Factors associated with landowner involvement in forest conservation programs in the U.S.: Implications for policy design and outreach 总被引:2,自引:0,他引:2
One-third of the forestland in the U.S. is owned by 10.4 million family forest owners. Their collective decisions have a great impact on the sustainability of forest landscape across the country. Public policies and programs for encouraging landowners to properly manage their land include cost-share, forest certification, and conservation easements. However, to date, less than 6% of the family forest owners have participated in a cost-share program, less than 1% have certified their land, and less than 2% have an easement. By analyzing data from USDA Forest Service's National Woodland Owner Survey, we examined the characteristics of family forest owners who had participated in these programs and identified strategies to capitalize on these landowner characteristics to improve current programs and attract a wider range of participants. We found that family forest owners with larger land holdings were more likely to participate in all three types of programs. Obtaining forest management information or advice was important for program participation; however, the effects differed depending on the types of programs and the sources of information. Income was not significant in predicting participation in cost-share programs, implying family forest owners from lower-income strata were not more likely to use cost-share program. The results also suggest the importance of targeting the right audience when promoting forest certification programs, namely those who are participants of cost-share programs, own forestland for reasons other than farming or ranching, and plan to harvest sawlogs or pulpwood in the future. Age was not significant in any of the empirical models. This result is particularly intriguing in the context of conservation easement, considering recent discussions about the high cost of dying unprepared and the potential for promoting conservation easement as part of estate planning among older family forest owners. Finally, few variables were significant in the model predicting landowner decision about donating or selling an easement, suggesting the easement decision is very different from cost-share and forest certification decisions and further efforts are needed to understand the dynamics of this increasingly popular conservation policy tool. In summary, this study provides a better understanding of the relationship between program participation and the demographics, attitudes and behaviors of family forest owners. The terrain of private-land conservation dealmaking is shifting. As the area of private land protected for conservation increases, it is time to understand trends in private-land conservation agreements. We examined 269 conservation easements and conducted 73 interviews with land conservation organizations to investigate changes in private-land conservation in the United States. We hypothesized that since 2000, conservation easements have become more complex but less restrictive. Our analysis reveals shifts in what it means for private land to be “conserved.” We found that conservation easements have indeed become more complex, with more purposes and terms after 2000 compared to conservation easements recorded before 2000. However, changes in restrictiveness of conservation easements varied by land use. Mining and waste dumping were less likely to be allowed after 2000, but new residences and structures were twice as likely to be allowed. We found a shift toward allowing some bounded timber harvest and grazing and a decline in terms that entirely allow or prohibit these working land uses. Interviews revealed staff perceptions of reasons for these changes. Our analysis suggests that “used” landscapes are increasingly important for conservation but that conserving these properties stretches the limits of simple, perpetual policy tools and requires increasingly complex and contingent agreements. 相似文献

In Washington State, small forest landowners (SFLO) play an important role in maintaining forest cover on the landscape as well as associated ecosystem services. This paper examines landowner preferences for the attributes of working forest conservation contracts (WFCC) using a choice experiment. The attributes examined are contract duration (from 10 years to perpetuity), forest management requirements, and the extent of forestland covered under the contract. We find that contract attributes are valued very differently depending on landowner objectives and harvesting behavior. Landowner characteristics and forestland spatial characteristics including distances to development and large public forestlands were found to significantly influence the likelihood of contract acceptance. While a significant portion of preference heterogeneity remains unobserved, we identify several key sources of landowner preference heterogeneity which allows for a better understanding of which landowners are likely to enroll in voluntary forest conservation contracts and may have implications for improved targeting of contracts. 相似文献

In this article we explore the hidden gender order of the biodiversity policy and, in particular, the social and societal positions offered to male and female forest owners in voluntary conservation. Two studies were conducted in the region where the National Biodiversity Program for Southern Finland (“METSO”) has been implemented. Study 1 focused on forest owners’ discursive practices that construct different actor positions to female and male forest owners; 27 interviews with forest owners were analyzed. Three discourses – “conservation threatens forestry,” “forestry threatens conservation,” and “good forestry is conservation” – were identified. Forest owners typically described themselves as “loggers” who were explicitly described as masculine. This was paired with the feminine position of “bystander.” The other two positions found, “protectors” and “political agents”, by contrast, were discussed as non-gendered positions. In Study 2 we examined quantitatively how individual forest owners’ nature conservation preferences and willingness to conserve forests is mediated by gender. The responses of 965 owners were analyzed with structural equation modeling. The endorsement of nature conservation preferences was found to increase willingness to conserve forests only among male owners. The results illustrate how individual forest owners adapt their nature conservation preferences to forestry's masculine socio-cultural context. 相似文献

