This article, which is published in two parts, is an empirical analysis of the Chilean agrarian reform (1964–1973) and 'partial' counter-agrarian reform (1974–1980). Its aim is to explain and interpret their logic and the changes they brought to Chile's agrarian property regime in particular and Chilean life in general. Chile's agrarian reform was successful in expropriating (under the Frei and Allende administrations, 1964–1973) the great estates of the hacienda landed property system. The capitalist 'partial' counter-reform then redistributed it (under the military, 1974–1980). CORA, the country's agency for agrarian reform, expropriated and subsequently redistributed 5809 estates of almost 10 million hectares, or 59 per cent of Chile's agricultural farmland. A large amount of the expropriated land (41 per cent) benefited 54,000 peasant households with small-sized family farms and house-sites. The rest of the farmland benefited efficient and competitive commercial farmers and agro-business and consolidated medium-sized farms. Of central concern is the role of the agrarian reform and subsequent 'partial' counter-reform processes in fostering the transformation of the erstwhile agrarian structure of the hacienda system toward agrarian capitalism. The redistribution of the agricultural land previously expropriated made possible the formation of an agro-industrial bourgeoisie, small commercial farmers, an open land market and a dynamic agricultural sector. While, however, under military rule, a selected few benefited with family farms and became independent agricultural producers, a large majority of reformed and non-reformed campesinos were torn from the land to become non-propertied proletarians in a rapidly modernizing but highly exclusionary agricultural sector.  相似文献

Today Chilean agriculture has recovered from years of diminishing returns. The same arduous work carried out by a declining workforce has suddenly attained higher productivity and, therefore, achieved economic growth. This article suggests that Chile has undergone a series of fundamental changes in the last quarter of the twentieth century, which have intensified its capitalist development. It analyses the agrarian structure of the hacienda system during the period immediately before the agrarian reform, looking particularly at the transition to modern capitalism, agricultural growth and the land question. It argues that before the implementation of the agrarian reform, the country had not finished its transition to modern capitalism due to the persistence of the antiquated hacienda system. It further suggests that the land reform process – implemented and consolidated from 1964 to 1980 – permitted the culmination of the long-postponed transition to modern capitalism and gave rise to the ascendancy of an agro-industrial bourgeoisie and an export-oriented agriculture integrated into the world economy.  相似文献

Chile's Neoliberal Agrarian Transformation and the Peasantry   总被引:1,自引:0,他引:1  
In the mid–1970s, following the early shift to neoliberalism, the Chilean rural sector was restructured dramatically, becoming one of the most successful cases of non–traditional agricultural export (NTAE) growth. However, many analysts fail to discuss the problematic nature of Chile’s integration into the global market. Underpinning this rapid growth of NTAEs is the exploitation of cheap peasant labour, especially seasonal female wage workers. This article examines the elements of continuity and change in agrarian policy since the transition to democracy in 1990. In particular, it presents the policy debate on the future of the peasantry: capitalization or proletarianization? The dilemma that policy makers face over maintaining high rates of NTAE growth while at the same time attempting to reduce poverty and income inequalities are also highlighted. The Chilean case can be considered as paradigmatic insofar as it exhibits key characteristics of the classical capitalist transformation of agriculture: the emergence of a new class of dynamic agricultural entrepreneurs, renewed proletarianization and land concentration, and intensification of social differentiation.  相似文献

In the aftermath of Hurricane Mitch, one woman's impassioned speech linking women's exclusion from land rights with the failings of Honduras' state-led agrarian reform and counter-reform gathered gale force, simultaneously weakening particular levees of gender-bias while constructing others. Post-Hurricane Mitch organizational practices and reconstruction policies in Northeastern Honduras afforded women access to joint property titles and participation. Yet the practices and processes through which women gained new rights reproduced certain exclusionary gender structures and created new barriers to women's participation. These contradictory consequences speak to recent feminist assessments of women's land rights under neo-liberal land titling programmes and a resurgence of policies addressing agrarian reform, and reveal the broader stakes of struggles for women's land rights. In so doing, they underline the importance of attending to spatial connections and historical articulations between the present and the past, and thus the past and the future.  相似文献

The paper proposes a broad argument that the end of state–led development from the 1970s coincided with (i) the final wave of major redistributive land reform, and its place within transitions to capitalism, that lasted from about 1910 to the 1970s, and (ii) the beginnings of contemporary 'globalization'. Self–styled 'new wave' agrarian reform in the age of neo–liberalism, centred on property rights, is unlikely to deliver much on its claims to both stimulate agricultural productivity and reduce rural poverty. The reasons are grounded in the basic relations and dynamics of capitalism, and how these are intensified and reshaped by and through globalization. Understanding these processes, with all their inevitable unevenness, requires (i) recognizing that the historical conditions of the 'classic' agrarian question no longer apply, and (ii) developing the means to investigate and understand better the changing realities facing different agrarian classes within a general tendency to the concentration of capital and fragmentation of labour, including how the latter may generate new agrarian questions of labour.  相似文献

