In recent years, the sustainable utilization of China’s arable land has been confronted with several challenges. The China government has been very strict in arable land protection, and a package of policies and measures have been promulgated. All these endeavors are of great significance for proposing an innovative policy system for sustainable land use in China. However, above stated policies are all designed from the perspective of space control with the purpose of reducing arable land loss or increasing arable land area, few policies have been designed from the perspective of utilization control, namely guide the actual arable land farming in sustainable ways and constraint unreasonable land use behavior such as overuse, rough use, land abandonment. In this paper, we analyze spatial distribution of average land-use intensity (ALUI) at the county-level in Mainland China, which can be used as a significant index for evaluating the rationality of arable land use and providing effective decision-making supporting information for design of regional arable land protection policy. Based on the experimental results, there is still considerable room for yield improvement as the ALUI of ∼73.1 % counties are lower than 0.7 while the 53.60 % counties are lower than 0.6. Furthermore, the ALUI dataset shows significant global spatial autocorrelation characteristic. Boundaries of regions that aggregated by counties with high ALUI are more consistent with that of provincial administrative districts, comparing with that of sub-standard farming system regions. On the other hand, counties with low ALUI are mostly cluster in mountains, hills, or plateaus, where grain yield is mainly limited by regional hydrothermal conditions. In addition, counties with different ALUI status have been divided into six classes, using k-means clustering algorithm. This will facilitate the understanding of appropriate arable land protection and utilization paths for different regions and the rethinking of current support policies on farmland protection.  相似文献

After the GATT agreements in 1986, which removed the existing external protection on wine market, and with demand developing towards a qualitative level, the European wine sector has been subjected to a continuous transformation to accomplish that main objective. To give producers the chance to bring production into line with market developments and to allow the sector to become permanently competitive, the European Commission established the Council Regulation (EC) No. 1493/1999) on the common market organization in wine, later adopted in the 2003 CAP reform. Among other measures, this regulation finances the restructuring of a large part of present vineyards by adopting new farming systems (EC Council Regulation No. 1227/2000), supporting actions as soil preparation, which includes land levelling and terracing. Traditional vineyard areas in Mediterranean mountain environments, with subsistence agriculture and farming systems based on man and animal labour, have taken advantage of the new market opportunities in the wine sector and of this policy as well, and have changed to a market-oriented farming strategy. It has involved the construction of terraces on hillslopes using heavy machinery with the objective of crop mechanization, which has supposed important changes in soils and landscape. An example of this situation is the Priorat region (Catalonia, NE Spain), where vineyards have been cultivated on hillslopes by human and animal labour since the 12th century. Since the early 1990s the region has been undergoing major changes arising from new wine market opportunities and later by vineyard conversion and restructuring EU policy, which subsidizes up to 50% of the cost. In this paper we consider two aspects of the changes that modern farming systems are causing in the region: (a) land use changes after the coming into practice of the EU vineyard restructuring policy and (b) terrain morphology changes due to land terracing and related geomorphological effects. The results show high terracing rates (22.6–36.1 ha year−1) in the study period (1998–2006), accompanied by huge land movements (a cutting rate of about 5475 m3 ha−1). Bad design of terraces has led to the collapse of benches and borders, affecting about 3.5% of the newly planted area. These effects question the suitability of the EU CAP for vineyard restructuring in Mediterranean mountain environments, revealing that although farmers comply with environmental protection requirements, CAP support is not accomplishing the objectives for which was conceived: the protection of the environment by the reduction of impacts of the agricultural activities.  相似文献

Agricultural land conversion for urban development is a major process in the vicinity of many cities in Vietnam. This causes problems for the fabric of local society. In this paper, we evaluate four agricultural land’s acquisition projects in two areas (Hoai Duc district and Thanh Oai district) in Hanoi, Vietnam to examine two primary questions: (1) how do farmers obtain any economic benefit from urban development projects? And, (2) how are socio-economic livelihoods of the farmers effected by land conversion? The investigation relied on a market land price's survey using a structured-interview method, in which 395 land-acquired households were randomly selected. The responses indicate that there are unequal benefits among the various stakeholders. On average farmers tend to benefit the least. Although the farmers have the possibility to transform their agricultural livelihood into a non-agricultural one with probably a higher income, they are actually faced with many difficulties in maintaining non-agricultural activities, in finding stable alternative livelihood activities, and in using the compensation for investments.  相似文献

