A survey of farmers in Southern Alberta was developed to determine the importance of computer decision-making tools in the region. The survey provided approximately 300 useable responses. The results indicated that 78% of Southern Alberta farmers owned computers and 50% owned Pentium or Pentium II computers. The largest farm related uses for these computers were: 1) maintaining general farm account records, 2) tax preparation, 3) word processing, and 4) maintaining inventory records. Sixtyfour percent of respondents use computers for record-keeping and 58% use them for accounting. About 40% of respondents use the Internet to obtain price and weather information. The impacts of climate change on agriculture in developing countries will depend on the extent to which agricultural production in those regions adapts to climate change’s influences. This study uses a whole-farm land use optimisation approach to explore climate change impacts, when including adaptation, on farm profitability, production and associated greenhouse gas (GHG) emissions in the Loess Plateau of northern China. The results show that with adaptation activities, the losses in smallholder farm profitability caused by the climate change could be moderate. Declining rainfall results in land use changes that generate higher on-farm GHG emissions with the most economically beneficial adaptations. With 5 % or 10 % decline in annual rainfall, the introduction of agricultural carbon tax would generate substantial reduction in on-farm GHG emissions. With 30 % rainfall reduction, agricultural carbon tax is not likely to bring about considerable emission reduction. The economically optimised land uses are generally sensitive to potential changes. When rainfall reductions appear, there is a clear trend toward reducing cropping area and transiting to pasture. With 5–10% rainfall reductions, increasing agricultural carbon tax with same rainfall reduction leads to the expansion in cropping enterprises. However, with 30 % rainfall reduction, land allocations are not sensitive to agricultural carbon tax. When with declining annual rainfall, in the optimal enterprises more oats-pasture rotations are employed to reduce wheat dominated rotations. Besides land use patterns, adaptations through altering farm management practices are also necessary. The economically optimised sheep flock would be increased considerably with declining rainfall. Overall, policymakers are suggested to initial more educational schemes to tell smallholder farmers how to make the best use of available adaptation strategies and consider changes in climate when design and implement agricultural policy.  相似文献

There is growing interest in Nova Scotia's Environmental Farm Plan (NS EFP) program among farmers and policy makers because of several reasons. First, effectiveness of standardized or uniform beneficial management practices in mitigating the negative environmental impacts from agriculture is limited by inherent heterogeneities in agricultural production systems. In addition, there is heightened interest in farmers generating ecological goods and services to society. This study investigates the determinants of participation in the NS EFP program. A discrete choice model of NS EFP participation was applied to a sample of 83 farmers (representing a 31% response rate). To increase relevance of the study to program administrators, the study also examined farmers’ use of various channels and sources of information on farm conservation practices. The most used sources of information on farm conservation practices include a mix of interpersonal sources and government agencies. Although online information (especially those available for free) appears to be gaining popularity in usage, overall, electronic and computer channels of information (especially radio and television) were used less compared with traditional channels of communicating farm conservation information (such as newsletters and agricultural magazines). Regression analysis suggests that farm characteristics (i.e., farm type, farm size, farm income) and farmer capacity variables (i.e., specialized training and knowledge from EFP program information sessions and workshops, and on-farm stewardship demonstrations) were significant determinants of environmental farm planning.  相似文献

This paper explores the potential for farmers’ engagement on the issues related to greenhouse gas (GHG) emission mitigation in extensive low-input livestock farming systems. The framework used was based on Participatory Action Research. This involved integrating quantitative evidence on GHG emission impacts at the farm level and qualitative data on the obstacles to the adoption of innovation based on farmers’ perceptions and attitudes to climate change. The study aims at building social capital among 14 farmers in the South West and West Midlands regions in England, and it evaluates the potential for the adoption of emission mitigation strategies. The Rapid Farm Practices Appraisal (RFPA) tool was created to assess farm practices based on their mitigation potential. Practices were assessed twice over 6–9 months. Semi-structured interviews were used to assess barriers and opportunities to farmer engagement and on-farm innovation. Farmers were invited to a focus group meeting to network with other farmers and engage with researchers. All farmers participated in the 2 farm assessments, but only half the farmers adopted changes in farm management. All farmers appreciated the RFPA tool, the clearness of the information provided and the focus of the tool on practices directly. The main obstacles to innovation were limited financial capital, lack of trust in government action and confusion over the effectiveness of farm advice on mitigation. The lack of long-term flexibility of agricultural policies and the source of information greatly influenced the acceptance of advice. Results suggest the potential for the expansion of the RFPA tool to include economic assessment of farm practices and the engagement of a larger pool of farmers and farming systems. The tool could be used to support the GHG Action Plan and future environmental policies, and as an integrated self-assessment tool for farmers under Environmental Stewardship Schemes.  相似文献

