In rural Ecuador and elsewhere in Latin America, the departure of migrants and the receipt of migrant remittances have led to declining rural populations and increasing cash incomes. It is commonly assumed that these processes will lead to agricultural abandonment and the regrowth of native vegetation, thus undermining traditional livelihoods and providing a boon for biodiversity conservation. However, an increasing number of household-level studies have found mixed and complex effects of out-migration and remittances on agriculture. We advance this literature by using household survey data and satellite imagery from three study areas in rural Ecuador to investigate the effects of migration and remittances on agricultural land use. Multivariate methods are used to disaggregate the effects of migration and remittances, to account for other influences on land use and to correct for the potential endogeneity of migration and remittances. Contrary to common assumptions but consistent with previous studies, we find that migrant departure has a positive effect on agricultural activities that is offset by migrant remittances. These results suggest that rural out-migration alone is not likely to lead to a forest transition in the study areas. 相似文献

The terrain of private-land conservation dealmaking is shifting. As the area of private land protected for conservation increases, it is time to understand trends in private-land conservation agreements. We examined 269 conservation easements and conducted 73 interviews with land conservation organizations to investigate changes in private-land conservation in the United States. We hypothesized that since 2000, conservation easements have become more complex but less restrictive. Our analysis reveals shifts in what it means for private land to be “conserved.” We found that conservation easements have indeed become more complex, with more purposes and terms after 2000 compared to conservation easements recorded before 2000. However, changes in restrictiveness of conservation easements varied by land use. Mining and waste dumping were less likely to be allowed after 2000, but new residences and structures were twice as likely to be allowed. We found a shift toward allowing some bounded timber harvest and grazing and a decline in terms that entirely allow or prohibit these working land uses. Interviews revealed staff perceptions of reasons for these changes. Our analysis suggests that “used” landscapes are increasingly important for conservation but that conserving these properties stretches the limits of simple, perpetual policy tools and requires increasingly complex and contingent agreements. 相似文献

Recent land cover change estimates show overall decline of tropical forests at the regional and global scales caused by multiple social, cultural and economic factors. There is an overall concern on the prevailing land use practices, such as shifting cultivation and extraction of forest materials as agents of forests losses, but also new, emerging land uses are threatening tropical forests. Understanding of the long-term development and driving forces of forest changes are needed, especially at local levels where many decisions on forest policies and land uses are made. This paper addresses the importance of such information for improved estimates of forest dynamics by studying local level land cover and land use changes during the last 50–70 years in the Eastern African tropical island of Zanzibar, Tanzania. The paper discusses the role of traditional and new land uses mainly subsistence farming, tourism and government interference through tree planting, in the long-term development of the forests at the village level. The material for the study is gathered from the interpretation of archival maps and aerial photographs combined with contemporary digital aerial photographs. The analyses are based on the mapping, spatial sampling and spatio-temporal change trajectory analysis (LCTA) of forest land cover, forest land uses and settlement patterns with GIS and statistics. Six distinct forest land cover change trajectories were identified and these illustrate dynamic and heterogeneous nature of the forests. Closed forest cover has dominated throughout due to cyclical land use patterns, but over 70% of the land area has been continuously transforming between closed, semi-open and open land cover conditions. Land use turnover rates indicate that hardly any forest areas are left untouched from the forces, which remove and re-establish forest vegetation in the long run. Land cover and land use change trajectories are spatially fragmented in the studied landscape. Majority of forest loss-gain dynamics is caused by shifting cultivation, while forest losses are most dramatic along the coast, where traditional and new land uses meet and land uses pressures are highest. The study suggests that landscape change trajectory analyses, where contemporary and historical information on land uses and land cover changes are spatially linked, can provide valuable aspects into local level forest land use planning and management strategies. For the case study, the findings suggest the following key forest management strategies for consideration: (1) establishment of a protected forest/scrubland in participation with the local stakeholders, especially the farmers, (2) promotion of areas for permanent agricultural practices, while simultaneously introducing management controls in the traditional slash-and-burn farming areas, and (3) promoting new livelihood opportunities for the farmers, who have traditionally been dependent on forest resources, meanwhile introducing alternatives for fuel wood for cooking. 相似文献

