Several "best management practices" (BMPs) aimed at reducing movement of nutrients, pesticides, and sediment into surface water resources have been developed and promoted by Extension and other agencies over the past several years. This study utilizes actual farm-level economic and BMP adoption data to rigorously analyze the relationship between BMP use and farm profitability. Results indicate that adoption of nutrient BMPs has a significant positive effect on net farm income (NFI) for wheat and corn, while herbicide BMP adoption, particularly use of BMPs related to the application of atrazine on corn, has a small (but statistically significant) negative impact on income. Adoption of soil conservation BMPs is not shown to have a statistically significant impact on farm income.  相似文献

Climate induced events exacerbate food production and distribution risks, posing a threat to global food security. Though many studies focus on farmer adaptation to climate change, there are few studies of actors in the middle of agricultural value chains such as traders, logistics providers, and processors. The activities of these actors, referred to as the ‘hidden middle’, are key determinants of the prices received by farmers and the price and quality of food products for consumers. We explore how climate events and risk perceptions affect the adoption of value‐adding and damage control strategies among maize traders in Nigeria, Africa’s largest economy and most populous country. We find consistent evidence that climate events and climate risk perception discourage the adoption of value‐adding practices including storage. This potentially affects the availability and price of maize for consumers (household and industry) in the lean season. However, once traders store maize, climate risk does not affect the adoption of damage control, but training and social networks do. These findings suggest that actors in the midstream of food value chains are responding to climate change and more attention needs to be paid to these actors to maintain the availability of affordable and safe maize products throughout the year. There is also a need for strategies to reduce the risks of trading activities due to climate change.  相似文献

In this paper we assess the types of knowledge networks utilised by small-scale farmers in four case studies (located in Bulgaria, Poland, Portugal, and the United Kingdom). We focus on knowledge acquired to inform three new activities being undertaken by study participants: agricultural production, subsidy access and regulatory compliance, and farm diversification (specifically agritourism). Findings demonstrate that the new knowledge networks are dominated by different forms of expertise: formal ‘agricultural advisors’ identified in the case studies primarily offer codified managerial knowledge through centralised networks, suggesting that state-funded services for small-scale farmers are largely embedded in traditional, linear models of knowledge transfer. Production and diversification knowledge is exchanged through ‘distributed’ and ‘decentralised’ networks, where a range of actors are involved across varying geographical distances. Findings highlight issues associated with the quality and independence of both ‘free’ and paid advice, as well as the importance of combining tacit and codified knowledge for credibility. In all four cases, we found that small-scale farmers utilise formal advisory services primarily for accessing subsidies (e.g. completing application forms), rather than acquiring production knowledge. The authors argue that by utilising the state funding allocated to advisory services for small-scale farmers primarily to enable these farmers to access subsidies, important opportunities for innovation by both advisors or farmers can be lost.  相似文献

Nitrate pollution from agricultural drainage has caused water quality concerns worldwide, but there are several promising technologies to help mitigate this environmental degradation. While these practices primarily aim to improve water quality, they may also provide other ‘additive’ benefits or ecosystem services and the awareness of such benefits may influence their potential to be adopted by farmers. To investigate the impact that perceived ecosystem services has on a practice's adoption potential, we used a mixed methods approach consisting of a literature review, producer surveys, and a group discussion to explore farmer interest in and perceived benefits (on-farm and regional) of seven subsurface drainage nitrate reduction practices (controlled drainage, bioreactors, wetlands, nitrogen management rate, nitrogen management timing, cover crops, and diversified crop rotations). The nitrogen management practices were shown to be accessible and realistic options for water quality improvement as they elicited high interest and had the highest level of compatibility. However, these practices did not provide many other complementary ecosystem services. Conversely, wetlands had a high literature review-derived ecosystem service count, but were considered to have low compatibility, and survey respondents indicated less interest in this practice. The practice of cover cropping showed more moderate, yet consistently positive results for all factors.  相似文献

The adoption of conservation agriculture (CA) practices are essential for soil and water conservation. In CA, farmers must adopt no-tillage (NT) with crop rotation to maintain a permanent soil cover. In Brazil, mainly in the South region, for CA to be more efficient, practices such as contour farming and agricultural terraces should also be adopted. Thus, the objective of this study is to determine the extent to which NT has been adopted with crop rotation and others soil and water conservation practices. Data from the Agricultural Census in Paraná State, southern Brazil, were used. For the data analysis, the relationship between the level of adoption of NT and the use of crop rotation, contour farming and agricultural terraces was analyzed. A factor and cluster analysis were performed to distinguish regions in terms of soil and water conservation practices. The results show good overall soil and water conservation practices, although heterogeneity has been observed in the adoption practices between regions. Adoption of NT is high in almost all the studied regions. The conservation practice most widely used with NT is contour farming, whereas the least used is agricultural terraces. Conservation practices for runoff control are being neglected by farmers.  相似文献

