasive input and capital market imperfections are conducive to vertical integration, the model predicts that the motives for vertical integration are not necessarily higher in developing countries. In particular, vertical integration is more likely to arise at intermediate levels of investor protection and better contract enforcement with suppliers reduces vertical integration only if financial markets are sufficiently developed. Evidence supporting both predictions is discussed.  相似文献

This paper analyzes the impact of policy reform in basic telecommunications on sectoral performance using a new panel data set for 86 developing countries across Africa, Asia, the Middle East, Latin America and the Caribbean over the period 1985 to 1999. We address three questions. First, what impact do specific policy changes—relating to ownership and competition—have on sectoral performance? Second, how is the impact of change in any one policy affected by the implementation of the other, and by the overall regulatory framework? Third, does the sequence in which reforms are implemented affect performance? We find that both privatization and competition lead to significant improvements in performance. But a comprehensive reform program, involving both policies and the support of an independent regulator, produced the largest gains: an 8 percent higher level of mainlines and a 21 percent higher level of labor productivity compared to years of partial and no reform. Interestingly, the sequence of reform matters: mainline penetration is lower if competition is introduced after privatization, rather than at the same time.  相似文献

An original model is put forward in this article to explain and consider the behavior of some of the most important public services in Spain. The cost function approach and the input distance function approach are used to estimate the existence of overcapitalization as a result of rate of return regulation. We use a sample of 144 countries over the period 2003–2013 to investigate the link between democratic institutions and regulatory reforms. Democracy may be conducive to reform, as politicians embrace growth-enhancing reforms to win elections. On the other hand, authoritarian regimes may not worry as much about public opinion and could undertake reforms that are painful in the short run but bring long-term benefits. We test these alternative hypotheses, using data on regulatory reforms from the World Bank’s Doing Business database. The results provide mixed support for the hypothesis that democracy is good for regulatory reforms. We also show that regulatory reforms are more likely just after parliamentary elections in poor and middle-income countries.  相似文献

This paper points out, in the changing institutional setting of transition in Romania, Some relevant factors influencing economic actors to behave in a way that pushes them to devote resources to unproductive goals, rather than to embark on activities that add economic and social value. The theoretical insights offered in the literature of rent seeking are applied to the issues of transition. A mathematical model of a rent seeking economy is presented, analyzing the influence of interest groups activity on the overall income of the economy. Some examples of rent seeking behavior that severely hamper the economic efficiency are illustrated for the case of Romania. The conclusion is that, in appreciating the progress in transition, the reduction in rent seeking is an important factor to be taken into consideration.  相似文献

This paper considers movements of Foreign Direct Investments (FDI) in Turkey, and therefore, to understand the dynamics of FDI, runs several nonlinear FDI equations in which the basic determinants of FDI in Turkey are determined through Markov Regime-Switching Models (MSMs). The statistical properties of Markov Regime-Switching time series models are more desirable than those of conventional time series or panel regression models. Through these properties of MSMs, i) one can observe structural changes, if they exist, in FDI equations through time, ii) if, in fact, the true FDI regression equation follows a nonlinear relationship, MSMs fit data better than the linear models. This paper eventually follows maximum likelihood methodology of Markov Regime-Switching Model (MSM) to search for the possible structural changes in level and/or trends and possible changes in parameters of independent variables of FDI–MSM equations through the transition probabilities. In conclusion, this paper yields the outcome that Turkish FDI growth equation has significant structural changes in level and trend and that has significant coefficient shifts in explanatory variables. These explanatory variables are Turkish GDP Growth, Labor Cost, the Electricity Price Growth, the growth in average prices of High Sulphur Fuel Oil, Cooking Coal, Steam Coal and Natural Gas, Export Growth, Import Growth, Discount Rate and Country Risk Indexes for Turkey, US and EU, respectively, within the time interval from 1988 first quarter to 2010 second quarter.  相似文献

This paper examines the effect of price per call minute on international telecommunications demand for calls made from Greece to five destination countries: Australia, the USA, Canada, the UK, and Germany. For this purpose the authors consider two different models, one with constant price elasticity, the log-linear demand function, and another one with time varying price elasticity, log-linear demand where all variables except price are in logarithms. These models were estimated for calls made during peak and off-peak periods, using quarterly data from 1997:I to 2003:IV. The outgoing traffic includes volume of calls in minutes made by the incumbent only and by the incumbent and the mobile providers.  相似文献