This essay examines the convergences, tensions and mutual influences of agrarian and environmental movements in Indonesia and their connections to transnational movements under state-led development and neoliberal governance regimes. The authors argue that environmental movements of the last quarter of the twentieth century affected the strategies, struggles, mutual relations with, and public discourses of resurgent agrarian movements in diverse ways. Environmental movements had significant influences on national policy, law and practice within a decade of their emergence under the state-led development regime of President Suharto. Environmental activists used the appearance of technical 'apolitical' concerns to their advantage. They mobilized at multiple scales, targeting laws and other institutions of state power at the same time as organizing the grassroots. The repression of the Suharto regime forced agrarian reform activists underground, while environmental issues were mainstreamed. Agrarian movements in Indonesia today, under a decentralized regime dominated by neoliberal policies, have faced new opportunities and constraints due to national and transnational influences of environmental and agrarian reform discourses and networks. We show how these influences have changed the political fields within which Indonesian agrarian movement groups operate: forming, shifting and struggling over critical alliances.  相似文献

In the wake of Cuba's far‐reaching, halting economic reforms, geopolitical rapprochement and trade openings with the United States (US) offer opportunities and risks for Cuban small‐scale farmers and agrarian cooperatives: pressures, paradoxes and potential abound. Meanwhile, on the margins, agro‐ecologically oriented tours bring admiring US students, farmers and agrarian advocates. Cubans concur that the country must solve key problems in its agricultural sector to overcome the contradictions of its agri‐food model, and that this entails more exchange with the US – but in what capacity and on what terms? The current crossroads begs the classic agrarian question, even as it updates it. Having experienced and survived the promises and disasters of both capitalist and communist agricultural economies, Cuban farmers expand the original ‘peasant’ protagonist. As they navigate new non‐state markets and recent re‐entrenchment of state control of prices, Cuban farmers and cooperatives struggle to avoid monopolizing tendencies of unfettered capitalist as well as communist agricultural economies – both of which have historically been ecologically damaging. US agribusiness courts Cuba, but not as mere unidirectional capture: Cubans are inviting and leveraging trade to end the embargo, which is increasingly being modified altogether. Key Cuban agrarian principles of resilience and cooperativismo have persisted through capitalist and communist crises: could they influence prospects for agro‐industrial hegemony from the North?   相似文献

This paper analyses the rise and fall of two regional monocultures in Mexico: the henequen zone in the southern state of Yucatán and the cotton‐growing area of La Laguna. Both regions experienced a dramatic expansion of commodity production between 1870 and 1910, but their key crops came to be cultivated under different labour regimes: debt peonage in the case of henequen and wage labour in the case of cotton. The process of class formation that unfolded in each region culminated in the 1930s in different kinds of crises. In Yucatán, a political struggle between hacienda owners and the federal government resulted in an agrarian reform “from above.” In La Laguna, class conflict between rural wageworkers and the landed bourgeoisie forced an agrarian reform “from below.” These previously distinct labour regimes converged in subsequent decades, however, as rural producers became de facto wageworkers on state‐organized and state‐administered production units known as collective ejidos. Ultimately, changes in the global markets for cotton and henequen, combined with the inability of the Mexican state to reconcile the political logic of agrarian clientelism with shifting commodity chain dynamics, resulted in the collapse of these regional monocultures in the late 20th century.  相似文献

This paper, published in two parts, contains an analysis of the links between the ‘agrarian question’ in the Ecuadorian Andes and the creation of a network of indigenous‐peasant organizations that became the backbone of the national indigenous movement. Based on a monographic study in the province of Cotopaxi, in Ecuador's central sierra, I explore the relations between agrarian and social change. I analyse the agrarian roots of Andean ethnic platforms at the local level, attempting to see how those processes that politicized ethnicity came about between the 1960s and the first decade of the twenty‐first century. Beginning with the redistributive results of the state‐driven agrarian reform (1964–73), the paper demonstrates that the articulation of the contemporary indigenous movement cannot be explained without an understanding of the implications that the reform process entailed and the synergies it unleashed, amongst these being an increase in the internal differentiation of the peasantry until then subject to the power of large estate owners. Throughout this process, the leaders, authentic organic intellectuals, played a fundamental role, picking up the reins of the organizations, weaving their own political discourse and becoming independent of their external allies. In a second stage, the NGOs and cooperation agencies that focused their attention on the indigenous world made organizational strengthening a banner of their work on the ground, consolidating that structural transformation. In this paper, I explore the deep roots of the agrarian system's political economy in order to come to a full understanding of the social differentiation process and the ethnicization of the peasant movement. This contributes towards the comparative reflection of other scenarios in the Andean region and, in general, of those Latin American spaces characterized by the presence of significant contingents of indigenous‐peasant populations.  相似文献

