Competition and regulation in the UK gas industry

The decade since privatization has seen gas change from an integratedmonopoly with no competition and without the structure necessaryto encourage it, to an industry moving rapidly towards fullcompetition. British Gas was privatized as an integrated monopoly;it had no regulation in the bulk market, and light regulationin the tariff market. Within 10 years it has lost more thanhalf its bulk market, has voluntarily 'demerged' into a transportationand supply arm, and is leading the way in liberalization ofthe residential market. Some of these changes have been assistedby the particular circumstances of the gas market, especiallythe contracts which the incumbent has inherited. The Regulatoris relying increasingly on prevention of undue discriminationfor control of the dominant supplier, and this principle hasbeen discussed and applied in a number of cases within the industry.Liberalization also raises important distributional issues,especially in the residential market.     

Systemic risk in the financial sphere: Theoretical study and approaches to its estimation

The international financial crisis stimulated research interest in the problem of financial risks. Systemic and systematic risks are the most complicated and poorly studied macrolevel risk effects. Approaches to the regulation and estimation of systemic risks are reviewed in this paper. Special attention is paid to methods of qualitative analysis of the crisis potential accumulation mechanism.

产业群强化了竞争,但是产业群内也出现了局部过度竞争。文章适时地对一般过度竞争概念加以完善,指出过度竞争存在整体与局部之分,并从产业群进入壁垒、产品差异化、社会均衡最优选择的角度出发,分析了产业群内局部过度竞争的形成机理。文章还运用塞洛普圆周模型,论证了产业群内的激烈竞争将会引起企业数目过多、价格上升等局部过度竞争现象。为了解决这些问题,文章从政府角度提出了相应的对策。     

国际寡头市场条件下贸易竞争与联盟的博弈研究综述

20世纪80年代以来，博弈理论和国际贸易理论的结合促进了对国际寡头市场条件下贸易竞争与联盟研究的发展。由于现实贸易环境的改变，研究重心可以概括为三个阶段的博弈模型：自由贸易条件下竞争模型，政策干预条件下的竞争模型和贸易联盟模型。本文在博弈理论发展背景的基础上系统综_述了这一交叉研究发展的动机和已解决的贸易问题，同时指出了当前贸易竞争与联盟研究中所存在的问题和发展前景。     

反倾销措施产业救济效果:基于寡占竞争模型的理论研究

近年来,随着全球反倾销案例的快速上升,反倾销措施的产业救济效果受到广泛关注,国内外已有相关研究以实证居多,但理论分析比较鲜见.本文通过将国际贸易理论与寡占竞争理论相结合,构建了开放经济体系的寡占竞争模型.在此基础上,重点探讨了进出口国的行业集中度、进口集中度、进出口国厂商之间的竞争激烈程度等因素影响反倾销措施的产业救济效果的内在机理.理论推导发现:本国进口竞争行业集中度、本国厂商间的产量推测弹性以及本国厂商对外国厂商的推测弹性都对反倾销措施的产业救济效果产生不利影响,而进口集中度会对反倾销措施的产业救济效果产生积极影响.     

Prospects for development of atomic power engineering in market conditions

This article discusses methodological approaches to forecasting the development of the electric-power industry for a given scenario of growth in electricity demands under functioning commodity and stock markets. A dynamic economic and mathematical model is presented, in which profit determines the efficiency and scope of investment in various technologies of electric-power generation, equilibrium price of electricity in the commodity market, and the market price of fixed assets (capitalization) in the stock market. We assess the impact of a possible increase in the prices of nuclear fuel on the development prospects of nuclear energy up to 2030.

建筑工程技术管理实例及启示

某商业住宅楼，底层为框架结构，2～6层为砖混结构，总建筑面积3000m。，楼板均为混凝土现浇板，板厚分为100mm和140mm两种，间隔布置。不同层间楼板结构形式相同。该商业楼于2002年6月结构封顶，7月发现4、5、6层及屋面板裂缝，各层裂缝位置基本相同，且每层裂缝呈对称分布。裂缝最大宽度0．25mm，最长4．5m，裂缝贯穿楼板。

Competition in Communication Networks: Pricing and Regulation

By any measure, the communication sector is important. It isno surprise, then, that the communication sector has attractedthe attention of both policy-makers and economists. In thispaper, we argue that four characteristics of the networks thatdeliver communication services make this area of particularinterest. We analyse the implications of networks' cost structures;the strong complementarity between their components; the demand-sideexternalities that arise from consumption of their services;and the social obligations attached to them. Despite the attentionthat the communication sector has received, many aspects ofcompetition between networks are still poorly understood.
