The management of international development projects: Moving toward a standard approach or differentiation?

International cooperation supplies international aid to developing countries and emerging economies, typically through projects; to manage these projects, a specific approach based on the “project cycle” was introduced in 1970. In recent decades, many development agencies have adopted the project cycle, but they have also changed it over time, and today agencies work with different standards. In this article, the history of project management systems in international cooperation is reported, and the approaches adopted by five of the main worldwide governmental development agencies are compared. The analysis shows both the common aspects and differences in order to highlight limits and propose further research.

Endogenous credit standards and aggregate fluctuations

Widespread empirical evidence shows that credit standards fluctuate over the business cycle. We build a macroeconomic model in which countercyclical lending standards emerge as an equilibrium outcome. In the model, banks compete on lending rates as well as collateral requirements. The presence of lending relationships between firms and banks gives rise to endogenous fluctuations in interest rate margins and collateral requirements. We demonstrate that endogenous credit standards amplify business cycles, driving up output volatility by around 25% when compared to a model without lending relationships. Finally, we show that in order to combat the effects of endogenous credit standards on macroeconomic volatility, a countercyclical loan-to-value ratio is an effective macroprudential policy tool.

The Performance of a Project Life Cycle Methodology in Practice

In a deliberate attempt to shift the analytical focus away from critical examination of the underlying ideological assumptions of project management standards, this study focuses on the performativity of a specific project life cycle methodology. Through a case study, the article analyzes the effects and usages of the methodology in practice. This article proposes to think of project methodologies as fluid objects, creating shifting and adaptable relationships between methodology and practice.

近年来,随着国民经济的不断增长,人们生活水平日渐提高,因此,建设工程作为固定资产投资项目的主要部分已经越来越受到人们的重视,随之而来的,建设工程的基础工程造价管理工作的重要性也越来越突出了。本文从我国基础工程造价管理的现状入手,分析了如今基础工程造价中存在的问题。由于在市场经济条件下工程造价的控制与管理是一个动态的过程,因此,为了更好的控制工程建设资金,节约投资,我们要做到有的放矢,加强我国基础工程造价的管理工作。     

Waste management and recycling in Romania: a case study of technology transfer in an economy in transition

This paper describes a project which attempted to play some role in enabling the process of transferring knowledge between the UK and Romania. In partnership with a Romanian environmental non-governmental organisation (NGO), Powerful Information (an environmental information charity in the UK) worked towards searching out and evaluating the options available to local authorities wanting to develop more environmentally benign approaches to solid waste management, and in particular through recycling schemes. One key issue here is the role of standards as shaping technological trajectories, and the way inappropriate standards from another context can constrain local technological development. There has been a tendency for central and eastern European (CEE) countries to adopt laws and standards, resulting from an unquestioning adoption of standards from high income countries that may not be sustainable. The project described here was designed instead to identify choices and explore the process of evaluating and choosing appropriate technological systems for the particular situation that different Romanian municipalities were facing. It also examines emerging informal networks among waste management professionals and NGOs as a way of challenging this standards adopting approach to driving change in this area.     

我国信息分类编码标准研究综述及展望

信息的有效搜集和管理是保证企业信息化工作顺利开展的关键,对信息进行分类与编码就是一种有效的信息管理与应用模式。依据丰富的应用需求,我国信息分类编码标准化工作快速发展,信息分类编码标准数据急剧增加,但同时也出现了标准编写不符合规范、内容交叉、维护不及时等问题,影响了标准的实际使用,以及标准的制修订。本文对信息分类编码标准领域进行全面的调研工作,重新界定该领域的重要概念,提出标准筛选原则并对提取出的标准进行分布统计,然后分别从标准形式、标准内容和标准应用3个方面详细分析我国信息分类编码标准中存在的主要问题,最后提出公开、共享和互联互通的发展建议。     

我国油气管道标准管理机制与北美的差异与思考

文章介绍了北美和我国油气管道标准管理机构及机制,分析了我国与北美标准水平的总体差距,在大量研究的基础上,认为我国的油气管道标准存在着设计施工标准不能较好地与运行管理标准协调承接、管理相对不规范、标准体系缺乏整体协调性等问题,同时针对现阶段我国油气管道标准存在的问题,为逐步改善标准管理方式,建议深入、持续开展标准研究,加快标准水平提升步伐。

Impact of changes in regulatory performance standards on innovation: A case of energy performance standards for newly-built houses

This paper explores the impact of changes in prescribed performance standards on innovation in an industry characterised by loosely coupled systems. Using a case of energy performance standards for newly-built houses, it investigates how changes to these standards have affected the innovation of houses, combining qualitative and quantitative data from the Netherlands. The key finding is that standardisation does not only increase the amount of innovation conducted in an industry while achieving societal goals, such as improving energy efficiency. It also triggers different types of innovation. While innovators in the investigated field prefer incremental innovations which can be integrated easily into existing ways of building houses, tightened requirements require systemic innovations, meaning that processes and organisations need to be changed. Additionally, we find that ambitious performance standards can also impact the organisation of an entire sector: they can force integration, the tightening of couplings between firms, in order to achieve systemic innovation.
