The welfare of residents and profitability of business in many medium-sized MSAs would be improved if their airports had a higher level of service, for example reflected by more frequent flights serving more destinations. The level of service at such airports may rise with the number of enplanements, making total enplanements and the level of service subject to a positive feedback effect. Using a new annual data set put together by combining five sources for the years 2002 through 2012, we find evidence for such a positive feedback effect. We argue that subsidies at smaller airports may be welfare-enhancing in the presence of such an effect. 相似文献

The arrival of high-speed trains (HSTs) leads to unprecedented time-space effects, potentially assisting face-to-face contacts in knowledge-generating process, yet its wider spatial-economic impacts are still open to debate. This research attempts to fill in this gap with empirical evidence by studying the inter-regional impacts of upgraded British InterCity 125/225 on British economic geography over 30 years. The six study routes of London-outbound trains serving major railways stations in 26 local authorities were selected as units of analysis, with the observation of differential effects both between HSTs and non-HSTs towns and among each group of towns, to understand time-space effects of InterCity 125/225 whose potential impacts on local economic strength and knowledge intensive development. The key findings suggest that the differential HST effects on British economic geography could be classified into three influential zones, namely 1-h, 2-h, and over-2-h towns. HST has had substantial and demonstrable effects in aiding this transition within a 2-h travel limit of London, thus helping to generate renewed economic growth, but that the effects have not been automatic or universal. Regarding future British HST policy, the implications arising from this study is that cities connected to a new HST could seize opportunities which non-HST cities will not be able to do so, but this is not a zero-sum situation. Instead, it involves a national strategy to develop a hierarchical network with HST between London and key regional hubs, well integrated at these hubs with intra-regional transport systems. This indicates a strong case for a finer-grained and deeper probing analysis at an intra-regional level of the potential for rail improvement as an agent of change in city-region development. Air traffic operations are significantly impacted by weather conditions. These external factors may impose operational constraints and generate demand-capacity imbalances, leading to reduced on-time performance, additional airline costs and inconveniences to passengers. Efficient management of such disruptions requires an understanding of the main causes of flight delays towards increasing their predictability. In this study, we investigate the impacts of airport surface weather conditions on the likelihood of flight delays for the Brazilian domestic air transportation system. We use historical flight schedule, on-time performance and weather data and estimate a logit model to analyze how different meteorological variables at the airport of destination affect the probability of a delayed arrival. We obtain empirical evidence for the impacts of low ceiling and visibility conditions, precipitation and wind gusts on the likelihood of arrival delays for the set of Brazilian airports analyzed. 相似文献

This paper assesses government support measures to the air transport sector following the outbreak of the coronavirus disease (COVID-19) pandemic from two points of view. First, it explores the factors that shape governments’ willingness to support airlines. This is followed by a discussion on the various types of support that may be provided and how country-specific parameters influence the choice of measures. Second, it analyses the implications of government support in three dimensions relevant to air transport policy: competition and liberalisation, airline ownership and control, and environmental sustainability. The analysis suggests that most governments give a high priority to maintaining air transport connectivity in order to protect economic activity and jobs, in aviation itself and in related sectors such as tourism. The trade-off between ensuring connectivity and maintaining competition after the COVID-19 pandemic is a challenge with several political and economic dimensions. The re-orientation of public policy in the aftermath of the pandemic may limit the relative importance of the policy priorities that shaped the evolution of the air transport sector before the crisis, especially those related to climate change and the environment. The role of government and public authorities at all levels – especially the type and duration of measures affecting transport operations – will be crucial for the future development of the aviation industry. 相似文献

This paper has been written in response to the Viewpoint contribution by the author Button (2012) entitled: “Is there any economic justification for high-speed railways in the United States?”. In this article, the Spanish HSR high-speed rail network is used as an argument against certain HSR investments. Several of the data presented by the author are misleading and some of the information given in connection with Spain is incomplete. As the Journal of Transport Geography is widely read by policymakers and the scientific community, Button’s misrepresentation could cause serious damage. We therefore set out to clarify the data used by Kenneth Button and to explore some points in greater detail, although in no case eschewing criticism of Spain. Although excessive Spanish investment in public infrastructure over the last twenty years has probably had a negative impact on the real estate bubble, investments in HSR infrastructure in Spain have specifically been accompanied by two particular facts that need to be distinguished from other countries’ experience. These facts cannot be overlooked and will be discussed in this paper. They relate firstly to the total amount of European funds used in HSR construction and secondly to the technological and scientific innovations developed in Spain linked to the HSR market. 相似文献

The imposition of sanctions on Iran, after the Islamic Revolution in 1979, resulted in economic hardship. Many problems were experienced, such as increased unemployment and high inflation, currency fluctuations and economic instability. One area that was hard hit was the tourism sector. With the lifting of United Nations sanctions on 16 January 2016, there is an opportunity for an increase in international tourists to experience the natural attractions and cultural heritage that Iran has to offer. This research employs a single-country multi-sector computable general equilibrium model to estimate the economic impact of the lifting of sanctions to tourism and the wider economy in Iran. The findings reveal that tourism provides a boost to the economy; however, there are redistributive effects that draw resources away from other export sectors. However, just as in the past where there has been a heavy reliance on oil and natural gas, expanding tourism too quickly will also cause problems. Moderate tourism growth would be the appropriate sustainable path to take. 相似文献

