In recent decades the intensification of agricultural production in many European countries has been one of the key components of land-use change. The impact of agricultural intensification varies according to national and local contexts and a greater understanding of the drivers of intensification will help to mitigate against its negative impacts and harness potential benefits. This paper analyses changes in land use intensity in six case studies in Europe. A total of 437 landowners were interviewed and their responses were analysed in relation to changes in land use intensity and agricultural production between 2001 and 2011. In the case studies in Western and Eastern Europe we observed stabilisation during the last decade, and no clear tendency of increase or decrease of land use intensity. The use of fertilizers and pesticides seems to have decreased in our cases in Western Europe, which is contrary to trends in Eastern Europe. Agricultural production remained stable in almost all cases, except for an increase in Austria and Romania which may indicate that the farming efficiency has increased. A statistical analysis showed a division between study areas in Romania and Austria (increasing land use intensity) versus those in the Netherlands, Denmark and Greece (decreasing). In the Mediterranean cases we observe a process where agriculture is becoming increasingly marginalised, at the same time as changes in function with regard to urbanisation and recreational land uses have taken place. Logistic regression highlighted the importance of farm size and farmer type in understanding changes in land use intensity. The dominant pattern of stabilisation which has occurred over the past 10 years may also partly be a result of effective EU and national environmental and agricultural policies, which are increasingly concerned with improving environmental conditions in rural areas.  相似文献

研究目的:从企业视角探讨用地效益与碳排放强度的关系,并提出低碳、集约的产业用地方式和发展模式。研究方法:基于郑州市2012—2015年181家典型企业的调研数据,运用多因素综合评价法和Tapio脱钩模型等方法分析不同产业用地效益和碳排放强度的关系。研究结果:(1)产业用地效益水平整体不高且行业差异明显,其中,电力、热力生产和供应业用地效益水平最低,烟草制品业用地效益水平最高;(2)大多数产业碳排放强度小于0.1 t/m2,且年际变化波动较小,碳排放强度最大的是电力、热力生产和供应业,最小的是汽车制造业;(3)不同产业用地效益和碳排放强度的相关性差异明显,且两者间的脱钩状态随时间波动较大,2012—2015年以扩张负脱钩和强脱钩为主。其中,农副食品加工业、酒、饮料和精制茶制造业等产业为扩张负脱钩;煤炭开采和洗选业、食品制造业等产业为强脱钩。研究结论:不同产业用地效益和碳排放强度的相关性和脱钩状态差异明显,建议未来应采取差别化的发展模式和策略,比如农副食品加工业、酒、饮料和精制茶制造业等产业应重点通过提高能源效率降低碳排放,而煤炭开采和洗选业、食品制造业等产业则应重点通过土地集约利用降低碳排放强度。  相似文献

The different approaches that other countries take to land use reflect many national variables, including planning systems, institutional structures, socio-cultural characteristics, population pressures and environmental priorities. Literature reviews of relevant land-use issues in Germany, Japan, the Netherlands, New Zealand and Sweden provided the background material for this paper. Other European countries appear to offer models of more pro-active and indicative land-use planning, in contrast to the adversarial system in the UK, and a much stronger regional focus. This seems to have made it easier to implement other policies, for example on renewable energy. Experience with liberalisation of agricultural markets, and the promotion of environmentally sustainable farming are both relevant to an increasingly polarised agricultural sector in the UK. Cutting across all these themes is a reflection on governance of land use. Of the countries considered, Sweden's focus on environmental sustainability, international responsibility and long-term consistency of direction appears to be most closely aligned to the coming land-use challenges. When drawing conclusions from this review it is important to bear in mind the effect of differences in bio-geographic factors, socio-economic conditions and political culture, both in other countries and within the UK.  相似文献