Unit specific effects are often used to estimate non-spatial efficiency. We extend such estimators to the case where there is spatial autoregressive dependence and introduce the concept of spillover efficiency. This article reports on the findings of a survey undertaken in late 2001-early 2002 on the determinants of environmentally sound technology (EST) adoption by 98 plants in eight developing countries. We review the literature on technology diffusion and technology capabilities as well as empirical studies with an exclusive focus on developing countries that explicitly addressed environmental performance or EST adoption to formulate our heuristic model that guided our investigation. We examine in some detail the determinants of both prevention and abatement technologies, which has seldom been investigated, in developing countries.In full recognition of literature that cites a host of reasons that cause plants to adopt EST we take into account both contextual and plant-specific factors. We use an ordered choice model that revealed that plant-specific factors assume a pre-dominant role in explaining the adoption of higher order of complexity EST. Plant-specific factors, specifically environmental commitment, technological capabilities, and ownership, and market factors, specifically foreign involvement and water and energy price perception, matter in determining the type of technological response and thus in explaining the adoption of higher-order complexity EST. Two governmental factors, regulatory implementation strategy and international donor assistance, also play a role in the adoption of EST. However, civil society, in particular community pressure that has been identified as an important determinant of environmental performance, does not play a role because of the way the dependent variable is constructed to capture higher orders of technological complexity.  相似文献

Between 1980 and 1998 every Canadian province passed legislation that in some way relaxed restrictions on Sunday shopping. This study exploits the variation in deregulation dates between provinces to identify how retail employers adjust employment and hours of work when deciding to open on Sundays. A major complication of this analysis is to first determine for which provinces the deregulation dates are useful indicators of increases in Sunday store openings. This paper uses a unique trading-day regression approach to identify these provinces and then uses aggregate data from the selected provinces to estimate a simple dynamic labour demand model that allows employment and hours to be imperfect substitutes in production. The results suggest that retailers’ needs for Sunday labour were disproportionately satisfied through increases in employment levels. Comparison of the estimates at three levels of the retail industry suggests that the employment and hours gains were larger among general merchandise stores than among more specialized retail establishments and relatively modest at the aggregate retail industry level. In addition, despite evidence of an immediate shortfall in the employment level below the long-run optimal level, the results suggest that firms were unable to compensate by temporarily increasing the hours of their existing employees.  相似文献

In this empirical study, we apply stationary test with a Fourier function proposed by Becker et al. (2006) to re-examine the hysteresis hypothesis in unemployment for 17 OECD countries over the 1960 to 2009 period. The hysteresis in unemployment is confirmed for most of these 17 OECD countries, with the exception of Australia, Canada, Finland, France, Sweden and the USA, when Becker et al.'s (2006) stationary test with a Fourier function is conducted.  相似文献

This paper investigates the Feldstein-Horioka coefficients for 37 African countries using the recently developed Pooled Mean Group (PMG), Fully Modified OLS (FMOLS), and Dynamic OLS (DOLS) panel cointegration techniques. The empirical findings reported in this paper reveal that savings and investment are non-stationary and cointegrated series. The estimated coefficients using FMOLS, DOLS, and PMG are 0.38, 0.58, and 0.36, respectively, for the sample as a whole for the period from 1970 to 2006. These results confirm previous studies' findings that capital was relatively mobile in African countries compared to OECD countries. In addition, our study shows that there are marked differences in savings retention coefficients for different country groups in Africa (CFA franc zone and non-CFA franc zone countries, oil-producing and non-oil-producing countries, civil law and common law countries). These results have some policy implications.  相似文献

This paper examines the degree to which world price signals have been transmitted into domestic prices for eight countries and ten commodities, a total of 31 country/commodity pairs. The main characteristic of these countries was that they all undertook substantial policy reforms during the mid‐1980s to early 1990s. The paper investigates the effect of reforms on the speed at which signals were transmitted to domestic markets and on the extent of price transmission. We find that Chile, Mexico, and Argentina are the only countries whose domestic commodity markets were integrated with world markets. For the remaining cases (Ghana, Madagascar, Indonesia, Egypt, and Colombia) in only a few country/commodity pairs is there some passthrough of world price changes. In terms of the effects of policy reforms, in the majority of the cases the hypothesis of a structural break following the reform year is rejected.  相似文献

The accounting rate system currently in place is used to reimburse telephone companies around the world for terminating calls originating in foreign countries. Increased competition in more liberalized countries has led to imbalances between traffic originating in these countries and traffic coming in from less liberalized countries, leading to huge settlement payments being made to less liberalized countries. Some variation in accounting rates across countries can be explained by traditional factors such as the actual cost of terminating calls. Our results suggest that accounting rates are also significantly affected by non-traditional factors such as the extent of government regulation, the level of corruption, and the like. These findings support the need for consideration of these factors in reforming the accounting rate system currently in place.

This paper introduces a new perspective on the deregulation of shopping hours based on ideas from evolutionary game theory. We study a retail economy where shopping hours have been deregulated recently. It is argued that first, the deregulation leads to a coordination problem between store owners and customers, and second, the ‘solution’ to this problem depends on the specific cost structure of stores and the preferences of customers. In particular, it may happen that, even if extended shopping hours are Pareto efficient, stores and customers do not succeed in coordinating on this equilibrium. The analysis explains the observation in Germany, where shopping hours have been deregulated recently, that store owners tend to go back to the former shopping hours again. Moreover, it emphasizes the important role of advertisement campaigns as a signalling device.  相似文献
