Off-farm activities generate on average more than half of farm households' incomes in the Mexican ejido sector. Participation in these activities helps reduce poverty and contributes to greater equality in the distribution of income. This paper analyzes the determinants of access to off-farm sources of income across households. We find that education plays a major role in accessing better remunerated nonagricultural employment. Adults of indigenous ethnic origin suffer from an educational lag and have less access to off-farm nonagricultural employment than non-indigenous adults at identical educational levels. The regional availability of off-farm employment strongly affects participation. In addition, women are differentially limited by distance to urban centers in their ability to gain off-farm employment.  相似文献

Property rights are widely thought to have considerable direct and indirect effects on urban poverty. However, few studies have been conducted and the evidence supporting these claims is scarce, especially in Southern Africa. This article examines effects of property rights in South Africa through a case study of subsidised housing for poor people in Khayelitsha, Cape Town. A difference-in-differences estimation strategy is employed. Results show that housing subsidies are associated with better physical health and (counter-intuitively) more teenage pregnancies. Improvement in health is attributed to better housing quality and environment while increase in teenage pregnancies is attributed to increased privacy. Effects of titling extend to social effects, which have been understudied in the literature. Since titling showed no effect by most measures, it is likely that poverty is driven so strongly by factors such as unemployment and poor location of housing projects that property rights make little overall difference to poverty.  相似文献

Comparative research suggests that poverty in childhood, and especially in the early years, impedes educational attainment. With longitudinal data from China, we estimate hazard models of dropping out of school in young adulthood with two dynamic measures of childhood poverty: poverty spell indicators that distinguish poverty in early childhood, middle childhood, and adolescence, and poverty indices that measure the depth of poverty and distinguish chronic from transient poverty.Four main results emerge: 1) Children who experience spells in poverty leave school at a higher rate than others, even adjusting for poverty in later periods; 2) Transient poverty is more widespread, and shows a greater negative association with school-leaving, than chronic poverty; 3) Early childhood poverty shows greater negative associations with education outcomes than poverty in later periods; and 4) Girls may be more susceptible than boys to early poverty. We further test two possible mechanisms of impact: early nutrition poverty and school fees. While lower protein intake at an early stage of life is related to poorer educational outcomes in young adulthood, adjusting for nutritional deprivation does not attenuate the associations of early transient income poverty. Results do not suggest that cohorts that experienced school-fee abolishment policies experienced different poverty effects than other cohorts.  相似文献

This article examines the relation between poor women and men and common property resources (cprs). It locates poor people's use of cprs within a wider focus on sustainable livelihoods, which argues that development initiatives need to build on people's assets and strengths, and identifies cprs as a crucial element of poor people's coping and adaptive strategies. The article considers evidence from India and West Africa with a particular focus on poverty reduction, equity, gender and management issues. Development agencies and governments which have re-focused their attention on poverty in recent years will find that cprs provide an entry point to understanding poor people's perceptions of poverty and for building on their capacities.  相似文献

By most statistical indicators, the educational gains made by black women during the past decade are rapidly being eroded: high school completion rates and college enrollment figures are declining, and dropout rates are increasing. The increase in black women earning bachelors and graduate degrees is due almost entirely to their higher participation rates in college. A higher proportion of blacks than whites are below 24 years of age; declining enrollments at a time when the black population is expanding reflects a significant loss. Important areas for policy initiatives include increases in financial aid. a critical factor in college attendance by black women-particularly at the graduate and professional degree levels-improvement in quality of primary and secondary education and counseling, and continuing education programs for teenage mothers.  相似文献

This article gives an overview of poverty, deprivation and homelessness as a social ill that is eating deep into the society's fabric. It affirms that these concepts are inextricably linked, illustrating this with the case of the street homeless women. Furthermore, it describes the characteristics of street homeless women in Johannesburg inner city and their perception of poverty. It also describes the survival strategies adopted by these women on the streets. The article also illustrates that street homeless women suffer most from unprecedented population growth, high levels of poverty, homelessness, illiteracy and unemployment. They form part of the largest group of the poorly sheltered population. The street homeless women in particular constitute a population at risk, especially when the nature of their homelessness is concealed. The article suggests it might be appropriate to give special attention to the poorest segment of the population, which includes the street homeless women. They must be made to participate fully and equally in policies and strategies to alleviate poverty.  相似文献

