During the past 15 years, there has been a considerable increase in highland maize farming in Nan, a province in northern Thailand. The increase in farming area causes an excessive forest encroachment and environmental problems, e.g. soil degradation, landslide, and pesticide contamination. This research explores the mechanism and factors which drive a sustainable transformation from highland maize farming to reforestation. We survey 107 farmers in Nammeed and Sopsai watersheds in where the reverses of growing trend of deforestation in Thailand have been observed. Comparative statistical analysis and regression are used to analyse factors affecting farmer’s decisions and compare differences between the two sites. We find that the fundamental mechanism driving a sustainable transformation from highland maize farming to reforestation comprises 3 pillars. These are 1) realization of adequate economic, health or environmental benefits derived from the alternatives; 2) a sense of belonging and attachment towards the forest and 3) effective enforcements of communal rules and regulations. While natural transformation in Nammeed area highlights the roles of flatland as key driver of the change, subsidy schemes can supplement the transformation during transitional period as seen in Sopsai area. 相似文献

Making the assumption that property rights might determine whether farmers adopt particular strategies, this study aims at modelling farmers’ decisions to adapt to climate change by focusing on their property rights – declined as institutional arrangements on land and rights on land – as well as their socio-economic and demographic characteristics. The case study took place in northern Benin (West Africa). In this zone, 308 farmers producing maize and adapting to climate change were randomly sampled. The study was conducted by a survey method on respondents using structured interviews based on a questionnaire. A simultaneous modelling using a Multivariate Probit (MVP) model highlighted that socio-economic and demographic characteristics, institutional arrangements on land, and rights on land determine the farmers’ decisions to adapt to climate change. The land ownership has a positive effect on the decision to adopt any adaptation strategy. Subsequently, securing farmers’ property rights would help to enhance their capacity to adapt to climate change. 相似文献

In the marginal, upland regions of the Philippines, soil erosion and poverty are significant problems. The Landcare Programme has sought to address these twin problems. We assess the economic impacts of the Landcare Programme in the Province of Bohol. We first explore whether the adoption of Landcare practices, particularly those of contour farming and tree planting, in a highly degraded landscape has resulted in improved livelihood outcomes for upland farming families. Second, we analyse the potential for the piecemeal adoption of these measures to deliver tangible benefits at the watershed scale. Finally, using a benefit–cost approach, these outcomes are compared with the costs of research and extension projects that have helped achieve them. We conclude that the net economic impact of the Landcare Programme in Bohol is positive, with the primary beneficiaries being the individual households that adopt the Landcare practices. These benefits are largely generated by productive opportunities that arise once the hillsides have been stabilized. Although the downstream impacts of land-use changes associated with the Landcare Programme are positive, they are of marginal economic importance. Hence, the focus and primary justification of the Landcare Programme should be on improving the productivity and livelihoods of upland farming households. 相似文献

This paper assesses the impact of an EU-wide policy to expand grassland areas and promote carbon sequestration in soils. We use the economic Common Agricultural Policy Regionalized Impact (CAPRI) model, which represents EU agriculture using 2450 mathematical programming farm-type models in combination with the biogeochemistry CENTURY model, which provides carbon sequestration rates at a high resolution level. Both models are linked at the NUTS3 level using location information from the Farm Accounting Data Network. We simulated a flexible grassland premium such that farmers voluntary and cost efficiently increase grassland area by 5%. We find that the GHG mitigation potential and the costs depend on carbon sequestration rates, land markets and induced land use changes, and regional agricultural production structures. In Europe, the calculated net effect of converting 2.9 Mha into grassland is a reduction of 4.3 Mt CO2e (equivalents). The premium amounts to an average of EUR 238/ha, with a total cost of EUR 417 million for the whole EU. The net abatement costs are based on the premium payments, and account on average EUR 97/t CO2e. However, substantial carbon sequestration (28% of total sequestration) can be achieved at a rate of EUR 50/t CO2e. Carbon sequestration would be most effective in regions of France and Italy and in Spain, the Netherlands and Germany. Larger farms and farm-types specialized in ‘cereals and protein crops’, ‘mixed field cropping’ and ‘mixed crop-livestock’ farming systems have the highest mitigation potential at relatively low costs. 相似文献