Environmental and conservation decisions are often complex, which results in complexity also in policy assessments. Conservation decisions have implications for different stakeholders and typically draw on multidisciplinary knowledge bases, incorporating natural, physical and social sciences, politics and ethics. Multi-Criteria Decision Analysis (MCDA) is a potentially important tool for supporting conservation policy decisions. This article reports a spatially referenced MCDA of policy instrument scenarios for conserving forest biodiversity in Southwestern Finland. The effects of the realistic policy instruments designed in dialogue with stakeholders included voluntary permanent conservation, enforced spatially concentrated permanent conservation, voluntary permanent conservation with active nature management, and voluntary temporary conservation. These instruments were compared by combining forest-owner survey, MCDA and ex ante impact evaluation. The main objective was to find the forest biodiversity conservation instrument that would produce the highest total benefit. The effects of the different instruments were evaluated with ecological, economic, social, and institutional criteria after a 20-year time period. The results showed minor differences between the instruments, with voluntary permanent and voluntary temporary conservation producing the largest total benefit. Despite the small differences, the analysis was robust in showing that voluntary instruments were more favourable than enforced permanent conservation. 相似文献

通过对生态公益林内涵和区划现状进行分析,结果表明:由于对公益林界定、种类等问题认识不到位,加之政府追求的生态效益与林农的利益诉求不同,在实践中,区划公益林时存在较大随意性和忽视对农民利益的保护。中国在生态公益林的建设中,既要重视公益林在维护生态建设方面的作用,还应关注林农利益的维护。生态公益林的区划应遵循主导功能、生态保护、因地制宜、适度规模和兼顾生态建设和农民合法权益的原则。当国家将集体林直接界定为公益林时,应该在明确公益林区划权力主体的基础上,通过分类管理、签订林地地役权合同和国家征收的不同方式来解决生态效益和农民经济利益的冲突。 相似文献

In addition to being motivated by profit, the management decisions taken by non-industrial private forest (NIPF) owners involve other considerations beyond timber, such as non-timber goods and services, as well as factors that affect the level of timber output from the land. Ensuring and improving forest profitability to make NIPF management viable is one of the main challenges faced by this type of landowner. This study empirically explores and assesses management by NIPF owners, through analysing attributes of forest economics (investment in holdings, expenditure on planting and silviculture, public subsidies, along with timber and non-timber incomes). With the aim of predicting outcomes, a multiple regression model was also constructed to investigate and quantify the relationship between socioeconomic and holding factors, and the planting activities carried out by NIPF owners. For this, 103 resident forest landowners in a forest region in northern Spain were interviewed in person, during March 2004, about their commitment to and involvement in land management during the period 1999–2003. The results mainly revealed that attractive forest returns and favourable market conditions for timber production are significant factors for investment in and development of forestry, with personal and family conditions also being important factors in explaining the type of land management carried out. In particular, the multiple linear regression model for forest planting activity correctly explained 84.5% of the variability observed in the study population, indicating that both the investments in and the incomes from forestry play an important role in the activity, as does the size of the holding. The findings may be of interest in promoting public measures related to timber markets and economic incentives for forest management, which will allow landowners to develop economically viable practices, as well as enabling fulfilment of social and environmental demands for sustainable forestry and rural development. 相似文献

Protection of private lands through conservation easements has garnered recent attention from scientists and conservation practitioners. Questions remain, however, about the specific characteristics and activities driving landowners’ interest in conservation easements and their willingness to consider granting them. Resolving these questions could improve prospects for private land conservation by helping land conservation organizations identify and better understand potential easement grantors. We conducted a survey of 513 private landowners in a peri-urban fringe area in the Finger Lakes region of upstate New York, USA. Logistic regression analysis returned seven significant predictors of landowner willingness to consider granting conservation easements. Participation in environmental organizations, recreational land-use activities, wild food gathering, and land entitlement were the strongest factors promoting interest in conservation easements. Long-term residency, male gender, and hunting or fishing, on the other hand, significantly decreased the likelihood of considering conservation easements. The findings suggest that landowners most interested in to granting conservation easements are active land users. Notably, among all the land-use activities reported, the most frequent and the most important in predicting interest in conservation easements are those undertaken for recreational and subsistence, rather than economic, purposes. This suggests that while easements might be appropriate for working lands, their role in reconciling land use with conservation requires a flexible definition of work. 相似文献

