In the past decades, elimination of the pay-as-you-go system in U.S. has been extensively discussed and studied. Such an elimination would also eliminate the intragenerational redistribution done by the following policies of social security. Due to spousal and survivor׳s benefit provisions, US Social Security system redistributes (mostly) to single-earner married households. Since retirement benefits are a concave function of past mean earnings, the system redistributes from high earners to low earners. Finally, existence of a cap on social security taxable earnings makes the system regressive. This paper quantifies redistributive, labor supply, and welfare implications of these policies using a general equilibrium life-cycle model. Agents start out as permanently married or single and with education levels and wage profiles, where the latter depend both on education and gender. The household is the decision maker and decides on labor supply of its member(s) and saving. Elimination of these policies results in a 5.5% rise in labor force participation of married females, while increasing aggregate welfare by 0.4%. A majority of households experience positive gains in welfare. Single-earner married households incur large welfare losses (as big as 1.1%), whereas two-earner households with high skilled spouses experience substantial welfare gains (as big as 1.9%).  相似文献

This paper investigates gender differences across the log wage distributions of British employees working full-time in 2005. The raw gender wage gap shows a tendency to increase across the distribution with a glass ceiling effect indicated. A strong relationship between high skilled, white-collar occupations and carrying out managerial duties with the glass ceiling effect is indicated in the data. After allowing for positive selection into full-time employment by British women, a substantially larger gender earning gap is found: the selection corrected gender wage gap is close to twice the raw gap across most of the earnings distribution. This selection corrected gap is found to be predominantly related to women receiving lower rewards for their characteristics than men. Indeed, the results suggest the gender earnings gap would all but disappear across the earnings distribution if women working full-time received the same returns to their characteristics as men working full-time in Britain do.  相似文献

A bstract .   Economists have increasingly recognized the growing role of married women in the labor market by treating the labor supply decisions of married couples as joint decisions. However, they have yet to apply the same reasoning to home production. We build a more complete model of household time allocation that consists of a system of simultaneous equations estimating hours of labor supply and home production. Using data on white couples from Wave XXV of the Panel Study of Income Dynamics, we find that working wives act as if their husbands are substitutes for home production while other wives do not. Husbands' responses to their wives' behavior depends upon whether children are present.  相似文献

This paper addresses the questions as to the size and causes of earnings differentials in two urban African labor markets, those of Ghana and Tanzania. We have panel data so we can ask how far time invariant unobservables, market ability for short, matters in the determination of earnings. We also have information on whether the individual is own self-employed, self-employed with employees, a private or public sector wage employee and the size of the enterprise in which wage employees work or which the self-employed owns. We find, mirroring work on developed economies, that unobserved individual market ability is by far the most important factor explaining the variance of earnings. With controls for such ability the gap between private wage employment and civil servants is about 50%. With controls for enterprise size we find that wage employees earn the same as the self-employed in both Ghana and Tanzania. Enterprise size matters. At most half of the OLS effect of size on earnings can be explained by unobservable ability. Workers in the largest firms are the high earners with wage rates which exceed those of civil servants. These results all assume exogenous movement. We find evidence that endogeneity bias may be serious and may be understating the extent of both the size effect and the private sector wage (negative) premium. The implications of our results for understanding the nature of formal and informal employment in Africa are discussed.  相似文献

In this paper we present and estimate a single equation model designed to explain the job-location behaviour of individuals living in a multi-centered metropolitan area. We test the model separately for heads of households and non-heads of households, as well as for the total working population, in order to isolate differences in commuting behaviour between primary and secondary wage earners. The relationships are estimated from 1971 Census, cross-section data using least squares multiple regression.The results of the location equation indicate that wage gradient variables are important determinants of job location for heads of households. On the other hand, non-heads are rather insensitive to the wage gradient. Rather, contrary to the decisions of heads, the job-location choices of non-heads are strongly influenced by socio-economic attributes, notably occupation, family size and age. Clearly, job-location decisions of primary wage earners (usually the household heads) are influenced by earnings-maximizing considerations while secondary earners (non-heads in general) put more weight on other socio-economic factors. The results also suggest that there is a hidden cost associated with uneven directional growth in the Toronto CMA. It is suggestive that urban planning strategies should reflect consideration of the greater desire or need for accessibility on the part of secondary wage earners (non-heads) and the need to balance residential and job opportunities at the extending margin of the urban area.  相似文献