Migration and population movement are probably the most neglected of the significant dynamics behind rural poverty in South Africa. Little is known about how people move from place to place, and much of what we thought we knew may be incorrect. In KwaZulu‐Natal job search is no longer the single dominating reason given for migration. Instead, infrastructure ties with it for first place today, with land close behind. The first article in this two‐part report notes that as many as two thirds of the province's disadvantaged families have broken away from their communities of origin and moved at least once during their lifetimes. Perhaps three million have migrated in the last fifteen years. A second unexpected finding is the predominance of rural‐to‐rural migration. Three quarters of all moves recorded were rural to rural, with many orientated towards advantaged rural areas around small towns and secondary cities. Results show how streams are channelled towards poverty or opportunity, and argue for a review of prevailing concepts of rural‐urban relations which structure delivery efforts. The second article, to follow later, notes that recorded income levels are now higher in some rural destination areas than in the urban shack communities that accommodate rural‐to‐urban migrants. Results of various studies presented show how access to information affects migration patterns, and the article also explores the role of infrastructure as a determining force in the regional distribution of population and as a factor in people's own bootstrap anti‐poverty efforts.  相似文献

This paper presents a profile of poverty in Egypt for 1997. It assesses the magnitude of poverty and its distribution across geographic and socioeconomic groups, provides information on the characteristics of the poor, illustrates the heterogeneity amongst the poor, and helps identify empirical correlates of poverty. This poverty profile is constructed using data from the Egypt Integrated Household Survey (EIHS), which is a nationwide, multiple‐topic household survey. One of the more striking set of findings relates to the differences between the poor and the non‐poor in their educational attainments. Our results indicate a significant literacy and schooling gap between the poor and the non‐poor. On average the poor have 2.6 fewer years of schooling than the non‐poor, and their literacy rate is 27 percent lower than the non‐poor. Our results also indicate that augmenting educational attainment of the poor does not require building more schools, but reducing the poor’s opportunity cost of attending schools and increasing their returns from extra schooling, both suggesting the importance of income generating activities as a policy instrument.  相似文献

In view of its aging population, China initiated in 2012 a relaxed birth control policy after a three-decades-long implementation of the restrictive one-child policy. This paper examines how China's relaxed birth control policy leads to gender inequality. It specifically focuses on migrant workers because they account for a significant portion of the working group. Using the National Migrant Population Dynamic Monitoring Survey from 2014 to 2016, we found that China's two-child pilot policy reduced female labor force participation by 1.4 percentage points. This negative effect was more pronounced for women with higher educational levels or working in the private sector because employers foresee greater risks of productivity decline. We demonstrated that the gender pay gap increased from RMB956 to RMB1,053 during this same period. Pinpointing these unintended consequences brought about by the relaxation of the one-child policy helps provide a more complete picture of inequality and make sense of persistent relative poverty in Chinese society. To counteract gender discrimination, females are advised to work outside their home jurisdictions and take advantage of positive peer effects.  相似文献

Female-headed households are at greater risk of slipping into poverty than male-headed households. Indeed, sex and marital status of the head of household are the most important determinants of a family's poverty status in the US. Divorce, separation, death of a husband, and out-of-wedlock births can lead to female headship. Transfer payments, especially the Aid to Families with Dependent Children program, are blamed for contributing to increased marital instability and out-of-wedlock births. The authors examined the role of welfare benefits in influencing female headship. Preliminary results using standard estimation procedures indicate that transfers do not significantly influence female headship. Standard estimation procedures are, however, erroneous because they ignore differences in propensities to establish mother-only households. Therefore, adjusting for differences in propensities to establish female-headed households, the level of welfare benefits is indeed an important factor in explaining the variation in the changes in the birth rates to unmarried women. The use of a weighted measure suggests that welfare benefits, by increasing female headship of women who otherwise have low propensities to be female heads, have played a significant role in the feminization of poverty.  相似文献

This paper studies farmers who operate in a risky environmentat a minimum level of subsistence. In particular we investigatehow poverty influences the soil conservation decision in theabsence of formal insurance markets. It is shown that the consequencesfor the optimal soil conservation decision from poverty differacross the three agricultural activities considered in the model.Output-induced soil depletion increases with poverty, whilesoil conservation incentives improve for the same reason whenconservation inputs and win-win technologies are considered.Consequently it remains unclear whether poverty in general inducesfarmers to manage their resources poorly in the long run.  相似文献