Costa Rica has long been a leader among developing countries in the design of and experimentation with innovative environmental programs. Since 1997, Costa Rica's "Pagos de Servicios Ambientales" (Payments for Environmental Services) Program has provided payments to more than 4,400 farmers and forest owners for reforestation, forest conservation, and sustainable forest management activities. The econometric analysis of a survey of farmers and forest owners, including both PSA participants and nonparticipants, shows that farm size, human capital and household economic factors, and information variables significantly influence participation in PSA program alternatives. Large farmers and forest owners are disproportionately represented among program participants.  相似文献

Among rice scientists in developing countries there is a general belief that on-farm rice yields are far below their potential level. There is considerable controversy about the appropriate methodology to define and measure the potential yield at the farm level within the farmers' environment. Most of the methodologies are based on agronomic criteria and neglect the farmers' socio-economic environment. The aim of this paper is to define the potential yield at the farm level incorporating the economic environment farmers face. This potential yield so defined is feasible in that it could be realised by all farmers with existing technology, provided that they have access to necessary inputs. Measuring potential yield in this way is also desirable from a welfare viewpoint.  相似文献

We review and implement a reversible jump approach to Bayesian model averaging for the Probit model with uncertain regressors. Two applications are investigated. The first is the adoption of organic systems in UK farming, and the second is the influence of farm and farmer characteristics on the use of a computer on the farm. While there is a correspondence between the conclusions we would obtain with and without model averaging results, we find important differences, particularly in smaller samples. Concerning the adoption of an organic system, we find that attitudes to the sustainability of the current system along with the ability of organic farms alone to satisfy society’s needs for food are influential. Additionally, the source of management information used by the farmer has a significant impact. Regarding the adoption of computers, we confirm the findings of previous work that the level of education affects uptake and that age is a factor determining adoption. We also find that dairy and organic farms are more likely to use a computer. The physical size of the farm is positively associated with the probability of computer use while net farm income has a limited impact.  相似文献

The objective of this exploratory study was to provide empirical insight into how different categories of farmers perceive and manage risk. The data originate from a questionnaire of dairy and crop farmers in Norway. The associations between part-time and full-time farming and farm and farmer characteristics, farmers' goals and future plans, risk perceptions, and risk management responses were examined with simple t - and chi-square tests, as well as with logistic regression. The results indicate that full-time and part-time farmers' goals, risk perceptions, and management strategies differ significantly. Policy makers and advisers should consider these differences when developing policies and recommendations for the different types of farmers.  相似文献

Farmers and their advisers frequently face complex problems involving the scheduling of claims for tax exemptions. A case in point is the New Zealand tax law allowing farmers to transfer exemptions associated with development expenditure up to specified time horizons. This paper examines procedures for solving this, and similar, problems. Linear programming could be used, but an alternative algorithm is proposed for farm advisers whose access to computing facilities is limited. The latter procedure is intended for use with forecast budgeting in farm development planning.  相似文献