This study surveys the experience of agricultural taxation in developing countries in the context of the ongoing policy debate about the tax structure and administration affecting agricultural producers. Using the examples of a number of countries, it analyzes the conceptual and practical problems associated with different tax regimes. Governments in most countries have reduced indirect (export) taxes on agricultural producers. However, the revenue from direct taxes on farmers has not increased. A major problem in most countries has been the measurement of (actual) agricultural income. Different measures for presumed income have been used with varying success. They seem to have the most potential for increased revenue in many countries, but their effective implementation is constrained by the political and administrative considerations.  相似文献

Although the adaptation strategies of smallholder farmers to climate change and its attendant hazards have attracted widespread attention, the quantitative detection and evaluation of their adaptive behaviors remains a difficult task that deserves further study. This article describes an empirical case study performed in southern China to examine the adaptation strategies of paddy farmers to agricultural drought. We collected first-hand data through household questionnaires, in-depth interviews with local managers, and farm-level land-use surveys. The effectiveness of the adaptation approaches of the farmers was assessed in terms of the ecological, economic, and social benefits. Our findings indicate that over the past three decades, when confronted with recurrent seasonal drought in a warming climate, farmers have gradually abandoned the double-cropping rice production and transformed their cropping patterns into a new diversified mode of “Rice-Cole, rice, cotton, seedling nursery, and coarse cereals”. Current farming practice reduces the vulnerability of local agriculture to drought, and allows farmers to diversify and improve their incomes, which contributes to enhanced resilience and adaptability to drought. However, the autonomous adaptation of farmers may primarily serve their interests of minimizing drought risk and maximizing economic profits but could also undermine the social benefits, such as regional grain security. A robust adaptation strategy should balance the ecological and economic benefits with social interests to maintain agricultural sustainability.  相似文献

Agricultural landscapes deliver multiple, highly valued goods such as cultural amenities, biodiversity conservation and climate stability. These goods are often delivered as side-effects of farmers' production decisions driven by broad-scale, supranational changes in agricultural, trade or other policies. Human well-being is thus affected in ways not taken into account in these macro-policy decisions. To avoid this policy failure, there is a growing demand for the valuation of broad-scale changes in public goods by the general public. For this purpose, context-rich valuation scenarios at this broad scale need to be developed which are empirically-based, policy-relevant and understandable by the general public. In this way, respondents are focused on actual trade-offs rather than invited to give symbolic reactions. This paper presents and discusses a valuation framework developed to fulfil these criteria. The approach is based on a typology of Macro-Regional Agri-Environmental Problems (MRAEP). Each MRAEP is defined by: (1) prevailing farming systems and agricultural landscapes; (2) current levels of public-good delivery; (3) expected direction of land-use change; and (4) expected effects of such change on public-good provision in each macro-region. Multivariate analysis of EU-wide data on agricultural landscapes and farming-systems led to identify thirteen macro-regions in the EU. Current public-good provision was described using public-good indicators. Only those public goods that are expected to change or could be improved by available policy options (core public goods) were used to generate choice alternatives for survey respondents. The paper ends by discussing innovative elements in the proposed approach, achievements, shortcomings and possible policy uses.  相似文献

研究目的:研究农地转租过程低地租现象存在的原因,促进农地租赁市场良性发展。研究方法:文献资料法和因果分析法。研究结果:农地出租人对承租人事后机会主义行为的预期导致了农地转租行为很大程度上依赖于“亲戚社会”内部成员的隐性承诺,这种带有专有性特征的隐性承诺赋予农地承租人较强的缔约谈判力。为了避免农业专用投资受到出租人事后机会主义行为的威胁,承租人势必将谈判地位优势转化为对租赁剩余收益的控制,并最终形成了低地租现状。研究结论:取消户籍制度、健全农地市场的交易服务中介可以消除农地转租的外部约束条件,培育农户的市场意识,增强农地供给方的转租意愿。  相似文献

