This study aims to analyze how sectoral foreign direct investment (FDI) inflows in South and East Asian economies respond to changes in the business cycles of the host countries, as measured by their output gaps. We focus on 15 economies during the period 1980–2011 and examine inflows of FDI in extractive industries, manufacturing and services in addition to aggregate FDI by using a dynamic panel Blundell–Bond GMM methodology. We find evidence of countercyclical behavior of services FDI and acyclical behavior of both extractive industries FDI and manufacturing FDI. The coutercyclical behavior of services FDI in South and East Asia has important policy implications.  相似文献

Growing concern that a dollar peg exposes East Asian economies to fluctuations in the dollar–yen exchange rate has stimulated research on currency basket regimes as alternatives for these economies. However, existing studies have mostly ignored an important characteristic of East Asia, i.e., most of its international trade is invoiced in the U.S. dollars. This paper investigates how the preponderance of dollar invoicing affects optimal currency basket regimes for East Asian economies. I develop a three-country center-periphery sticky-price dynamic stochastic general equilibrium model for the analysis. The model is solved numerically by taking second-order approximations to the policy functions with the expected lifetime utility of households chosen as the welfare criterion. Contrary to the conjecture of existing literature, I show that predominance of dollar invoicing implies that the dollar should receive a smaller weight than suggested by bilateral trade shares between emerging markets in East Asia and the United States. The results hinge on the interaction of different degrees of pass-through implied by the choice of invoice currency and endogenous responses of monetary policies in the center countries.  相似文献

This survey examines the role of industry policy in the industrialisation of East Asian economies since the early 1980s. The first section outlines the neoclassical' model and the interventionist literature that has arisen to challenge it. It distinguishes three strands in this literature: the 'structuralist' and the 'strategic' trade models and the 'fair trade' argument. The following sections evaluate the empirical evidence for Northeast and Southeast Asian economies, discuss the analytical and empirical validity of the interventionist literature and in conclusion draw attention to the diminished relevance of industry policy, given the rapid market-driven integration taking place in the Asian-Pacific region.  相似文献

This paper attempts to make a contribution to the recent search for a suitable assessment of the economic feasibility of a higher degree of monetary cooperation in East Asia. By using a structural vector autoregression approach as well as a generalized purchasing power parity approach, we find that a larger group of appropriately selected East Asian economies does satisfy the macroeconomic conditions for forming an Optimum Currency Area (OCA). The East Asian group consists of four ASEAN countries (Indonesia, Malaysia, Singapore, and Thailand) and four Northeast Asian economies (Hong Kong SAR, Japan, Republic of Korea, and Taiwan). This finding presents a striking contrast to the existing research results whose policy recommendation has generally been that countries in East Asia should start with a smaller subgroup currency area. It is time that many East Asian economies as a region made a serious effort to pursue a higher degree of monetary cooperation among themselves for forming an OCA.

This article surveys and anabses the very lure literature on direct foreign investmenl (DFI) in the developing economies of East Asia and the Southwest Pacifi. Commencing with an overview of the MNC (mufcinafional corporation) presence in the region, successive sections a-amine patterns and performance of major investors, trude-DFI interrelationships, the impact of DFI on market structure and peflormance, the modalities of MNC entry, and host country policy. The latter, it is argues, is criticully importunt for assessments of the costs and benefits of DFI.  相似文献

By assessing the sustainability of regional trade agreements (RTAs) for East Asia, we quantitatively evaluate the likely impact of proposed East Asian RTA strategies on the East Asian economies and the world economy with respect to consumption, production, volume of trade and terms of trade effects by applying a multi‐country and multi‐sector computable general equilibrium model. These strategies include: (i) the ASEAN Free Trade Area (AFTA: a being‐left‐alone strategy); (ii) an ASEAN Hub RTA (a hub‐and‐spoke type of overlapping RTA strategy); (iii) the AFTA versus a China–Japan–Korea RTA (a duplicating or competing RTA strategy); and (iv) an ASEAN+3 RTA (an expansionary RTA strategy). We find that an expansionary ASEAN+3 RTA could be a sustainable policy option because the members’ gains would be significantly positive, with more equitably distributed gains between members than when using other strategies. The effect on world welfare would also be positive and the negative effect on nonmembers would not be very strong. More interestingly, if the East Asian countries cooperate with Pacific Basin countries to form an APEC‐level RTA, such as a free trade area of the Asia‐Pacific, the extension of the regional trade bloc might be considered a more desirable policy option than the proposed East Asian RTAs for East Asian economies, even though countries excluded from the free trade area of the Asia Pacific are worse off.  相似文献

