An extensive literature exists on environmental nonmarket valuation research. It appears that results from these studies should be useful inputs to decision‐making about environmental policy or management. Here, we investigate the extent to which this occurs in practice in Australian environmental management bodies. Nonmarket valuation experts were surveyed about their studies that they believed to have influenced policy. Then, decision‐makers in environmental bodies were interviewed about the level of influence nonmarket valuation has had on their decisions. We find that researchers' perceptions of the influence that nonmarket valuation has on decision‐making are overly optimistic. Interviews with decision‐makers suggest that nonmarket valuation is little used in decision‐making. Indeed, the majority of them are unfamiliar with nonmarket valuation techniques. Nevertheless, once the concept was explained to them, many decision‐makers believed it could benefit environmental policy. Researchers' perceptions of the reasons for low usage of nonmarket valuation are largely inaccurate. We suggest a range of strategies that economists can use to promote the use of nonmarket valuation in environmental policy and management decisions, including ways to improve communication and engagement with decision‐makers, and strategies to increase the capacity for decision‐makers to use nonmarket valuation results.  相似文献

Stochastic dominance was used to determine the risk characteristics of phosphate fertilization of millet, sorghum and maize with commercial NPK fertilizer, rock phosphate and partially acidulated rock phosphate in Burkina Faso. On-farm-trial data from 1989, 1990 and 1991 in three rainfall zones was used. The analysis shows that among the four treatments tested, commercial NPK fertilizer has the most desirable risk characteristics. It is acceptable to risk averse decision makers for all three crops in all rainfall zones. The no-fertilizer control is dominated by the fertilizer treatments. The rock phosphate treatments have higher yields and in certain cases higher returns than the no fertilizer control, but those benefits are less sure than for the soluble commercial fertilizer. The distributions of cash returns to rock phosphate treatments are rarely significantly different from those of the control. Rock phosphate treatments never dominate the commercial fertilizer treatment. If farmers have a choice between commercial fertilizer, rock phosphate and partially acidulated rock phosphate, at current prices most of those who use fertilizer would choose the soluble commercial product. If the availability of commercial fertilizer were limited (e.g. by lack of hard currency), some farmers would use rock phosphate—especially the partially acidulated product. Stochastic dominance permitted a timely and detailed analysis of risk inherent in phosphate fertilizer alternatives. Because on-farm-trails involve a modest number of alternatives, pairwise stochastic dominance comparisons are feasible. The stochastic dominance analysis permits researchers to communicate to extension staff and policymakers not only the degree of risk, but also something about the characteristics of the crop response that contribute to risk. The key to effective use of stochastic dominance is careful study of the distributions and understanding why a technology is dominated or is potentially acceptable to risk averse decisionmakers.  相似文献

The Driver-Pressure-State-Impact-Response (DPSIR) framework was developed in the late 1990s to structure and organize indicators in a meaningful way. Since then, the framework has increasingly been applied in research projects with the aim of supporting decision making. A number of attributes of the framework regarding structuring and communication issues in research further strengthen its original purpose of bridging the science policy gap. We reviewed several studies that were mainly concerned with criticism and drawbacks of the DPSIR framework. Based on these studies and our own experiences in applying the DPSIR framework in an EU project to develop a decision support tool, we developed two criteria that we believe are crucial for policy relevant research: (a) the development of conceptual models integrating knowledge from different disciplines, specialists and policy makers, as well as those affected by their decisions; and (b) the potential to explain the results and analysis of research to different disciplines, specialists, stakeholders and the public and to demonstrate alternatives and provide decision options. We analyzed 21 studies using the DPSIR framework with regard to their relevance for decision making. We analyzed the definitions of the five DPSIR elements and whether specific end users were addressed in the respective studies. We found that in many studies, the DPSIR elements were defined in literature review or by researchers and that only a few studies targeted specific government authorities as users of research results. Eight out of 21 studies applied transdisciplinary research concepts and integrated broad ranges of stakeholder opinions and values into the research. Nine out of 21 studies presented alternative outcomes to decision makers and used the valuation of these outcomes by stakeholders to add further support to the decision-making process. The different positive and negative implications of the DPSIR framework are discussed with reference to research that supports policy making. Finally, we conclude that studies employing DPSIR may provide effective solutions for “real world problems” by taking into account additional criteria based on knowledge integration, stakeholder involvement and the provision of alternatives. Therefore, DPSIR is a useful tool to support decision making by means of showing solid evidence with alternatives and decision options, rather than by presenting predetermined solutions.  相似文献