Despite the potential of conservation agriculture (CA) for increased crop yields, energy savings, soil erosion control, and water-use efficiency, smallholder farmers in sub-Saharan Africa have been slow to adopt. Farmer-to-farmer extension (F2FE) may have a role to play in overcoming the information access problems and lack of knowledge that may preclude widespread adoption. This study uses data for 180 lead farmers linked to their 455 followers to investigate how F2FE influences awareness and adoption of CA technologies in Malawi. Results from a bivariate probit model for follower farmer awareness and adoption of the three CA principles (minimum soil disturbance, crop residue retention, and crop diversification) reveal four main findings: First, lead farmer motivation increases their effectiveness at diffusing CA practices to their followers. Second, lead farmer familiarity with and adoption of CA both matter to the spread of CA practices, but familiarity appears more important. Third, lead farmers play a more critical role in increasing awareness than adoption of the CA practices. Finally, F2FE is a complement rather than a substitute for other sources of agricultural extension in Malawi's pluralistic extension system and should support but not replace current systems. Our effectiveness in doing this varies widely for different individuals and different issues. The present paper is an attempt to provide practical advice to enhance this effectiveness. It considers policy adoption in the light of published literature about the adoption of innovations by small business managers. This paper explores smallholder farmers’ adoption decisions of multiple sustainable intensification practices (SIPs) in eastern and southern Africa. We develop a multivariate probit model using plot-level data gathered from maize–legume farming systems in Ethiopia, Kenya, Malawi, and Tanzania. We find that some practices used in maize production are complementary while others are substitutable. The adoption of SIPs is influenced by social capital and networks, quality of extension services, reliance on government support during crop failure, incidence of pests and diseases, resource constraints, tenure security, education, and market access. The results provide insight into the further efforts needed to encourage greater adoption of SIPs.  相似文献

Water stress and soil infertility are the greatest constraining factors for higher agricultural productivity in drylands, prompting the current interest in soil and water conservation (SWC) practices in water-constrained regions. To provide a more comprehensive understanding of challenges surrounding the adoption of SWC practices in these regions, we used a joint analysis framework combining both multivariate and ordered probit models to analyze adoption-decisions for eleven on-farm SWC practices. Our case study, involving 500 farmers from a representative West African Sahelian zone, revealed that although the adoption of SWC practices is widespread in the West African drylands, there is still an important potential to improve and upscale their specific adoption rates. Almost all farmers (99%) used at least one of the eleven practices considered in this study, whereas specific adoption rates ranged from 5% for contour vegetation barriers to 87% for manure application. More than 70% of the farmers used up to three practices only, and less than 30% used between four to nine practices. Many practices are interdependent, with some practices being complementary and others substitutable. The analysis of the determinants of the adoption and the intensity of adoption revealed that SWC practices are labor-, knowledge- and capital-intensive. We found that the major drivers of farmers’ decisions to adopt, as well as to intensify the use of, most SWC practices are the presence of children (aged 6 to 14) in the household, land holding, land tenure, awareness and training on SWC and access to alternative – but non-agricultural labor constraining – cash sources such as remittance and cash farming. A higher number of migrating household members increases the probability of intensifying the use of SWC practices, but only when this is in line with the household’s land endowment and labor needs for farm activities. This comprehensive study will be of significance for a finer understanding of SWC practices in West African Sahel. More generally, it will likely help policy makers to upscale the adoption of sustainable SWC practices for the advance of climate-smart agriculture in developing drylands.  相似文献

Although the Common Agricultural Policy of the European Union has broadened its objectives to integrate social issues, several hard-to-reach groups of farmers and workers continue to be ignored by advisory services and associated policies. Connecting with these groups has a strong potential to increase the economic and social cohesion of European agricultures. We interviewed over 1,000 farmers across Europe and identified features of these groups that are often overlooked by advisory services. We critically reflected on the social cohorts omitted from advisory services and how they could be better reached; they include farm labourers, new entrants or ‘career changers’, and later adopters. We clarify the different types of advisors in the advisory landscape, distinguishing between those who are linked to or independent from sales of inputs or technologies. We make concrete recommendations about how to engage advisors with hard-to-reach groups, with approaches suited to different national contexts of Agricultural Knowledge and Innovation Systems (AKIS); thus contributing to the ‘AKIS dimension of National Strategic Plans of the next Common Agricultural Policy, 2023–2027. We argue for the more effective use of advances in the social sciences through a better understanding of advice as social interaction which can bolster the inclusiveness of public policies.  相似文献