Economic reform in China has resulted in rapid urbanisation over the past three decades, changing the urban and rural landscape dramatically. A large amount of farmland was developed, leading to conflict between construction demand and farmland protection. In response, the “Link Policy” was proposed in 2005 that seeks to concurrently preserve farmland while providing for urban expansion through land exchange. The effectiveness of the Link Policy has not been systematically investigated. The purpose of this study is to analyse and evaluate outcomes of the Link Policy objectives from both a participant and investigator’s interpretive perspective. Ezhou, the first experimental city to implement the Link Policy in Hubei Province in central China, was selected as a case study area. Eight different communities in Ezhou were visited and 160 semi-structured interviews were conducted with resettled rural residents in March 2016. A combination of interviews and investigator field observations were used to evaluate the Link Policy objectives. The results show that participants recognize and support improving rural living conditions and coordinating urban-rural development, but the Link Policy failed to achieve the objectives of preserving farmland, protecting farmers’ land use rights and interests, and facilitating agricultural production. Participants perceived concentrated resettlement communities to be more efficient in land use compared to more expansive rural settlements, but vacant apartments for commercial use in resettlement areas account for a large proportion of land suggesting inefficiency in the land exchanges. The distinct urbanization process of China has attracted worldwide attention because of its impressive speed, massive scale, and policy intervention. However, the interrelationship between urban expansion and government policies is still not well understood. The Pearl River Delta Urban Agglomeration of China is the first national pioneering urbanization area since the implementation of the policy “Reform and Opening-up” in the late 1970s. Here we compared the spatial and temporal patterns of urbanization in two leading cities of the Pearl River Delta (i.e., Guangzhou and Shenzhen, the provincial capital and the first Special Economic Zone of China, respectively) from 1975 to 2015, using Landsat data integrated with urban growth and landscape metrics analysis, and examined possible footprints of major economic and urbanization policies. Our results illustrated that urban land areas in both Guangzhou and Shenzhen have experienced magnificent annual growth rates at 8.1% and 11%, respectively between 1975 and 2015. On average, Shenzhen witnessed substantially higher urban growth rate than Guangzhou during the past four decades, particularly in the initial period (1978–1990) when the Reform and Opening-up policy was launched and Shenzhen was designated as the first Special Economic Zone in China in the late 1970s. However, the speed of urban expansion in Shenzhen became considerably lower than Guangzhou from 2005 to 2015, subject to physical conditions and a series of urban land use policies. Both cities showed a generally similar dynamics of urban growth forms with leapfrogging as the predominant type of urban growth at first and then edge-expansion while the contribution of infilling in Shenzhen was higher than that in Guangzhou, especially since 2005. The urbanization processes characterized by landscape and urban growth metrics revealed that a diffusion-coalescence-diffusion-coalescence process was identified for Guangzhou, while Shenzhen was generally consistent with the diffusion-coalescence urban growth hypothesis. 相似文献

Tropical deforestation has heightened the need for effective governance of protected areas aimed at conserving natural resources, biodiversity, and ecosystem services. The southern highlands of Ethiopia hold some of the largest expanses of contiguous tropical forest in Ethiopia. This area also is undergoing rapid land conversion. Multiple protected areas with different management strategies and objectives have been established, in part, to conserve forests and the ecosystem services they provide. We examined four types of protected areas; a national park, a state-run forest enterprise, two occupied privately leased hunting concessions, and two unoccupied hunting concessions, to evaluate their effectiveness at protecting forest cover. We used 1509 field plots with medium-resolution Landsat imagery from 1987 to 2015 to develop models of forest cover at approximately five-year time intervals. We found protected areas that were actively managed for timber production or hunting were more effective at conserving forest cover than the national park and the unoccupied hunting concessions. Over the study period, net forest cover change was −7.8% for the national park, 12.9% for the state-run forest enterprise, −0.2% and 13.3% for the occupied hunting concessions and −14.0% and −13.0% for the unoccupied hunting concessions. We also discuss how the change in forest cover relates to historic political events. In places like Ethiopia where the federal resources needed to conserve forests are limited, promoting a network that includes both federally and non-federally managed protected areas can result in more area and forests under protection. 相似文献

