The role of land tenure and Mennonites as drivers of deforestation in the Central Yucatan Peninsula has not been empirically assessed. We evaluate different drivers and their relationship to forest cover change between 1986 and 2015 and assess how land tenure and Mennonite communities impact forest cover loss in the Municipality of Hopelchen, Campeche, Mexico. This study shows that forest cover loss has increased in the last decade (2005–2015), and that land tenure regime type is associated with this loss. Throughout the study period, statistical comparisons show rates of forest cover loss were significantly higher in private and federal property compared to forests in ejidos (communal property). Forest cover loss in Mennonite private property was also significantly higher than in non-Mennonite owned private property. The role of land tenure and the expansion of the agroindustrial production model as major drivers of forest cover loss in the region provide important insight into developing municipal land use plans and conservation strategies to reduce deforestation. Programs, incentives and policy directed towards forest conservation in the region that typically target ejido communities, will need to consider the growing trend of private property expansion within federal lands and work more closely with private property owners including Mennonite communities if deforestation reduction programs are to be successful.  相似文献

Dynamic models of ecosystem services supply and scenario analysis of changes in multiple services are being increasingly used to support land use planning and decision making. This approach reduces potential and real conflicts among various stakeholders potentially creating win–win solutions for all. It is particularly applicable in areas where insufficient land for agriculture and settlements is resulting in high rates of conversion of natural forest and grasslands. We quantified and mapped multiple ecosystem services, including habitat provision as a proxy for biodiversity, carbon storage and sequestration, and water balance and supply in the Sarvelat and Javaherdasht region of the globally-significant Hyrcanian (Caspian) forests in northern Iran using the Integrated Valuation of Ecosystem Services and Tradeoffs tool. This region is experiencing a rapidly increasing rate of forest conversion and as a result, the protected area located within the study landscape is threatened by human encroachment. Plausible future landscapes were modeled under three scenarios: (i) business as usual; (ii) protection-based zoning which reflects an expansion of the protected area boundary to prevent land use changes; and (iii) collaborative zoning through redefining the protection boundary simultaneously with an adjustment to meet local stakeholders’ objective of expansion of anthropogenic cover. The results showed that the collaborative zoning scenario would best contribute to effective policy because it presents a more rational spatial configuration of the landscape maintaining the provision of ecosystem services. This scenario may lead to reduced environmental impacts while achieving less conflict between the government and local communities. These results will help to inform and shape natural resource management policies in Iran and is applicable elsewhere in the world.  相似文献

The Brazilian Atlantic Forest is widely recognized for its high levels of biodiversity and endemism. Its vast region concentrates also a large number of small farmers, who historically have been practicing swidden-fallow cultivation. Globally, there is contradictory evidence of the current fate of this traditional, integrated agricultural system, and the new land uses may have a strong impact on farmers’ livelihoods and ecosystem conservation. In this study, we assessed the land cover and land use change in a watershed where slash-and-burn cultivation was prevalent, aiming at understanding the drivers of change and discussing past and possible future impacts, including the perception of farmers on the drivers of land use change. We combined information gathered from interviews with 15 key informant farmers and from the analysis of remote sensing images for the years 1957, 1978 and 2011. Swidden-fallow cultivation has declined steadily since the 1950s. Part of the land was abandoned and forest succession was allowed to occur, increasing the total forest area; an apparently positive outcome. However, conversion to pastures and Eucalyptus plantations not only used much of the open land but also converted successional forests through deforestation, based on remote sensing. The willingness of farmers to grow more Eucalyptus and raise more cattle further increases concerns about the prospect for conservation. Our approach, combining remote sensing-based land change quantification and interviews, revealed to be complementary, allowing a better understanding of the past and possible future scenarios for the land use dynamics.  相似文献