The article examines the relationship between gender and consumption poverty and between gender and deprivation in the Republic of Guinea. National household survey data reveal that women are not more likely than men to be consumption poor or to suffer greater consumption poverty. Participatory Poverty Assessment data from the village of Kamatiguia reveal that women are “worse off” than men when deprivation includes, inter alia, excessive work load and reduced decision-making authority. When consumption poverty poorly correlates with other dimensions of deprivation, it should not be the sole guide for equity-based policy intervention.  相似文献

Despite the emphasis given to poverty reduction in policy statements and a substantial increase in social spending, money-metric poverty has shown little improvement since South Africa's transition to democracy in 1994. Alternative approaches to measuring well-being and inequality may show a more positive trend. This article uses the 2008 National Income Dynamics Study to assess the magnitude of inequalities in under-five child malnutrition ascribable to economic status. The article compares these results with those of Zere and McIntyre, who analysed similar data collected in 1993. In both cases, household income, proxied by per-capita household expenditure, was used as the indicator of socio-economic status. Children's heights and weights have increased since 1993 and being stunted or underweight has become less common. Furthermore, pro-rich inequalities in stunting and being underweight have significantly declined since the end of apartheid. This suggests that pro-poor improvements in child welfare have taken place. Policies that may have contributed to this include the Child Support Grant, introduced in 1998, and improvements in healthcare and the education of women.  相似文献

Using data from the Chinese Household Income Project survey and decomposition methods, this study explored the influence of parenthood on the gender wage gap in urban China in 2002 and 2018. Our findings showed that the employment rate is lower for women than men in both childless and with child groups, and the gender gap expanded from 2002 to 2018. The data revealed a parenthood wage penalty in 2002 and a parenthood wage premium in 2018. Moreover, the parenthood wage penalty was greater for women than for men and contributed to the formation of the gender wage gap. We also found that three components: motherhood wage penalty, fatherhood wage premium, and gender wage gap in the childless group contributed to the formation of the gender wage gap. From 2002–2018, the motherhood wage penalty decreased, whereas the fatherhood wage premium increased.  相似文献

This paper compares the incidence of poverty in three neighbouring rural villages in Bali, two of which have experienced the innovation of seaweed-growing and have become market dependent, while the third remains a traditional cassava-corn dependent village. Several alternative measures are used to compare the incidence of poverty in the villages, and these measures are discussed critically. All of them rate the incidence of poverty in the cassava-com village to be very high, and much greater than in the seaweed-dependent villages. Aggregative or macroeconomic studies of poverty, even at the regional level, are liable to conceal or overlook such differences. An innovation, at least in the Indonesian context, is the application of subjective or respondent-dependent methods of assessing poverty. These, it is argued, can make a valuable contribution to poverty assessment and in this case their results accord most closely with those of an average per capita expenditure method based on rural Bali, the World Bank and the KFM objective methods. Economic development and growth such as has occurred in the seaweed villages has not increased the incidence of poverty; instead it appears to have reduced it, contrary to what might have been expected if Kuznets' theory or the Neo-Marxian theory were to apply.  相似文献

This paper investigates the roles of manufacturing employment, neighborhood poverty, and family structure in determining wages among Detroit, MI workers, just prior to the current economic crisis. Employment in manufacturing has been crucial for blacks and whites: 39% of black and of white men in the Detroit metropolitan area worked in manufacturing in 2000. Regression analysis in this paper estimates employment in manufacturing raised wages 15.8% for all workers in the metropolitan area, 24.4% for blacks and 13.8% for whites. It finds a higher wage penalty (4.7%) for blacks in non-manufacturing industries than is found when manufacturing sector jobs are included (2.6%). Wage returns to education were greater in the non-manufacturing employment sector, especially for blacks. Residence in the poorest central city neighborhoods reduced wages significantly for white manufacturing and non-manufacturing workers. Its coefficient was insignificant for black workers. Gender and marital status effects on wages differed between blacks and whites in magnitude: White women suffered a larger penalty for their sex than black women (22.6 versus 9.6%) yet black men enjoyed a greater return to marriage than white men (27.5 versus 25.0%). Controlling for manufacturing reduced the gender wage gap and the returns to marriage for men. These findings suggest greater accessibility for women; and lower returns to marriage in non-manufacturing sectors. Among employed blacks access to manufacturing jobs has been their main source of decent wages. The adverse effects of the industry??s job loss in the 1980s and 1990s impacted all Detroit residents. Other high wage industries have employed relatively few blacks, have not paid them well; and have suffered job loss and slow growth over the period. Education could have raised wages for non-manufacturing workers, but not as much as access to manufacturing jobs. Today as in 2000, Detroit??s residents desperately need job creation or relocation to the central city; and job training and anti-discrimination policy enforcement throughout the metro-area. All of these would be necessary to offset job loss and reduce inequality and poverty in Detroit. The extent to which blacks will benefit from 2010?C11 improvements in manufacturing employment in Detroit depends upon whether private companies and the state provide equal access to the jobs and the training new technologies require.  相似文献