Since the turn of the century, growth has slowed in a number of middle income economies, giving rise to fears ‐ exacerbated by the financial crisis of 2008‐09 ‐ that they were entering a low growth equilibrium. A survey of the literature on the middle income trap suggests that it is difficult to rigorously identify countries that might be trapped; that in most cases growth appears to be regressing to a longer term normal and in East Asian economies remains at a respectable 5 percent to 7 per cent rate; that the research on the trap has yet to come up with a new growth model for middle income economies; and that policy recommendations on offer are of the generic variety applicable to virtually all economies, developed and developing.  相似文献

In recent times, the economies of East Asia have been confronted by two major economic recessions, the first caused by the East Asian financial crisis, and the second by the slump in the ‘new economy.’ The causes of these two recessions, their scope and their influences differ significantly and during these periods of economic downturn the economies affected have adopted various monetary policies aimed at reducing interest rates and tax rates, and pursuing the expansion of government expenditure. However, these policies have obviously not yet been as effective as expected. This paper sets out to determine those factors affecting the possibility of East Asia rising again from the recent economic slump, a slump which has stemmed from excessive investment in the electronics and information industries. The paper begins with an overview of the East Asian economy, with particular reference to the recent serious decline following the steady recovery from the East Asian financial crisis and a review of the measures taken to counter it. Proposals are then made with regard to a number of lessons to be learned from the recent slump. There are three major issues involved in the question of whether East Asia can rise again from the current economic slump. First of all, many of the economies of East Asia have tried their utmost to upgrade their industrial structures from labor- to technology-intensive, or towards a knowledge-based economy and, to some extent, have actually been quite successful in achieving their goals. Secondly, almost all of the East Asian economies have paid particular attention to educational development, with many families having sent their children to foreign countries to receive advanced education in the hope that when they return they can make a substantial contribution to the progress of their home economies—examples of this trend are provided by Taiwan and India. Thirdly, there are abundant natural resources in East Asia along with rich sources of manpower with a hard-working spirit; these two factors can create comparative advantages and strengthen the competitiveness of these economies. In view of the recent developments towards regionalism, it is imperative for the economies of East Asia to form an East Asian Community in the near future, and many of the economies in this region are currently endeavoring to realize this vision, despite many obstacles still facing East Asia which will ultimately need to be overcome.  相似文献

The paper argues that the economies of East and South East Asia are a very diverse group, only some of which have grown rapidly over the past three decades. The fast-growing economies of South East Asia, especially Indonesia, Thailand and Malaysia are in a number of important respects different from the fast-growing economies of North East Asia, Japan, Taiwan and South Korea. The different colonial legacies have had important consequences for educational progress and the distribution of income and wealth. Government intervention has tended to be less growth-promoting and more oriented to goals such as inter-ethnic redistribution of wealth. The implications of these differences for future economic growth in South East Asia are discussed.  相似文献

In this paper, we find that home bias is still present in all economies and regions, especially in the case of short‐term debt securities, but that there are substantial variations among economies and regions in the strength of home bias, with the eurozone economies, the USA and developing Asia showing relatively weak home bias and advanced Asia, especially Japan, showing relatively strong home bias. We then examine trends over time in foreign holdings of debt securities and find that capital has been flowing from the USA and the eurozone economies to both advanced Asia (especially Japan) and developing Asia, and that foreign holdings of debt securities have been increasing in advanced as well as developing Asia but for different reasons. The main reason in the case of advanced Asia (especially Japan) appears to be higher risk‐adjusted returns, whereas the main reason in the case of developing Asia appears to be the growth of debt securities markets combined with relatively weak home bias and (in the case of short‐term securities) lower exchange rate volatility. Finally, we find that since the global financial crisis, foreign holdings of debt securities have declined (i.e. that home bias has strengthened) in all economies and regions except developing Asia, where they have increased (except for a temporary decline in 2008) but where their share is still much lower than the optimal share warranted by the capital asset pricing market model.  相似文献

Policy coordination in East Asia and across the Pacific   总被引:1,自引:1,他引:0
In this paper, we construct a macro-econometric model that describes the economic activity in the Asia-Pacific area and provide quantitative insights into the recent policy debates on monetary and currency coordination among the East Asian economies. The model includes a wide variety of monetary and currency policy rules that the East Asian economies adopt and allows for one country's policymaking to have substantial effects on foreign countries. We apply the model to three current policy issues: (1) the desirability of currency basket pegs in East Asia, (2) the anticipated effects of China's currency policy reform, and (3) the non-negativity constraint on Japanese nominal interest rates. The simulation analyses show the external economy effects of policy rules quantitatively and suggest the difficulty of monetary and currency policy coordination among the East Asian economies.