Major conflicts have developed between and within the two main farming systems in Zimbabwe, especially over the past thirty or so years. Since independence in 1980 policies have favoured expropriation of land from commercial farms to resettle peasant farmers as a means of relieving ‘land hunger’ in the peasant sector. This article argues that that is a very simplistic view of current land-use problems, and that resettlement programmes are only a partial solution to the immense problems within the peasant sector. These are the product of a complex history of development incorporating political, economic and environmental issues. The article outlines the main features of this development so that a more balanced perspective on current problems can be achieved and so that more appropriate strategies to tackle the problems can be devised. 相似文献

To address critical water quality problems, significant public and private sector resources in the U.S. have been directed to promoting and supporting the adoption of conservation practices. Cover crops, in particular, have been a focus of outreach and policy efforts due to their multiple benefits for crop production, carbon sequestration, soil health, and water quality. We hypothesize that Indiana’s state and local agencies have emphasized a systems approach to conservation planning and farm management, which has been successful in reaching a subset of farmers and has established Indiana as a national leader in cover crop adoption. We contend that the systems approach to conservation adoption is not a salient message to farmers who have yet to implement conservation, thus adoption (particularly cover crops) may be stagnant. Early work on systems thinking (ST) in conservation is dominated by qualitative research. Here, we make a first attempt to quantify the relationship between ST and cover crop adoption through producer surveys administered in three Indiana watersheds – St Marys, Big Pine, and Upper White. We found that farmers who adopted cover crops were more likely to be systems thinkers than farmers who had not adopted cover crops. These results have significant implications for conservation planners and educators across the U.S. and internationally who are working to implement additional conservation acreage – a whole farm systems approach to conservation messaging may not be an effective method for farmers who have yet to implement conservation. 相似文献

This paper reports results from a study of the effects of private sector afforestation schemes in Scotland in the 10-year period beginning 1975. Such schemes have had relatively minor effects on agriculture and other land uses. Although new planting is associated with instability of land ownership and in many instances involves considerable upheavals in land management, there was no reduction in sheep numbers in more than half of the sample cases. Statistically significant variations were found between stock displacement and several variables such as type of owner and management, recent history of land ownership, the size of the area planted and its characteristics of soil and land capability. 相似文献

In this study, we combined policy analysis with landscape change modeling to simulate outcomes of alternative forest conservation instruments proposed by opposing policy coalitions. In 1992, concern over rapid land conversion to timber plantations (Pinus radiata and Eucalyptus spp.) in Chile gave rise to a protracted policy process resulting in the 2008 Native Forest Law (NFL), which subsidizes reforestation and management with native forest. To date, however, NFL has had little impact on native forest conservation. To understand how the policy process that created the NFL shaped its outcomes, we employed the Dyna-CLUE modeling approach to simulate land use changes in south-central Chile from 1993 to 2007, based on 3 scenarios: (1) enactment of NFL in 1993 when the law was originally debated, and the different configurations of subsidies and regulations proposed in the NFL policy debate by (2) the industrial forestry coalition and (3) the forest conservation coalition. We observed no major difference in native forest loss between simulated outcomes of the industry-advocated policy and the actual NFL legislation. The conservation coalition’s policy scenario increased native forest area, primarily in shrub steppe areas, but also via conversion of pine plantations if incentive payments were large enough. However, NFL payments are inadequate to make native forest management a viable economic land use alternative to industrial pine plantations, which are also subsidized in Chile. Gains in native forest cover occurred mostly on lands under ancestral indigenous claims (unrelated to the discussion of the NFL). We conclude that the NFL, even if enacted in 1993, would have been ineffective in preventing native forest loss, because tree plantations are more profitable and NFL regulations were weakened by the industrial coalition that opposed—and strongly shaped—the final legislation. Effective incentives for protecting early-successional forests and shrublands are needed to mitigate further losses and foster recovery of Chile’s native forests. 相似文献

