Closed-market models embodying alternative specifications of supply, demand and substitutability conditions are developed to measure the economic benefits from a research-caused improvement in quality. The models are applied to the estimation of the economic benefits from reducing backfat depth in Australian pork. A major finding is that the Australian pig industry has the potential to derive a gross research benefit of about $7 million per annum from a 10% reduction in backfat thickness in pigs. Under each of the chosen specifications, the larger share of this gain accrues to pig producers. There could be additional social gains as a result of health benefits not incorporated in consumers' valuations.  相似文献

A multi-commodity model is developed for evaluating the gains from research which raises the demand for a commodity, and applied to the pig and chicken industries in Australia. The major finding is that the gain to pork producers is larger, and the gain to consumers smaller, with a cross-commodity consideration than without. Bigger differences in results are observed with larger values of the cross-price elasticity between pork and chicken, and with a larger shift in demand for chicken. However, the aggregate benefits to the Australian pig industry are not significantly affected by price changes in the market for chicken. The implication of the analysis is that, by ignoring the cross-market feedback between commodities closely related in consumption, consumers (or taxpayers) of the commodity experiencing a rise in demand may bear a higher-than-optimal outlay on public research directed to increasing the demand for that commodity.  相似文献

The final incidence of benefits and costs of wool industry research and development (R&D) undertaken in Australia depends greatly on the nature of the R&D and the way it is funded. Using preferred parameter values, the Australian share of benefits from farm-level R&D is 58 per cent (falling to 40 per cent if there is 50 per cent adoption of the new technology by producers overseas); the Australian shares of benefits from wool-processing R&D ere 24 per cent (topmaking) and 27 per cent (textile-processing). Under current funding arrangements, an Australian wool tax provides about one-eighth of total R&D funds, a matching government grant provides another one-eighth, and other public sector funds make up the remaining three-quarters. Under these arrangements, the final incidence of the costs is 95 per cent on Australians (mostly taxpayers at large), and the wool industry bears only 12.5 per cent of the costs of its R&D. One implication is that a wool tax alone is a more equitable and efficient means of financing wool-industry R&D than the current arrangements.  相似文献

Small ruminanl research carried out by the SR-CRSP on management, nutrition and reproduction was developed and evaluated through an Outreach Pilol Program in West Java, Indonesia. On-farm testing indicated that introduction of different management practices could increase birth rale and survivability of Javanese Thin Tail sheep. This article presents results from an assessment of research investments that measures the potential returns from this technological package, with various adoption and spillover effects, weighs the benefits against the research and training costs of the SR-CRSP, and looks at distribution of benefits among consumers and producers of sheep in Indonesia. The rate of return in the most conservative scenario was 19%, with potential short-run benefits exceeding the costs incurred by breeding and nutrition research, and training of 23 masters and doctoral students in 10 years. Market conditions favor producers in the distribution of benefits.  相似文献

Public sector investment in agricultural research is an important component of developing country efforts to bolster staple cereal production in the face of rapid population growth. This paper uses a spatial equilibrium model to evaluate the potential impact of maize research in six regions of Kenya. The application highlights the important role of research in meeting future food needs, as well as the geographic variability of producer and consumer benefits from technology and trade policy options. Despite significant research induced supply shifts, Kenya will require additional production increases of 1.5 to 2 per cent per year to meet stated goals of self-sufficiency in maize production with open markets. Import restrictions can ensure self-sufficiency and generate producer welfare gains at greater expense to the majority of Kenyans who are net consumers of maize. In the debate over trade policy, public sector investments in maize research should be seen as a potential mechanism to compensate producers for welfare losses associated with market liberalisation.  相似文献

Air pollution is one of the top environmental concerns in China. On days with severe air pollution, people (both consumers and producers) often reduce outdoor economic activities in order to avoid possible health damages. This impacts the market trade of fresh food products, at least in a short run. This empirical study sheds light on the impact of air pollution on the short run prices of three major fresh food products (Chinese cabbage, tomatoes and pork) using daily data from the largest outdoor wholesale market in Beijing. With an increase in AQI (Air Quality Index) by 100 units, prices for Chinese cabbage and tomatoes decrease by 1.19 and 0.89 per cent. With an increase in PM2.5 concentration by 100 μg/m3, prices for Chinese cabbage and tomatoes decrease by 0.64 and 0.55 per cent. Air pollution affects vegetable prices, but has no significant impact on prices of pork products.  相似文献

Canada and the United States have strong economic ties and form part of an integrated North American pork industry. Canada's pork industry is export-oriented, and the United States represents a key market for both live pigs and pork. Pork value chain stakeholders include input suppliers, pig producers, transportation companies, slaughter plants, wholesalers, and retailers. There are three overriding areas of concern for the Canadian pork industry with respect to potential impacts of the current pandemic (COVID-19). The first is Canada/US trade and the ability to continue exporting Canadian live pigs and pork to the United States. The second is labor and the impact of potential absenteeism on all sectors of the pork value chain. The third is global trade, because Canada's pork industry relies heavily on exporting pork to markets around the world.  相似文献