Supporting new entrants in farming is an increasingly important political and practical issue in European agriculture. This article looks at a specific group of new entrants – career changers – who move into agriculture from other occupational and educational backgrounds. As they bridge several worlds, they are often important innovators. One of the main challenges encountered by this group is the lack of tailored advice and insufficient capacity of the existing agricultural advisory services to respond to their specific innovation needs. The article examines how career changers use the knowledge from their background and access new knowledge on agriculture. The research is based on biographical interviews with individuals who have changed their careers and in-depth interviews with advisors in Latvia. The results suggest that the gap between knowledge needs and knowledge services is being filled through the creation of professional networks by new entrants with each other and with industry experts and customers and to a lesser degree with formal advisory services. We discuss how in this situation various actors in the EU’s agricultural knowledge and innovation system (AKIS) may better help the career changers to professionalise in farming and undertake sustainability-oriented innovations.  相似文献

The territorial approach to rural development highlights the role of local actors, networks, culture, nature and landscape amenities. The Organization for Economic Co-operation and Development (OECD) definition of rurality is, however, not capable of dealing with local and community definitions of rurality, which vary from study to study. In everyday life, physical planners, rural policymakers and local rural actors need a consistent definition of rurality. The reason is that structural reforms have led to larger administrative units that have less experience-based knowledge about the individual rural communities within a municipality than do local authorities. In this article, we propose a consistent definition of rurality that is easy for physical planners, rural policy makers and local rural actors to understand and apply in everyday use. In addition, our definition will be able to deal with both the regional and the community approach to rurality. This definition is based on an interdisciplinary literature review that starts with land cover and geographical mapping. The definition is then applied to the case of Denmark.  相似文献

Slow adoption of conservation farming systems in the Philippine uplands is a major problem. To address this, the landcare approach, based on community landcare groups, is being piloted in several locations. The results of a study to evaluate the impact of the Landcare Program in Barangay Ned in Southern Mindanao are presented. The sustainable rural livelihoods approach was used as a framework for the evaluation. The study focused on two impacts, the adoption of conservation practices and the formation and development of landcare groups, drawing on four data sources—project reports, key informants, a questionnaire survey, and case studies of landcare groups. The Ned Landcare Program has been associated with rapid adoption of conservation farming practices and the rapid formation of landcare groups linked in an association. The main effect of the Program was to enhance human capital through practical, farmer-led training and extension, enabling farmers to incorporate soil conservation and agroforestry technologies in their farming systems, with desirable outcomes for livelihood security and environmental sustainability. The social capital formed, especially through the landcare association, was crucial to these outcomes. Ongoing partnerships with adequately resourced facilitating agencies were required to maintain the Landcare Program in the long term.  相似文献

The landscape services concept provides a lens to study relations within the social-ecological networks that landscapes are, and to identify stakeholders as either providers or beneficiaries. However, landscape services can also be used as a boundary concept in collaborative landscape governance. We demonstrate this by analysing the case of Gouwe Wiericke in the rural west of the Netherlands. Here, a collaborative landscape governance process started off with low levels of trust between farmers and regional governments, as a result of previous processes. The introduction of the landscape services concept helped to bridge social boundaries, which eventually resulted in collective action: farmers and governments reached an agreement on adapted management of ditches and shores to improve water quality and biodiversity. However, we propose that bridging the social boundaries was achieved not merely due to the landscape services concept, but also due to the fact that multiple boundaries were managed simultaneously, and additional arrangements were used in boundary management.  相似文献

The decisions and actions of private forest owners are important for the delivery of forest goods and services. Both forest ownership, and policies related to forest owners, are changing. Traditionally in most countries, government extension officers have advised and instructed forest owners, but this is evolving, with greater importance given to a range of actors, objectives, and knowledge types. Drawing on literature and mixed data from 10 countries in Europe, this paper explores how forestry advisory systems can be conceptualized, and describes their current situation in Europe. Drawing parallels with the concept of AKIS (Agricultural Knowledge and Information Systems), we propose the term FOKIS (FOrestry Knowledge and Information Systems), as both a system (a purposeful and interdependent group of bodies) and a method for understanding such systems. We define four dimensions for describing FOKIS: owners, policy goals, advice providers, and tools. We find different roles for extension in countries with centrally controlled, highly regulated forest management, and advisors in regions where forest owners have more freedom to choose how to manage their forest. We find five trends across Europe: increasing flexibility, openness and participation of owners as sources of information; increasing reliance on information and persuasion rather than enforced compliance; a shift of attention from timber to a wider range of ecosystem services such as biodiversity and recreation; a shift of funding and providers from public to private sector; emergence of new virtual communication tools. The approach provides a way to make sense of comparisons and change in FOKIS, and opens up an important research field.  相似文献

