China appears to have a "paradox" in its environmental management policies. For example, China's recycling policies appear paradoxical. With its rapidly expanding economy, China is now the world's largest emitter of urban waste. Under such a situation, China is aiming to build up a recycling economy by enacting a number of related laws. Despite the development of waste recycling regulations, however, the load on the environment by continuously increasing waste has not reduced in China so far. What explains this seemingly paradoxical situation of waste recycling in China? It has been pointed out in the previous study on China's climate change policies that environment protection falls under the rubric of sustainable development in China. The question here is whether the same story can be applied to areas other than climate change in China's environmental management. This paper examines it in the area of its waste recycling policy. This paper conducts an evaluation of waste recycling regulations in China by comparing it with the experience of Japan, China's next-door advanced country. It concludes that the waste recycling regulations in China do not primarily aim at reducing the environmental load by reducing the amount of waste but rather for the main purpose of recycling and reusing resources effectively for the sake of economic development.  相似文献

The purpose of this study is to investigate the characteristics of organizational leaders in the health system and the factors that motivate health workers, in order to improve health care. The research was conducted in the public health institutions in Montenegro. The objectives of the research were to investigate whether leaders affect the motivation of employees in order to implement changes in the health system. The study was implemented through the interview method on the representative sample of 603 employees in public health institutions. The factor analysis revealed the latent characteristics of the organizational leader and the factors that motivate employees in public health institutions. The result of study indicates that employees in public health perceive organizational leadership to have a good quality. Result also exposes that the strongest motivation factor is a financial incentive. Financial incentive is the main motivator for employees in the public health sector, while the participation in decision-making was the least important motivational factor. The results obtained indicate that employees are primarily focused on individual goals, which influence the acceptance of change within the health system. The role of organizational leaders in motivating is poor because obtained factor scores are not correlated. The research has shown that organizational leaders do not have a great impact on the motivation of employees in the public health sector. This has effect on the process of accepting changes, where the roles of leaders are very important, especially in providing support to employees.  相似文献

Chinese economy has been driven to grow at extraordinarily high levels in the past two decades. Pollution from industrial increasing presents the complexity of "Market Failure" and "Government Failure", and also the latter is more serious. The traditional public sector management appears inadequate to deal with the new challenge in environmental protection that emerges. Today, one of the most important phenomenons is the movement of Capital and the expansion of its investments, as well as the use of resources worldwide. The movement of Capital, is changing the local space and the territories, because is not a homogeneous process; they are not in the same way and rhythm, this is because they don't get in the same way to global dynamics. The reorganization of the world, because the movements in Capital is a challenge, that is why, the analysis of regions demand new and different views, to boost regional development. We can tell that since a long time ago, had been developing theories and proposals not good enough, for this reason we must think to generate new proposals. The goal of this paper, is to expose the social and territorial changes in Silao and Romita Counties in the state of Guanajuato Mexico, as a result of the relocation of economic activities that lead us to start a new regional policy, that gives more satisfactory results and think about a regional policy that could reflex about territorial development focuses, specially for a public policy.  相似文献

Using data from 24 OECD countries, we find that the relationship between a country's R&D investment and technological advantage in a sector (measured by the country's labor productivity of the sector relative to the rest of the world) is non-monotonic. In particular, for countries whose technology levels are much lower or higher than the rest of the world in a sector, their sectoral R&D investment declines as their advantages in the sector improve; for counties with middle technology levels, the opposite is true. Extending the Eaton and Kortum framework, we develop a static model to theoretically analyze the relationship between R&D investment and technological advantages. We show that when the research efficiency in a sector is sufficiently elastic with respect to the sectoral technological advantage, a country's R&D investment increases with its technological advantage, and vice versa.  相似文献

