In rural Ecuador and elsewhere in Latin America, the departure of migrants and the receipt of migrant remittances have led to declining rural populations and increasing cash incomes. It is commonly assumed that these processes will lead to agricultural abandonment and the regrowth of native vegetation, thus undermining traditional livelihoods and providing a boon for biodiversity conservation. However, an increasing number of household-level studies have found mixed and complex effects of out-migration and remittances on agriculture. We advance this literature by using household survey data and satellite imagery from three study areas in rural Ecuador to investigate the effects of migration and remittances on agricultural land use. Multivariate methods are used to disaggregate the effects of migration and remittances, to account for other influences on land use and to correct for the potential endogeneity of migration and remittances. Contrary to common assumptions but consistent with previous studies, we find that migrant departure has a positive effect on agricultural activities that is offset by migrant remittances. These results suggest that rural out-migration alone is not likely to lead to a forest transition in the study areas. 相似文献

Recent land cover change estimates show overall decline of tropical forests at the regional and global scales caused by multiple social, cultural and economic factors. There is an overall concern on the prevailing land use practices, such as shifting cultivation and extraction of forest materials as agents of forests losses, but also new, emerging land uses are threatening tropical forests. Understanding of the long-term development and driving forces of forest changes are needed, especially at local levels where many decisions on forest policies and land uses are made. This paper addresses the importance of such information for improved estimates of forest dynamics by studying local level land cover and land use changes during the last 50–70 years in the Eastern African tropical island of Zanzibar, Tanzania. The paper discusses the role of traditional and new land uses mainly subsistence farming, tourism and government interference through tree planting, in the long-term development of the forests at the village level. The material for the study is gathered from the interpretation of archival maps and aerial photographs combined with contemporary digital aerial photographs. The analyses are based on the mapping, spatial sampling and spatio-temporal change trajectory analysis (LCTA) of forest land cover, forest land uses and settlement patterns with GIS and statistics. Six distinct forest land cover change trajectories were identified and these illustrate dynamic and heterogeneous nature of the forests. Closed forest cover has dominated throughout due to cyclical land use patterns, but over 70% of the land area has been continuously transforming between closed, semi-open and open land cover conditions. Land use turnover rates indicate that hardly any forest areas are left untouched from the forces, which remove and re-establish forest vegetation in the long run. Land cover and land use change trajectories are spatially fragmented in the studied landscape. Majority of forest loss-gain dynamics is caused by shifting cultivation, while forest losses are most dramatic along the coast, where traditional and new land uses meet and land uses pressures are highest. The study suggests that landscape change trajectory analyses, where contemporary and historical information on land uses and land cover changes are spatially linked, can provide valuable aspects into local level forest land use planning and management strategies. For the case study, the findings suggest the following key forest management strategies for consideration: (1) establishment of a protected forest/scrubland in participation with the local stakeholders, especially the farmers, (2) promotion of areas for permanent agricultural practices, while simultaneously introducing management controls in the traditional slash-and-burn farming areas, and (3) promoting new livelihood opportunities for the farmers, who have traditionally been dependent on forest resources, meanwhile introducing alternatives for fuel wood for cooking. 相似文献

This analysis aims to quantify the effect that the probability of bagging game will have on the demand for recreational hunting. A two equation structural model has been developed which allows the probability of bagging game to be simultaneously entered into the travel cost model. The basic model is based on a Poisson distribution for the travel cost, and a Negative Binomial distribution is used to deal with the issue of overdispersion. Likelihood ratio tests and non-nested model selection tests have been adopted to choose the model which best fits the data. The results show that a Negative Binomial structural model is the best and the probability of bagging game has a significant effect on the travel cost model. A number of methods exist for estimating the size of animal populations. All methods generate an uncertain estimate of population size, and have different properties, which can be taken into account when designing regulation. We consider hunting regulation when the population size is uncertain and when the self-reported bag is used to estimate the population size. The properties of a population tax and a tax on self-reported bag are analyzed and we begin by considering a baseline situation with full certainty and no use of self-reporting for population size estimation. Here individual hunters self-report a bag on zero and a population tax alone can secure an optimum. Next we show that when facing uncertain population size, a risk-averse hunter will self-report part of the bag to reduce the uncertain population tax payment, making both tax instruments necessary for reaching an optimum. Finally, when self-reported bag is used to estimate population size, we also show that it is optimal for hunters to report a part of the bag and both instruments are again necessary for reaching an optimum. 相似文献