The commercial aviation industry is global in the sense that passengers travel around the world from destination to destination. It is also global in that the states of the world (countries) regulate the industry domestically and internationally. There is a unique stage where the world comes together to promote aviation, discuss ideas and establish international standards. This stage is the International Civil Aviation Organization (ICAO). The 191 current member states signed treaties acknowledging their commitment to abiding by the standards and practices established by ICAO. No state is 100 percent compliant with international standards, however, and the purpose of this paper was to explore the relationship between the fulfillment of compliance by individual member states and the safety of the commercial aviation industry in terms of fatality rates. Using a Negative Binomial regression, the results suggested that there was a relationship between compliance with international safety standards and fatalities, as well as associations between fatality rates and member states levels of GDP and population. Implications of this research apply to all ICAO member states as the concerns grow over growing air travel and airspace congestion over the next several decades. 相似文献

The meetings, incentives, conventions and exhibitions (MICE) industry is a rapidly expanding sector of tourism world-wide, but particularly in the Asia Pacific region. Of the many challenges underlying development of this sector none is more important than determining the economic benefits from devoting resources to industry growth. The paper argues that although research has been undertaken on the economic impacts of MICE events and MICE destinations, regionally and nationally, the issue of the distribution of these benefits between tourism gateways and more remote regions has been neglected. The paper seeks to help remedy this neglect. It presents a framework for assessing the economic impacts of the MICE industry in a regional economy. It then illustrates how the framework can be used to compare economic impacts of MICE tourism in destination gateways and more remote areas, with the use of Australian data. The paper draws attention to the types of data deficiencies that seem to be endemic to estimating the economic impacts of MICE, and which constitute a barrier to informed public policy making and planning. Dive tourism impacts were examined in three Malaysian islands: Perhentian (backpackers), Redang (package tourism) and Mabul (upmarket dive tourism). Qualitative local participation approaches were applied to investigate whether host communities were merely reactive to dive tourism's impacts. Dive tourism affected many aspects of community life. Besides physical/ environmental impacts (new infrastructure), research found varied economic impacts including employment/business opportunities and differing economic linkages. Participation varied between locations, and obstacles to increased participation were revealed. Mainly negative socio‐cultural impacts were observed with minimal participation in cultural productions (handicrafts, performances). Assessment of the Wider Economic Impacts (WEIs) of transport infrastructures has become crucial for justifying transport infrastructure investments, especially large-scale projects, not only for transport researchers but also for policy makers. Although the WEIs have been widely discussed in transport research and policy for more than a decade, these discussions lacked an important dimension: the likelihood of transport infrastructure investments to produce spatio-economic inequalities. This paper discusses the necessity of incorporating an understanding of spatio-economic inequalities in the analysis of WEIs. In order to do that, an ex-post analysis of the Istanbul Metro is carried out. In this sense, this paper also adds to the growing number of ex-post analysis of transport infrastructures. Through its findings based on the ex-post analysis of the impacts of the Istanbul Metro, this paper concludes that contemplating spatio-economic inequalities in ex-ante analysis of transport infrastructure investments will improve the calculation of WEIs of transport infrastructures. Such an approach is expected to help policy makers investing in projects that are less likely to produce spatio-economic inequalities. 相似文献

An understanding of the yield potential of different source markets and segments can underpin destination marketing by both public and private sector organisations. The standard yield measure relates to expenditure injected into a destination from different market segments. This measure has several limitations, which are discussed in the paper. With the increasing sophistication of economic models such as computable general equilibrium, models, it is now feasible to develop new and more useful measures of tourism yield, which directly measure the gains to different stakeholders. Several economy‐wide impact measures of yield are developed and contrasted for selected Australian inbound tourism markets. The measures produce conflicting signals for public and private sector tourism marketers and planners. The reward from further research in developing and operationalising yield measures is more informed policy‐making by destination managers in respect of destination marketing and new product development, resulting in greater economic gains from inbound tourism. Merak–Sakteng is a remote area of Bhutan, which is targeted for development of tourism owing to the unique culture and way of life of the semi‐nomadic local ‘Brokpa’ people, whose livelihoods depend on herding yaks and sheep. These livestock enter forests where local residents and government see their grazing as threatening their crops and causing environmental degradation. The semi‐nomadic life centred on livestock, which has long been essential to Brokpa culture and economy, thus comes under threat. The opening of Merak–Sakteng to tourism is intended to address this conflict by lessening the Brokpas' economic dependence on livestock. This paper reports on research into the potential of tourism to transform this ethnic minority's economic way of life through the introduction of tourism into the local livelihood mix. Sustainable livelihoods issues are investigated through a consideration of both economic and socio‐cultural aspects of the local way of life, based on observation, and the findings of a survey of local people, semi‐structured interviews with village leaders and government officials concerning development of the area. The survey found that despite land‐use conflicts and limited grazing land, Brokpas still aspired to spend money gained from tourism on purchasing more yaks, which may escalate land‐use conflicts and threaten environmental sustainability. The analysis of the impact of mega events has included frameworks that evaluate different impacts under different criteria, for example, separating impacts according to whether they occur before, during or after the event itself. Analysis of the economic impacts of such events has shown that the distributional effects between the host city and the rest of an economy can be important, and can have opposite signs. This paper introduces frameworks to show the origin of the economic scale, that is, Olympic‐related investment and expenditure, and shows how the frameworks can be used with reference to the Beijing 2008 Olympics. The field of aviation research is entering the era of big data. While data-driven advancements in aviation have clearly brought about applicable models and results with immediate implications, we argue that the influx of aviation data should be better characterized and documented to enable more efficient and standardized usage. To this end, we examine 200 well-cited research articles from sub-disciplines ranging from revenue management to air traffic control published on or after 2010 in order to analyze the diversity, availability, tractability, applicability, and sources (DATAS) of data utilized in aviation research. We find high levels of data diversity within aviation research, with 16 data categories ranging from air traffic flow management-type data to data from distributed sensors in line with the Internet-of-Things (IoT) paradigm. We identified a dominance of proprietary, non-public data in aviation research, with 68% of the 200 research articles utilizing solely proprietary data in deriving their results, and a further 8% utilizing a mixture of proprietary and publicly available data. The pervasiveness of proprietary data has implications on reproducibility and extending research results. We also highlight the increasing tractability of the data by surveying the computational power required to process the data sets, and present vignettes of applications and results that stem from these data-driven studies. Finally, we propose several recommendations regarding standardizing data source nomenclature as well as increasing the availability of and usage of publicly available data. 相似文献