Abstract: International remittances flowing into developing countries are attracting increasing attention because of their rising volume and their impact on recipient countries. This paper uses a panel data set on poverty and international remittances for African countries to examine the impact of international remittances on poverty reduction in 33 African countries over the period 1990–2005. We find that international remittances—defined as the share of remittances in country GDP—reduce the level, depth, and severity of poverty in Africa. But the size of the poverty reduction depends on how poverty is being measured. After instrumenting for the possible endogeneity of international remittances, we find that a 10 percent increase in official international remittances as a share of GDP leads to a 2.9 percent decline in the poverty headcount or the share of people living in poverty. Also, the more sensitive poverty measures—the poverty gap (poverty depth) and squared poverty gap (poverty severity)—suggest that international remittances will have a similar impact on poverty reduction. The point estimates for the poverty gap and squared poverty gap suggest that a 10 percent increase in the share of international remittances will lead to a 2.9 percent and 2.8 percent decline, respectively, in the depth and severity of poverty in African countries. Regardless of the measure of poverty used as the dependent variable, income inequality (Gini index) has a positive and significant coefficient, indicating that greater inequality is associated with higher poverty in African countries, much in conformity with the literature. Similar results were obtained for trade openness. In the same vein, per capita income has a negative and significant effect on each measure of poverty used in the study. Our results also show that inflation rates positively and significantly affect poverty incidence, depth and severity in Africa. In all three poverty measures, the dummy variable for sub‐Saharan Africa is strongly positive, and strongly negative for North Africa. The policy implications of these results are discussed.  相似文献

Farley discusses changes in employment, occupation, earnings, income, and poverty among US blacks. Among black men, there has been a persistent rise in unemployment since 1960. By the early 1980s, 1 black man out of 8 had dropped out of the labor force, compared to 1 in 20 white men. Some contend that many black men lack the skills to be employed or have personal habits and criminal records which make them unacceptable to employers. Others believe that the expansion of federal welfare programs offers attractive alternatives to men who have limited earnings potential. Still others stress that blacks are concentrated within cities, while the growth of employment is occurring in suburbs. Among those blacks over age 54, labor force participation has declined because of improved Social Security benefits, better private pensions, and the greater availability of Supplemental Security Income. The employment of young blacks compared to whites has deteriorated since 1960. For both races, there has been a steady rise in the employment of women. The recent increases, however, have been great for whites. By the early 1980s, white women caught up with black women in terms of employment. Unlike the indicators of employment itself, there is unambiguous evidence that the occupational distribution of employed blacks has been upgraded and is gradually becoming similar to that of whites. Findings from many studies show that blacks once earned much less than similar whites, but this racial difference has declined among men and has nearly disappeared among women. The proportion of blacks impoverished fell sharply in the 1960s, reaching a minimum of 30% in the early 1970s. Since the early 1970s, blacks have made few gains. The proportion impoverished actually increased and the ratio of black-to-white family income declined. The fact that the earnings of black males are no longer rising faster than those of whites and that there is no longer a migration from southern farms to cities plays a role, but changes in family structure are also important. At all dates, poverty rates have been high and income levels low in families headed by women. In 1984, for example, 52% of the black families with a woman as head of household were below the poverty line, compared to 15% of the black married-couple families. While similar trends are occurring in white families, there has been a sharper increase in the proportion of blacks living in these female-maintained families which have high poverty rates.  相似文献