Organic farming (OF) is a management system that is closely linked with the quality of the natural environment since it should, besides producing organic food, constitutes a protective factor for all components of that natural environment. Therefore, the objective of this paper was to answer the following question: Does organic farming (OF) protect the natural environment? In order to achieve this goal it was essential to determine what kinds of natural and non-environmental factors have the largest influence on the development of OF in Poland, and to assess the significance of these factors in the spatial diversification of the regional density of organic farms. The analysis was carried out on the basis of data from 2012 comprising 2074 communes, including both rural communes (1563) and urban-rural ones (511). The research results indicated the weaknesses of the organic farming policy (OFP) with respect to the functioning of OF in Poland in the years 2007–2013. The results also show that the development of OF in Poland mainly depends on the system of financial support, i.e. one that either encourages farmers to change the manner of production to a more environmentally friendly one, or one that has an impact on their decision to resign from production using ecological methods. Moreover, as our research has proved, OF is not always developed in places where it should be a priority because of the suitable conditions of the natural environment. 相似文献

Flood risk management has become important more than ever, because an escalating threat of unpredictable and extreme weather is affecting flood-prone communities. People-centred risk communication has been proposed as an effective strategy that can stimulate people to protect themselves against flood risks. However, little research with a sound theoretical underpinning has been done to examine the effectiveness of such a strategy in developing countries. We use a field experiment to analyse how risk communication can influence households’ intentions to implement mitigation measures. Our results show that communicating about the risk of floods and how to cope with floods significantly increased both threat and coping appraisals, and thereby motivated households to take more non-structural measures. While formal risk communication had certain direct effects on mitigation intention, informal risk communication percolated through psychological variables. Risk communication should focus on coping capacities for financial measures and address the problems of wishful thinking and disaster subculture of flood-prone households. Furthermore, women’s participation in risk communication did not change the intentions to take mitigation measures of the male household heads in the Vietnamese Mekong Delta. 相似文献

The dilemma between preserving farmland and urbanization has attracted many policymakers’ attention. One sound solution that has been practiced in several developed countries is the “transfer of development rights” (TDR). This study examines a specific TDR program in China—the Chongqing Land Quotas Trading program. We use a synthetic control method on the 2001–2014 statistics of 57 prefectures to quantitatively assess the program’s effect on farmland preservation and economic growth. A mixed method, including both satellite image analysis and qualitative interviews, was also used to obtain some intuitive evidence to understand the mechanism of this program. We find that the Chongqing TDR program has substantially reduced the loss of farmland and played a significant role in stimulating economic growth. We argue that the use of TDR might effectively address the farmland preservation and urbanization dilemma in China. 相似文献

In the context of climate change, adaptation to climatic extremes, such as drought, has attracted worldwide attention, yet many practical adaptation strategies need to be examined at the local level. Based on a case study of the village of Beidian, located in a drought-prone region in northern China, this study demonstrates that when faced with multiple pressures of regional climate change, drought risk and rural poverty, reasonable adjustments in land use patterns can serve as an effective adaptation strategy in the agricultural sector. We used household questionnaires, in-depth interviews with village managers, and land use surveys at the farming plot level to quantify the relationship between land use change and drought mitigation effects. Our findings indicate that in the past decade, the farming practices in Beidian have transformed from a complete reliance on the winter wheat–summer corn rotation to a new diversified mode of apple as the main crop and corn and coarse cereals as the subsidiary crops. The current farming mode is proven to possess a stronger adaptive capacity to drought due to its higher water-saving efficiency and economic benefit, which facilitates rural poverty reduction and socio-economic development. This study presents a feasible approach to address adaptation strategies at the local level, which provides policymakers with information on how to best support farm-level adaptation and to reduce farmers’ vulnerability to climatic extremes within the broader context of climate change. 相似文献