Degradation of natural resources in Haiti has been a growing concern to foresters, environmentalists, and local populations. Various approaches based on “participatory”, “fines and taxes” and “command and control” regulations, have been unsuccessfully implemented to persuade farm households to adopt conservation measures. Negative impacts on the welfare of farmers limit the efficiency of these approaches for forest conservation. This paper investigates alternative solutions to the problem of deforestation of Haiti using linear programming (LP) models. More specifically, this study evaluates the role of various policy instruments on large-income farm households and low-income farm households’ welfare and forest conservation in Haiti. Data from 243 farmers inside the Forêt of the Forêt des Pins Reserve are used in the empirical analysis. Results suggest that agricultural subsidies tied to environmental conservation would promote a more sustainable resource use in Forêt des Pins Reserve.  相似文献

The increasing concern about the external costs of alcohol consumption has often led economists and policy‐makers to advocate taxes to internalise the social costs and target consumption. However, in certain markets for alcoholic drinks – particularly wine – price is not only a cost but also an indicator of quality, guiding consumer choice. There is, perhaps, a higher probability of ex post satisfaction with products at higher prices in a market with potential adverse selection. The price–quality proxy interacts with discounts, where the full price of the product before discount (referred to as the External Reference Price in the marketing literature) is used as a quality reference. This study shows that an alcohol tax in the presence of discounting may increase the perceived value of the product, and therefore persuade consumers to prefer the purchase of more expensive wines with the highest discount. As a consequence, consumers could favour products with higher alcohol content – which contradicts the objectives of the policy. Consequently, for an alcohol tax to be effective discounting of alcoholic beverages (in particular, wine) should be regulated to avoid the policy backfiring.  相似文献

目的 推动化肥减量是实现农业可持续发展、绿色发展的必然要求,而农地流转的发展为推动化肥减量提供了新的思路。方法 文章基于2005—2020年中国省级面板数据,运用连续型DID模型、中介模型等考察农地流转政策对化肥减量作用、作用机制以及异质性作用。结果 (1)基准模型估计结果表明,农地流转政策对化肥减量具有显著的促进作用,即农地流转能够促进化肥减量。(2)作用机制分析表明,农地流转政策可以通过调整种植结构和扩大经营规模的渠道对化肥减量起促进作用。(3)异质性分析表明,在自然地理区位维度,农地流转政策对东部和西部地区带来的化肥减量作用更为明显;在粮食生产功能区维度,农地流转政策对非粮食主产区带来的化肥减量作用更为明显;在化肥用量分布维度,对于化肥用量位于0.9分位点的省份,农地流转政策实施带来的化肥减量作用相对较弱。结论 应继续有序推进农地流转,提高农地流转比例;应遏制农地流转“非粮化”,促进农业适度规模经营;应结合各区域经济社会发展,因地制宜的探索农地流转模式。  相似文献

Extending strategic planning to the full range of Common Agricultural Policy (CAP) interventions could improve the impacts of this controversial public policy. Science, particularly agricultural economics, can play a role in improving the quality of planning and implementation of a reformed CAP. The preparation of Member States' Strategic Plans (SP) is rather formalistic, while the plans are not very rigorously designed. A major weakness is related to the CAP's political-economic characteristics and lies in the selection and definition of interventions: financially strong but poorly targeted interventions tend to be pre-fixed, which prevents a stronger focus on the results and quality of planning. The intervention logic functions as a black box, as the links between policy priorities and interventions are merely implied, with no clear, evidence-based links. Therefore, European decision makers should re-examine the concept of CAP SP and especially improve a support system and capacity building for SP designers. Greater involvement of academic research and scientific methods and tools in the preparation, monitoring and evaluation of plans, could significantly improve the quality of planning. This would require increased investment in research and dialogue among representatives of academia, government and the nongovernmental sector.  相似文献