Considerable proportions of the remaining global forest areas are currently harboured in tropical countries. Reducing deforestation in this region is important to help mitigate climate change. Effective forest conservation approach is needed to reduce deforestation and degradation in these countries. Here, we investigated the forest conservation effect of community forests and protected areas using country scale data in Cambodia. In addition to these two forest conservation approaches, we also evaluated the effectiveness of protected forests, which are similar to protected areas but managed by different authorities. We compared deforestation between 2006 and 2016 in areas under the three forest conservation approaches and a non-conserved area by applying the inverse probability of treatment weighting with the propensity score minimizing confounding effects. The results showed that community forest, protected areas, and protected forest significantly decreased deforestation compared with non-conserved forests. Out of the three forest conservation approaches, protected forest was the most effective and community forest was the least effective. We conclude that all of the policies we evaluated are effective for forest conservation but the effectiveness varies depending on the approach. Our findings also suggest that the authority managing the given approach plays an important part in its effectiveness.  相似文献

This study develops a theoretical and empirical framework for optimal conservation planning using satellite land cover data and economic data from a farm survey. A case study is presented for a region within the South‐west Australia Biodiversity Hotspot (Nature 403, 853). This Biodiversity Hotspot is a focus for conservation investment as it combines a relatively high level of biodiversity with severe threat to the biodiversity from agriculture. The conservation planning model developed determines the optimal set of bush fragments for conservation. This model can also be used to assess the trade‐off between the budget and a vegetation species metric. Results from the case study show that, without an effective conservation scheme that at least fences fragments, significant plant biodiversity losses will occur in the North East Wheatbelt Regional Organisation of Councils region of the WA wheatbelt over a 10‐year period. A perfect price discriminating auction scheme could reduce the costs of conservation by around 17 per cent relative to a fixed‐payment scheme; however, a fixed payment on outcome (measured as change in the species metric) scheme represents a viable second‐best alternative, to a conservation auction, where conservation spending is spatially targeted.  相似文献

Xishuangbanna has been largely transformed from biodiverse natural forests and mixed-use farms into monoculture rubber plantations in just twenty years. This conversion has expanded into forests previously protected by the community and onto marginal sites at high-elevation. Market-based ecosystem payments, especially carbon financing, are potential tools to prevent further forest loss in China. Here, we compare rubber net present value (NPV), carbon sequestration, and seed-plant species diversity for Xishuangbanna given three land-use scenarios: Business-As-Usual (BAU), Economic Oriented Scenario (EOS) and Conservation Oriented Scenario (COS) using a previously published spatial map of rubber profitability. The EOS achieved the greatest rubber profit but caused substantial reductions in natural forest area, biodiversity and carbon stocks. The EOS also requires substantial immigration of workers into a remote and ecologically important region with little social infrastructure for basic security, food security, health-care and education, causing frequently ignored costs. As expected, the COS will maintain the highest levels of natural forest area, sequester 57% more carbon, and 71% more biodiversity than EOS. Given the conservation value of the carbon stores and rich biodiversity residing in Xishuangbanna's natural forests, reducing rubber NPV only marginally would probably cost less than attempting to recover these resources. We recommend that rubber plantations be limited to established, productive lowland areas whilst protecting intact high-elevation forest and reforesting low-productivity plantations. These actions will enhance carbon sequestration and biodiversity conservation. Management policies focused solely on profits, like the EOS scenario, will fail to sustain the entire range of natural resources and ecosystem services. The prices in the carbon market would have to be considerably larger than they are currently to compete with the profitability of rubber.  相似文献

In this article we explore the hidden gender order of the biodiversity policy and, in particular, the social and societal positions offered to male and female forest owners in voluntary conservation. Two studies were conducted in the region where the National Biodiversity Program for Southern Finland (“METSO”) has been implemented. Study 1 focused on forest owners’ discursive practices that construct different actor positions to female and male forest owners; 27 interviews with forest owners were analyzed. Three discourses – “conservation threatens forestry,” “forestry threatens conservation,” and “good forestry is conservation” – were identified. Forest owners typically described themselves as “loggers” who were explicitly described as masculine. This was paired with the feminine position of “bystander.” The other two positions found, “protectors” and “political agents”, by contrast, were discussed as non-gendered positions. In Study 2 we examined quantitatively how individual forest owners’ nature conservation preferences and willingness to conserve forests is mediated by gender. The responses of 965 owners were analyzed with structural equation modeling. The endorsement of nature conservation preferences was found to increase willingness to conserve forests only among male owners. The results illustrate how individual forest owners adapt their nature conservation preferences to forestry's masculine socio-cultural context.  相似文献

