The Netherlands and the United Kingdom are known for their different traditions of river flood risk management, which is reflected in their respective institutional frameworks. Whereas the Dutch have focused almost exclusively on reducing the probability of flooding by defining high safety standards, British flood managers are known for their propensity to influence spatial planning decisions as a means to reduce the potential impacts of flood events. This paper scrutinizes this alleged major difference in institutional arrangements and planning practices, so as to evaluate the room for elements of the risk approach in the Netherlands. Using Ostrom's IAD framework, we analyze the rules-in-use in two cases in which a new hospital is being planned in a flood-prone area. It will be shown that in spite of some important differences observed in the rules-in-use, the Dutch institutional configuration has absorbed several elements of the risk approach, and displays a higher similarity in planning practice to the UK than expected. It thus seems that Dutch flood risk management is gradually evolving into the direction of a more integral approach to water safety in spatial planning.  相似文献

The management of flood risk in Europe is changing. In several European Member States there are significant ongoing processes to shift certain flood risk management duties and responsibilities from the national to the local level. Previously, national authorities dominated the discourse about national flood risk management policy, but increasingly, local and private stakeholders have become responsible for flood risk management. This has greatly influenced the governance structure and arrangements for flood risk management policy. As a result, the co-operation among various stakeholders has become increasingly important. The consequences of this shift toward local stakeholders can be understood in the context of rescaling. This paper analyses the rescaling processes through catchment-wide management plans in the Austrian flood risk management system. Therefore, we selected three different Austrian study sites (Aist in Upper Austria, Triesting-Tal in Lower Austria and Ill-Walgau in Vorarlberg). New management ideas required new dynamics within the current scales and allowed changes in the interaction of local, regional, and national stakeholders in terms of negotiation, funding, and strategy development. The new policy direction demonstrates not only the importance of network connections between stakeholders at the same scale, but also networks between stakeholders at different scales, especially between local and national levels. However, engagement at the local level strongly depends on social capacities, such as knowledge, motivation/self-interest, networks at various levels, and procedural capacity. The theoretical framework of politics of scale helps in understanding and analysing the impact of the new decentralisation policy and practice.  相似文献

In the loess area of the southern part of Limburg soil erosion is responsible for damage in the agricultural area and the associated runoff leads to flooding of urban areas and deposition of mud on the infrastructure.Since the second half of last century erosion hazards and damage have increased, due to more intensive tillage of the soil. With a general use of artificial fertilizers, organic matter content of the soil dropped to critical levels. Besides that, activities in agriculture like enlargement of fields, use of heavy machinery and activities outside the agricultural area like the extension of the built-up area and infrastructure led to less infiltration and consequently to more runoff. The expected change of the climate – more intensive rain showers – may even aggravate the erosion problem in the future. Moreover, the general policy of protection of the urban areas against flooding is developing to a higher protection level.The public sector is responsible for general policies to control erosion and to bring the damage of flooding back to acceptable levels. The basic principle is to tackle the erosion problem at the source, on the farmer's field with measures among others by the introduction of non-turning-ploughing and mulching and preservation and expansion the area of grassland. At local level, specific erosion control measures and financial arrangements are made. Municipalities are supposed to prepare and guide local level erosion plans, where measures are taken to complement the individual on-farm erosion control measures. Municipalities have to solve small-scale problems (bottlenecks) with local flooding and sedimentation of mud, especially on infrastructure. To prevent flooding the Water Authority has the task to develop the water infrastructure mainly to buffer water and to convey runoff at a safe discharge (grass strips, grassed waterways).In the combat against erosion the farmers and the farmer's organizations took their responsibility. The efforts resulted in 1990 in an Erosion Ordinance (EO) lately revised in 2003. The EO is primarily a responsibility of the farmer's organisations. In 2000 authorities involved in erosion and flood control signed a covenant in which generic and specific interventions were agreed upon to realize in a period of 4 years. Tough the agreed measures are only partly realized in this period, the intentions of the covenant are still valid. In 2003 the farmer organizations introduced in the revised EO a new instrument: the Farm Erosion Management Plan (FEMP) in which a farmer can take its own responsibility to keep erosion risk at an acceptable level and to organize his own farm strategy. By taking enough measures in the FEMP, the farmer gets dispensation of several measures otherwise due to the EO. Farmers can rely on EU-subsidies when applying erosion control measures (cross-compliance). Both the EO and the FEMP are part of the EU Common Agricultural Policy (CAP).In spite of legislation, accepted responsibilities at different levels and financial support (incentives), erosion control interventions do not (yet) cover the whole area and not all stakeholders are equally motivated to implement and maintain the measures. In practice monitoring of the fulfilment of the EO and the FEMP is quite complicated, because of scattered land property, the complexity of the instruments and lack of (trained) controllers. At the moment the Water Authority is evaluating the effectiveness of measures taken by the FEMP in relation to general legislation of the EO.At municipality level several plans to solve the problems at locations where flooding and mud deposition occurs frequently are ready, but lack of funds will postpone execution of some of them.  相似文献