By 2010, about 25% (180 million ha) of The International Tropical Timber Organization (ITTO) producer countries’ permanent forest estate was being managed using an approved forest management plan (FMP). While the existence of a FMP is often used as evidence of sustainable forest management (SFM), State officials mandated to monitor and verify FMPs’ implementation often lack the technical knowledge and political incentives to assess the changes that have been introduced, notably in terms of harvested volumes and species. Among tropical timber producers, Cameroon is considered to be exemplary for its progressive forest regulatory framework. Here we aim to estimate for the first time in sub-Saharan Africa the causal impact of the implementation of FMPs on harvested volumes, species and carbon stocks. We do so by using a 12-year (1998–2009) unbalanced longitudinal data set of a detailed, official harvesting inventory of 81 concessions in Cameroon. Results provide evidence to the theoretical expectations that for many years many practitioners have had on the implementation of SFM, i.e. that FMPs show a substantial opportunity to reduce carbon emissions from forest while presenting logging companies with acceptable financial trade-offs. We explore the technical and political reasons for our findings and conclude that these analyses are important for countries that are underwriting carbon-related schemes in which they propose to reduce their emissions through the effective implementation of SFM. We also demonstrate that producer countries do record useful information that, when effectively used, can help them to inform their policies and improve their sustainable development strategies. 相似文献

The impact of farmland under agricultural conservation easement (ACE) contract on the values of nearby residential properties is investigated using housing sales data in two Pennsylvania counties. ACE-protected farmland had a positive impact on nearby property values in one study county but a negative impact in the other. The paper also looks at the impact of forest land use, and discovers that preserved forest land had a positive impact on the nearby property values in both counties. House prices showed strong spatial correlation in both counties, and a spatial error components (SEC) model fit the data better than the OLS model, a spatial-lag model (SLM), or a spatial autoregressive error model (SEM). Geographically weighted regression (GWR) showed that the impact of ACE-protected farmland on nearby property values varied within one of the two study counties, with positive impacts in some parts of the county and negative impacts in other parts. The impact of forest cover on property values also varied, with positive impacts within both counties. A new hybrid GWR-SEC model is introduced that incorporates both spatial correlation in prices and spatial heterogeneity in the model parameters. Forest property taxes have been identified as one of the major driving forces behind forest loss and parcelization. Among various policy alternatives for reducing the burden of forest property taxes on landowners, preferential property tax programs have been widely used across states. Existing research has mostly focused on individual property tax programs, particularly those based on current use valuation, while little has been done to document, analyze and compare programs across states. By examining survey data from state preferential property tax program administrators across the United States, this paper describes the commonalities and differences among states regarding their preferential property tax programs, provides a preliminary understanding of the relationship between state preferential property tax policy and trends in private forest conditions, and identifies issues related to the effectiveness of state preferential property tax programs and private forest land management and conservation. Our analysis revealed three fundamental disconnects: (1) Program attributes that were previously considered to be important for preferential property tax programs to be effective in retaining forest land and fostering management did not consistently correlate with program effectiveness as viewed by the administrators of these programs; (2) These program attributes did not consistently correlate with actual program effectiveness as measured at the state level by forest trend indicators used in this study (i.e., change in private forest land cover, change in average size of private forest holdings, extent to which private forest land is being actively managed); and (3) The self-assessed program effectiveness did not consistently correlate with actual program effectiveness, either. The various ways in which the effectiveness of preferential property tax programs is defined and measured contribute to explaining these disconnects. It is particularly important for researchers and policy makers to be explicit about how they define and measure effectiveness and the scale on which they conduct their analysis before assessing and comparing programs or suggesting improvement strategies. 相似文献