Shortage of fossil fuels and global oil crisis are leading many national energy authorities to switch from traditional fuels to other renewable ones. On the other hand, in several western countries – due to an increasing environmental awareness – public acceptance of traditional power plants (e.g., coal or fired oil) is steadily decreasing, mostly because of their significant environmental pressures. Decision makers’ activities need to be supported by objective tools, which must be designed to be able to select the best alternative in order to achieve some prefixed goals. Therefore, in the present study, a tool is proposed to support decision makers: it is based on Life Cycle Assessment data from seven different power plants (coal, fired oil, fired gas, nuclear, wind, solar and hydroelectric), to understand what is taken into in terms of material fluxes, and how much it costs in a specific context. Consequently, an Analytic Hierarchy Process has been proposed to select which one might be the best alternative in function of the considered scale and ten environmental criteria. The proposed procedure aims to evaluate different power plants and identify the most environmentally sustainable one in function of plant construction and operation phases.  相似文献

Farm diversification has been prominently supported by agricultural policy makers aiming to support rural development. To increase the understanding of determinants influencing diversification and hence to increase the efficiency of policies aiming to support farm diversification this paper presents the results of an analysis of diversification determinants. The research investigates Dutch farms diversification strategies using Farm Structural Survey (FSS) data of 2011 including 70,392 farms. The study uses a binary logit model to determine the characteristics influencing the diversification decision in general. Furthermore, an in-depth analysis for six diversification strategies was conducted. Additionally the study categorised the specific diversification activities in order to estimate a multinomial probit model, analysing three choice categories simultaneously. This enables us to compare determinants of farm diversification in general with determinants of specific activities. The analysis includes socio- demographic, economic and geophysical farm characteristics assumed to influence the diversification decision. Even though diversification is largely influenced by similar determinants, we find differences that are most pronounced for the adoption of nature conservation strategies. Consequently, it is important for policy makers to target policies at specific diversification activities in order to increase efficiency.  相似文献

This paper aims to estimate the non-market benefits derived from the potential development of a new urban park in the city of Thessaloniki (Greece). The city of Thessaloniki has up to now a very low rate of proportional green space per capita. On this context a large metropolitan park was announced, as part of a large-scale redevelopment project, but the final decision has not been made yet. In order to help policy makers to their final decision, an ex-ante valuation of the potential benefits of the park is carried out in this study. A contingent valuation survey was designed and implemented aiming to estimate the willingness to pay of local residents for the provision of this park, as well as to determine the spatial scale at which these values are assessed. The main finding of this study is that people living within 20 min from the reference site are willing to contribute a significant amount of money to support this project. Another interesting outcome is that the willingness to pay for this project was not considerably modified during a period of economic recession (2010–2013), which is mainly due to the growing public awareness of the importance of green spaces, as well as of the benefits of the planned park.  相似文献

Despite a significant growth in food production over the past half-century, one of the most important challenges facing society today is how to feed an expected population of some nine billion by the middle of the 20th century. To meet the expected demand for food without significant increases in prices, it has been estimated that we need to produce 70–100 per cent more food, in light of the growing impacts of climate change, concerns over energy security, regional dietary shifts and the Millennium Development target of halving world poverty and hunger by 2015. The goal for the agricultural sector is no longer simply to maximize productivity, but to optimize across a far more complex landscape of production, rural development, environmental, social justice and food consumption outcomes. However, there remain significant challenges to developing national and international policies that support the wide emergence of more sustainable forms of land use and efficient agricultural production. The lack of information flow between scientists, practitioners and policy makers is known to exacerbate the difficulties, despite increased emphasis upon evidence-based policy. In this paper, we seek to improve dialogue and understanding between agricultural research and policy by identifying the 100 most important questions for global agriculture. These have been compiled using a horizon-scanning approach with leading experts and representatives of major agricultural organizations worldwide. The aim is to use sound scientific evidence to inform decision making and guide policy makers in the future direction of agricultural research priorities and policy support. If addressed, we anticipate that these questions will have a significant impact on global agricultural practices worldwide, while improving the synergy between agricultural policy, practice and research. This study investigates the impact of different soil and water conservation (SWC) technologies on the variance of crop production in Ethiopia to determine the risk implications of the different technologies in different regions and rainfall zones. Given the production risks posed by climate change, such information can be used by decision makers to identify appropriate agricultural practices that act as a buffer against climate change. Results show that SWC investments perform differently in different rainfall areas and regions of Ethiopia and that the effectiveness of technologies such as irrigation, fertilizer, and improved seeds often depends on whether these investments are coupled with SWC measures. These results underscore the importance of the selection of appropriate combinations of technologies and careful geographical targeting when promoting and scaling up SWC technologies for adaptation to climate change.  相似文献