Yearly production and reproduction data on dairy farms in The Netherlands were obtained to determine whether management information systems significantly improved herd performance variables (management information systems (MIS) effects). The analysis included 357 adopters of a management information system and 357 herds were used as controls. The data comprised years 1987 through 1996, and included for the adopters both the ‘before’ and ‘after’ period. Panel data analysis enabled to estimate MIS effects both within and between farms, allowing for a separation of farm‐specific effects and common (trend) effects. Adoption and use of a management information system resulted in a significant annual increase in rolling herd average milk (carrier) and protein production of 62 and 2.36 kg per cow, respectively. Calving interval was shortened by 5 days. The pay‐back period was approximately 5 years of the system (including the hardware), and therefore, MIS appears to be economically profitable.  相似文献

Several studies published in the last few decades have demonstrated a low price‐elasticity for residential water use. In particular, it has been shown that there is a quantity of water demanded that remains constant regardless of prices and other economic factors. In this research, we characterise residential water demand based on a Stone‐Geary utility function. This specification is not only theory‐compatible but can also explicitly model a minimum level of consumption not dependent on prices or income. This is described as minimum threshold or nondiscretionary water use. Additionally, the Stone‐Geary framework is used to model the subsistence level of water consumption that is dependent on the temporal evolution of consumer habits and stock of physical capital. The main aim of this study is to analyse the impact of water‐saving habits and water‐efficient technologies on residential water demand, while additionally focusing attention on nondiscretionary uses. This is informed by an empirical application using data from a survey conducted among residents of Brisbane City Council, Australia. The results will be especially useful in the design of water tariffs and other water‐saving policies.  相似文献

This paper applies an analytical method for developing policy strategies to optimize municipal waste management systems (MWMSs) to the case of the Land of Fires (LoF). The LoF is an area of Italy’s Campania region that is characterized by a legacy of authoritarian environmental governance and the improper dumping and burning of waste. In this paper, we employ the fuzzy cognitive maps (FCM) method, which draws on a participatory approach. Specifically, the complexity of the investigated system was determined from the causal relations identified by relevant stakeholders and experts. The results show that the most effective policy strategies to improve the LoF MWMS, as identified by informants, include: fostering social innovation (e.g. communication and information campaigns); promoting technological innovation (e.g. material and process design); and supporting scientific and technological cooperation among actors. The overall diversity of the identified policy strategies suggests that policy makers must move beyond a simple “best option” approach, given the systemic complexity of the waste management sector.  相似文献

The continuity of farming in traditional sloping and mountainous olive production systems (SMOPS) is at risk, especially in marginally productive areas. The abandonment of olive production on sloping lands would have adverse economic, social, environmental and cultural effects. To tackle this risk of abandonment and to improve the sustainability of traditional SMOPS, we propose the Territorial management contracts (TMC) of rural areas. The potential of this instrument to be specifically applied to organic olive production systems on sloping lands is assessed. The paper then summarises the results of a survey of Andalusian farmers in sloping and mountainous areas aimed at identifying key characteristics of the TMC with the potential to enhance its uptake in target farming communities. Results show that farmers are well-disposed towards TMC, and that issues such as flexibility and external advice need to be considered for its successful implementation. From a policy perspective, the instrument is well aligned with the objectives of the last reform of the EU Common Agricultural Policy (CAP).  相似文献

This paper uses suburb‐level quarterly data to model residential water demand in Brisbane, Australia, from 1998 to 2003. In this system, residential consumption is charged using a fixed annual service fee with no water entitlement followed by a fixed volumetric charge per kilolitre. Water demand is specified as average quarterly household water consumption and the demand characteristics include the marginal price of water, household income and size, and the number of rainy and warm days. The findings not only confirm residential water as price and income inelastic, but also that the price and income elasticity of demand in owner‐occupied households is higher than in rented households. The results also show that weather, particularly summer months and the number of rainy days, exerts a strong influence on residential water consumption.  相似文献

