Don't obliterate, informate!: BPR for the information age

This article takes the view that BPR in the dominant form in which it is presently characterised, is a re-expression of industrial age classical administration. As such it is oblivious of organization as a political entity or as a set of 'human resources' . What is needed is a new model of BPR for the information age.

The 'transformation game': information systems and process innovation in organizations

The relationship between new information and communication technology and organizations is the subject of considerable debate. So too is the nature of organizational transformation. ‘Business process re-engineering’, with its emphasis upon the strategic deployment of information systems, brings both debates together. But does it resolve any of the issues?     

Bilateral strategic groups: The market for nontactical navy information systems

Although recent studies of strategic groups have provided much insight into the nature of intra-industry rivalry, most studies have focused on the strategies of seller firms. In this paper we argue that the bilateral exchange between groups of buyers and sellers in adjacent markets should be made explicit. Within this bilateral context, the market for non-tactical Navy infomation systems is empirically examined. Strategic groups are developed for both seller and buyer industries, and the interaction between these groups are explored over time. In particular, two market interventions, the imposition of industrial funding procedures in 1984 and a Life-Cycle requirement order in 1988, were examined with respect to their impact on seller/customer exchanges and vertical integration strategies. Significant changes in strategies were noted, and explained within a transaction cost framework.

Second, the article considers the kinds of food security measures which have been or could be taken with respect to improving LDC operations in commercial grain markets, using reserves to achieve supply and price stabilization objectives and making food aid a more effective instrument for food security.     

The challenge of optical fibres

Optical fibre technology can supply enormous bandwidth to meet the demands of the ever expanding telecommunications services. It has been said that they are the biggest competitors to satellites. This article outlines the history of optical fibres and how they work, and compares the benefits of both optical fibres and satellites for the communications market of the future. Geostationary satellites offer a global interconnectivity from both mobile and fixed points. Optical fibres offer heavy routing of both voice and data messages, freedom from interference, and cost advantages. The authors conclude that both will survive.     

Computer based information systems and managers' work

This article identifies three models that imply different views of the 'impact' of the use of computer based information systems for managers' work. Using case study evidence it argues that the 'impact' is not a stable and predictable outcome but a non-linear ongoing process that changes and evolves over time.

They serve to explain the very different outcomes of the Taurus project and Crest equity settlement system and may therefore provide a basis for understanding other IT applications development projects within the financial services sector.     

BPR implementation in Europe: the adaptation of a management concept

This paper analyses Business Process Re-engineering (BPR) implementation in 20 European firms. In contrast with the radical postulates of the early orthodox literature, the find- ings reveal that BPR was used in a preventive way, with implementation time lengths directly related to the scope of the organisational changes attempted and generating moderately positive results according to corporate performance indicators, with relatively low social cost.

Interactive entertainment: the challenge to broadcast media

Recent developments in microelectronics, especially personal microcomputers and video discs, make possible new forms of interactive entertainment that differ significantly from the current broadcast forms. Through a detailed examination of some new forms of entertainment now possible, this article discusses possible directions for commercial entertainment and some implications of these developments.     

Access to information resources: The developmental context of the space WARC

The first session of the Space WARC to be convened in August 1985 is concerned with ‘principles, technical parameters, and criteria for planning’. This article argues that the actual agenda is much greater: it concerns equitable access to the tools of the information revolution. The author proposes an agenda for action including modification of the INTELSAT VI series and measures to ensure access to terrestrial facilities. The author believes that failure to view the Space WARC in a developmental context could result in an impasse at the conference and perpetuation of inequitable access to information resources.

Government policy of technology selection for advanced traveler information systems

Technology selection is widely recognized for its increasing importance in the field of technology management. Different from previous work that only used a single evaluation method, this study uses the grey statistics method with survey techniques and scenario approach to develop a three-stage model for the technology selection issue. An empirical case of the Advanced Traveler Information System (ATIS) technology selection in Taiwan was chosen to illustrate the application of this model on the technology selection problem. The results indicate that GPS/GIS technology is the preferred ATIS technology developed in Taiwan. The application of the model provides an avenue for government policy makers and researchers to deal effectively with the technology selection issue.