Tropical deforestation has heightened the need for effective governance of protected areas aimed at conserving natural resources, biodiversity, and ecosystem services. The southern highlands of Ethiopia hold some of the largest expanses of contiguous tropical forest in Ethiopia. This area also is undergoing rapid land conversion. Multiple protected areas with different management strategies and objectives have been established, in part, to conserve forests and the ecosystem services they provide. We examined four types of protected areas; a national park, a state-run forest enterprise, two occupied privately leased hunting concessions, and two unoccupied hunting concessions, to evaluate their effectiveness at protecting forest cover. We used 1509 field plots with medium-resolution Landsat imagery from 1987 to 2015 to develop models of forest cover at approximately five-year time intervals. We found protected areas that were actively managed for timber production or hunting were more effective at conserving forest cover than the national park and the unoccupied hunting concessions. Over the study period, net forest cover change was −7.8% for the national park, 12.9% for the state-run forest enterprise, −0.2% and 13.3% for the occupied hunting concessions and −14.0% and −13.0% for the unoccupied hunting concessions. We also discuss how the change in forest cover relates to historic political events. In places like Ethiopia where the federal resources needed to conserve forests are limited, promoting a network that includes both federally and non-federally managed protected areas can result in more area and forests under protection.  相似文献

Improvements to forest and land governance are key to addressing deforestation and degradation of peatlands in Indonesia. While this is a priority area, the steps to achieving good forest and land governance have been under-researched. There is a need for better links between theoretically informed academic analysis and work in the field. This study drew together a panel of experts on forest and land governance using a Delphi method to discuss the underlying drivers of deforestation and peatland degradation, and correspondingly, to identify interventions to improve land and forest governance in Indonesia. Seventeen panelists with an average of more than 12 years’ experience reached agreement over four governance interventions: increasing the capacity of local communities to manage and monitor forests and natural resources (65% of panelist’s votes); identify strengths and weaknesses of community organisations and institutions, and develop strategies to improve their performance (65% of panelist’s votes); gazetting forests to clarify land boundaries and determine which areas should be village, community and state forest zone (59% of panelist’s votes); and, integrating participatory community maps into spatial plans to protect local communities and indigenous peoples’ development needs (53% of panelist’s votes). They also supported action research involving the government, private sector and communities, and political economy approaches to researching forest and land governance issues. Panelists indicated that community level approaches such as securing community forest tenure through clarifying land claims and integrating local land tenure into spatial planning had an important role in sustainable forest management.  相似文献

Voluntary forest conservation programs offer family forest owners (FFO) financial incentives in exchange for legally-binding land use restrictions and/or management obligations. Protecting family forests in the Catskill Mountains region of New York is an important policy objective, as these watersheds provide clean drinking water to New York City. Multiple methods were used to elicit preferences for forest conservation program attributes and to identify potential barriers to participation. Respondents to a mailed survey were grouped according to the program attribute that most influenced their likely participation into forest conservation programs. Respondents were identified as time-sensitive, payment value-sensitive, rights-sensitive, payment mode-sensitive, or harvest-sensitive. Comparing groups revealed significant differences in age, attitudes towards harvesting trees, income, and importance of timber production. Supplemental qualitative data was collected during three focus groups of survey respondents and analyzed for general themes. Focus group discussions revealed a lack of knowledge about conservation easement programs, reluctance to burden landowners’ children with encumbered land inheritances, concerns for resale values and tax assessment, and a simmering animosity towards New York City’s watershed management efforts. We offer strategies to address these concerns and to design programs that will foster greater participation among FFOs in the region.  相似文献