This study sought to understand how the Ecuadorian Ministry of the Environment systematic structure works through their so-called Forest Administration System (FAS). This system has generated different perceptions among those that are involved in this system the repercussions of the informalities of the population that subsists off the exploitation of their forests which have changed the market chain from a framework of legality to illegality and the institutional barriers and the costs that have to be met. This are only part of the difficulties faced by the FAS. In Ecuador, the Ministry of the Environment has tried to facilitate processes since 2013, when they allowed for a greater participation of the owners of hardwood farms and thus legalized the cutting and subsequent sale of the hardwood to generate more income for their family, in order to avoid the use of intermediaries and informal exploitation (illegal). It was found that the application of the FAS has achieved big changes, but there are still some faults to correct. 相似文献

Today, multiple-use (or multifunctional) forestry is one of the main concepts guiding European forestry. While there is wide acceptance of the overall concept, here is a lack of coherence in definitions, policies and practices. Such outcomes indicate that multiple-use forestry (MUF) may contain the essential properties of a “boundary object”, i.e. something that is robust enough to conceptually unite different interests, but at the same time is flexible enough to encompass different practices in line with local needs and conditions. This study sets out to explore the conceptualization and implementation of MUF as a boundary object, examining the overall trends at an international level, and scrutinising the national specifics in three case countries: Lithuania, the Netherlands and Sweden. The review of international literature finds no consensus on what MUF is, beyond combining two or more forest functions or uses. The case countries show widely different approaches to conceptualizing and implementing MUF, not least in terms of spatial scales for integrating or segregating various functions. The analysis indicates that we should not expect instrumentation of MUF toward uniform guidelines to shape forestry practices throughout Europe. Rather it will continue to serve the profession as a boundary object that serves as a mediating concept between various interests while being inclusive of a wide set of forestry practices. 相似文献

A hedonic model was developed to analyze the market for undeveloped forest land in Minnesota. Variables describing in situ conditions, locational characteristics, buyer perceptions and intentions, and transactional terms were tested for their influence on sale price. The independent variables explained 67% of the per hectare sale price variation. Water frontage, road access and density, absentee ownership, future intentions, and financing arrangements had large, positive influences on price. Lack of a real-estate agent and agricultural land in the vicinity of the parcel had negative influences. A parcel's merchantable timber volume was not a significant predictor of price. 相似文献

Seasonally dry tropical forests (SDTF) are exposed to numerous threats stemming from human activity and are considered a high conservation priority globally. Nevertheless, planning the conservation, management, and restoration of forests requires a detailed regional understanding of current forest distribution, and patterns and attractors of deforestation. We explored SDTF cover in the state of Veracruz, Mexico, where little is known about this type of forest since it was erroneously considered to have been eliminated and thus has not be included in recent conservation planning in Mexico. A time-series of land use and land cover (LULC) maps, based on Landsat imagery from 1973 (MSS), 1990 (TM), and 2000 (ETM+), was used to analyze historical patterns of deforestation and fragmentation of SDTF in a priority watershed in central Veracruz. Stepwise logistic regression was used to identify the main attractors of forest loss. Maps based on higher resolution SPOT imagery (2007–2008) were used to determine the current extent of SDTF. Results from our LULC analysis revealed landscapes that were consistently dominated (>50%) by some combination of intensified land use including cattle pastures, rain-fed and irrigated agricultural lands, with closed SDTF cover fluctuating from 11.3 to 9.26% during the study period (1973–2007). Annualized rates of forest loss between Landsat images (1973 vs. 2000; −2.02%) and between Landsat and SPOT images (1973 vs. 2007; −0.59), were moderate to low, with historical records suggesting that most deforestation occurred more than a century ago before the Mexican revolution. Nevertheless, rates of forest loss varied considerable between different time periods, with slight reforestation initially (1.55%; 1973–1990), followed by a marked decline (−8.08%; 1990–2000), and finally a noticeable increases in forest cover (4.92%; 2000–2007) that corresponds with changes in public policy and trends in population migration. The number of forest patches tripled between 1973 and 2000 and the mean forest patch area decreased almost 80% over the same time period. Logistic regression analysis (1973–2000) indicated that the main attractors of closed forest transformation were proximity to gentle slopes, cattle pastures, and the hydraulic infrastructure needed for crop irrigation. Although SDTF is highly fragmented and perturbed, important remnants of this diverse native forest still persists in the region. The influence of local and regional policies on the uptake of multifunctional farming systems is analysed. The conceptual framework of how regional and local policies can influence farmers’ behaviour is empirically verified by analysing data on uptake of diversification and environmental management by farmers located in the Brussels’ peri-urban area. In a two-stage model, farmers’ participation and behaviour to influence local policy-makers is also examined. It has been found among other things that, in a municipality that attaches greater importance to environmental issues, the uptake of agri-environmental measures is higher and that promotion of local agriculture will encourage farmers to start processing or selling products on their farms. 相似文献