To address critical water quality problems, significant public and private sector resources in the U.S. have been directed to promoting and supporting the adoption of conservation practices. Cover crops, in particular, have been a focus of outreach and policy efforts due to their multiple benefits for crop production, carbon sequestration, soil health, and water quality. We hypothesize that Indiana’s state and local agencies have emphasized a systems approach to conservation planning and farm management, which has been successful in reaching a subset of farmers and has established Indiana as a national leader in cover crop adoption. We contend that the systems approach to conservation adoption is not a salient message to farmers who have yet to implement conservation, thus adoption (particularly cover crops) may be stagnant. Early work on systems thinking (ST) in conservation is dominated by qualitative research. Here, we make a first attempt to quantify the relationship between ST and cover crop adoption through producer surveys administered in three Indiana watersheds – St Marys, Big Pine, and Upper White. We found that farmers who adopted cover crops were more likely to be systems thinkers than farmers who had not adopted cover crops. These results have significant implications for conservation planners and educators across the U.S. and internationally who are working to implement additional conservation acreage – a whole farm systems approach to conservation messaging may not be an effective method for farmers who have yet to implement conservation.  相似文献

International agricultural research centres use approaches which aim to create effective linkages between the practices of farmers, introduced technologies and the wider environment that affects farming. This paper argues that such new approaches require a different type of monitoring as a complement to conventional approaches that tend to favour a quantitative assessment of adoption and impact at the farm level. In this context, we examined monitoring data from an Adaptive Research (AR) project highlighting complementary qualitative analysis. Our emphasis is to capture the improvisational capacities of farmers and to reveal social and institutional constraints and opportunities in a broader innovation system. Our approach provided clear insights into how rice farmers adjusted their practices and how actors involved linked (or not) with others in the innovation system. We also demonstrated how institutions such as policies, religious rituals or service provider arrangements pose conditions that establish or constrain practices aligned with introduced technologies. A broader perspective in monitoring AR therefore provides important additional insights into the factors which shape outcomes in farming communities. To expand outcomes, AR projects should also pay attention to designing and testing new institutional arrangements that create enabling conditions for agricultural innovation.  相似文献

Advisory service provisioning on sustainability issues such as environmental care and food safety is considered suboptimal in privatized extension systems, which comprise a diverse set of private advisors. Apart from funding dedicated ‘public good’ projects, government also relies on these advisors to address sustainability issues in their regular service contacts with farmers. Policy measures have hence been proposed to stimulate farmer demand for such sustainable farm management (SFM) advice (pull measures) and to build capacity among advisors (push measures). This paper assesses two interventions, in nutrient management and mastitis prevention, that integrate pull measures (awareness building and economic incentives) and push measures (promoting facilitative advisory styles and optimizing knowledge system linkages) to stimulate advisory service provisioning on SFM. Results indicate that effectiveness appears to depend on an adequate mix of, and balance between, push and pull measures. Awareness building is a prerequisite to creating demand for such services and appears more important than economic incentives. However, awareness is not built by the interventions alone; indeed, a lack of awareness may not be the main problem: the broader institutional context may not be conducive to a proactive approach to addressing SFM if regulatory frameworks are unclear and inconsistent. The main conclusion is that, despite interventions having an impact, it is uncertain whether the demand for, and supply of, SFM advice will be sustained after interventions are withdrawn.  相似文献

Increased climate variability during the last four decades has made the agricultural environment in many developing countries more uncertain, resulting in increasing exposure to risk when producing crops. In this study, we use recent farm‐level data from Ghana to examine the drivers of individual and joint adoption of crop choice and soil and water conservation practices, and how adoption of these practices impacts on farm performance (crop revenue) and exposure to risks (skewness of crop yield). We employ a multinomial endogenous switching regression model to account for selectivity bias due to both observable and unobservable factors. The empirical results reveal that farmers’ adoption of crop choice and soil and water conservation leads to higher crop revenues and reduced riskiness in crop production, with the largest impact on crop revenues coming from joint adoption. The findings also show that education of the household head, access to extension and weather information influence the likelihood of adopting these practices. Thus, enhancing extension services and access to climate information and irrigation can reduce gaps in adoption of soil and water conservation and crop choice, considered as climate‐smart practices that will eventually improve crop revenues and reduce farmers’ exposure to climate‐related production risks.  相似文献

The right to water has been adopted as a human right in General Comment 15 by the Committee on Economic, Social and Cultural Rights. It provides a new framework for law and policy supplanting the Dublin Principles that have too often been understood in the African context to mean water with the ‘right’ price. Does a human rights approach to water, especially in rural contexts, speak to the multiple ways in which men and women share and manage water? How are water tenure and land tenure linked in Zimbabwe's rural areas? We examine if and how local norms and practices include water within a broader right to livelihood. Substantial field research in Zimbabwe including ours demonstrates the existence of a right to water and livelihood, which can be responsive to gender and poverty. We suggest the incorporation of local norms and practices within water management laws and policies at regional, national and local levels.  相似文献