Abstract

This article is a theoretically grounded empirical contribution aimed at shedding light on Japan's policy stance on East Asian neo-regionalism. It aims to examine the recent region-building process in East Asia. The dynamics in East Asia suggest that regional institutionalization, brought about by norm diffusion based on the idea of neo-regionalism, is likely to follow a progressive and evolutionary trajectory through the institutionalization of the Association of Southeast Asian Nation (ASEAN)?+?3 (South Korea, Japan and China). It provides a wide spectrum of regional-integrationist perspectives in order to offer as full a picture as possible of Japan's role in promoting regional integration in East Asia. The key finding of this article is that Japan has changed from a being “reluctant”, to becoming a “proactive” state in the context of regional collaboration in East Asia.  相似文献

This paper investigates the impact of the 2008 economic crisis on industries in East Asia. It attempts to identify the transmission mechanism and the magnitude of the impact of the crisis on industries in East Asia using the updated Asian international input–output table for 2008. The analyses reveal that the crisis significantly affected industrial output of the nine East Asian economies included in the present study. The economies that are deeply involved in production networks were affected most seriously. Our analyses also show that the impact was transmitted to East Asian industries through triangular trade, in which Chinese mainland imports parts and components from neighboring East Asian economies and then exports final products to the US and EU markets. Although such intricate production networks have improved the competitiveness of East Asian economies, they have also increased vulnerability to external shocks.  相似文献

A decade has passed since the Asian financial crisis (AFC) in 1997, and attention is drawn to the output performance of the crisis-affected economies in East Asia. Using the Hodrick–Prescott (HP) filter, this paper examines the growth volatility of GDP, its components and the stock market of five East Asia economies of Japan, Singapore, South Korea, Chinese Taipei and Hong Kong Special Administrative Region (SAR). Empirical evidences based on quarterly data show that output volatility for both Singapore and South Korea has increased after the AFC. For the GDP components, trade is a major factor in lowering GDP volatility in Chinese Taipei. The Hong Kong SAR economy has experienced an increase/decrease in the volatility of investment/private consumption. Among the five East Asia economies, government intervention is obvious in Singapore. The stock markets in both Hong Kong SAR and Chinese Taipei showed stronger ability in absorbing shocks.  相似文献

The World Bank's 1993 East Asian Miracle report proposed two models of East Asian Development, one based on the Japanese economy, the other on the more recent miracle economies of Southeast Asia. The latter pursued open-market and investment policies compatible with Anglo-American economic norms, while Japan and its coterie (South Korea and Taiwan) forged industrial policy regimes with high levels of government intervention and protection. Japan takes a different view of Southeast Asian success—as a combination of conscious emulation of Japan and concentrated Japanese foreign direct investment, aid, and regional industrial strategy. This article explores the tension between the World Bank thesis and the Japanese view, embodied in a growth metaphor called flying geese. The author concludes that Japan has been far more reactive and opportunistic than the flying geese metaphor suggests, but that this paradigm has a profound influence on Japanese government and corporate strategy in Asia.  相似文献

This paper analyzes the economic integration of the East and South Asian economies in the global economy. East Asian economies are shown to be achieving much more of their potential trade than South Asian economies, both in terms of intra‐regional trade and in trade with the rest of the world. Examination of the China–Japan, India–Pakistan and Taiwan–mainland China bilateral relationships shows that integration of these economies into the global economy has allowed economic relations to dominate and constrain difficult bilateral political relations in East Asia while in South Asia adverse political relations have hampered development of bilateral economic relationships.  相似文献

This paper endeavors to contribute to the solution of the following critical issues: (1) what the East Asian nations can do in cooperation among themselves and with China, Japan, and South Korea in their foreign trade arrangements to improve the stability and growth of their economies; (2) what they must do individually to get their financial and real economies better integrated; (3) what they can do in cooperation with China, Japan and South Korea—bilaterally and regionally—to modernize their monetary systems and to render them more resilient to financial crises; and (4) what new focus of the IMF is most likely to enable the East Asian nations to maintain relatively free and open economies without the impact of catastrophic financial crises. Lessons from the development of the European Union, the dynamics of the euro zone, the experience of the Bank for International Settlements, and recent research on monetary and international macroeconomic theory are drawn upon to provide answers to these questions. It is argued that an area-wide approach, with a new IMF regional role and the formation of an East Asian Monetary Authority, would contribute to a sense of “community” within East Asia, leading to an enhanced role for both East Asia and ASEAN + 3 in the new world economic order.
