我国农业绿色补贴发展策略

我国现阶段的农业补贴政策效应初步显现,但其生态效用不太明显,所以农业绿色补贴应运而生。本文在借鉴国际绿色补贴先进经验基础上,对我国农业绿色补贴发展战略进行分析。     

努力健全政策性农业保险制度

一号文件要求:健全政策性农业保险制度,完善农业保险保费补贴政策,加大对中西部地区、生产大县农业保险保费补贴力度,适当提高部分险种的保费补贴比例。开展农作物制种、渔业、农机、农房保险和重点国有林区森林保险保费补贴试点。推进建立财政支持的农业保险大灾风险分散机制。     

农业补贴政策执行中的问题及建议

在农业补贴结构分配上,采取大量财政补贴用于粮食直接补贴,对于农业教育、农业技术推广等农业服务补贴较少,不利于从根本上解决农业生产力低下、农民收入增长缓慢的问题。二是补贴水平低,资金到位晚。粮食直补和良种补贴资金一般在每年三季度     

对农业补贴政策的两点建议

要提高农民收入,归根结底是要提高农业生产力。农机补贴、良种补贴的目的就是通过补贴促使农民耕种优质良种和采用机械化生产提高农业生产力。目前的农业补贴方式是根据计税耕种面积．设定相应的补贴标准进行补贴。农民拥有土地的多少和补贴标准的高低共同决定了农民的农业补贴收入的数额．而农民在这两个变量上都是被动的。     

完善我国农业补贴制度的思考

农业补贴是一种政府提供的行政给付行为。我国农业补贴制度在向WTO《农业协议》的规定靠拢,但仍存在制度弊病。我们应当从农业补贴固有的法律属性和我国农业补贴的现实性两方面来理解这一制度。并根据我国农业补贴存在的问题,从法律体系完善、制度内容合理化、实施效果改良三个方面进行制度更新。     

推进农业补贴制度改革的思考及建议

实行农业补贴是国家推动农业发展的一项重要手段,实施11年来,为保障国家粮食安全,提高农民收入发挥了良好的激励作用.在较为完善的农业补贴制度体系还未形成,以及农业种植向适度规模化方向快速发展的现状下,笔者作为多年从事农作物良种补贴、农民种粮直接补贴和农资综合补贴等三项补贴（简称农业“三项补贴”）资金管理及发放的工作者。     

农业金融补贴机制演化博弈与仿真研究

本研究运用系统动力学方法构建政府、规模主体、小农户三方演化博弈模型,综合粮食产量、经济效益、市场评价三方面构建评价体系,对不同均衡点和不同补贴政策方案进行仿真,进而构建农业金融补贴机制。结果表明：补贴潜在收益、规模主体销售收益、规模主体农业补贴、小农户销售收益与小农户农业补贴是补贴机制的关键影响因素。取消农业金融补贴可以减轻财政压力,但粮食产量将大幅下降,收购价格补贴方案优于其他政策方案。结合补贴政策效果,研究从市场机制、成本机制、倒逼机制三方面构建了农业金融补贴决策支持策略,从而为农业发展和粮食安全问题提供了新思路。     

我国农业保险补贴政策研究

本文在对农业保险补贴政策实施必要性进行分析的基础上,从种植业和养殖业保险两方面对目前我国采取的主要补贴形式——保费补贴的实施现状进行了阐述,并剖析了我国农业保险补贴政策的特点、实施效果和存在问题。得出的主要结论是:尽管在政府的财政支持下,我国农业保险补贴政策取得了一定的成效,但仍存在补贴形式单一、整体覆盖率低、补贴品种有限、对补贴政策宣传不足、缺乏资金监管等问题。     

农业保险财政补贴体系的优化设计

当前农业保险财政补贴体系中存在不足,如农作物保费补贴和相关税收优惠范围狭窄、形式单一、补贴比例不高、补贴政策不健全等。本文着重讲述从以下几个方面对农业保险财政补贴体系的优化设计:加大保费补贴力度、增加经营费用补贴和税收优惠力度、进一步加大对农业再保险的补贴、建立有效的巨灾风险机制、建立有效的中央与地方财政分担体系等。     

落实农业补贴制度改革的几点建议

新的农业补贴政策于2016年在全国推开。这项政策明确在全国选择部分地区开展农业"三项补贴"(农作物良种补贴、种粮直补、农资综合补贴)改革试点,试点的主要内容是将农业"三项补贴"合并为"农业支持保护补贴",政策目标调整为支持耕地地力保护和粮食适度规模经营。落实好这项改革,对加快转变农业发展方式,强化粮食安全保障能力,建设国家粮食安全、农业生态安全保障体系,促进农业可持续发展具有重要意义。

The assumptions about the physical limits of the critical variables in the agricultural sub-system of World 3 are pessimistic. By making more optimistic but, on the basis of available information, equally plausible assumptions about them, any physical limits to agricultural production recede beyond the time horizon of the model. The major problems of feeding the less developed world are seen to lie in political rather than in physical limits.     