The terrain of private-land conservation dealmaking is shifting. As the area of private land protected for conservation increases, it is time to understand trends in private-land conservation agreements. We examined 269 conservation easements and conducted 73 interviews with land conservation organizations to investigate changes in private-land conservation in the United States. We hypothesized that since 2000, conservation easements have become more complex but less restrictive. Our analysis reveals shifts in what it means for private land to be “conserved.” We found that conservation easements have indeed become more complex, with more purposes and terms after 2000 compared to conservation easements recorded before 2000. However, changes in restrictiveness of conservation easements varied by land use. Mining and waste dumping were less likely to be allowed after 2000, but new residences and structures were twice as likely to be allowed. We found a shift toward allowing some bounded timber harvest and grazing and a decline in terms that entirely allow or prohibit these working land uses. Interviews revealed staff perceptions of reasons for these changes. Our analysis suggests that “used” landscapes are increasingly important for conservation but that conserving these properties stretches the limits of simple, perpetual policy tools and requires increasingly complex and contingent agreements.  相似文献

Establishing forest protection standards is essential for biodiversity conservation and for ensuring the public water supply. This study evaluated whether compliance with environmental legislation aimed at protecting the Atlantic Forest is sufficient to minimize the negative effects of urban pressure on the conservation of biodiversity in the water source area of the Billings reservoir in the municipality of Diadema. To assess the effectiveness of environmental legislation, we created a current land use and land cover map as well as maps for an expected legal scenario and evaluated both using landscape metrics. Our findings indicate that forest resource availability in the area is critical but can be improved by compliance with legal obligations, which have complementary effects and the potential to promote less fragmented landscapes. On the other hand, they do not prevent the tendency of fragmentation caused by the surrounding urban matrix, which can reduce the positive effect of the legal compliance on forest conservation in cases of consolidated urban areas.  相似文献

Changes in land cover of protected areas and their buffers have serious implications on the conservation of biodiversity within such biomes because land use has been recognized as one of the major drivers of biodiversity change. Atewa Range Forest Reserve is one of Ghana's Upper Guinea Forests declared as a Globally Significant Biodiversity Area (GSBA). But the reserve is under threat from several human disturbances which could impact on the land cover of the reserve.This study examined the spatial and temporal changes in land cover of Atewa Range Forest Reserve and it's buffer between 1986 and 2013 using remote sensing. Land use and land cover (LULC) classification and change detections were undertaken using one Landsat Multispectral Scanner (MSS) image of 1986 and Landsat ETM+ images of 2003 and 2013.The study also investigated the driving forces of LULC and the effectiveness of the Forest and Wildlife Policy of 1994 in the management of the reserve.Results of image classification showed that much of the peripheral closed and open vegetative covers have been converted to farms and bushes with little disturbance within the interior of the reserve. The study revealed that, the conservation management policies were yielding very little results due to a number of policy deficiencies including low staff strength, lack of logistics and low remuneration. Enforcement of legal instruments against illegal logging, small scale mining and farming activities within the reserve, improvement in the staff strength and their condition of service, intensification of public education on the value of forest and the need to protect it are some of the major recommendations that could curb encroachment on the reserve.  相似文献

In Thailand, land use planning and policy decision-making were—and to some extent still are—organized in a hierarchical and disjointed fashion. This is also true for the utilization of public lands, including forest reserves in the northern uplands that are often settled by ethnic minorities. There are, however, instances of change in land policies and regulations and in the way decisions and plans are made. Doi Mae Salong (DMS) in Northern Thailand, where there is a trend towards land use for conservation purposes, is a case in point. This paper aims to explore decision-making by farmers in DMS in the context of changing land regulations and policies from the 1950s to the present. The Institutional Analysis and Development (IAD) framework, together with a historical perspective and with narratives on land management through time, were applied by using in-depth interviews of key informants and group farmers’ discussions as tools. The time period under investigation was divided into three periods of change: The first period, before the year 1960, was an era of security concern. In contrast, the second period, from 1961 to 1996, was an era of emerging conservation priorities. Finally, the third period, from 1997 to the present, is an era of lessons learned from the conservation era. Land use decision outcomes reveal that the decision-making processes of farmers are influenced both by the hierarchical decisions of higher authorities and by horizontal linkages among multiple stakeholders. However, while farmers participate readily in forest conservation activities, they do not play an active role in the process of changing policies.  相似文献