Humans have altered land cover for centuries, and land-cover change is a main component of global change. Land use transition trajectories, such as the forest transition theory (i.e. switch from deforestation to stable or increasing forest cover), relate long term changes in land use to gradual changes in underlying drivers, such as economic development, demographic change, and urbanization. However, because only few studies examined land change over centuries, it is not clear how land cover changes during very long time-periods which are punctuated by shifts in socio-economics and policies, such as wars. Our goal here was to examine broad land change patterns and processes, and their main driving forces in Central and Eastern Europe during distinct periods of the past 250 years. We conducted a meta-analysis of 66 publications describing 102 case study locations and quantified the main forest and agricultural changes in the Carpathian region since the 18th century. These studies captured gradual changes since the peak of the Austro-Hungarian Empire up to the accession to the European Union of most of the formerly socialist countries in the study region. Agricultural land-use increased during the Austro-Hungarian Empire in 70% of the case studies, but dropped sharply during and especially after the collapse of the Socialism (over 70% of the cases). The highest rates of abandonment occurred between 1990 and 2000. The Carpathian region experienced forest transition during the Interwar period (93% of the cases), and the forest expansion trend persisted after the collapse of Socialism (70% of the cases). In terms of the drivers, institutional and economic factors were most influential in shaping deforestation and agricultural expansion, while socio-demographics and institutional shifts were the key drivers of land abandonment. Our study highlights the drastic effects that socio-economic and institutional changes can have on land-use and land-cover change, and the value of longitudinal studies of land change to uncover these effects.  相似文献

In many developing countries, a high proportion of the population resides and works in rural areas. Agriculture is the dominant sector in rural areas and has the greatest concentration of poverty: landless workers, small tenant farmers, and small farm owners. Thus, any development strategy that is directed towards increasing employment and alleviating a country's hunger must concentrate on sustainable agricultural growth. Historically, economic development in most countries has been based on exploitation of natural resources, particularly land resources. Soil erosion and land degradation have been serious worldwide. Due to reasons such as high population pressure on land and limited fossil energy supplies, land degradation is generally more serious in the developing world. Empirical studies show that soil erosion and degradation of agricultural land not only decrease the land productivity but they can also result in major downstream or off-site damage which may be several times that of on-site damage. In promoting industrialization, governments of many developing countries adopt a package of price and other policies that reduce agricultural production incentives and encourage a flow of resources out of agriculture. Increasing evidence shows that these policies cause a substantial efficiency or social welfare loss, and a great loss in foreign exchange earnings. In addition, a World Bank study on the effect of price distortions on economic growth rates concluded that neither rich resource endowments, nor a high stage of economic development, nor privatization are able to make up the adverse effects caused by high price distortions. This analysis is primarily concerned with identifying the factors that determine the agricultural production growth rate and in testing the effects these factors have on agricultural growth in developing countries. Specifically, this study involves statistical estimation of an aggregate agricultural growth function based on cross-country data for 28 developing countries. Special attention is devoted to land degradation and agricultural pricing policy, and to the policy implications resulting from the effects these variables have on agricultural and food production growth. The overall results of this study show that price distortions in the economy and land degradation had statistically significant negative impacts while the change in arable and permanent land was positively related to the growth of agricultural production and food production in 28 developing countries from 1971 to 1980. These results emphasize the importance of ‘getting prices right’ and implementation of sustainable land and water management practices if future growth in food and agricultural output is to be realized and sustained in developing countries.  相似文献

We propose a simple heuristic that uses open-access models and government data on agricultural activities to estimate total carbon emissions from agriculture, the gross carbon benefit and the opportunity cost per tonne CO2-e from revegetating to environmental plantings or plantation forestry. We test this across ten areas of mixed land-use that represent diverse Australian agricultural systems along a rainfall transect. The local value of agricultural production was obtained from government statistics and used to estimate the current economic opportunity cost of converting cleared agricultural land to mixed environmental plantings for carbon sequestration. Gross carbon benefit from revegetation was closely related to current agricultural use, as was financial opportunity cost. These were not related simply to site productivity potential or rainfall. The proportion of land cleared for agriculture that would need to be re-vegetated to achieve a localised zero-carbon land-use scenario was calculated by the ratio of current agricultural emissions to gross carbon benefit from revegetation; this ranged from 13% to 66% for groups of agricultural industries across Australian rainfall transects. While the heuristic does not capture the detail of models built specifically for local research questions it does provide a different lens on the questions policy makers and land managers may ask about the costs and benefits of revegetating agricultural land, and provides open-access methods to guide them.  相似文献