Agriculture in the Abruzzi mountain area of Italy's Mezzogiorno region has been drastically transformed over the past 20 years. This article describes the traditional land-use systems and the processes by which they have changed to modern farming or fallen into decline. Traditional farming still has a strong influence, even where new crops such as grapes and peaches are being grown. China's urbanization has resulted in significant changes in both agricultural land and agricultural land use. However, there is limited understanding about the relationship between the two primary changes occurring to China's agricultural land – the urban expansion on agricultural land and agricultural land use intensity. The goal of this paper is to understand this relationship in China using panel econometric methods. Our results show that urban expansion is associated with a decline in agricultural land use intensity. The area of cultivated land per capita, a measurement about land scarcity, is negatively correlated with agricultural land use intensity. We also find that GDP in the industrial sector negatively affects agricultural land use intensity. GDP per capita and agricultural investments both positively contribute to the intensification of agricultural land use. Our results, together with the links between urbanization, agricultural land, and agricultural production imply that agricultural land expansion is highly likely with continued urban expansion and that pressures on the country's natural land resources will remain high in the future. 相似文献

The impact of socio-economic changes on land use on the period 1846–2009 are studied in village of Ochotnica (105 km2) and the Jaszcze and Jamne catchments in the Polish Carpathians. The analysis of maps, aerial photos, historical and census reports indicates that during the investigated period the forest area in Ochotnica increased by 77% and in the Jaszcze and Jamne catchments by 29% and 43%, respectively and cultivated land decreased by 94% in both catchments. The population density increased from 33 to more than 50 people/km2, while employment in agriculture decreased from 98% to below 30%. The analysed period shows diverging trends of land use, referring to the three stages of socio-economic development in the Polish Carpathians. Until World War II, agricultural land contribution was the highest throughout the history of human activity. After World War II, a communist maintenance system of the land use structure was inherited from the past. A free market economy, introduced after 1989, forced the largest increase in forest area since the first colonisation of the Gorce Mountains. In contrast to the mid-mountains of Western Europe, a decrease in population density did not accompany forest expansion, nor did a dominance of small farms in the ownership system. 相似文献

This study examined interactions between targeted fish populations, aspects of the fishing industry and land use changes along two ports in New England. By tracking changes in land uses over a two-decade period using parcel level data and geographic information system (GIS) tools, we examined the relationship of changes in species biomass, landings and other fishing industry variables to community spatial change. Using logistic regression models we assessed the impacts on essential infrastructure for continued fishing industry activity. Our findings have implications for land use policy that should accompany efforts being made to rehabilitate fish stocks; it should ensure that current marine infrastructure will remain in place to support the fishing industry if and when species rebound. Our models show that in New Bedford Harbor, the larger of the two ports, increasing scallop biomass (considered a long-term factor) is associated with the increase of marine-related land uses. In Provincetown Harbor, short-term factors, such as value and volume of fish landings as well as stock sizes, influence land use change. These findings suggest that the smaller port (Provincetown) is more vulnerable to market conditions and therefore in need of greater land use controls to prevent the conversion of marine-related uses. We propose some directions for further research and present the methodology used as one that can be applied to research questions of a similar nature. 相似文献