A forecasting method, easily understood and applied by administrators/policy-makers, is developed in this paper. Based on a simple, but quite realistic assumption, that production in a given region ‘pulls’ or ‘shapes’ the volume of production nationally a co-integration forecasting method is proposed in the paper. This article analyses the consequences of institutional and organisational arrangements for the legitimacy of the governance of Finnish public forests. It focuses on normative legitimacy, which comprises input legitimacy (accountability), throughput legitimacy (power relationships, transparency and inclusiveness) and output legitimacy (problem-solving capacity). These components, and the challenges involved in them, are analysed in relation to the governance of the Finnish Forest and Park Service. It is a hybrid agency which combines business economic tasks with broader societal duties related to public forests. The article draws on the relevant laws, parliamentary reports and comments, policy and planning documents, as well as interviews with MPs, government officials and agency staff. The discrepancy between written regulations and policies on the one hand, and the actual governance practices and rationalities that guide informants’ interpretations and implementation of the regulations on the other, constitutes (in addition to the regulatory vagueness) the key challenge to the system's legitimacy. The Finnish case shows that assigning to Parliament a central formal role in the governance of public forests may serve more as window-dressing than providing genuine legitimacy to the decisions being made, as its actual role is dependent on how – and by whom – such decisions are prepared. The results highlight the importance of inclusiveness and transparency in the governance process; and of concrete, measurable criteria and indicators for each policy goal, against which performance may be assessed on a regular basis. 相似文献

The year 2019 in Brazil was marked by environmental setbacks, which catalyzed the increase of illegal deforestation and fire rates in the Brazilian Amazon. In the Amazon region of Maranhão state, original forest cover diminished from 25 % (24,700 km2) in 2016 to 24 % (23,967 km2) in 2019, and 6,038 km2 of remaining forests were degraded by fires and/or illegal logging – processes related to high levels of violence against indigenous and rural communities. Almost half of all deforested areas in the region (36,060 km2) are considered a global restoration hotspot, however secondary vegetation remains unprotected and 8,294 km2 were cleared between 2014 and 2018. Due to uncontrolled deforestation and fragmentation, Maranhão has no more forest core areas (outside protected areas) with the minimum size to ensure sustainable forest management practices for timber production. New policies at the state level must promote old-growth and secondary forest conservation and restoration. However, the trends point to the opposite direction: the Ecological-Economic Zoning (ZEE) allows the reduction of forest protection and the State Forest Policy reinforces federal legislation setbacks. The Amazon region of Maranhão state has forest aptitude, and forest and agroforestry product chains would bring social and environmental benefits, making them the best opportunity for sustainable economic development in the region. This paper takes as its starting point the assertion that current rangeland management in the central Eastern Cape Province (former Ciskei) of South Africa, is characterised primarily by an ‘open-access’ approach. Empirical material drawn from three case-study communities in the region is used to examine the main barriers to management of rangeland as a ‘commons’. The general inability to define and enforce rights to particular grazing resources in the face of competing claims from ‘outsiders’, as well as inadequate local institutions responsible for rangeland management are highlighted as being of key importance. These are often exacerbated by lack of available grazing land, diffuse user groups and local political and ethnic divisions. Many of these problems have a strong legacy in historical apartheid policies such as forced resettlement and betterment planning. 相似文献