The ‘direct costs’attributable to 30 different endemic diseases of farm animals in Great Britain are estimated using a standardised method to construct a simple model for each disease that includes consideration of disease prevention and treatment costs. The models so far developed provide a basis for further analyses including cost‐benefit analyses for the economic assessment of disease control options. The approach used reflects the inherent livestock disease information constraints, which limit the application of other economic analytical methods. It is a practical and transparent approach that is relatively easily communicated to veterinary scientists and policy makers. The next step is to develop the approach by incorporating wider economic considerations into the analyses in a way that will demonstrate to policy makers and others the importance of an economic perspective to livestock disease issues.  相似文献

Promotion of bioenergy production is an important contemporary topic around the world. Vast amounts of research are allocated towards analysing and understanding bioenergy systems, which are by nature multi-faceted. Despite a focus on the deployment of multi-criteria decision-making (MCDM) methods for planning of bioenergy systems, only little research has addressed the location component of bioenergy facility planning. In this paper the authors develop a model for sustainable capacity expansion of the Danish biogas sector allowing for an identification and prioritization of suitable locations for biogas production. The model builds on a framework for spatial planning and decision making through the application of spatial multi-criteria evaluation (SMCE). The paper is structured around a case study including four Danish municipalities in order to demonstrate the power of the spatial multi-criteria evaluation model. The model allows a two level comparison of suitability, within municipalities as well as between municipalities. Criteria weights for generation of alternatives are obtained through an analytical hierarchy process (AHP) analysis, carried out among a group of Danish central governmental decision makers. We find that resource and production economic criteria are given highest priority followed by environmental and social criteria. In all four case study municipalities, the identified alternatives are compared through incorporating economic, environmental and social criteria. It is found that 4–6% of the municipal area is suitable for biogas facility location and among the best performing sustainable locations the potential of reducing overall production costs is 3% as compared with current biogas plants. The results of this paper can provide support to central governmental decision makers, regarding regional allocation of subsidies in the country. Likewise local decision makers can obtain important information for planning and decision support, allowing for a more inclusive and transparent planning procedure.  相似文献

Decentralization has enlivened new, bottom-up approaches for forestry governance in Southeast Asia. In Indonesia, social forestry and adat (indigenous) rights have come to the fore. The landmark 2013 Constitutional Court decision MK35/2012 allows adat communities greater control over their traditional forest areas. MK35 is the subject of much attention in national debates on forest devolution, but many questions remain about implementation. This paper examines a unique case of MK35 implementation through a local regulation involving the Kajang adat community of Bulukumba, South Sulawesi. We highlight participatory action research (PAR) processes and methods, such as participatory mapping and survey “ground truthing,” which built consensus around vital, contentious policy questions such as the extent of the adat forest. Findings suggest that PAR, albeit time-consuming, is a robust approach for fostering complementarity between stakeholder groups and decision makers in bottom-up land use planning and management.  相似文献

To avoid the current paradoxes of the global agro-food system it is necessary to define and implement a viable agricultural sustainable model, combining satisfaction of food needs and land preservation. A possible solution can be found in a holistic production system consistent with a sustainable development model, designed to satisfy diverse “local” economies. The conservation agriculture (CA) could be a part of this model, as it includes a set of best practices available to preserve agrarian soil and its biodiversity. Briefly, we cover the CA background in Europe followed by the evaluation of its impact in terms of private/public interest, using the sustainability’s metric.To test the viability of a model based on CA in “local conditions”, we compare economic performance of different conservation practices (i.e. minimum and no tillage) to that of conventional agriculture in a typical Mediterranean environment – Collina Materana – in Southern Italy (Basilicata region). Our findings suggest that: i) CA can actually be a viable alternative to conventional systems; ii) in Mediterranean agricultural areas CA has yield advantages especially during dry years, when conservation techniques increase water supply to crops; iii) public support is needed to direct farming choices in fact without financial incentives these practices would be not widely accepted and diffused; iv) European policy makers have to recognized the positive benefits of CA and pay them as ecosystem services in the framework of Good Agricultural Environmental Conditions and the present CAP subsidies.  相似文献