The viability of irrigated systems in Southern Europe is closely linked to efficient institutional settings and water‐allocation mechanisms. A significant, although not widely used, mechanism for water allocation is an intra‐sectorial water market. The objective of this paper is to evaluate to what extent water markets may contribute to the improvement of the efficiency of water allocation and to the profitability of irrigated agriculture. The related issues of water allocation among farm types and farm specialisation are also addressed. The analysis is based on a basin‐level linear programming model, comparing the situation with and without a market. It includes both fixed and variable transaction costs and estimates their combined effects on market performances. The model is applied in two areas in Southern Italy and Spain, and simulates the behaviour of different farm types, derived from cluster analysis on a sample of farms in each area. The paper confirms that water markets could potentially improve the economic efficiency of water use, in terms of higher profit per hectare, given limited water availability. The potential improvements are associated with a more intense specialisation of farms and are strongly differentiated among farmers, particularly where significant restrictions to water availability occur. This corroborates the expectations of institutional difficulties in implementing water markets. However, the exchanges, and consequently the potential effects of water markets, are heavily affected by the actual level of water availability, as well as the size and the structure (fixed vs. proportional) of transaction costs. The paper calls for a more in‐depth analysis of the connections between market performances and institutional settings, as related to the issue of water‐agriculture policy design and coordination.  相似文献

Understanding the relationship between rivers water quality (RWQ) and landscape metrics (LMs) is valuable for developing sustainable watershed management practices and pollution/environmental risk mitigation. To do so, the current study aimed to explore the relationship between RWQ and LMs by assessing 74 sub-basins within 2 million ha in Northern Iran. Principal component analyses were used to identify principal water quality parameters. Considering the effect of composition and configuration of the Land Use/Land Cover (LULC) on pollution loads, statistical models revealed that by increasing the mean of the Fractal Dimension Index of agricultural lands, the nitrate loads will increase. The results of this study can be especially used in the environmental impact/risk assessment of new industrial and residential applications. Also, the findings of the current study could provide a perfect source for calculations and choosing the best policy making decisions.  相似文献

This article comprehensively examines the impact of integrated pest management‐farmer field school (IPM‐FFS) on yield, insecticide expenditures, labor expenditures, herbicide expenditures, fertilizer expenditures, and profit, based on data from onion producers in the Philippines. Propensity score matching (PSM) and regression‐based approaches that account for potential bias due to selection problems from observable variables are used to achieve the objective of the study. Sensitivity of our IPM‐FFS impact results to potential bias due to “selection on unobservables” was also assessed. We find that farmers who participate in the IPM‐FFS training program have statistically lower insecticide expenditures than the non‐IPM‐FFS farmers. But we do not find any evidence that the IPM‐FFS training program significantly affects yield and the other inputs. There is some evidence indicating that IPM‐FFS farmers may have statistically higher profit levels than non‐IPM‐FFS producers, but these results are sensitive to and may still be invalidated by bias due to unobservable variables. Since IPM‐FFS seem to only significantly reduce insecticide use, policymakers and extension educators may need to adjust the IPM‐FFS curriculum to further emphasize (or include) other agronomic practices that also optimize the use of other inputs like labor, fertilizer, and herbicides. The more efficient use of all inputs would likely reduce total expenditures and eventually translate to higher incomes.  相似文献

This study assesses the performance of Botswana's traditional arable agriculture for the 1968-90 period. Growth rate and arable sub-sector production models are specified and estimated to determine how the sub-sector performed over time, and to capture the impact of the Accelerated Rainfed Arable Programme (ARAP). Growth rate model results indicate that cultivated area increased by about 2.2% per year during the 1968-90 period. However, crop output remained unchanged and yields declined by about 6.1% per year during the review period. Sub-sectoral model results reveal that cultivated area, output and yields rose by about 27%, 120% and 74% (respectively) due to the implementation of ARAP. Therefore, ARAP was effective in improving rural household food security and welfare. However, it is further argued that the program was unsustainable since it involved phenomenal government outlays and has led to an unprecedented input substitution from animal traction to tractor traction, which seems to be unjustified given the current economic fundamentals of the country's traditional arable farming. Moreover, the results reveal loss of productivity in the sub-sector over time. Therefore, the challenge facing policy makers is to devise new ways of reversing the current trend.  相似文献