An eco-industrial park or estate is a community of manufactaring and service businesses located together on a common property. The goat of ElP is to create a win-win harmonious development aspect of ecooomic development and environmental protection. This paper emphasizes that the external .effect of an EIP is its main characteristic of technoeconomic evaluation for eco-industrial park project. From the view of the property, rights, the EIP's product is typicalty public-private. The government should take some inca.rares for the quantitative analysis on ecological positive externalities of the enterprises in EIP, and also should adopt Coase's Theorem, which supports that the market transaction is the best way to deal with positive externalities (external economics or diseconoraics), or Pigou's Theorem, which holds that the government anti-positive externalities programs are the best way to cope with positive externalities, to internalize the EIP's external effects, which is also a fundamental tool to encourage investors to actively invest in EIP projects, Furthermore. this paper thinks that the EIP 's income should be equal to the income of staple products of the private property, and that of its by-products of the public property. According to this principle, this paper has put forward three major indicators, net present value (NPV), internal rate of renan (IRR), and investment repayment period (IRP), which are also extensively used indicators in ardinary project techno-economic evaluation model to evaluate EIP technoeconomic effects. Theoretically, the indicatory not only can be used in EIP project evaluation, but also can provide a quantitative measure toot for the government to support EIP's construction to the maximum. This paper examines how capital account liberalization (CAL) affects foreign direct investment (FDI) inflows. Authors use a dynamic panel model encompassing 14 Middle East countries over the period from 1985 to 2009. The findings suggest that countries that are able to reap the benefits of the capital openness policy satisfy certain threshold conditions regarding the level of financial development and institutional quality. Thus to promote FDI, governments in this region should develop a set of policies that not only focus on financial openness, but also on the improvement of the financial system and legal institutions.  相似文献

Agricultural tridimensional pollution (AtriP) has multi-directional and complicated chains. Circular economy is found to be an efficient mechanism that can help control AtriP. The application of three circular economic modes in agriculture and its related industries call not only interdict the AtriP chains in different stages and different directions, but also produce greater ecological, social and economical returns with less input. In the business world, there have always been people are willing to start business, and other people are willing to back them and share the risks and rewards of enterprises, so in a sense, there has always been entrepreneurship and venture capital (VC). Despite of Japanese VC has gone through ups and downs, Japanese VC continues to lead Asia and is second only to U.S. Japanese government has recognized the economic benefits of fostering the creation and development of venture finns, and has applied themselves assiduously to the task of creating a supportive environment. This paper provides some context for understanding the Japanese venture capital industry. Then it set forth an evolution of Japanese venture capital. The heart of the paper is devoted to discussion of the key features of Japanese venture capital. This includes information concerning the size of the industry, the players, and the nature of the Japanese venture capital investment. This is followed by an analysis of some of the obstacles to a more vibrant Japanese venture capital industry which gives us some enlightenment to Chinese venture capital development now. This paper also shows that the relative of the US, the Japanese venture capital industry is a young, small industry. In a word, it shows that there is still a substantial space for further development, which makes VC is still a promising industry in Japan.  相似文献

Base on the framework of material flow analsis (MFA) proposed by Eurostat, this paper collected related data and conducted a regional MFA for the Chengyang Districgt in Qingdao. The indicators such as Direct Material Input(DMI), Direct Material Consumption (DMC) and Exports are calculated or estimated for the period of year 1995 through 2004. Several derivable iudicators defining direct material productivity and material intenstiy are also evaluated and some valuable conclusions were drawn. DMI in absolute number increased from about 1645.9 kilotons in 1995to about 8052.5 kilotons in 2004. Imports contribute to about 47 to 69% of DMI, and the biggest component of imports is fossil fuel that approximatley accounts far 50% of imnports. DMI per capita of Chengyang District increased rapidly and reached 17. 4 tons in 2004. Compared with other five economies studied by WRI, material consumption intensity of Chengyang District is significantly lower than developed countries, which indicates that Chengyang District is still in a development stage The direct material productivity (actual GDP per DMI) increased 59.1% from 1995 to 2004 and has been higher than either of stadies in China, which indicates efficiency of resources utilization has improved obviously in Chengyang District. But there was significant increase in material input in the last decade, which shows that rapid increase of economy is highly dependent on requirement and consumption of natural resources. Therefore, in order to promote the sustainahility, it is essential to develop circular economy and improve utilization efficiency of resources.  相似文献