Governance of the environment and natural resources involves interests of multiple stakeholders at different scales. In community-based forest management, organisations outside of communities play important roles in achieving multiple social and ecological objectives. How and when these organisations play a role in the community-based forest management process remains a key question. We applied social network analysis to a case study in Indonesian Borneo to better understand the evolution of interactions between organisational actors, and with communities. NGOs featured most prominently in initiating the permit process, implementing management, and providing other support activities, while also being well-connected to donors and government actors. The network configurations indicated significant cooperation among organisations when initiating the community forest process, while bridging between village and organisational levels characterised all stages of the community forest process. While community-based forest management often evokes images of grassroots efforts and broad local capacity to manage forests, reality shows a more dynamic and heterogeneous picture and broader involvement of different actor types and motivations in Indonesia. These findings can be applied to other countries implementing and expanding their decentralised forest policies. 相似文献

Provisioning Ecosystem Services (PS) from the forests contribute much to peoples’ livelihoods as well as to the national economy. Previous studies have been constrained by their primary focus on biophysical quantification of PS through modelling and mapping or aggregated monetary valuation, while little attention has been paid to the issues of the distribution of financial benefits among the different forest subgroups. Using market price and substitute good price methods, this paper assesses how local users exploit financial benefits and emit carbon from the use of PS in two dominant community-based forest management systems (community forestry—CF and collaborative forestry—CFM) based on proximity (nearby vs. distant users) and socio-economic class (rich vs. poor users) in the Siwalik region, Nepal. Results indicated that the wealth level of the users plays a key role in the amount of financial benefits generated from the use of PS: (1) users living near forests receive the highest economic benefits compared to those living long distances from the forest area. However the distribution of benefits differs according to management modality and socioeconomic status; (2) CF users, on average, receive higher economic benefits than CFM users; and (3) compared to poor households, rich households receive higher benefits. On average, a rich household adjacent to CF receives USD 1214/year while a poor household living in the same area receives almost half of that (USD 630/year). Similarly, a poor household living far from a forest area generates USD 189/year, slightly higher than that of a rich household in the same area (USD 109/year); and (4) an average CF user emits more carbon (7.4 tCO2/HH/year) from the consumption of PS than an average CFM user (5 tCO2/HH/year). Finally, we discuss the reasons behind these differences and draw policy implications for developing and refining constitutions and operational plans of forest user groups. 相似文献

China implemented a new round of collective forestland tenure reform during 2003–2013. In this reform, forestland owned by villages or township collective organizations were divided into a great number of small plots and allocated to member households of the collectives. A widespread concern about the reform is that parcelization of forestland might limit farmers’ incentives to invest in forest management. This paper examines the factors affecting farmers’ investment in forest management using household data collected in four provinces in 2010. The results show that the intensity of a household's investment in forest management is negatively affected by its nonfarm income and the average size of forest plots, but positively affected by the easiness in obtaining loan and the technical assistance the household receives. We argue that the counterintuitive effect of nonfarm income on investment intensity is due to the increasing marginal cost of own labor input. The effects of forest plot size and easiness in obtaining loan suggest that households have limited amount of capital to invest in forest management. Because of this constraint, parcelization of forestland resulted from the recent reform has not yet caused any reduction of the intensity of investment in forest management. 相似文献

Regional and local differences in public perceptions and attitudes towards forestry have often been explained by socio-demography, farming structure, living standard, and other socioeconomic attributes of different geographic locations. These attributes have been used much less to explain regional differences in private forest owners’ objectives and practices. We explore the connection between local patterns of non-industrial private owners’ management practices and the socioeconomic characteristics of the local context. Discriminant linear canonical analysis of data for 2406 owners in 26 rural areas in Portugal allows us to discuss the relevance of the socioeconomic features of local context, such as forest sector economy, agrarian structures, and broader socio-demographic dynamics, to understand the owners’ management practices. Our findings reveal the importance of the features considered, especially socio-demography and agrarian structures. However that importance differs according to the type of forest practice under consideration, i.e., harvesting or bush clearing. This study provides a better understanding of the factors that shape the management practices of forest owners and contributes to improve the design of forest policy to be more adjusted to regional context. 相似文献