This paper endorses the criticisms of neo-classical populism and its advocacy of redistributive land reform provided by other contributions to this special issue of the Journal, to which it adds several further points. If GKI propose a version of an agrarian question of 'small' or 'family' farming, and its resolution through a familiar (Chayanovian) path of development, much of the critique rests, in one way or another, on the 'classic' agrarian question in capitalist transition, in effect the agrarian question of capital in which the agrarian question of labour was once subsumed. Here the question is posed whether, in the conditions of contemporary 'globalization' and its tendency to the 'fragmentation' of labour, there might be a new agrarian question of labour, now detached from that of capital, and which generates a new politics of struggles over land (and its distribution). Even to conceive of this question is beyond the analytical and political field of vision of neo-classical populism. Some of the dimensions of an agrarian question of labour are illustrated in a brief consideration of recent, and highly contradictory, events in Zimbabwe: a unique case of comprehensive, regime-sanctioned, confiscatory land redistribution in the world today.  相似文献

This article describes and analyses the ways in which public action in the State of Kerala in India helped to transform the standard of living of hired workers in agriculture. Specifically, the article analyses the extent of land and asset ownership, access to credit, access to social security schemes and food distribution systems and the conditions of housing and sanitation of households participating in agricultural wage work. The article is based as a case study of Morazha desam in the Malabar region of Kerala, which had one of the most oppressive agrarian systems in India before 1956–57. In 1955, another economist had studied Morazha desam; this study was conducted before one of the most important interventions through public action – land reform – took place in Malabar. The 1955 study had characterized the conditions of life of agricultural workers as 'wretched in the extreme'. The present article documents the significant transformation in the quality of life that took place in Morazha after 1955, through a weakening of the factors that led to 'wretched' conditions of life in the earlier period. The destruction of traditional agrarian power by the state through land reform was the most critical step in this process.  相似文献

The incidence of diverse forms of surplus – fixed rents, share rents, profits from direct cultivation and labour rents – remains a conundrum in the study of agrarian organization. The article presents a theoretical account of the form of rent when a dominant landowner faces landowning peasants. From a purely economic standpoint, the surplus-maximizing choice among forms is shown to be contingent not only on their incentive and labour-process characteristics but also on land inequality and labour productivity. By incorporating the difficulty of extracting effort from hired labour as a fixed parameter, political and ideological factors are accommodated as independent additional determinants of the form of agrarian organization. When there is also a class of landless labourers, sharecropping or labour-tying may prove superior to wage-leadership as a form of tacit collusion among dominant and subordinate landowners. Some of these forms of rent extraction are also shown to restrict the monopolist's incentive to adopt technical improvements.  相似文献

The colonization of Mallorca gave rise to a late‐feudal agrarian society that evolved towards capitalism based on large estates owned by noblemen who hired large numbers of wage labourers from among smallholders living in agro‐towns, the dispossessed remnants of a formerly wealthier peasantry. These well‐off peasants originated from when the colonization frontier was open in the 13th and 14th centuries, but had been defeated when three peasant–plebeian revolts were crushed. Afterwards, Mallorca followed a latifundist transition towards agrarian capitalism similar to southern Italy or Spain, in sharp contrast with the middle‐peasant paths seen in Catalonia or Valencia. The land rent rose, while agricultural wages fell from 1659 to 1800. Peasant families could not survive, and had to supplement wages with the products of their own plots. This set a socio‐agroecological limit to growth in this agrarian class structure. The agrarian crisis at the end of the 19th century bankrupted the Mallorcan nobility. Bankers bought much of the land and sold it on as small allotments. This expanded the intensive cropping formerly limited to agro‐town belts, giving rise to a new “peasantization”. Despite their subordination, Mallorcan peasants had survived and created complex agroecological landscapes endowed with a rich biocultural heritage.  相似文献