After two decades of decreasing agricultural activities, in 2008 the Mongolian government started the “Third Campaign of Reclaiming Virgin Lands”, aiming at massive expansion and intensification of the agricultural sector. This policy motivated the study presented here, for which we used an integrated modelling approach to investigate the feedbacks between land-use dynamics, agricultural management and biophysical conditions, with a strong focus on assessing availability of water for irrigation. Our simulation results clearly show that under the current extend of irrigated agriculture in several years water demands exceeded water availability, indicating an overexploitation of water resources, mainly in the period 1995–2006. Consequently, the targeted expansion of agricultural water use will either severely deplete water resources with potential negative effects on other users and the environment, or policies are needed to mitigate or avoid potential adverse effects. As simultaneously Mongolian authorities struggle to implement integrated water resources management (IWRM), the latter might provide monitoring concepts and regulations needed to minimise the potential gap between water demands and availability. In this context, integrated modelling could be a scientific tool to support future land and water management decisions, as researchers already started to integrate views and demands of Mongolian authorities into scenario and model development (identified during stakeholder workshops), and will continue to do so during the coming years of collaborative research.  相似文献

Approaching land grabbing as a site of politics wherein power functions in the challenge and/or stabilization of agrarian socioecological injustices, we capture agrarian relations in Cameroon in 2 fundamental ways. Drawing on Laclauian insights, we discuss power as a “counter‐hegemonic” practice, to characterize the resistance strategies of local NGOs, in terms of their articulated discourses around the socioecological effects of land grabs, on the one hand, and the political possibilities that this articulatory practice opens, in terms of (trans)nationalizing resistance across social identities and space, on the other hand. Here, the analysis adopts a Foucauldian‐inspired critique with strong commitments towards agrarian socioecological justice, in a context where policies to protect democratic access to land are absent. Second, framed as a hegemonic/governmental “form of rule,” we capture how state and diplomatic actors sought to override dissent and stabilize the contentious land deal. We also show how a moment of presidential “nondecision,” characterized by a hyper‐centralized bureaucracy conjoined with these hegemonic forces to disempower local administrative and judicial leverage, thereby fostering corporate power. The article thus contributes to debates on state and corporate powers, as well as the strategies of, or possibilities and constraints for resistance “from below” to irradiate and structure into a compelling force.  相似文献

Ongoing debate over water management along the Blue Nile and land degradation in Ethiopia emphasizes the need for efficiency gains in agricultural production through sustainable land management (SLM). However, previous SLM studies overlook the tradeoffs involved in maintaining SLM investments over time. We address this limitation by combining a household survey that evaluates the economic impacts of SLM investments and maintenance, with a hydrological model that explores location‐specific infrastructure effects. We then use a multi‐market model to evaluate the impacts of alternative SLM investments on agricultural production, prices, and incomes over time. Analysis suggests SLM investments must be maintained for at least seven years to show significant increases in value of production, and that terraces on moderate and steep slopes are most effective in increasing agricultural yields. However, the benefits of terracing do not outweigh the cost of foregone off‐farm labor opportunities, nor compensate for lower agricultural prices from increased supply. Thus, SLM investments must be paired with other input and infrastructure investments, as well as subsidies for initial labor costs, in order to incentivize adoption and long‐term SLM maintenance.  相似文献

Managing scarce irrigation water poses a major challenge globally because of changing climate and a rising population. Alternate wetting and drying (AWD) is widely regarded as a water-saving irrigation technology capable of contributing to sustainable water-use. Existing literature lacks rigorous quantitative analysis of the determinants and effects of AWD adoption. In contrast, applying logit, propensity score matching and multiple regression models to survey data from two drought-prone and groundwater-depleted areas in Bangladesh, this study identifies determinants and effects of AWD adoption and explores policy implications. Age and education-level of household head, access to prior weather information, landownership, topography, and soil-type are found to be significant determinants of AWD adoption. AWD is found to be water-saving, irrigation cost-decreasing and crop yield-increasing. However, AWD adoption in Bangladesh is not widespread. Major policy implications include information dissemination about the use and benefit of AWD through farmers’ education and training for widespread adoption and diffusion of water-saving technologies. A rationally coordinated system of policy measures including significant strengthening of institutional support services, scientific research, rethinking of the cropping-mix and greater use of information technology constitute a sine qua non for achieving sustainable water management.  相似文献

The diffusion of new technology is an important driver of agricultural development, especially in the developing world. In this research, we follow the persistence of major historical events, employing a difference-in-differences method to carefully examine the long-term effect of China’s 1959–1961 famine on farm households’ current decisions to adopt technology. Further, we combine a mediating regression procedure with a bootstrap method to explore the mechanism of impact in this relationship. Overall, this study provides strong empirical evidence that the Great Famine attenuated technology adoption; moreover, a 1% increase in exposure to famine in childhood and adolescence resulted in a 0.137% decrease in the probability of technology adoption when controlling for village dummies. An analysis of mediating effects reveals that risk preferences account for the channel of famine persistence.  相似文献