Resource Management Domains (RMD) represent a way to characterize land units, based on biophysical and socioeconomic characteristics. This concept has been applied to delineate and characterize sustainable land units for agricultural use in the Mewat District of Haryana, India. A GIS-based framework was conceptualized to characterize RMD and appropriate biophysical and socioeconomic parameters were identified based on local conditions and expert opinion. The biophysical characteristics of the region were represented by soil (soil erosion and fertility) and groundwater (groundwater quality, potential and vulnerability) parameters. Population density, landholding, cropping pattern, irrigation source, fertilizer type, sprinkler density, tubewell type and tractor density were considered for socioeconomic characterization. Each of these parameters was modelled and mapped using well established methods The biophysical and socioeconomic parameters were integrated using a multivariate clustering method. The integration modelling results in the delineation of the region into seven RMDs, which were validated with two focus group discussions (FGD) in each of the RMD’s. The correlation between the RMD modelling results and the FGD was found to be more than 90% in five RMDs and 65% and 39% in the remaining two RMDs respectively. The result was also validated with feedback from the local administrative authorities. The study charts a sound basis for policy makers for taking the necessary steps to address location-specific differential agricultural needs in any region.  相似文献

Summary

Increasing market demand for new residential development in the urban fringe, together with changes in national political ideology and planning policy over the last decade, have combined to modify a longstanding opposition to development in the greenbelt. This has heightened the need for local planners and decision‐makers to formulate development plans which incorporate a satisfactory trade‐off between pro‐growth and anti‐growth interests. This paper identifies the principal actors involved in the production of the built environment of the urban fringe and employs a multi‐indicator technique to measure the incidence and intensity of development pressure in Glasgow's metropolitan fringe.  相似文献

This article examines farmers' preferences for both cropping and management practices, which are of policy interest because of their environmental impact. We present the results of a choice experiment survey of all agricultural decision makers in the Camargue region. A latent class model identified three classes. The main class encompasses farmers complying with the norms of the Protected Geographical Indication (PGI): Riz de Camargue. We estimated the monetary value of each of the relevant agricultural practices. Our results make a strong case for differentiating incentives to encourage environmentally friendly practices and identify the diversity of values attached to the main components of rice cropping technology in the area. Estimates of the implicit prices indicate that most rice growers can be persuaded to adopt environmentally friendly practices. These findings could help in designing targeted contracts according to farmers' preferences, in line with conservation or environmental objectives.  相似文献

The Salinity Investment Framework (SIF3) is designed to help environmental managers make better policy decisions about protecting key assets under threat of dryland salinity, a major degradation problem in Australia. This study reports results from applying SIF3 in partnership with two regional organizations (in the states of Victoria and Western Australia) with contrasting institutional powers and structures. We also engaged relevant policy makers with a view to influencing national policy. Available knowledge, science, and data were used to develop region-specific recommendations for public investment in salinity management. SIF3 proved easy to apply, requiring minimal changes from its original version. Establishing trust and credibility with stakeholders was extremely important. More time was required to be spent on communicating what SIF3 was and what it would mean for stakeholders than in applying it in the catchments. In both regions, recommendations included making a clear distinction between localized assets (such as a particular wetland) and dispersed assets (such as agricultural land as a whole); more targeted investment in spatially identified localized assets; using a broader range of policy tools; basing recommendations on the levels of public and private net benefits; anticipating the adoptability of sustainable land-management practices; and formally integrating relevant scientific, economic and social information with community values. The differences between current action and recommendations were significant in both regions, particularly in Victoria. As a result of our work both regions have decided to implementing a similar asset-based approach covering various environmental threats in addition to dryland salinity. The research indicates that it is feasible to use decision frameworks such as SIF3 to improve the rigour of decision making by community-based environmental management organizations. A broader range of policy tools are needed for dryland salinity, with less reliance on extension and small grants, and more emphasis on intervention around key assets and investment in technology development. We have influenced policy makers to some extent at state level and nationally through discussion of SIF3 in a national inquiry, preparation of a policy paper for peak multi-government policy committees, briefings and provision of advice on policy design. Despite this, achieving significant policy change at the state and national levels remains difficult for a number of reasons. Governments give limited signals to environmental managers to achieve environmental outcomes, being more concerned with community participation objectives and political considerations. We hope for significant policy change with increased scrutiny about sound decision making and public accountability.  相似文献