The vast forests of Amazonia are a major focus of conservation initiatives by NGOs and governments. Nevertheless, the dynamics and geography of conservation action in this iconic region is poorly understood and, unlike scientific production, has never been systematically assessed. Here, we address this deficit through a survey of ongoing conservation NGO project sites in the Amazon region. We identified a total of 170 conservation NGOs that were implementing 378 projects at 518 sites across the breadth of the Amazon region. Project sites were associated with inhabited regions near major rivers, but away from major urban centres. In contrast to scientific research sites, there was a relatively high representation of conservation NGO project sites in the so called `arc-of-deforestation`. As anticipated, conservation project sites were often situated within protected areas. Overall, our study shows that, as a sector, conservation NGOs have successfully implemented projects throughout the Amazon region and are seemingly well-placed to meet future conservation challenges. However, given the practical difficulties we encountered while collecting the data for this project, we strongly recommend the development of an online data platform for the entire Amazon region that would allow conservationists and scientists to share information, monitor governmental and non-governmental actions, and better coordinate conservation responses in the future.  相似文献

Costa Rica established the National Biological Corridor Program in 2006. Under the National Biological Corridor Program, the long-running Payment for Environmental Services Program was newly prioritized into biological corridors throughout the country. The National Biological Corridor Program caused a nationwide spatial shift in placement of payments for environmental services throughout Costa Rica. We classified ASTER 15-m resolution imagery in a central Costa Rica corridor connecting the eastern and western protected areas networks to analyze the change in forests during the National Biological Corridor Program with its targeted payments for environmental services effort. We used object-based classification methods, and compared land cover changes over an initial four-year period of corridor policy enactment. We calculated the changes within PES properties and outside of PES regions, and we also calculated forest patch metrics during the same time period. Results indicate a decline in forest cover over the study period, along with an increase in urban and pasture land covers, with higher change and loss of forest centered inside of the biological corridor, near the construction area for the new San Carlos highway, and within eastern pasture areas. We also saw a higher percentage of forest loss inside of the biological corridor area as compared to areas outside of the biological corridor. Forest loss was drastically less within current and historic PES properties, as compared to the overall study region. Across the entire study region, patch metrics show a decrease in the number of patches and a slight decrease in average patch size. These results suggest that current and past designation of PES prevents forest loss within PES properties while the current designation of priority conservation status via the National Biological Corridor Program is not increasing connectivity and forest conservation. This is shown by increased land use change and a decrease in forest associated with biological corridor designation. These results are antithetical to the goals of the National Biological Corridor Program.  相似文献

In this study, we combined policy analysis with landscape change modeling to simulate outcomes of alternative forest conservation instruments proposed by opposing policy coalitions. In 1992, concern over rapid land conversion to timber plantations (Pinus radiata and Eucalyptus spp.) in Chile gave rise to a protracted policy process resulting in the 2008 Native Forest Law (NFL), which subsidizes reforestation and management with native forest. To date, however, NFL has had little impact on native forest conservation. To understand how the policy process that created the NFL shaped its outcomes, we employed the Dyna-CLUE modeling approach to simulate land use changes in south-central Chile from 1993 to 2007, based on 3 scenarios: (1) enactment of NFL in 1993 when the law was originally debated, and the different configurations of subsidies and regulations proposed in the NFL policy debate by (2) the industrial forestry coalition and (3) the forest conservation coalition. We observed no major difference in native forest loss between simulated outcomes of the industry-advocated policy and the actual NFL legislation. The conservation coalition’s policy scenario increased native forest area, primarily in shrub steppe areas, but also via conversion of pine plantations if incentive payments were large enough. However, NFL payments are inadequate to make native forest management a viable economic land use alternative to industrial pine plantations, which are also subsidized in Chile. Gains in native forest cover occurred mostly on lands under ancestral indigenous claims (unrelated to the discussion of the NFL). We conclude that the NFL, even if enacted in 1993, would have been ineffective in preventing native forest loss, because tree plantations are more profitable and NFL regulations were weakened by the industrial coalition that opposed—and strongly shaped—the final legislation. Effective incentives for protecting early-successional forests and shrublands are needed to mitigate further losses and foster recovery of Chile’s native forests.  相似文献