Extreme farmland ownership fragmentation is becoming a limiting factor for sustainable land management in some countries. Scattered, excessively small parcels cease to be viable for individual farming, and owners feel forced to rent these parcels to larger enterprises farming on adjacent land. Our study demonstrates a phenomenon that we call the Farmland Rental Paradox, where very small parcels tend to create large production blocks by being rented to larger farmers, and therefore to significantly homogenize the land-use pattern. The parcel size established as the threshold for this phenomenon is 1.07 ha. Below this threshold, the smaller the parcels were, the larger the blocks that they tended to create.Using the example of the Czech Republic, a state with extremely high farmland ownership fragmentation, it is demonstrated that this phenomenon can currently determine the land use of up to 40% of the country's farmland. Our study also points to other countries where this phenomenon may apply, especially the transitional countries of Central and Eastern Europe.The study discusses the tempo of the fragmentation process, which accelerates exponentially in countries with the equal inheritance system. It goes on to discuss defragmentation, social impacts of the dominance of the land rental market, and environmental impacts of significant homogenization of the land-use pattern. The serious negative impacts of extreme land-ownership fragmentation show that this phenomenon can be considered as a significant form of land degradation.  相似文献

China's urbanization has resulted in significant changes in both agricultural land and agricultural land use. However, there is limited understanding about the relationship between the two primary changes occurring to China's agricultural land – the urban expansion on agricultural land and agricultural land use intensity. The goal of this paper is to understand this relationship in China using panel econometric methods. Our results show that urban expansion is associated with a decline in agricultural land use intensity. The area of cultivated land per capita, a measurement about land scarcity, is negatively correlated with agricultural land use intensity. We also find that GDP in the industrial sector negatively affects agricultural land use intensity. GDP per capita and agricultural investments both positively contribute to the intensification of agricultural land use. Our results, together with the links between urbanization, agricultural land, and agricultural production imply that agricultural land expansion is highly likely with continued urban expansion and that pressures on the country's natural land resources will remain high in the future.  相似文献

China has extremely scarce land resources compared to the world average. There is an urgent need for studies of the current situation and the trends in land-use change and assessment of the performance of land policies in China. Assessment of land-use change has long been hindered by a lack of accurate and reliable data. This paper uses the data obtained from the national land surveys of 1996 and land-use change surveys from 1997 to 2008, to analyze changes in land use and the policy dimension driving forces related to the changes, especially cultivated land, forestry land, grassland, as well as developed land. The aim of this analysis will be to derive the physical, social and economical driving forces of those changes to grasp the trends in land-use change and the effects of land policies and to formulate strategies for the protection and sustainable use of agricultural land. The results indicate that, although the overall change in land use was not large, cultivated land was significantly reduced and developed land rapidly increased. A great deal of high quality cultivated land was changed to developed land and low quality cultivated land generated from unused land, which has resulted in a serious threat to food supplies in China. Predictions using the methods of linear extrapolation and a BP neural network indicate that it is impossible to keep to a target of 0.12 billion hectares of cultivated land in the future under the mode of economic development used between 1996 and 2008. The results also indicate that the implementation of the laws and regulations about controlling the developed land and preserving cultivated land had significant effects on changes in land use, especially cultivated land and developed land. The results suggest that the changes in land use are closely related to economic fluctuation and the enaction and implementation of these land policies had a little time lag for cultivated land protection. There is a pressing need for China to use its limited land resources more efficiently and effectively by enacting or re-enforcing the laws and regulations on land resources protection and economic development, not only for its own growing population, but also the world. Therefore, we must formulate strategies for the protection and sustainable use of agricultural land.  相似文献