In Brazil, the Forest Code requires landholders to maintain fixed-width buffers of native vegetation along watercourses – legally called Areas of Permanent Preservation (APPs). In 2012, agricultural activities started to be partially allowed in APPs, but only if best management practices on soil and water conservation are adopted and if a narrow buffer strip with native vegetation is restored adjacently to the watercourse. In this paper, we present a modeling framework to investigate the capacity of legal compliant APPs to supply watershed services (erosion control and stream bank stabilization) in a 2,200 ha watershed in São Paulo State, Brazil. Our results suggest that the narrower the riparian buffer the lower the control of soil erosion dynamic within APPs, and that riparian buffers smaller than 8 m can act as a source of sediments to streams. The adoption of best management practices can contribute to controlling soil erosion within APPs but the presence of native forests in the first 15 m is necessary to guarantee equivalent protection to streams when compared to APPs completely covered by forests. Moreover, we observed that forest restoration within APPs helped to reduce the average soil loss of the watershed by only 20 %, compared to a reduction of 55 % when best practices are implemented in all watershed agricultural areas. We conclude that (i) the reduced requirements for APP restoration may contribute to stream sedimentation, which will likely affect the supply of watershed services by stream ecosystems; (ii) the implementation of best management practices in APPs will not have the same effect as native forests to reduce stream sedimentation; and (iii) the adoption of best management practices in all agricultural production areas – and not only within APPs as required by law – is the best strategy to promote the supply of watershed services to society. 相似文献

The 11 genebanks of the Consultative Group on International Agriculture (CGIAR) have grown considerably in size over the past few decades, currently holding about 666,000 accessions of germplasm. Conserving germplasm is a very long run, if not in perpetuity, proposition. The mismatch between the mainly annual funding support for this conservation effort and its very long‐term nature and intent is a serious concern. Using the results of five CGIAR genebank case studies (accounting for 87% of the total CGIAR genebank holdings), we estimate the size of an endowment or trust fund that would be required to assure a funding stream to conserve this genetic material for future generations. The annual cost (in year 2000 US$) of conserving and distributing the genetic material presently held in all 11 CGIAR genebanks is estimated to be 5.7 million US$ (mUS$), which could be maintained for all future generations by setting aside a fund of 149 mUS$ (invested at a real rate of interest of 4% per annum). This would be sufficient to underwrite the costs for the CGIAR's current conservation activities in perpetuity (estimated to be 61 mUS$), as well as the cost of maintaining the distribution activities (88 mUS$) that provide germplasm to breeders, scientists, farmers and others world wide. 相似文献

An integrated framework that combines spatial and biophysical attributes of land with a hydrological model and an economic model is developed to identify cropland for enrollment in the Conservation Reserve Enhancement Program. Sediment deposition coefficients are determined endogenously depending on the land-use decisions on other land parcels. Application of this framework to a watershed in Illinois demonstrates that highly sloping land adjacent to water bodies should be selected for retirement. A marginal value rental payment scheme can achieve program goals of 20% sediment abatement at 39% lower cost than a productivity-based rental scheme. 相似文献

Reducing Emissions from Deforestation and Forest Degradation (REDD+) has been piloted in developing countries as a climate change mitigation strategy, providing financial incentives for carbon sequestration in forests. This paper examines the economic feasibility of REDD+ in community forests within two watersheds in central Nepal, Ludikhola and Kayarkhola, using data on forest product demand, carbon sequestration, carbon price and REDD+ related costs. The benefits of REDD+ are about $7994, $152, and $64 per community forest, per hectare of forest area, and per household in Ludikhola watershed compared to $4815, $29, and $56 in Kayarkhola watershed, respectively, under the business-as-usual scenario. Compared to the EU ETS carbon price ($10.3/tCO2e), the average break-even carbon price in community forests is much higher in Kayarkhola watershed ($41.8/tCO2e) and much lower in Ludikhola watershed ($2.4/tCO2e) when empirical estimates of annual expenditure in community forests are included in the analysis. The incorporation of annual expenditure estimates and opportunity cost of sequestered carbon (in the form of firewood prices in local markets) in the analysis suggests that community forests are economically infeasible for REDD+ at the prevailing carbon prices. The implication of our findings is that economic feasibility of REDD+ in community forests depends on the local contexts, carbon prices and the opportunity costs, which should be carefully considered in designing REDD+ projects. 相似文献