In this paper we use the lens of political ecology to shed light on the causes and effects of pro-poor REDD+ induced land use conflicts. We build our study on recent theoretical work on territorialisation in nature conservation to analyse the conflicts and outcomes of the TFCG/Mjumita REDD+ project in Lindi, Tanzania. Drawing on qualitative fieldwork in two case study villages we argue that conservation organisations increasingly make use of participatory tools, FPIC procedures and good governance principles to include local populations in the creation of what we call market-based conservation territories (MBCT). In contrast to project developer’s claims of win–win benefits, we highlight the mixed outcomes of MBCTs and argue that their performance-driven nature and reliance on formal governance arrangements lead to the enclosure of common forests. This inevitably causes conflicts between and within villages over the meaning, ownership and access to forest resources, especially given the importance of customary relations in tropical rural contexts. We argue that despite the extensive community engagement strategy and genuine pro-poor approach of the REDD+ project, project proponents were unable to prevent land use conflicts and risks of economic and physical displacement. The specific social, economic and political conditions shaped the implementation of the project which led to negative consequences to some stakeholders despite genuinely noble intentions. Therefore, we argue that in order to achieve more positive results when creating MBCT, project developers must better acknowledge the inherent trade-offs of markets in conservation and take the limitations and realities of local governance context better into account. We suggest a more explicit assessment of social and environmental justice in the project and more context-specific efforts to prevent social harm from conservation. Theoretically, our study contributes to a better understanding of territorialisation processes under the current trend of market-based conservation.  相似文献

Reducing emissions from deforestation and forest degradation, conservation and sustainable management of forests and enhancement of forest carbon (REDD+) are considered to be important cost effective approaches for global climate change mitigation; therefore, such practices are evolving as the REDD+ payment mechanism in developing countries. Using six years (2006–2012) data, this paper analyses trade-offs between carbon stock gains and the costs incurred by communities in generating additional carbon in 105 REDD+ pilot community forests in Nepal. It estimates foregone benefits for communities engaged in increasing carbon stocks in various dominant vegetation types. At recent carbon and commodity prices, communities receive on average US$ 0.47/ha/year of carbon benefits with the additional cost of US$ 67.30/ha/year. One dollar’s worth of community cost resulted 0.23 Mg of carbon sequestration. Therefore, carbon payment alone may not be an attractive incentive within small-scale community forestry and should link with payments for ecosystem services. Moreover, the study found highest community sacrificed benefits in Shorea mixed broadleaf forests and lowest in Schima-Castanopsis forests, while carbon benefits were highest in Pine forests followed by Schima-Castanopsis forests and lowest in Rhododendron-Quercus forests. This indicates that costs and benefits may vary by vegetation type. A policy should consider payment for other environmental services, carbon gains, co-benefits and trade off while designing the REDD+ mechanism in community based forest land use practice with equitable community outcomes. The learning from this study will help in the formulation of an appropriate REDD+ policy for community forestry.  相似文献

Biodiversity loss is a serious and ongoing global environmental problem. Economic instruments in biodiversity policies can contribute towards reconciling the conservation costs encountered at local level with the benefits of biodiversity conservation at higher levels of governance, from regional and national levels up to the global level. This paper outlines the theoretical foundations of fiscal transfers in conservation policies and also offers a concise account of existing international experience and future prospects. The recently amended Portuguese Local Finances Law (LFL) of 2007, with its groundbreaking new article on the promotion of local sustainability, is analysed in terms of the significance of fiscal transfers for municipal budgets. It is compared with its predecessor law, highlighting changes in fiscal revenues for selected municipalities in the country in relation to their designated conservation areas. The analysis shows that these ecological fiscal transfers can be significant for those municipalities with a large proportion of land under protected status. However, because it also introduces a considerable number of changes to the Portuguese fiscal transfer scheme, the ecological impact of the new LFL is difficult to grasp due to the presence of several crossover effects. The results obtained offer significant insights both for improving the Portuguese LFL and for designing new ecological fiscal transfer schemes.  相似文献