Protecting agricultural accounting in the UK

This paper examines a particular accounting practice prevalent in the UK agriculture industry and reveals the ‘canopy of legitimations’ that appears to protect the practice and make it highly resistant to change. Agricultural gross margin accounting was innovated through Government sponsored agricultural extension programmes in the post-war period in Britain. The practice is not maintained primarily by farmers but rather by actors within Government agencies and agricultural service industries (including management consultants). New Institutionalism in Sociology (NIS) is used as a theoretical framework, and extended to consider the concept of legitimation as a reflexive process. Although the context is specifically UK agriculture, the theme of the protection of accounting methods by Government and other advisors is of more universal interest. The paper adds to the very few studies in the accounting literature that consider the agriculture and food industries.

政策性农业保险实施方式选择

政策性保险不是单一的经济补偿制度,而是以服务于国家某一特定的社会、经济方针政策为目的的经济保障制度,它本身没有独立的经济利益,不以盈利为目的。     

政策性农业保险中的非物质补偿问题

我国农业自然灾害频发,在政策性农业保险试点的补偿过程中,政府的主导作用没有得到充分发挥,只重视物质补偿,忽视非物质补偿的研究和运用。人在灾害面前,除了物质的需要,还有心灵的重建;在农业生产自救和灾后重建过程中,除了需要物质补偿,还需要政策支持和技术指导;在商业性保险补偿中,由于农业风险信息的严重不对称,道德风险因素增加,商业保险公司在进行农业风险事故赔偿时,迫切需要政府进行道德干预以减少道德风险。     

Neutrality of inflation in the agricultural sector

The paper considers the effect of inflation on the relative prices of products traded in auction markets. Prices of US agricultural products are used for the period 1951–1981. Since agricultural products are widely traded, the real forces of supply and demand specific to agriculture are represented by foreign agricultural prices. The exchange rate is entered as a separate variable influencing domestic agricultural prices. Trade between the USA and the ten countries included in the Federal Reserve Board's trade-weighted dollar is considered. The empirical results are consistent with the hypothesis that inflation did not alter relative agricultural prices, when the real forces of supply and demand and the exchange rate are held constant.     

政策性农业保险中的保险公司激励机制研究

中国政策性农业保险采取了政府推动、市场运作模式。保险公司的逐利性与政策性农业保险的非赢利性存在矛盾,并且政府与保险公司在政策性农业保险中形成委托代理关系。为了激发保险公司参与政策性农业保险的经营管理、控制保险公司道德风险,提高农业保险运作效率,应根据政府与保险公司的风险偏好,构建由低风险报酬和高风险报酬共同组成的激励机制。     

Foresight analysis of agricultural sector at regional level

The objective of this paper is to carry out a foresight analysis of the agricultural sector in Castilla y León (Spain) for 2020. The methodology used to build the various scenarios is prospective analysis. We first performed a structural analysis in order to identify the key driving forces that characterize the evolution of the sector in this region (agricultural production, demand for agricultural products and institutional framework). We then carried out a morphological analysis that generated a range of “partial scenarios” from which we finally built four “global scenarios”. These last scenarios characterize the possible trends in the variables of change previously identified. Lastly, the common key parameters of each global scenario were quantified by means of the Delphi method. The characterization of scenarios has a double practical interest. First of all, they can explain the cause-effect relationships of the processes of change that affect agriculture in this region of Spain. Secondly, they are a powerful tool to stimulate an in-depth reflection of how the design and implementation of current agricultural policies will affect the already fragile agricultural sector of Castilla y León. This study thus aims to support decision-making processes at regional level.     

Adaptive market efficiency of agricultural commodity futures contracts

In this paper we investigate the adaptive market efficiency of the agricultural commodity futures market, using a sample of eight futures contracts. Using a battery of nonlinear tests, we uncover the nonlinear serial dependence in the returns series. We run the Hinich portmanteau bicorrelation test to uncover the moments in which the nonlinear serial dependence, and therefore adaptive market efficiency, occurs for our sample.