Brazil is trying to identify ways to ally economic growth with climate change mitigation. Productivity gains in livestock have been pointed out as a promising alternative to achieve that goal. Thus, this paper analyses the economic impacts of a policy of productivity gains in the Brazilian livestock. Besides, we evaluate if the policy may conciliate agricultural growth and deforestation control, bearing in mind the reduction of greenhouse gas (GHG) emissions from land-use changes. The analysis was carried out through a computable general equilibrium (CGE) model, tailored to represent land-use changes, GHG emissions and removals. Besides, it made progress modeling the heterogeneity of climate, soils, and emissions in inter-regional models with many regions. The results show that productivity gains can effectively “save” land and thus avoid deforestation, especially in the Amazon and Cerrado (savannah) biomes. The policy also may boost the economic growth, spreading it to other regions of Brazil, like Centre-West and North, and increasing income and consumption in those places. However, as a climate policy, focused on the reduction of GHG emissions, the results may be counterproductive. The net amount issued may increase, as a result of the positive stimulus of the policy on the economy, and GHG emissions are directly related to the economic growth.  相似文献

研究目的:评估城镇建设用地的经济价值,尤其是景观用地的价值。研究方法:对成本与效益做出界定,对体现存在价值的景观用地采用意愿调查价值评估法(CVM),其余用地用“成本-效益法”评估。研究结果:在现行用地结构中,第三产业占地比例最大,住宅用地次之,具有存在价值的人文景观用地最小;而用地的效益是商业服务业占第一位,交通与住宅用地分居二、三位。研究结论:城镇建设用地中直接经济价值占98%以上,间接价值及非使用价值所占比例很小,这与建设用地特征有密切关系。  相似文献

Summary

Following open door policy, China is allowing a major and valuable national resource, namely land, to be privatized in the market. Land has not been allocated according to the market since the Communist party took power in 1949. Without extensive market activities it has become imperative for both central and local government to devise guidelines when selling land to developers who have found great potential in this market. After initial pilot studies in some cities, a benchmark pricing model was finally devised to provide guideline land prices. In theory, this model has the role of leading the existing land allocation system into a price mechanism similar to a market economy. However, the legacy of the socialist ideology concerning the assessment of value exerts a strong effect on the benchmark pricing model which makes the behaviour of the benchmark prices inconsistent with market prices. An examination of the benchmark pricing of land in various Chinese cities has revealed that China is still favouring the use of a production cost function when valuing land. A combination of the cost and market value approaches has produced the first guidelines for land prices since 1949. These guidelines represents a compromise which may be useful in the short run but which cannot be effective in establishing market land price behaviour in the long run.  相似文献

山区平原过渡地带因其地质、地貌的特殊性而担负着自然地域界面的作用,并表现出更高的生态环境脆弱性,研究其脆弱性变化对山区平原生态安全预警非常重要。特别是从土地利用方式改变评价其生态脆弱性,对于土地利用方式调整和规划具有重要指导意义。本文以地处山区平原过渡区的辉南县为例,在分析其土地利用变化基础上,参照生态价值评估体系并结合周围生态环境敏感因子,建立生态脆弱性综合评价指标,对研究区1986年以来环境脆弱性的时空变化进行评价和分析。评价结果如下:(1)从不同用地类型看,生态综合指数大小顺序依次为林地、草地、水域、未利用地,其次是耕地和建设用地。(2)脆弱性时间变化特征:由于土地利用变化,特别是林地减少和耕地、建设用地增加,导致生态贡献指数、生态稳定性指数和生态综合指数显著下降,分别由1986年的2.999、3.324和6.322减小为2006年的2.828、3.032和5.861。(3)空间变化特征:全区范围内生态环境综合指数下降显著,表现为低值区域范围扩大,高值区域范围明显减小。高值区范围由1986年的33217.95ha缩小为2006年的1283.40ha,而低值区的范围则由1986年的86550.87ha扩大为2006年的98084.83 ha。(4)地区差异性:虽然三个生态指数在整体上呈现下降,但是不同子流域其变化表现出显著的差异性,总体上呈现东南山区减小,而西北平原区呈现不明显的增加特点。本文研究结果表明,导致研究区生态脆弱性的主要原因为林地减少和耕地增加。从保护生态环境角度,控制耕地增加和林地减少是有效防范措施。  相似文献

