Disparity in the level of digitalization is a crucial driver of economic inequality in an economy. Although a pocket of its population is still bereft of the benefits of digitalization, India currently has the second highest number of internet subscribers in the world despite the nation's late adoption of digital technology. An accurate assessment of the current state of digitalization in the country is required for devising effective initiatives towards building a Digital India and bridging the nation's internal digital divide. Considering 17 major Indian states and 21 variables for 10 years, we constructed a composite index of digitalization with the help of Principal Component Method (PCM). This paper identifies factors responsible for the digitalization divide across states. In the second part of the analysis, the study confirms, with the help of club convergence test, the absence of overall convergence towards digitalization and the existence of the non-convergent group. This paper also shows that the non-convergent group of states are at the bottom of the ranking table which indicates the need for greater attention to initiatives to bridge the digital divide.  相似文献

Industry convergence, defined as a 'blurring' of boundaries between industries, induced by converging value propositions, technologies and markets, appears to be a pervasive phenomenon leading to the emergence of inter-industry segments. A current example of convergence can be witnessed in the nutraceuticals and functional foods sector, emerging at the boundary between the food and pharmaceutical industries. Not only technologies blur, but there is also a convergence of demand structures: consumers try to satisfy different needs in one transaction. In this context, this paper explores how actors from different industry-specific resource backgrounds can engage in an innovative activity requiring new technological and marketing competences. Given that absorptive capacity is limited by existing competences, this paper asks how organizations with different R&D competences are able to seize opportunities for innovation emerging from convergence. Empirical findings based on primary data collected from 54 R&D projects of a nutraceutical cluster show that there are different approaches of front end decision making: while some firms follow existing processes for front end decision making, others leave existing paths and need partners to fill in gaps already identified at the front end of innovation.  相似文献

Via a multiple case study of work in microfinance institutions in India, this paper reports on the experiences of field officers and branch managers following work digitalisation. It identifies and explains an intriguing post-digitalisation paradox of reported increased job satisfaction and tighter technological control diminishing branch managers' work-life balance. The paradox draws attention to the significance of context in workers' experiences of mobile digital technologies (MDTs) and contradicts previous studies on workers' positive experiences of adopting MDTs: the workers in this study did not experience greater autonomy or flexibility but reported enhanced employment security and status. The paper also adds to literature on employment relations following work digitalisation by revealing powerful enforcement of technological control, with ‘WhatsApp’ identified as a key managerial tool used for surveillance and discipline, and worker resistance at the margins.  相似文献

By and large academics and professional analysts disagree over the efficacy of US Congressional fora to facilitate policy transfer in terms of influencing foreign countries to privatize their local and national markets. This study addresses the issue of policy transfer within the context of the Indian (direct broadcast satellite) DBS television regulatory framework. Specifically, a link is drawn between two particular US Congressional hearings of the early 1980s and a landmark Indian Bill enacted in 1997. The approach to demonstrating the link involves three distinct components. The first offers a brief background on India's DBS policy dynamics. The second presents a number of policy documents and fora which substantiate the strength of the relationship between the two mentioned US Congressional forums and the 1997 Indian Bill. The third offers a discussion of how policy transfer and convergence serve as useful analytical tools to assess why the two US policy fora may have been so effective in the Indian case. Policy transfer and convergence also have strong explanatory value in drawing insights into negotiating dynamics between US and Indian official representatives at the General Agreement on Tariffs and Trade (GATT) during the last fifteen years over DBS trade issues.  相似文献

This paper analyses the influence of the digital divide on the new IMF financial development index on a panel of 34 African countries over the period 2005–2017. Using the instrumental variables technique, we arrive at the main result that ICT divide is a severe handicap for the financial systems development in Africa. The use of financial development sub-indices relating to financial institutions and financial markets, as well as their dimensions confirms the negative effect of the digital divide. Our result remains stable when we use alternative measures of financial development and ICT indicators. Furthermore, we found that the digital divide between countries is also a severe handicap for the financial development of countries lagging behind. On the other hand, countries with a technological lead or a digital dividend have relatively developed financial systems. Some recommendations have been suggested to promote digital penetration in Africa, as well as to improve the receptivity and flexibility of African financial systems.  相似文献