Research has shown that the reform of the CAP which broke the link between subsidies and production (the decoupling reform) has had little effect on farmers’ demand for land under the SPS (Single Payment Scheme) system. For this reason, in the conditions of the SPS, there is petrifaction of the structure of agricultural land, and an upward trend in prices on the market for agricultural land should not be expected to continue in the long term. Under the conditions of the SAPS (Single Area Payment Scheme), which applies in the EU-12 new Member States, the position in the market for agricultural land is different. However, most research carried out in Europe relates to the SPS system, where marginal changes in the value of land are identified as a result of the incidence of agricultural policy, as well as quantitative and qualitative attributes of particular properties. Under SAPS, these issues have not been sufficiently investigated. The authors have attempted to fill that gap, constructing a two-dimensional and multilevel econometric model for land prices in a leading agricultural region of Poland based on a sample of 653 transactions in the years 2010–2013. The aim is to determine how policy, as well as various quantitative and qualitative features, including location factors, affect the prices of land under SAPS. The results indicate, among other things, the key importance of the functional type of rural areas – properties in agrotouristic areas gained 43% higher prices on average than those in agricultural areas. Another finding of interest is that LFA and agro-environmental payments decapitalise the value of land.  相似文献

Transportation projects are typically characterized by increased land use, which is a scarce resource of economic value. However, there is a tendency to ignore land value during feasibility studies of transportation projects. This may lead to a reduction in the economic efficiency of a project and to increased land use. This paper presents an economic model, based on the relationship between the elasticity of land price with respect to density, and estimating the future value of land designated for various uses, including transportation projects. The model was applied to transactional data from Israel, and was used for examining the value of land designated for two transport projects within Israel. The conclusions of the study indicate that taking the land value during a feasibility analysis of transportation projects into account, may lead to the consideration of other alternative plans, which may prevent the excessive use of land.  相似文献

Neoliberal land policies such as land administration seek to improve property rights and the efficiency of land markets to boost rural economic production. Quantitative studies of pre-existing land markets can help planners to tailor these policies to local conditions. In this article we examine an extra-legal land market currently being modernized by a World Bank-sponsored land administration effort. Specifically, we use a hedonic-type revealed preference model and household survey data to estimate the factors affecting extra-legal land prices along an agricultural frontier in Petén, Guatemala. Our model indicates that land value is significantly affected by land attributes including location, tenure status, presence of water, distance to roads, and distance to landowners’ homes, and that land prices in the northwestern Petén are estimated to have risen on average 26.5% per year between 1977 and 2000. We contend that this rate of increase provides a strong incentive for colonists to speculate in land rather than invest in state sanctioned property rights. We conclude that if frontier development programs, such as land administration, are to become attractive to settlers in Petén and elsewhere, they must compete favorably with economic incentives associated with land speculation, or alternatively, target landowners who are not interested in playing the land market.  相似文献

In the past few decades, urbanisation has become a major phenomenon in European cities, thus representing one of the key human land cover changes with socio-economic and environmental impacts. In the Lisbon metropolitan region it is estimated that 17% of natural and farmland have been transformed into artificial areas. Since the end of 1990s, specific EU guidelines have been issued to contain urban sprawl and preserve agricultural land. Spatial planning in Portugal obviously is integrating these assumptions into the statutory land-use master plans. But what is the performance of this land use planning system regarding land cover evolution itself? Based on the Lisbon metropolitan region (LMR), one of the major areas of urban growth in Portugal, we examine spatio-temporal land cover patterns between 1990 and 2007 by integrating cross-matrix analysis, spatial metrics, and gradient analysis. Additionally, we overlay these land cover dynamics with municipal master plans that regulate land development in order to assess the compliance levels of this land-use regulatory system. Results indicate that: artificial areas are growing by coalescence and/or by scattered development along an urban–rural gradient; agricultural land is reducing and fragmentation is increasing to enlarge peri-urban spaces; there are high levels of conversion of agricultural land into urban land in protected areas, thus showing a lack of compliance to the land use regulatory system visible in the existing gaps between the original land-use assignments of the master plan and the actual developments.  相似文献