There is a widespread understanding in critical scholarly literature that the government of Evo Morales is fundamentally challenging the neoliberal order in Bolivia. The empirical record of Morales' first five years in office, however, illustrates significant neoliberal continuities in the country's political economy. At the same time, the most important social movements that resisted neoliberalism prior to Morales' election have been considerably demobilized in its wake. This gives rise to the critique that the Morales government has merely implemented a more politically stable version of the model of accumulation it inherited. This paper draws on recent field research in Bolivia to make a contribution to this broader research agenda on reconstituted neoliberalism. Our focus is twofold. On the one hand, the paper examines the continuities of agrarian class relations from the INRA law at the height of neoliberalism in 1996 to the various agrarian reform initiatives introduced since Morales assumed office in 2006. On the other hand, the paper traces the mobilization of the Bolivian Landless Peasants' Movement (MST) in response to the failure of the 1996 neoliberal agrarian reform, followed by the movement's demobilization after Morales' 2006 agrarian reform initiative. The paper explores this demobilization in the context of agrarian relations that have remained largely unchanged in the same period. Finally, the paper draws on recent reflections by MST members who, to varying degrees, seem to be growing critical of Morales' failure to fundamentally alter rural class relations, and the difficulties of remobilizing their movement at the present time.  相似文献

This paper reports the results of a 1993/1994 survey of 2500 farm managers, farm employees, and private farmers in Ukraine, highlighting changes at the farm level in response to programs of land reform and farm restructuring. As of early 1994, Ukrainian reform had moved to the first stage, which involves privatization of much of the agricultural land and creation of shareholding farms. Over 60% of agricultural land in Ukraine has been transferred from state to collective ownership; among the collective and state farms surveyed, nearly 75% have reorganized and most of them have allocated land and asset shares to members. The number of independent private farmers in Ukraine exceeds 30 000, but with an average farm size of 20 ha they cultivate less than 2% of farmland. Reform at the farm level in Ukraine has thus begun, but at present is at a very early stage.  相似文献

This article examines the evolution of the demand for women's land rights in the Brazilian agrarian reform through the prism of the three main rural social movements: the landless movement, the rural unions and the autonomous rural women's movement. Most of the credit for raising the issue of women's land rights rests with women within the rural unions. That women's formal land rights were attained in the constitutional reform of 1988 was largely a by–product of the effort to end discrimination against women in all it dimensions. The achievement of formal equality in land rights, nonetheless, did not lead to increases in the share of female beneficiaries of the reform, which remained low in the mid–1990s. This was largely because securing women's land rights in practice was not a top priority of any of the rural social movements. Moreover, the main social movement determining the pace of the agrarian reform, the landless movement, considered class and gender issues to be incompatible. By the late 1990s, nonetheless, there was growing awareness that failure to recognize women's land rights was prejudicial to the development and consolidation of the agrarian reform settlements and thus the movement. The growing consensus among all the rural social movements of the importance of securing women's land rights, coupled with effective lobbying, encouraged the State in 2001 to adopt specific mechanisms for the inclusion of women in the agrarian reform.  相似文献

Ethnic politics are an important, but under‐examined, dynamic in the restructuring of agrarian labour. This paper examines how the discursive construction of ethnic identity has facilitated the particular form of agrarian intensification and labour restructuring under way in the uplands of Thailand. Agricultural intensification, followed by the promotion of ‘safe’ and then ‘organic’ production, has relied upon the construction of Hmong farmers as environmentally destructive and in need of development, while Shan labour arriving from Burma are simultaneously constructed as ‘illegal migrants’ (as opposed to refugees), a social nuisance and hard workers, helping to make them into an available, willing and preferred labour force. We argue that the construction of ethnic identity in these instances enables the agricultural changes under way and, thus, the particularities of agricultural change cannot be understood without careful attention to ethnic politics.  相似文献

This essay reviews five recent books concerned with different aspects of the agrarian crisis and agrarian questions in India. Each book deals, implicitly or explicitly, with specific facets of these issues. Specific regional patterns of highly exploitative agrarian capitalist developments and the role of agro‐commercial capital are analysed by the books. The essay argues that the agrarian crisis is class specific and that the capitalist farming classes are, in the main, able to successfully accumulate, although uneven development across India makes generalization difficult. The review concludes with some overall perspectives on agrarian transition in India.  相似文献

西方农地管理有着丰富的经验和有力的法律基础.本文立足于我国实行最严格的土地管理制度,在系统总结西方,尤其是欧洲农地法特点的基础上,采用比较分析的方法,对我国土地资源管理法律建设的重点问题进行了探索.研究表明,政府对农地最终处置权的享有、区域规划的突出地位、农地转让及农场规模的控制以及可持续发展思想的充分体现是西方农地法的主要特点.这些特点给了我们以下一些启示:①应加强区域规划和土地利用规划相互关系的研究;②积极探索农地管理的市场机制及其实现形式;③重视我国农地取得方式问题和农地细碎化现象;④及时将农地保护以数量保护为主转变为农地的数量、质量和生态环境保护并重的三维保护体系.  相似文献