Using a qualitative social research method at the local administrative level, this paper provides insight into the policy process in China and farmers’ perceptions of the effectiveness of policies implemented to deal with drought. Two villages in rural South-West Yunnan were purposefully selected for the study. The research started with the general assumption that China has a strong top-down hierarchal approach to policy processes and that funding dispersal is prioritised by the central government. However, the study found that funding proposals are prioritised for selection in a bottom-up, participatory manner from the local level. The study also found that farmers’ perceptions of the effectiveness of policy implementation were directly related to their past experience. Among the nine indicators used to measure the effectiveness of policy implementation at the local level, the farmers in the study area perceived access to roads as highly effective; water use efficiency projects, market demand, human mobility for jobs, and government funds as moderately effective; drought knowledge, community participation in planning, and governance structures as least effective; and the role of leadership as not effective. The study found that farmers’ adaptation at the local level is oriented towards short-term market rewards and income diversification. Farmers’ local-level adaptation is guided by government priorities and driven by their perception of tangible benefits. To ensure the effectiveness of policy implementation, long-term adaptation strategies, such as awareness raising, capacity building, watershed management, and source conservation need to be strengthened at the local level. 相似文献

Excitement about the potential of 3D technologies to support production and management of complex building information has extended to the land administration sector. Structural characteristics of high-rise buildings are compounding complexity in the design and layout of private, public and communal ownership rights, restrictions and responsibilities, leaving a legacy of ongoing management issues for urban communities. Despite the premise of 3D innovations and significant technical progress, widespread adoption remains elusive. Attention is turning to understanding the social and cultural influences – the ‘invisible’ constraints, otherwise regarded as institutional aspects, to explain deeply embedded attitudes and behaviours that are posing resistant to current change strategies. An interpretive case study in the city of Melbourne provides context for exploring institutional issues within the land administration sector regarding high-rise developments. The plan of subdivision is used to trace institutional influences, conceptualising these as regulative, normative and cultural-cognitive elements. These elements constrain stakeholders to current 2D ways of behaving, limiting movement towards 3D innovation. The findings suggest clear institutional ‘gaps’ that deliberate strategies will need to address, but also highlight the importance of understanding the interdependency between all elements for strategic response. Finally, the findings indicate that a new focal actor that is in a position to generate the required intention for change has not emerged and therefore, an industry-wide strategic response is not apparent. 相似文献

Processes of globalization have generated new opportunities for smallholders to participate in profitable global agro-commodity markets. This participation however is increasingly being shaped by differentiated capabilities to comply with emerging public and private quality and safety standards. The dynamics within Indonesia’s oil palm sector illustrate well the types of competitive challenges smallholders face in their integration into global agro-commodity chains. Because of public concern over the poor social and environmental performance of the sector, many governments, companies and consumers are attempting to clean up the value chain through self-regulatory commitments, certification and public regulation. As a result, many of Indonesia’s oil palm smallholders face compliance barriers due to informality and poor production practices, and threaten to become alienated from formal markets, which could in turn lead to a bifurcation of the oil palm sector. Recognizing that many oil palm smallholders lack compliance capacity, myriad public and private actors have begun designing initiatives to address compliance barriers and enhance smallholder competitiveness. However, failure to properly account for the heterogeneity of the smallholder oil palm sector will undermine the effectiveness and scalability of such initiatives. By developing a typology of independent smallholder oil palm farmers in Rokan Hulu district, Riau province, this article reveals the wide diversity of actors that compose Indonesia’s smallholder oil palm economy, the types of compliance barriers they face and the sustainable development challenges they pose. In doing so, this article illustrates how global agro-commodity chains can drive agrarian differentiation and offer new insights into the complex dynamics of agricultural frontier expansion. 相似文献

AbstractDoes decentralisation promote clientelism? If yes, through which mechanisms? We answer these questions through an analysis of India’s (and the world’s) largest workfare programme, the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), in two Indian states: Rajasthan and Andhra Pradesh (AP). The two states adopted radically different implementation models: Rajasthan’s decentralised one stands in contrast with Andhra Pradesh’s centralised and bureaucracy-led model. Using a mixed method approach, we find that in both states local implementers have incentives to distribute MGNREGA work in a clientelistic fashion. However, in Rajasthan, these incentives are stronger, because of the decentralised implementation model. Accordingly, our quantitative evidence shows that clientelism is more serious a problem in Rajasthan than in AP. 相似文献