Hedonic land price models often use parcel size as an explanatory variable. Empirical analyses, however, are rather ambiguous regarding the direction and the size of the effect of this variable on farmland values. The objective of this paper is to investigate this size–price relation for agricultural land use in detail and to derive recommendations for an appropriate specification of hedonic land price models. Our analysis consists of three steps. First, we conduct a meta-analysis based on a comprehensive literature review. Second, we analyze a dataset of more than 80,000 agricultural land transactions in Saxony-Anhalt, Germany, using the nonparametric locally weighted scatterplot smoothing (LOWESS) estimator. This unconditional smoothing algorithm identifies negative size–price relations for very small and large plots, whereas it finds a positive relation for medium plots. We use this finding in our third step, a hedonic land price model, in which the size–price relation is modeled conditional on land and buyer characteristics. From these steps, we conclude that the complex relationship between land price and plot size cannot be captured by a simple functional form since it is affected by several economic factors, such as economies of size, transaction costs, and financial constraints.  相似文献

As concern grows regarding urban sprawl and forest and agricultural land preservation, the effectiveness of land-use policies in shaping land-use change warrants further study. We evaluate the impact of county-level zoning laws, the most predominant land use policy in the USA, and land rents on the relative amounts of forest, agricultural, and developed land, while controlling for demographic information and taxation rates. Over the past decades, southern Indiana has experienced forest regrowth on private lands, but this regrowth has declined in recent years with increased conversion of open space for urban residential development. We develop a model of land-use shares in 40 southern Indiana counties based on the net benefits to agriculture, forestland, and urban uses using a maximum likelihood estimation of a Dirichlet distribution. We find agricultural land rent and indicators of land productivity are the most important predictors of the proportion of agriculture and urban uses. Forest use is better explained by shifting regional economic structure and hilly terrain. Counties with a greater proportion of their work force in the service sectors have a greater proportion of land forested. Finally, to some extent zoning may protect agricultural land in the region, although land rents, land characteristics, and population are strong predictors of the ratio of agriculture to urban use.  相似文献

Under certain circumstances, land titling, property regime changes, and land-use conversions yield substantial profits. Yet few people possess the wealth, knowledge, and networks to benefit from these procedures. In the Yucatán Peninsula, a region recently targeted as a prominent investment location by the Mexican national government (mainly with the “Tren Maya” megaproject) and the private capital, forestlands collectively owned as ejidos by Mayan peasants are on the trend to complete privatization. Against the arguments of neo-institutional economists that in the 1990s promoted legal reforms and justified land-titling programmes worldwide to make available credit for uncapitalized peasants, individual land titling of commonly held lands in Mexico increased the overall economic value of the land, but not the investment in economic activities related to farmland and indigenous communities. Instead, those policies enabled land grabbing, dispossession, and urbanization. In this article, I describe recent private-led initiatives of ejido land titling that have redefined agricultural land's uses, meanings, and values for capitalist accumulation. In doing so, I explain how and why Mayan ejidatarios have been excluded from the monetary benefits of land titling, a top-bottom dispossession process only accomplished through shadow procedures and former privatization of ejidos' common lands.  相似文献

The protection of agricultural land and forests is a relatively new concept in Poland, and it began with forest protection in the 1920s. The first regulations on the protection of agricultural land were introduced only in the 1960s. Agricultural land and forests received comprehensive protection pursuant to the provisions of the Act of 26 October 1977 on the protection of agricultural land, forests and land recultivation. This legal act set the foundations for the protection of farmland and forests in successive decades.The aim of this study was to determine the influence of farmland and forest protection on spatial planning and to highlight the loss of agricultural and forest land resulting from conversion to other purposes. Legal regulations pertaining to spatial planning and the protection of agricultural and land forests were analysed. The scale of the problem was identified, and future land-use types were forecast based on the data developed by Statistics Poland (GUS). The existing spatial plans (municipal master plan - MMP) were analysed to determine the conversion loss index (CLI) associated with the conversion of agricultural land and forests to other uses. Legal regulations pertaining to the protection of agricultural land and forests were also analysed, and the extent of the relevant conversion measures was determined. The study demonstrated that urban development and the inevitable urbanization of rural areas contribute to the loss of agricultural and forest land that are converted to other uses.  相似文献