This article develops a framework to examine the ex ante benefits of transgenic research on drought in eight low-income countries, including the benefits to producers and consumers from farm income stabilization and the potential magnitude of private sector profits from intellectual property rights (IPRs). The framework employs country-specific agroecological–drought risk zones and considers both yield increases and yield variance reductions when estimating producer and consumer benefits from research. Benefits from yield variance reductions are shown to be an important component of aggregate drought research benefits, representing 40% of total benefits across the eight countries. Further, estimated annual benefits of US$178 million to the private sector suggest that significant incentives exist for participation in transgenic drought tolerance research.  相似文献

Gravity models have a long history in the empirical analysis of trade flows and market penetration, but lack a strong economic foundation. This paper demonstrates that the gravity model can be reconciled with existing economic theory within the framework of an interregional trade model. An empirical gravity model of interregional trade is specified for Canadian pork exports to the United States. The estimated results show that, among other things, demand for transport is highly elastic, suggesting that pork producers and truckers have a mutual interest in exploring means to lower freight costs. Finally, the gravity model is used to identify potential markets for each of the five major exporting provinces. The Canadian pork industry has its best opportunity for further penetration in Illinois, Texas, New York and New Jersey.  相似文献

Rotational grazing has been promoted as a best management practice with environmental benefits and associated higher revenue. Its adoption rate has been relatively low. This study investigates the role of uncertainty in the adoption of rotational grazing with a cost‐share by cattle producers. Mail survey results indicate that 63–71 per cent of cattle producers are uncertain about adoption with a government cost‐share. The study suggests that the possibility of uncertainty should be considered in cases where willingness‐to‐pay is elicited in the context of adoption of technology.  相似文献

Differentiation and branding of fresh pork products have created interest in the potential for swine producers to invest further up the pork supply chain to capture a greater share of the consumer's dollar. However, the ultimate success of producer-owned ventures will depend on their ability to identify market opportunities and execute merchandising strategies to maintain sales of a perishable and seasonally variable pork product in a commodity market environment. To better understand the competitive issues in pork marketing on a small scale, three firms already engaged in direct marketing of fresh pork products are examined and reported as case studies.  相似文献

The economic returns to Canadian federal broiler chicken research between 1968 and 1984 were estimated using the economic surplus approach. The impact of distortions in the product market and of the excess burden of taxes on the net benefits of research and the distribution of gross benefits between producers and consumers were assessed. Rates of return to research investments at the margin over this period were estimated to be between 52% and 60%. All of the benefits of this research have accrued to consumers, and producers have actually been made worse off by broiler research under the existing regime of supply management.  相似文献

The present paper estimates the distributions of aggregate returns from different types of research and promotion investments by the Australian grape and wine industry among grapegrowers, winemakers, domestic and foreign consumers, and the tax office. The results show that most of the gains from cost-reducing R&D in grape and wine production go to producers and that producers get a far larger share of the benefit from export promotion than that from domestic promotion. Foreign consumers of Australian wine also enjoy a significant share of the benefits from Australian R&D. Sensitivity analysis shows that the key results hold for a wide range of parameter values.  相似文献

Profits from generic advertising by a producer group often come partly at the expense of producers of closely related commodities. The resulting tendency toward excessive advertising is exacerbated by check-off funding. To analyze this beggar-thy-neighbor behavior we compare a scenario where different producer groups cooperate and choose their advertising expenditures jointly to maximize the sum of profits across the groups, and a scenario where they optimize independently. In an illustrative example using 1998 data for U.S. beef and pork, the noncooperatively chosen expenditure on beef and pork advertising is more than three times the cooperative optimum.  相似文献

Subsidies to agricultural producers through domestic tax and social programme policies are generally not included in producer subsidy equivalent (PSE) measures. This study examines the price induced distortions of domestic tax policy and social programmes on dairy trade between Canada, New Zealand, Germany, and the United States. The degree of tax subsidisation and the price subsidies needed to offset the tax and social programme advantages enjoyed by each country are estimated using a simulation model. Study findings suggest that current German taxation policy provides a substantial subsidy to dairy producers. Canadian and US farmers also have some trade advantages because of tax policy and social programmes.  相似文献