This study simultaneously examined the two mechanisms (i.e. spillover and crossover effects) that link work-to-family conflict and life satisfaction among Chinese married couples. Data were collected from a sample of 123 Chinese managers and their spouses. Work-to-family conflict was measured from two sources: self-reported ratings and spouse-reported ratings. The results provided support for the suggested direct spillover mechanism for both husbands and wives: work-to-family conflict to life satisfaction. In addition, we found that work-to-family conflict crossed over to life satisfaction from wives to husbands but not from husbands to wives. Practical implications and future research directions are discussed.  相似文献

This article develops a unifying framework for analysing the effects of: (i) the changing distribution of individual incomes by main factor sources, (ii) the increasing participation of wives in the labour force, and (iii) the changing distribution of family types on the distinctive trends towards inequality in equivalent household income in Italy between 1977 and 2004. Changes in the distribution of work and pension incomes explain most of the trend. The higher average likelihood of wage‐earning wives had an unequalizing effect on households on the left tail of the income distribution. Little is explained by the changing distribution of family types.  相似文献

This article empirically examines time‐use and its impact on satisfaction levels among dual career households in a post‐industrial economy, the UK. Analysis explores the 1993–2009 British Household Panel Survey using panel probit regression. The evidence reveals distinctions in time‐use relative to gender, occupations and employment sector. Long hours persist among managers and professionals. The uneven division of household labour, further, continues to burden women with extensive amounts of housework and care. Satisfaction with working hours and amount/use of leisure time are lower among women, especially the public sector professionals. Provision of care, occupation and partner employment characteristics represent important satisfaction determinants present among women, while income (including partner's income) only has relevance among men. Housework does not itself generate dissatisfaction. It is the overload of household tasks, due to inequality in the household division of labour, which constrains many highly skilled working women reducing satisfaction with time‐use and life overall.  相似文献

Building on non‐stationary search theory ( Mortensen, 1977 ; Van den Berg, 1990 ), this article estimates the effects of UB on unemployment durations and future earnings using unique administrative data in Germany. We apply censored Box–Cox quantile regression. Our results imply that the length of entitlement shows only a weak effect on unemployment duration for entitlement lengths up to 12 months and no effect on post unemployment earnings. There are noticeable effects on exits from unemployment for entitlement lengths above 12 months. A high wage replacement rate for low‐wage earners is associated with a longer duration of unemployment and higher post unemployment earnings.  相似文献

We use unique information on migration behaviour and reasons for migration to study the impact of tied migration on labour market outcomes among husbands and wives. Fewer than 2% of couples migrate for job‐related reasons and the majority of these move for reasons associated with the husband's job. Estimates from dynamic random‐effects models indicate that husbands and wives in couples that migrated for job‐related reasons suffer lower job retention rates than non‐migrants. Tied migration reduces the probability of subsequent employment for both husbands and wives and in particular has a large negative impact on job retention rates among wives.  相似文献

Abstract Does housework reduce the market wage, and if so, does it have a similar impact for males and females? In this paper, we survey and evaluate the recent and growing empirical literature on the linkages between housework and the wage rate. The review is motivated by unexplained gender wage gaps across studies, which consider personal and market‐related factors. We focus on this less‐studied aspect of wage determination. We consider the required modelling framework, and provide standardized estimated effects of housework on the hourly wage across studies. We evaluate how this literature has addressed potential estimation problems, in particular, the endogeneity of housework, concavity of the housework–wage function, threshold effects and work effort effects. We conclude that the evidence across ordinary least squares, instrumental variable, fixed effects and two‐stage least squares results casts serious doubt on the idea that the negative female housework–wage relationship is only driven by endogeneity bias or individual‐specific characteristics. Yet, much more needs to be done to address modelling and data requirements, and we point out likely and promising future research directions.  相似文献