Commercialization of smallholder agriculture in South Africa is underpinned by reforms to improve livestock off-take in communal areas and engage smallholder farmers with formal markets. To achieve this, Custom Feeding Programmes (CFPs) were established to improve the condition of communal cattle prior to their sale into formal markets and to ‘systematise’ the informal marketing of cattle in communal areas by enabling participants to achieve higher informal market prices. We evaluate the sustainability of eight CFPs located in Eastern Cape Province in terms of their ability to add value to smallholder cattle production and encourage market participation. Communities with CFPs achieved a 16.6% mean cattle off-take rate, substantially higher than in most communal systems. Furthermore, cattle sold through CFPs attained a 17% higher mean selling price than those sold through other marketing channels. However, these benefits were mainly realized by better-off farmers with larger cattle herds and greater ability to transport animals to and from CFPs. More marginalized farmers, particularly women, had low participation. CFPs also face challenges to their sustainability, including inconsistent feed and water supplies, poor infrastructure and high staff turnover. Farmers are decision-makers in a complex system of cause and effect. They decide with respect to their own attitude and beliefs, according to their farm structure and they take into account programs and regulations of the overarching policy scheme. In this paper we used mail surveys with identical questions to establish a cross-national comparison of two case study areas. The questionnaire investigates farmer's perspectives on what influences their own decision-making as well as their perception of the socio-ecological environment to relate these findings to the respective policy schemes in the case study areas. The two case studies are located in Southern Illinois, United States and in central Switzerland. The analysis shows that full-time farmers of the Southern Illinois case study area rate constraining factors such as financial aspects higher than Southern Illinois part-time farmers and farmers from the central Switzerland case study area. Furthermore, it is apparent that Swiss case study-farmers rate aspects of their land use responsibility and the Illinois case study-farmers rate ecological aspects higher. The empirical findings can be qualitatively explained through analysis of agricultural policy schemes. 相似文献

In the context of the current agri-food market, several factors have made it increasingly difficult to balance the components of sustainability in agricultural-based development. These factors include increasing internationalization, tighter control of distribution and frequent changes in agricultural policies. Indeed, in the framework of European rural policy there has been considerable debate in recent years concerning the role of the agricultural sector and how it should face the following challenges: productivity-competitiveness, environmental protection and socio-economic development. There is, therefore, a growing need for practical analyses that adopt a holistic approach. This paper analyses how this sector in the province of Almería (Spain), based on horticultural family farms, has risen to the above issues over recent decades. This case study provides some insights into the different trade-offs and synergies between sustainability dimensions. In particular, the integration of ecological, social and economic components may prove useful in helping other regions to adapt their agricultural systems, especially where these are characterized by small-scale farming. 相似文献

Data mining techniques are useful tools for knowledge extraction in large databases. They are successfully applied in disciplines such as urban management and geography. The use of these techniques is suitable for the study of complex urban dynamics of post-industrial cities. The objective of this research is to empirically apply data mining techniques as a tool for metropolitan management. This paper presents a methodology developed to elucidate the dynamics of urban growth and its relationship with socioeconomic patterns in the Bogotá-Sabana region of Colombia. To analyze the evolution of growth in two time frames, various techniques are applied, including correlation, clustering, regionalization, and others. The results enable interesting patterns to be identified in urban development. A key aspect of these patterns is the high level of segregation and inequity that is apparent in the case study. Finally, the application opportunities of these tools in urban management are discussed. 相似文献

In Thailand, land use planning and policy decision-making were—and to some extent still are—organized in a hierarchical and disjointed fashion. This is also true for the utilization of public lands, including forest reserves in the northern uplands that are often settled by ethnic minorities. There are, however, instances of change in land policies and regulations and in the way decisions and plans are made. Doi Mae Salong (DMS) in Northern Thailand, where there is a trend towards land use for conservation purposes, is a case in point. This paper aims to explore decision-making by farmers in DMS in the context of changing land regulations and policies from the 1950s to the present. The Institutional Analysis and Development (IAD) framework, together with a historical perspective and with narratives on land management through time, were applied by using in-depth interviews of key informants and group farmers’ discussions as tools. The time period under investigation was divided into three periods of change: The first period, before the year 1960, was an era of security concern. In contrast, the second period, from 1961 to 1996, was an era of emerging conservation priorities. Finally, the third period, from 1997 to the present, is an era of lessons learned from the conservation era. Land use decision outcomes reveal that the decision-making processes of farmers are influenced both by the hierarchical decisions of higher authorities and by horizontal linkages among multiple stakeholders. However, while farmers participate readily in forest conservation activities, they do not play an active role in the process of changing policies. 相似文献