Interconnection is not only a major competition issue per se, it is also a critical element of the basic telecommunications agreement of the WTO. An important issue in interconnection regulation is interconnection charging especially in the context of a dominant incumbent. Most regulators in developing countries face challenges in setting interconnection prices in the absence of market information on the incumbent's or entrant's costs, competition or demand and models suited for developing countries that also adhere to the WTO guidelines. There are few papers that illustrate the challenges faced by regulators in such a context. This paper attempts to bridge the gap by highlighting the nature of interaction between the regulator, incumbent, judiciary and the political environment, the role of formal models in setting interconnection charges and the implications of rapid technological changes in a developing country context through a case study of India.The case study highlights the point that besides independence, it is important to vest enforcement powers in the regulatory agency for it to be credible. Incorporating the WTO interconnection guidelines within a developing country context has implications for network growth and poses challenges to the regulatory processes.Although Telecommunications Regulatory Authority of India (TRAI) started with a distortionary, inefficiently priced network providing low coverage and quality, it has meandered its way to a more reasonable network access pricing regime. The decreasing cost of technology and increasing incomes in India and political interventions in regulation have put pressure on TRAI to provide lower interconnection charges and faster telecom growth. Thus, it is pragmatic for regulators to start with a “quick and dirty” estimate, provided that they can signal the downward trend in interconnection pricing, rather than wait for the “correct” estimates.Adoption of future looking strategies (interconnection exchanges), use of a variety of formal models, and strengthening of regulatory capacity are all necessary steps in fostering a competitive environment. Interconnection regimes set up early in the reform process require a review. For successful competition, effective dispute resolution mechanisms and institutions are also important.  相似文献

Despite the efforts devoted to the analysis of the digital divide over the last years, the regional evidence on this issue is still scarce. Within this context, the goals of this paper are twofold: (1) measuring the digital divide across the regions of the 27 Member States and within each country and (2) explaining the observed regional disparities. The analysis leads to identify Dutch regions as the Top-10 in ICT, while Greece and Bulgaria occupy the Bottom-10. Therefore, results show that the regional digital divide reflects to some extent the income gap. However, regional policy seems to be having some positive implications for technology adoption. In particular, the rural-versus-urban dimension of the digital gap appears to be less important than it is usually claimed to. Likewise, some evidence is found of the role of cultural and institutional factors in ICT adoption, an issue that has not been previously analyzed at the regional level.  相似文献

Since the early 2000s, India’s agro-food sector has undergone rapid transformations towards greater market share of modern food retail. This has impacted Indian agriculture and farmers as supermarkets re-organize supply chains towards more explicit forms of coordination. Compared to other developing countries, little has been said in the Indian context about what role farmer organizations can play to help smallholder farmers specifically, improve their position in those emerging value chains. In this paper, I address this gap and demonstrate that producer companies are a promising tool to strengthen famers’ position in their relationship with supermarket chains in India, but one which needs further improvement.  相似文献

本文从实证分析层面对金融创新、技术创新与经济增长之间的作用关系进行探讨。基于我国 2000~2015 年省级面板数据,采用GMM估计方法,利用动态面板模型进行实证检验。结果表明:技术创新对经济增长的影响显著为正,单独的金融创新对经济增长起抑制作用,二者的交互作用则对经济增长起显著性正向作用。脱离实体经济的金融创新将抑制经济增长,也会间接阻碍技术创新对经济增长的影响。本文结合当前经济形势,从金融机构与创新企业相接轨共同提高创新水平、培养创新型人才等角度提出建议。  相似文献

The issue of spaces for non-organised employee resistance has attracted renewed attention due to the diffusion of new digital technologies in the workplace. The ability of new technologies to measure and restrict employee behaviour in new ways requires explanations of resistance that account for both technology’s material characteristics and employee agency, without descending into technological determinism. This article is based on a case of effective resistance to a new data reporting technology introduced in home nursing in Denmark and explores the causes, forms and outcomes of the resistance. In this study, labour process theory is complemented with Edwards and Ramirez’s classification of dimensions of technological change. The study argues that two dimensions are important for effective employee resistance to technology: contestation of the unintended rather than the intended effects of the technology and the non-immanence of the effects in the technology, which allows the employees to reconstitute it in use.  相似文献