A bstract . Recent social and economic developments have generated opportunities that have been unevenly distributed among wives in husband-wife families. Compared to others, participation rates and incomes , in particular, have been greater for wives in high-income families or those married to high-income earning men. One consequence of these circumstances is that income inequalities between spouses in the better off families have declined. Another is that income inequalities between families are expected to grow. It is suggested that the conflict between the two-inter- and intra-family equality—is a very real one.  相似文献

This paper examines the extent of the inadequacy of standard cross-sectional models of US labor force behavior and considers the abilities of alternative models to capture the observed continuity in the hours of work and earnings of individuals as well as in their employment histories. Both of the alternatives to the standard cross-sectional model considered in this study incorporate limited amounts of information about past work behavior that could easily be collected as part of a national population census. Using a population of 21 to 64 year old married working women taken from a 1969 through 1978 Michigan Panel Study of Income Dynamics, the variables included in the Z vector age: 1) age of the wife; 2) education of the wife; 3) state average hourly wage in manufacturing measured in 1967 dollars; and 4) unemployment rate for the state in which the wife lives. Results show that by using information about a women's hours of work and wage rate in the previous year, it may be feasible to improve on forecasts of a woman's employment and earnings behavior. For each model a separate estimate is made for wives aged 21 through 46, and for those aged 47 through 64. The dummy and difference models perform much better than the standard model, with the dummy model having the higher pseudo-chi-square statistic. These models show that systematic errors made in determining which individuals work, what they earn per hour, or how many hours they work, should result in prediction errors of the same sort year after year in the computation of annual earnings. These findings with respect to years of work and nonwork, years of part time versus full time work, and cumulative earnings over a 10 year period, confirm and extend Heckman's findings; thus, forecasting models of the work behavior of individuals should not be estimated using pure cross-sectional data. It would be important if researchers could identify what observable factors, if any, increase the likelihood that wives will alter their work behavior from what it has been in the immediate past, even if they are not able to fully understand or explain this previous work behavior.  相似文献

The gender earnings differential is an intensely studied issue in labour economics. However, existing studies do not examine how the wage policies of firms affect gender earnings differentials. This paper uses employer–employee linked data to address this issue. The Juhn et al. [Juhn, C., Murphy K., Pierce, B., 1991. Accounting for the slowdown in black–white wage convergence, in M.H. Kosters, ed. Workers and Their Wages, AEI Press, 107–143] decomposition methodology is extended to incorporate the decomposition of firm fixed effects. It is found that, on average, firms' wage policies are associated with a significant narrowing of the gender earnings gaps. Further analysis indicates that firms which are more likely to have narrower gender earnings gaps are those subject to strong market competition, find it easy to identify labour productivity at the individual level, and with no enterprise level wage bargaining.  相似文献

The purpose of this paper is to use individual data to study how the minimum wage and the welfare system combine to affect employment in France. Using the 1997 Labour Force Survey, we decompose non‐employment of married women into three components: voluntary, classical (due to the minimum wage) and ‘other’ (a residual category). We find that the minimum wage explains close to 15% of non‐employment for these women and that the disincentive effects of some welfare policy measures may be large. Our approach also allows us to evaluate various labour and welfare policy experiments in their effects on participation and employment. Copyright © 2002 John Wiley & Sons, Ltd.  相似文献

This paper develops an on-the-job search model with wage posting where unemployment benefits are proportional to past wages. We emphasize that this contributes to increasing the reservation wages of unemployed workers and introduces a feedback effect of the distribution of wages on the distribution of unemployment benefits. We show that the model predictions are consistent with some stylized French facts and quantify the impact of inefficient rejections of low-wage offers by the unemployed. We find that, by reducing the indexing of unemployment benefits to previous earnings and increasing lump-sum transfers, it is possible to increase both employment and welfare.  相似文献