The spillover effects of agricultural research are of interest because research-induced supply shifts in non-target regions can reduce the benefits for producers in the target regions. The introduction of semi-dwarfing genes in wheat into Australia provides an example of spillover from the CIMMYT program. Australia's wheat-growing environments were not those for which the CIMMYT material was specifically targeted. However, some of these lines were introduced into Australia and used in breeding programs to produce important supply shifts in Australia. An examination is made of the effects that the spillover had in Australia. Using an index of varietal improvement, with its attendant qualifications, an estimate of the extent of that shift resulting from the CIMMYT-based varieties was obtained. While the extent varied widely between states, the shift was found to be between 0.2 and 7.7%, with an overall average for Australia of 3.5% by 1983. On the basis of an assumption of perfectly elastic export demand for Australian wheat, the estimated total cost savings to Australian producers were US$747 million (in 1983-84 dollars) for the period 1974 to 1983, or an average of US$75 million per year. The annual contribution of Australia to CIMMYT has averaged approximately US$340,000 in recent years, while the average annual expenditure on wheat breeding in Australia has been US$4 to 5 million. On the basis of pedigrees, approximately two-thirds of the cost savings of CIMMYT-based varieties could be attributed to CIMMYT per se, with the remaining one-third attributable to the inputs of the Australian wheat breeders.  相似文献

The present paper reports an economic evaluation of the long-term benefits to Australia of research by the Cooperative Research Centre for Weed Management Systems (CRC) into the improved management of vulpia , the major annual grass weed of temperate pastures in New South Wales and Victoria. Vulpia reduces livestock production by competition with more desirable pasture species, by the production of low quality feed at critical times of the grazing cycle, and by injury to animals. A 20-year stochastic benefit-cost analysis indicated that reducing the impacts of vulpia in these pastures produced a mean net present value of $A58.3 million and a mean benefit-cost ratio of 33:1. Temperate pasture zone wool producers would capture the largest shares of these benefits, Australian consumers would gain, but wool producers in the rest of Australia would suffer welfare losses from vulpia reductions in the temperate pasture zones.  相似文献

The widespread commitment of public funds to agricultural research is being questioned by administrators in governments and by the Canadian public. Questions relating to the level of public expenditure on agricultural research, the efficiency with which the resources are being allocated, and the manner in which the benefits are distributed among members of society art being asked. This study addresses these and related questions as they pertain to publicly funded wheat research activities conducted over the period 1946 to 1979- Two research scenarios were examined - one dealing with the development of new varieties of wheat and the other dealing with all research applicable to the production of wheat. The results revealed that society has indeed benefitted substantially from public investment in wheat research. The level of social benefits averaged $49 and $143 million (measured in 1971 dollars) annually for the wheat breeding and all-wheat research scenarios, respectively. The average annual internal rates of return earned from these public investments ranged between 30 and 39 percent. Furthermore, some evidence was presented that suggests society may, in fact, be underin-vesting in agricultural research in the aggregate. Finally, analyses of the distribution of the benefits showed that both producers and consumers are major beneficiaries.  相似文献

Impact assessment studies consistently show that the benefits generated by plant breeding are large, positive and widely distributed. Numerous case studies have concluded that investment in plant breeding research generates attractive rates of return compared to alternative investment opportunities, that welfare gains resulting from the adoption of modern varieties (MVs) reach both favoured and marginal environments, and that benefits are broadly shared by producers and consumers. But just how reliable are the results of studies that estimate the benefits of plant breeding research? This article reviews methods used to estimate the benefits of plant breeding research and discusses theoretical and empirical issues that often receive inadequate attention in applied impact assessment work. Our objective is not to question the validity of the theoretical frameworks commonly used to estimate the benefits of plant breeding research, but rather to examine problems that can arise when the widely accepted theoretical frameworks are used for empirical analysis. Most of these problems can be grouped into three basic categories: (1) problems associated with measuring adoption and diffusion of MVs, (2) problems associated with estimating benefits attributable to adoption of MVs, and (3) problems associated with assigning credit among the various plant breeding programmes that participated in developing the MVs.  相似文献

Commodity levies are used increasingly to fund producer collective goods such as research and promotion. In the present paper we examine theoretical relationships between producer and national benefits from levy-funded research, and consider the implications for the appropriate rates of matching government grants, applied with a view to achieving a closer match between producer and national interests. In many cases the producer and national optima coincide. First, regardless of the form of the supply shift, when product demand is perfectly elastic, or all the product is exported, domestic benefits and costs of levy-funded research all go to producers and they have appropriate incentives. Second, if research causes a parallel supply shift, the producer share of research benefits is the same as their share of costs of a levy, and their incentives are compatible with national interests. In such cases, a matching grant would cause an over-investment in research from a national perspective. However, if demand is less than perfectly elastic, and research causes a pivotal supply shift, the producer share of benefits is smaller than their share of costs of the levy, and they will under-invest in research from a national point of view. A matching grant can be justified in such cases, however the magnitude of the optimal grant is sensitive to market conditions.  相似文献