This paper offers a rare insight into the reality of the mobile telecommunications market transformation in Pakistan. Our analytical framework treats the mobile telecommunications market as a complex socio-technical system. Specifically, we define the telecommunications market as being composed of technology standards and three sets of social actors that include government institutions, network and service providers, and users. In the case of Pakistan, these social actors together determine the adoption of standards and services, and thus shape the trajectory of the market change. Our case study provides evidence that a pro-competition policy is imperative for mobile telecommunications development in developing countries, and an independent regulator is critical in promoting technological innovation.  相似文献

This special issue offers a new perspective on decision-making in internet governance, bringing together theoretical contributions and empirical knowledge on authority and influence in underexplored policy settings, from the Congress of the United States to RightsCon, a leading summit on human rights in the digital era. The articles included here shed light on specific groups underrepresented in existing research (such as civil society groups, expert activists, technical community) and on the interactions between these groups and traditional, powerful actors such as governments and industry. These contributions raise new questions, such as: is agency possible without representation in the digital space? Who can represent? Are deficiencies in technology governance affecting the representation model of our political systems more broadly? Technology is one of eight learning areas of the New Zealand national curriculum. It aims to develop a broad technological literacy through students participating in programmes in which the practice of technological development is experienced, as is knowledge informing practice, and students gain an understanding of technology as a domain in its own right. In New Zealand children begin school at 5 years of age and this paper describes a classroom research project during which these students design and then construct a photo frame. The inducement for this development arose from students needing to safely transport home and then display a class photograph. This provided the opportunity for developing technological knowledge and skills within a real and relevant context—two key drivers when working with young students (Ministry of Education 2007) [MoE]. The results of this project suggest that teaching technology to five-year-old students is achievable and a valuable addition to other learning opportunities provided in the new entrant classroom. Strategies are suggested that will enable students to successfully achieve their goals whilst gaining a simple understanding of the technological process. By making good use of these it is possible to create a worthwhile and imaginatively challenging activity that reflects the essence of the technology education curriculum.  相似文献

This paper is a contribution to the development of analyses of the process of converging media and to the clarification of the regulatory implications of this process. It is generally agreed that the process of convergence between telecommunications, IT and broadcasting through its technological, organisational, and market/service aspects has far-reaching influence on the sectors involved and on future socio-economic settings. The paper explores the preparation for introduction of terrestrial digital television in Denmark as an aspect in the general process of convergence. The explorative analysis establishes an understanding of the technological issues and drivers in the development, which in interaction shape a digital distribution structure that is a concrete part of convergence. Based on this understanding, a model – the OSA-model – is suggested for the techno-economic structure of distribution of terrestrial digital TV. The model is used to discuss market prospects and regulatory implications, as these are derived from the interplay of traditional areas of regulation in the three sectors and areas emerging as candidates for regulatory activity based on their functionality. The discussion of the process of introduction of terrestrial digital TV in Denmark thus provides a general analysis of convergence and its regulatory implications.  相似文献

This paper highlights the increased importance of the BRIC countries (i.e., Brazil, Russia, India, and China) in the world economy. The BRICs are not only among the best economic performers but are responsible of a considerable part of the goods and services consumed globally and intensely trade one another. This means significant business interaction that existing research fails to explain. Hence, this special issue was prepared to encourage publication of empirical research of business marketing that involves one or more BRIC countries. This paper explores business-to-business (B2B) marketing values and knowledge systems in India and their impact on identity construction in industrial networks. Our study moves methodological approaches into more interpretive territory by acknowledging the processes of social construction in networks as articulated by the IMP Group. We bring an interdisciplinary perspective to B2B marketing studies by recognizing cultural influences on managers' constructions of Indian modernity and explore what these linguistic moves may mean for the management of buyer–seller relationships. We highlight the dexterity with which individual actors discursively position themselves, their (and other) firms and countries by drawing upon a range of interpretive repertoires in their accounts of relationship management. Our chief contribution is to conceptually synthesize some of the discursive forces at work in identity processes within Indian business networks and to empirically illustrate the inherent tensions within managers' talk as they construct individual, organizational and national identities.  相似文献