The Central American Dry Corridor (CADC) is a trans-border region characterized by climatic and ecological continuities. It is expected to experience rising aridity and severe hydro-climatic events due to climate change. Subsistence agriculture and other rural livelihoods to which land cover is central are widely practiced in this impoverished territory of approximately eleven million people.The CADC’s land cover was profiled to determine: a) how it differs from Non-CADC areas, and b) the role of land use in shaping these differences. Spatial autocorrelation analysis using satellite data showed that forest cover is a third less prevalent in the CADC than in the Non-CADC while the share of mosaic vegetation and mosaic cropland is nearly double. A naturally prevalent cover type in the CADC, tropical dry forest (TDF), has been largely eliminated.The significantly lesser proportion of forest and greater percentage of coverage consistent with agriculture and ranching implicate land use conversion, specifically deforestation for agricultural expansion and cattle ranching, in shaping CADC land coverage. The process began in the mid-1800s when small-scale agriculturalists migrated to the region followed by large-scale export crop and beef production, primarily for international markets. Deforestation peaked after WWII, concluding by the 1990s with the conversion of most woodlands. Similar patterns now threaten forests along the Caribbean coast.Traditional land use practices cannot sustain local communities or preserve the resource base, thereby contributing to rural outmigration. Adopting sustainable practices and promoting livelihoods strategies leading to forest regeneration will be fundamental for CC adaptation in the CADC. 相似文献

A double hurdle statistical analysis of 250 farms in the Tigray region of Ethiopia reveals different causal factors for soil conservation adoption versus intensity of use. Farmers' reasons for adopting soil conservation measures vary sharply between stone terraces and soil bunds. Long‐term investments in stone terraces were associated with secure land tenure, labour availability, proximity to the farmstead and learning opportunities via the existence of local food‐for‐work (FFW) projects. By contrast, short‐term investments in soil bunds were strongly linked to insecure land tenure and the absence of local food‐for‐work projects. Public conservation campaigns on private plots reduced adoption of both stone terraces and soil bunds. Whereas capacity factors largely influenced the adoption decision, expected returns carried more influence for the intensity of stone terrace adoption (measured as metres of terrace per hectare). More stone terracing was built where fertile but erodible silty soils in higher rainfall areas offered valuable yield benefits. Intensity of terracing was also greater in remote villages where limited off‐farm employment opportunities reduced construction costs. These results highlight the importance of the right kind of public interventions. Direct public involvement in constructing soil conservation structures on private lands appears to undermine incentives for private conservation investments. When done on public lands, however, public conservation activities may encourage private soil conservation by example. Secure land tenure rights clearly reinforce private incentives to make long‐term investments in soil conservation. 相似文献

In Turkey, 99.9 % of the forest land belongs to the state, and according to the Turkish Constitution, the ownership of the state forests cannot be transferred to private parties or other non-state organizations. However, some permits have been granted to use and benefit from the state forests without transferring the ownership. One such is the private afforestation permit. Private afforestation aims to increase forest lands and the growing stock, to re-establish the deteriorating balance between soil, water, and plants, to improve the environmental value, and to provide income to natural entities. This study aims to identify the legal and administrative regulation dimensions of the land use policy on private afforestation in Turkey and to compare them with other successful international afforestation policies.The second part of this paper is a case study on the impact of the legal changes over time in private afforestation in the sample area. Interviews were conducted with participants in the program using questions addressing the socio-economic and cultural benefits of private afforestation along with their afforestation practices and problems. The overall conclusion of this survey was that private afforestation practice had contributed to the income level of the participants. Further, to increase the participation in the program, more public awareness was necessary and incentives to participate must be increased. 相似文献