Research has shown that the reform of the CAP which broke the link between subsidies and production (the decoupling reform) has had little effect on farmers’ demand for land under the SPS (Single Payment Scheme) system. For this reason, in the conditions of the SPS, there is petrifaction of the structure of agricultural land, and an upward trend in prices on the market for agricultural land should not be expected to continue in the long term. Under the conditions of the SAPS (Single Area Payment Scheme), which applies in the EU-12 new Member States, the position in the market for agricultural land is different. However, most research carried out in Europe relates to the SPS system, where marginal changes in the value of land are identified as a result of the incidence of agricultural policy, as well as quantitative and qualitative attributes of particular properties. Under SAPS, these issues have not been sufficiently investigated. The authors have attempted to fill that gap, constructing a two-dimensional and multilevel econometric model for land prices in a leading agricultural region of Poland based on a sample of 653 transactions in the years 2010–2013. The aim is to determine how policy, as well as various quantitative and qualitative features, including location factors, affect the prices of land under SAPS. The results indicate, among other things, the key importance of the functional type of rural areas – properties in agrotouristic areas gained 43% higher prices on average than those in agricultural areas. Another finding of interest is that LFA and agro-environmental payments decapitalise the value of land.  相似文献

The Chinese economy has experienced substantial development over the last thirty years. This growth has resulted in an enormous expansion of China's urban areas and it has also led to a growing scarcity of land resources. Consequently, there is currently an urgent need to mitigate the conflict between the needs of growing urban areas and the shrinking supply of land resources. Understanding land-use intensity and its changes can provide important information to find mitigating measures for this conflict in the demand for land. Previous studies have found that increasing the utilization efficiency of land resources is one of the most effective ways to resolve this issue. This study focuses on the city of Guangzhou, which is an intensively developed megalopolis. A number of different data sources have been analyzed to find the characteristics and changes in urban land use in Guangzhou, including: Landsat data from 1979, 1990, 2000, and 2009; relative socioeconomic data from the Guangzhou statistic yearbooks; and the master plans of Guangzhou. The results indicate that the area of developed land has continued to increase. Urban development land intensity and its change were then explored using a Back Propagation neural network model of the city. Although the analysis revealed that urban development land did not have a higher intensity overall, it also showed that there was a sectional upward trend throughout the study period. Consequently, there is a potential to improve the land-use intensity of Guangzhou. A linear regression model was then adopted to explore the mechanism of land use change. The results reveal that rapid industrialization and urbanization have improved land-use intensity in Guangzhou. The per capita urban road area and per capita GDP show a strong relationship when compared with land-use intensity. Using the relative city master plans, the authors have argued that local government in Guangzhou has taken active steps to address land issues to promote the city's socioeconomic development; however, a scientific city master plan in the study area is still necessary to ensure the effective utilization of the city's limited land resources.  相似文献

Chinese agricultural output has been multiple under the intensive input of production factors since the reform and opening-up. Such a growth pattern that realizes high output through high input results in increasingly prominent environmental pollution problems. Considering the provincial panel data in China during 1978–2017 as the research units and taking agriculture in broad sense as the study object, the agricultural eco-efficiency (AEE) was measured by the Super-SBM Model, and the influencing factors were screened out from agricultural basic condition, agricultural industrial structure, agricultural development potential and agricultural input strength. The findings indicated that agricultural expected output and unexpected output were synchronously increased, while the change of input factors was totally different and gradually transferred to materiality from resources. In 1978–2017, AEE was increased to 0.713 from 0.405, with an increase of about 76%. And it approximately underwent four stages, including free development, reform promotion, market regulation and policy incentives. Under the resource restraint and policy incentives, AEE showed that Northeast, East and South China were higher than the national average level. North and Central China basically fitted for the national average level, and Southwest and Northwest China were lower than the national average level. Also, it was successively present in some spatial characteristics including polarization, differentiation, agglomeration and reconstruction on the provincial scale. The magnitude and direction of influencing factors indicated that the introduction of subsidy policies for compound fertilizers, an increase of farmers’ incomes, optimization of agricultural plantation structure, and maintenance of stable agricultural product prices could effectively improve AEE.  相似文献