Climatic change has a negative impact on people’s livelihoods, agriculture, freshwater supply and other natural resources that are important for human survival. Therefore, understanding how rural smallholder farmers perceive climate change, climate variability, and factors that influence their choices would facilitate a better understanding of how these farmers adapt to the negative impacts of climate change. A Zero-inflated double hurdle model was employed to estimate the factors influencing farmers’ adoption of adaptation strategies and intensity of adoption at the household level in South Africa. Different socioeconomic factors such as gender, age, and experience in crop farming, institutional factors like access to extension services, and access to climate change information significantly influenced the adoption of climate change adaptation strategies among beneficiaries of land reform in South Africa. Concerning intensity of adoption, age, educational level, farming experience, on-farm training, off-farm income, access to information through ICT and locational variables are the significant determinants of intensity of adaptation strategies. Thus, education attainment, non-farm employment, farming experience are significant incentives to enhance smallholder farmers' adaptive capacity through the adoption of many adaptation approaches. This study therefore concluded that farm-level policy efforts that aim to improve rural development should focus on farmers’ education, on-farm demonstration and non-farm employment opportunities that seek to engage the farmers, particularly during the off-cropping season. The income from non-farm employment can be plough-back into farm operations such as the adoption of soil and water conservation, use of improved planting varieties, insurance, among others to mitigate climate variability and subsequently increase productivity. Policies and investment strategies of the government should be geared towards supporting education, providing on-farm demonstration trainings, and disseminating information about climate change adaptation strategies, particularly for smallholder farmers in the country. Thus, the government, stakeholders, and donor agencies must provide capacity-building innovations around the agricultural extension system and education on climate change using information and communication technologies.  相似文献

Using a nationally representative sample of farm households from India, this paper examines the impact of use of information on net farm incomes. Employing methodologies that mitigate potential biases in the estimation of the impact, the empirical results show that farmers who use information realize over 12% higher net returns per hectare. The paper also establishes a pecking order in access to information. Small farmers and those at the bottom of social hierarchy (based on caste) have access to fewer information sources, and they depend more on informal social networks and input dealers for their information needs. The larger farmers and those from upper caste rely relatively more on sources such as radio, television and newspaper.  相似文献

Estimates of labour input coefficients for individual agricultural enterprises have many uses for policy-makers, agricultural administrators, farm mangement advisers and academics alike, though they have attracted relatively little attention in the UK in recent years. This article describes a new method for estimating labour input coefficients which enables the estimates to be updated quickly and cheaply using information already available from the annual June Census. Some possible uses of the resulting coefficients including the evaluation of prospective changes in agricultural policy are described.  相似文献

We develop a household model wherein farmers allocate labor to maximize utility from leisure, consumption, and nonpecuniary benefits from farming. The model shows that farmers with decreasing marginal utility of income respond to higher decoupled payments by decreasing off-farm labor and increasing farm labor, resulting in greater agricultural output. We then estimate the difference between farm and off-farm returns to labor using data from three nationally representative farm household surveys. The finding of a large on-farm/off-farm wage differential provides compelling evidence of substantial nonpecuniary benefits from farming.  相似文献

Incentive schemes which use farmers and landowners as agents of policy are now the main driving force for modifying the countryside environment. Nevertheless, policy-makers lack quantitative models that describe farmers' response to schemes, and specifically their entry decisions. This paper examines the benefits from modelling entry decisions with and without additional information generated through surveys of participants and non-participants. It uses logit models to predict the probability of entry into a farm woodland incentive scheme, initially using only those explanatory variables that are available to policy-makers from the annual farm census. The model performs well in identifying those factors pre-disposing farmers to entry. The potential gains from enhancing the information set by incorporating lifestyle and other variables not recorded in the census are examined. The cost of additional surveys, and their small sample size compared with the census, casts doubt on the value of such an approach which may reduce rather than enhance predictive power.  相似文献

The use of simulation models and expert systems in the provision of management information is considered with respect to cereal variety selection, together with the advantages and disadvantages that these can bring over more traditional methods of providing farmers with timely information. The integration of the tools of simulation and expert systems can help to overcome their respective limitations. However, considerable emphasis needs to be placed by researchers on the problem of adoption of such software by farmers and advisers if the benefits of such tools are to be even partially realised in the long term.  相似文献