The advent of the EU–US Open Skies Agreement has been widely anticipated. A number of consequences have been predicted, for example, impacts on fares, on passenger volumes, choice and on consumer welfare. Airline costs are also predicted to fall as a result of increased competitiveness and increased cooperation among airlines. In the short period since the implementation of the Agreement, it is relatively easy to assess the supply-side changes that have been made, but more difficult to make wider judgements. For example, can traffic growth be attributed to Open Skies and does airline and alliance market power result in less fare flexibility with consequently less influence on changes in passenger volumes? Have airline costs changed and what has been the source of the savings? This paper offers some insight into the data that will be required to make these and other wider judgements and discusses some methodological difficulties. 相似文献

Aviation biofuel is technically viable and nearing the commercial stage. In the last ten years, biofuels have moved from relative obscurity to a point where certain types of fuel have become fully certified for commercial use in up to 50% blends with standard jet fuel and commercial partnerships between airlines and biofuel producers are being established. Yet despite numerous successful test flights, aviation biofuels have yet to become widely commercialised. Drawing on the findings of in-depth interviews with leading global aviation biofuel stakeholders undertaken between October and December 2011, this paper identifies and examines the perceived factors that are affecting the market development of biofuels for aviation. The paper illustrates that market development is being driven by the combined effects of rising jet fuel prices, the potential future impact of emissions legislation and concerns about fuel (in)security. However, commercialisation is being constrained by high production costs, limited availability of suitable feedstocks, uncertainty surrounding the definition of the sustainability criteria, and a perceived lack of both national and international political and policy support for aviation biofuel. The implications of these findings for commercial aviation and the future development of global market for aviation biofuel market are discussed. 相似文献

Most tourism social impact studies emphasise tangible social impacts such as economic improvement. In developing countries such as South Africa, a small percentage of tangible benefits filter down to community level. This creates a problem as various studies revealed the importance of community support for the sustainability of the tourism industry. Therefore it was important to explore the role of both the tangible and the intangible social impacts of tourism. Communities with established tourism industries (Clarens, Soweto and Jeffreys Bay) formed part of the quantitative research. Through exploratory factor analyses, 31 social impact statements could be categorised into four tangible and two intangible impacts. The tangible factor Economic improvement obtained a low rating, meaning that it was not directly experienced by residents, while the intangible factor Community pride and upliftment obtained the highest rating among all factors. This, together with the fact that community members continue their support for the tourism industry, is a novel find, indicating the significant role of intangible social impacts in fostering community support. This finding shows the importance of incorporating intangible social impacts into tourism planning in developing countries. Aviation security measures rely on public acceptance of the trade-off between civil liberties and public protection. Currently, all aviation passengers travelling to the US on an American carrier from non-U.S. locations undergo screening interview based on detection of suspicious signs, an approach which is not supported by psychological research. An alternative, Controlled Cognitive Engagement (CCE) was shown in a series of field trials to be more effective than suspicious signs methods in detecting deception during security interviews. However, CCE asks passengers to satisfy agents that answers to questions are veridical, which raises a concern that CCE might be viewed as too intrusive. Here, 120 genuine air passengers provided anonymous feedback regarding their experience of screening. CCE-screened passengers reported their experience as significantly more enjoyable, no less intrusive nor less acceptable than the current procedure, and were ‘promoters’ of the technique whereas those in the suspicious signs condition were ‘detractors’. Winning and maintaining the respect and approval of the travelling public is an important consideration in the task of securing freedom of movement and public safety. 相似文献