Based on the panel data of 28 provinces in the year of 1987-2001, this paper examines the effects of the local government investment on economic growth and employment. The empirical result shows that the local government investment plays a significant positive role in economic growth and employment. However, while the proportion of local government investment to GDP had a remarkable rise after 1998, the elasticity of local government investment on economic growth declined, which shows that there is a big room for raising the efficiency of local government investment. Moreover. the empirieal examination shows that although local government investment had positive effect on employment, the elasticity had a decrease after 1994 when the tax-sharing system reform was put into practice. This shows that the positive role of local government investment on employment is also limited This paper argues that the role of local governments as investors must be weakened, and local governments of different levels should lessen direct economic intervention and concentrate on public regulation.  相似文献

Involuntary resettlenment caused by project construction is a difficult problem over world. In the past, therestoration of livelihoods in the event of involuntary resettlementhas been based purely on providing compensation to those who are displaced. Evidence has shown that compensation-based involuntary resettlement can not realize the objective of restoring and improving resettlers' living standard. With a view to improve this outcome, the concept of Resettlement with Development (RwD) was envisaged and is now generally heralded as the means to mitigate catastrophic failures of the past. However, few developing countries have included the concept of RwD into th, ational policies and China is one of them. The Chinese government has taken resettlement as an opportunity to help resettlers restore and improve their living standards and develop economy in reservoir areas by implementing RwD olicy including giving compensation and subsidies at early stage and offering production assistance at late stage, citing up reservoir construction fund, initiating partnership programs and preferential policy as well as enhanc infrastruture construction. The preliminary experience from the TGP resettlement has verified that the transformation from compensation-based resettlement to RwD is a right policy, choice. Meanwhile. because ofthe changing political environment and the complexity of involuntary resettlement there is still room for china to improve its RwD policy.  相似文献

Energy plays an important role in the economic life. With the rapid development of economy, the constraint of energy on the sustainable development of economy is becoming more and more obvious. This paper just Studies the factors influencing energy efficiency of China and the relationship between energy efficiency and China's economic: growth. By using time series multivariable linear regression methods with China's relevant data from 1953 to 2006, this paper constructs the regression model to analyze the factors that would impact energy, efficiency. After that, a regression model of China's real output to capital, labor and energy e lficiency is conducted to estimate the marginal contribution of every factor to the real output to prove the fundamental influence of energy efficiency to the economic growth. The economy of China has been developing fast after the beginning of the new century, but the 31 provinces or municipalities (excluding Hong Kong, Taiwan and Macao) develop disparately. So, finding an appropriate way to analyze and compare the economic situations of various regions is of great significance for the balanced development of the east coastal area and the hinterland. With the DEA method, on the basis of regionalism, this paper analyzes various regions of China, and gets the conclusion that the effective proportion of DEA of the coastal developed areas is relatively higher, and the extremely tittle foreign investment makes the relative efficiency of DEA of frontier areas pretty high. In addition, through the analysis parameters of the regions where DEA is relatively ineffective, this paper points out that the surplus labor force is the most influential factor, and the spare foreign investment is the main reason for the lack of efficiency of relatively developed regions.  相似文献

In the Internet economy of the twentieth century, the competition for customers between enterprises is stiffer so that they strive for customers by all means. As a kind of new thing in the Internet economy, E-commerce can attract customers and expand sales efficiently; therefore, E-commerce becomes a powerful means by which enterprises can improve customer asset rapidly. However, compared with customer asset of traditional commerce enterprises, E-commerce enterprises customer asset is more liable to be affected by the surroundings, which will result in risk. On the other hand, though enterprises pay close attention to the study of customer asset risk of E-commerce enterprises currently, the academic circles have made little research in this respect, which is not helpful for enterprises to improve customer asset by applying for E-commerce, nor can meet the actual requirement for the development of academic circles. Therefore, the customer asset risk discernment of E-commerce enterprises has been studied in this paper, and case-based reasoning(CBR) has been applied to the discernment of the customer asset risk of E-commerce enterprise, which provides quantitative basis for customer asset risk management of E-commerce enterprises and conduces to the prevention of customer asset risk and the efficiency improvement of E-commerce.  相似文献