The complexity of modern farm management places great demands on the skill, knowledge and capability of farm managers and their families. Keeping abreast of emerging technologies and innovations that can affect each key farm enterprise, and knowing how best to marshal the resources required for profitable farm production, are key tasks of farm management. This study draws on a longitudinal data set of 240 broadacre farmers to compare and analyse their farm performance over a decade. Using structural equation modelling, we examine relationships between the farm family's involvement in training, their human capital, their use of various innovations and ultimately the linkages of these factors to farm financial and productivity performance. Several statistically significant inter‐relationships are found, and some factors are shown to have significant positive links to farm performance. We find that training undertaken by the farm family, the farm family's human capital and their use of innovations, particularly key cropping innovations, have significant beneficial impacts on farm performance. The farmer's skills in time and organisational management, their engagement in business planning and the unique environmental characteristics of the farm also significantly and positively influence farm performance.  相似文献

In New Zealand, local governments are tasked with both sustainably managing natural resources and supporting adoption of practices and technologies for environmental outcomes. Unfortunately, farmers in New Zealand lack trust in advice on environmental performance provided by local governments. Hence, local governments may seek to partner with others to disseminate information about environmentally friendly practices and technologies to farmers. Empirical evidence indicates that New Zealand farmers are more likely to adopt new practices after seeing them successfully demonstrated; therefore, local government would do well to partner with those who have tried the practices themselves and those with large farmer networks. In this paper, we use unique survey data to identify the characteristics of such “innovators” and “connectors”. We also identify the characteristics of individuals who trust environmental information provided by local governments. We find that sex, age, education level, financial robustness, farm size, and the number of distinct land uses are correlated with both innovativeness and connectedness. However, among these characteristics, only education and financial robustness predict trust in environmental information provided by local governments.  相似文献

The effectiveness of nitrogen abatement trading as a policy measure relies on both heterogeneity in costs and environmental effectiveness across landscapes. Cost‐efficient implementation may therefore critically depend on spatial distributions of farm and farmer characteristics in water catchments. We use a spatially specific hypothetical market experiment to analyse the likelihood of farmers’ enrolment into nitrogen abatement trading contracts, and derive demand and supply functions for farmers’ nitrogen abatement. We find that farm characteristics influence both the decision whether to supply or purchase nitrogen abatement, as well as the amounts being traded. The derived demand and supply functions for farmers’ N abatement, using hypothetical market experiment data, can be used to reveal the variability in costs of abatement within a market. This provides valuable information to test potential trading schemes ex ante, to evaluate potential economic gains from policy implementation.  相似文献

In this article, we use farm‐level data from the Punjab Province in Pakistan to analyze the impact of three tenancy contracts on investment in soil‐improving and productivity‐enhancing measures and farm productivity. A multivariate tobit model that accounts for potential substitutability and complementarity of investment options, as well as endogeneity of tenure arrangements was employed in the empirical analysis. Our empirical results indicate that land tenure arrangements influence farmers’ decisions to invest in soil‐improving and productivity‐enhancing measures. In particular, owner‐cultivators with secured tenancy arrangements were found to be more likely to invest in soil‐improving and productivity‐enhancing measures, compared to those on leased contracts. We also find that output per hectare was highest on land cultivated by owners and lowest on land under sharecropping tenancy, lending support to the Marshallian inefficiency hypothesis.  相似文献

The planting of riparian margins is a policy option for pastoral farmers in response to land use induced environmental issues such as declining water quality, stream bank erosion, and loss of aquatic and terrestrial habitat. We elicited the views and experiences as to pros and cons of planting riparian margins from two sets of dairy farmers from Taranaki, New Zealand: those who are or have planted riparian margins, and those who have not yet done so. Those farmers who have planted riparian margins identified 21 positive aspects of riparian margin plantings and 11 negative aspects of riparian margin plantings. Perceived benefits identified by this group include water quality, increased biodiversity, the provision of cultural ecosystem services, immediate direct benefits to farm management and the farm system, and in some instances increased productivity on-farm. In contrast, those farmers that had fenced but not planted their riparian margins did not consider that riparian margin plantings could add further benefits to that which could be achieved by excluding stock from waterways, and associated only negative perceptions with riparian margin plantings. Planting riparian margins is not cost neutral and will not deliver anticipated environmental benefits in every situation. However, we argue that riparian margin plantings are an important ecological infrastructure investment that needs to be captured within a wider policy framework, the benefits of which extend beyond the mitigation of a single negative externality generated by land use practices, such as nutrient loss, and contribute to a multifunctional landscape.  相似文献