Research on human-environment interactions is bedeviled by two key analytical challenges: integrating natural and social science information and demonstrating causal connections between proximate and distant influences. These challenges can be met by adopting an event-focused, causal-historical approach to research methodology, referred to here as Abductive Causal Eventism (ACE). With ACE, researchers construct causal histories of interrelated social and/or biophysical events backward in time and outward or inward in space through a process of eliminative inference and reasoning from effects to causes, called abduction. ACE is contrasted with three leading approaches to human-environment research: Land Change Science (LCS), Socio-ecological Systems (SES), and Political Ecology (PE). For illustration, ACE is applied to a study of post-War environmental change in two rural watersheds in Saint Lucia, West Indies. Findings reveal that the most consequential change has been the widespread reforestation of lands abandoned from farming. This change occurred irrespective of the type of land tenure, but was especially commonplace on lands with steeper slopes and further from roads. Reforestation during the 1960s and 1970s was caused by a combination of commodity market challenges, abandonment of subsistence cultivation in response to smaller family sizes, and sizable out-migrations of younger adults overseas. The expansion of banana cultivation in the 1960s and then again in the 1980s slowed and in places reversed this trend. But an especially large wave of farmland abandonment swept the island from the mid-1990s to early-2000s because the banana export market collapsed as a result of preferential market access being eroded by a series of WTO trade rulings. These effects have been reinforced by a surge in investment from return migrants and the tourism industry which has drawn labour out of farming while also creating economic incentive and political support for protecting more forests on both private estates and public lands. Yet, the post-War trend in reforestation may have ended as agriculture displays signs of rebounding and residential and tourism development expands unabated into the countryside. Africa has become the most targeted continent for large-scale agricultural land investments (LALIs) with over 60% of the global figure. Some efforts have been made to investigate the determinants of LALIs at the global level; however, scare evidence abounds regarding the characteristics of target communities in a given country particularly in Nigeria, one of the top 20 recipients of LALIs globally. This study contributes by showing how community characteristics influence the likelihood of receiving LALIs and the aspects of such community characteristics that matter. Utilising community-level data in Nigeria and estimating with probit model, some findings are made. Unexpectedly, the indicators of local institutions in the communities do not exert significant influence on the likelihood of LALIs occurrence. This supposes that the local institutions are rather overwhelmed by the state. How the local institutions can be integrated for LALIs are suggested. 相似文献

Impact Assessment was introduced by the European Commission in 2002 in order to make policy development more transparent and improve the ‘quality’ of European policies. Cross-sectoral consultation, broad participation and the quantitative assessment of the impacts of policies are significant elements of this process. This article specifically addresses the role of tools modelling the impact of policies on land use in Impact Assessment. The choice of a specific modelling tool is conceptualised as an action situation interlinked with other action arenas. The article aims to uncover the institutions structuring the action situation. The outcome of the empirical work suggests that two types of Impact Assessments can be distinguished. Impact Assessments either substantively contribute to the specific policy that the Commission proposes or they legitimise policy choices ex post that have already been adopted. The legislative procedure that applies to a specific policy sector, the policy making culture in the DG and the stakes that are at issue seem to influence whether Impact Assessments contribute to policy development, or legitimise it. Furthermore, the article describes the situation in which desk officers choose a modelling tool throughout Impact Assessment. To advance their careers desk officers aim to produce policy proposals which respond to the issues raised by the actors involved in Impact Assessment and specifically in policy development and, later on, adoption. Therefore, desk officers’ preferences are shaped by the community that is involved in policy development and Impact Assessment. The article describes what role modelling tools play in European Impact Assessment procedures and it names the heuristic of criteria which desk officers use to choose a modelling tool. Besides several technical and data problems of modelling land use impact, it seems to be unlikely that land use will become a significant dimension of Impact Assessment and modelling as it is confronted with an unfavourable institutional environment at the European level. 相似文献

Forests have historically been under significant land use pressures that cause periods of degradation, clearance, and recovery. To understand these changes, studies are needed that place trends in a historical landscape context and also examine recent dynamics. Here, we use historical investigation (c. 1800) and an examination of land use and land cover change between 1973 and 2006 to establish a baseline trajectory of the forested system of the south-central United States (US) plains. The study culminates in a highly detailed accounting of the processes and causes of land change between 2001 and 2006. In the study region, the forest transitioned from early low-intensity use, to clearance for farming and timber, to widespread recovery from degradation beginning in the 1930s. By 1970, the region was transitioning from recovered woodlands to an intensive regime of recurrent timber harvest and replanting. The recurring cycle inherent in intensive silviculture has been the main cause of land change for the past several decades, accounting for more than 95% of the total extent of change between 2001 and 2006. The transition to forest recovery in the south-central US was an important historical occurrence. However, the dynamic post-transition landscape needs to be better understood. 相似文献