Northwestern area is the most arid and underdeveloped area in China. Lots of researches have been doneto find the approaches to alleviate poverty. But there are some problems, for example, how to invest, how to use capital,and why the utilization rate is ambiguous. The primary objective of this research is to empirically probe the various aspects and variables that have been already addressed in the previous literature related to supplier selection criterion, supply effort management and firm performance. Further, this research aims to develop a measurement framework and pragmatically prove the framework through a measurement model. First, a factor structure for various constructs is made and the initial validity is determined from practicing managers and academicians. This research employs survey method and the data is collected from 358 supply chain professionals working in manufacturing firms in India. A measurement model is developed and proved with various tests of reliability and validity. Finally, three major latent constructs were formulated, namely, criterion of supplier selection, supply effort management and firm performance. The factor scores of these latent variables were used for further analysis. A six-stage approach was followed in the analysis of data. Firm performance was regressed against supplier selection criterion and supply effort management. The results indicate that the predictive variable has positive and significant effect on firm performance and they do not have any interaction and multicollinearity effects.  相似文献

The "sediment" formed in the process of long-term development of the resource-based cities not only restricts the economic structure trans/brmation, but also increases the difficulties for restructuring the state-owned enterprises. Furthermore, it makes current ways of reforming staffs' identity replacement and managers' shareholding mode inefficient in state-owned enterprises reformation in resource-based cities. According to the characteristics of resource-based cities and property right reform theory, cash and share right compensation for the different staffs in the process of staffs' identity replacement have been identified. In addition, different profitable investment policies have also been suggested. For managers' share holding, the stimulant share ownership should be adopted principally, at the same time corresponding restrictions should be set up for managers' investment share ownership due to share ownership structure.  相似文献

The public power and the private enterprise, the main agents of national economic and social development, when cooperating strategically, promote increased functional efficiency of their activities. In order to highlight the relevance of such partnership, this article aims to analyze the potential of actions jointly developed by private organizations and Brazilian universities. The research problem is lined in the field of health, which hosted actions developed between the Federal University of Rio Grande do Norte (UFRN) and the Hospital Maternity Guiomar Fernandes (HMGF), located in the city of Alexandria, in Rio Grande do Norte. The study emphasizes the shortcomings of this organization, the resolving power of the university in this scenario, and performs the analysis of the effects of this cooperation. The methodology used in this research was the case study in HMGF. With emphasis on fundraising and improving the informational management system, funding sources for projects of restructuring and expansion of the hospital were sought, as well as initiatives for developing hospital management softwares for small- and medium-sized organizations. As a result, the articulation between the university and the hospital provided the elaboration of a project for software development and the production of a project for physical restructuring and technological investment, aiming to expand the supply and quality of the hospital's services. The implementation of information systems, associated with investments in hospital infrastructure, providing increased efficiency in public assistance to the population, bringing both local and regional benefits, besides, providing the authorities with relevant data on the development of public policies.  相似文献

China's market-oriented reform is expected to strengthen the role of the market in allocating resources, which raises concerns over the impact of market transformation on income distribution and earnings inequality in the past decades. This paper decomposes the sources of inequality based on the newly developed Shapley value approach and examines the contributions of the market, along with other nonmarket factors, to total inequality. Using the China Health and Nutrition Survey data over the period 1989-2009, we find that the income gap between laborers with a higher level of education and those with a lower level has widened since the transformational reforms of the economy. Our results suggest that the largest contribution of changes in income inequality can be attributed to the increase in returns to education, while the relative contributions of the household registration (hukou) system, type of sector ownership, geographic location, and gender to inequality experienced a downward trend between 1989 and 2009. The authors argue that rising income inequality is the consequence of efficiency improvements and an imperfect economic system, and that the market is a decisive force in economic development as it releases competitive signals and creates incentive mechanisms for innovation. Creating a more efficient labor market and increasing investment in human capital, particularly equalizing educational opportunities and improving the quality of education in lagging rural and inland regions to disadvantaged groups, are significant for an equitable distribution of income and sustainable development in the long run.  相似文献
