农村拆迁何时有法可依——对新《拆迁条例》的思考

在我国不断城市化的进程中,拆迁使我们的城市更具魅力,但因拆迁导致的纠纷也不断上演,其中农村拆迁的纠纷由于法律依据的问题,使拆迁双方处于不断博弈的艰难境地,由于双方依据的法律法规的不同,导致纠纷升级,有甚者上演了一幕幕拆迁悲剧。笔者认为在城市发展扩张到农村时,我们也应该以新拆迁条例为依据,遵循价值规律,补偿农村土地应有的价值,希望新的《拆迁条例》也变成农村老百姓的福祉。

RE‐EXAMINING THE IMPLICATIONS OF THE NEW CONSENSUS: ENDOGENOUS MONEY AND TAYLOR RULES IN A SIMPLE NEOCLASSICAL MACRO MODEL

This paper re‐examines the impact of endogenous money in a neoclassical model with interest‐sensitive expenditures. It first outlines a benchmark model with exogenous money and the usual full employment and money growth‐determined inflation results. It then replaces exogenous money with endogenous money, which is shown to generate model indeterminacy. Two methods of resolving this indeterminacy are then explored: money illusion and a Taylor rule for monetary policy, a key feature of new consensus models. The paper concludes that endogenous money has negative implications for the behaviour and interpretation of neoclassical and new consensus models.     

MONETARY PRICE RULES FOR ALTERNATIVE STEADY-STATE REGIMES

In the context of elementary models, this study presents an analysis of how disequilibrium can persist. The central result involves a decentralized economy in which agents respond to local excess demand. Attempting to determine the equilibrium inflation rate or its rate of change as well as the equilibrium price level (rather than the latter only) on the basis of excess demand levels alone, is a time consuming process which can lead to cycles. The inflation rate will lag behind its steady-state value resulting in market disequilibrium when the two coincide. Activist policy is required if equilibrium is to be restored without severe unemployment during the transition.

AESTHETIC RULES IN WOMEN'S APPAREL: EMPIRICAL FACT OR FANTASY

Aesthetic rules derived from ancient Greece abound in college textbooks used in modern apparel design and selection courses. This study attempted to evaluate these aesthetic rules empirically. Based on measurements of six persistent features (skirt length, waist length, décolletage length, skirt width, waist width, décolletage width) of women's evening apparel from 1926 to 1980, the distribution of frequencies for each dress dimension was not uniform but demonstrated a preferred value or region. Likewise, not all physically possible values for the dyadic relationships were uniformly observed. Findings of this study indicated that considerable latitude was demonstrated by designers in their interpretations of aesthetic rules. Yet an underlying order emerged. Some of this order can be attributed to existing design principles, but in several cases the sheer magnitude of the discrepancy between what is taught as good design and empirical reality suggests that certain aesthetic rules may need to be rephrased.