This paper investigates the possibility that the imposition of a minimum wage increases employment in the affected sector, measured in terms of hours of work, and lowers product prices. Unlike related prior theoretical research, I consider a neoclassical perfect information economy. Both labor and product markets are assumed to be perfectly competitive. Workers choose the number of hours of work and their effort level. Workers can potentially, but not necessarily, differ in their preferences over income, leisure, and effort. Effort is perfectly observable by the employers. The general framework that highlights the channels through which a minimum wage can increase employment and reduce prices is introduced and necessary and sufficient conditions derived. The paper also develops a number of comparative statics and some illustrative examples. The results provide a simple theoretical foundation that explains some recent findings of the empirical literature on minimum wages. Auxiliary results help explain the effects of minimum wage on the entire wage distribution in a way that is consistent with empirical findings. Finally, welfare analysis shows that worker welfare and employment tend to go in opposite directions; in particular, if employment increases after the imposition of the minimum wage, worker welfare will be reduced, though not necessarily vice versa (the opposite is true for consumer welfare). Strikingly, if a minimum wage increases worker welfare, the chief beneficiaries are not the affected workers but those with incomes that exceed the minimum wage.  相似文献

Considering family labor and hired labor as heterogeneous inputs, we present a theoretical framework in which the optimal decisions of a farm household on on-farm family and hired labor, off-farm labor supply, and leisure are determined uniquely and endogenously. Focusing on two alternative settings with and without off-farm employment constraints, we show that imperfect substitutability between family labor and hired labor is not critical to the separation of household production and consumption. The validity of the separation proposition is shown to depend crucially on whether or not the availability of off-farm job opportunities is limited. We further examine how changes in external economic conditions and government policies affect the time allocation decisions of the household, as well as the composition of household income (i.e., on-farm income and off-farm labor earnings).  相似文献

The paper examines the relative effectiveness of two policy proposals in reducing unemployment and working poverty: hiring subsidies and wage subsidies. The hiring subsidies are targeted exclusively at the unemployed and are provided only for a limited period of time. The wage subsidies, on the other hand, are granted to all low-wage earners regardless of their employment history and are of limitless duration. Our analysis indicates that the relative effectiveness of the two policies depends on workers' prospective wage growth. The more upwardly mobile workers are (i.e. the more their wages rise with employment duration), the more effective will unemployment vouchers be relative to low-wage subsidies. Conversely, the greater the danger that workers come to be trapped in dead-end jobs with flat wage profiles, the more effective will low-wage subsidies be relative to unemployment vouchers.  相似文献

The importance of family considerations in mobility decisions of rural to urban migrants in India was investigated by analyzing evidence on urban rural ties. The empirical basis was a survey of migrant heads of households in Delhi conducted from October 1975 to April 1976. Only 14% of the migrants in the sample were accompanied by family members when they moved to Delhi, and at the time of the survey 44% of the sample were living on their own as nonfamilial households. 82% of the migrants reported having family members living in the area. In 1/3 of these cases the rural household contained the wife of the migrant. Over 3/4 of the sample visited their origin regularly, and 2/3 were sending money. Migration decisions are discussed in the context of the mutlicentered family, and urban rural family links are classified into several distinct types, and the importance of visits and remittances to origin for each of these types are investigated. An econometric analysis of conjugal separation is presented, and the determinants of remittances are investigated. The salient methodological innovations are a 7-part typology of urban rural familial links and the use of logit analysis in the identification of the important determinants of conjugal separation. Nearly 4/5 of the migrants visited their place of origin. The proportion reporting visits was higher for migrants who had family members at place of origin, but as many as 60% of the migrants not having family links maintained contact with rural residents through visits. If migrants recognized mutual kinship rights and obligations dictated by the social system, they maintained close functional ties with their kin. Only 56% of unmarried migrants living as nonfamilial units reported visits to origin compared to 92% of those living with their nuclear unit. For migrants who reported presence of family members at origin, there was no significant difference between landowners and nonlandowners in the proportion who reported visits. Married migrants who had left their wives in the rural area were more likely to visit origin during the agricultural busy periods. A majority of the migrants maintained economic links with the rural area, and in early all these cases financial flows were from the urban to the rural area. Remittances tended to be related positively to urban earnings and needs of the rural household and negatively to obligations in the urban household. There was no evidence of ties weakening over time, but migrants who planned to settle in the city remitted less. To an extent conjugal separation was temporary and reflected husbands and wives making the journey at different times. Migrants were also inhibited from bringing their wives to the city if they owned land at origin or had migrated to obtain cash for specific needs. A part of the explanation also lies in varying regional cultural and environmental characteristics.  相似文献
