This paper defines a set of indicators for distinguishing housing affordability problems resulting from high rents from those chiefly arising from low income. In place of the common ratio of rent to income, it uses a residual income indicator with indicators of over-consumption and over-paying for housing services. The indicators are computed for a sample of renter households in Switzerland, one of the countries with the greatest rental share. They help define more precisely who needs general income assistance and who needs specific housing aid (only one fourth of the former).  相似文献

Environmental management is a budding discipline that studies the development and shaping of environmental policy in business. This article discusses what progress has been made in theory building in the field of environmental management, and what priorities should be set for future research. The level of ambition of a company with respect to its environmental performance is seen as the result of the following three variables: the coincidence of increased eco-efficiency and market opportunities; the internal structure and culture of the company (including the influence of a number of important actors in it) and the pressure from the immediate and wider social environment to take environmental measures. Research in the field of environmental management can improve our understanding of the conditions under which companies will strive for higher eco-efficiencies. While there is growing evidence that the practice of human resource management in small firms is characterized by informality, there is less evidence about the science, or explaining why this is the case. This article deals with the symbolic dimension of the transformation process in a post‐socialist large‐scale housing estate in Berlin after reunification. This reflection is based on the concept of ‘territorial stigmatization’ and I use a photographic method to analyse the representational strategies employed by residents to manage territorial stigma: identifying with depoliticized images of the past, exiting the estate and questioning the very principle of representation. The first two strategies seem to be different ways of internalizing dominant representations of place. The latter differs from the first two in its use of iconic means to challenge the current spatial order and its opening up of possibilities for emancipation. The article thus also shows how photography as a research method can reflect on existing power relations.  相似文献

What margins of maneuverability do urban‐based progressive movements have for affecting policy outcomes in entrepreneurial and neoliberal political systems? This article provides a partial answer to this question by examining how relations developed and stabilized between actors in the different sectors (community based organizations, labor, university) of Los Angeles’ progressive community. Such relations are a necessary but not sufficient condition for affecting policy outcomes. I argue that these relations have resulted from a 20‐year process of interactions between the more innovative agents of each of the sectors. Through their repeated experimentation in building frameworks to coordinate their partnerships, I argue that a variety of complex mechanisms have taken shape that nourish relations and coordinate complex forms of collective action. Functioning as ‘relational platforms’, these coordinating mechanisms have combined to form an emergent ‘organizational infrastructure’ that facilitates both ongoing relational processes and the mobilization of collective resources in politically effective ways. Thus, by examining the organizational infrastructure that makes such a broad based ‘movement’ possible and sustainable, the article offers the reader one insight into how urban progressives have been able to build the power necessary to affect policies in one of the world's most entrepreneurial and neoliberal cities.  相似文献

Business is totally dependent on society although we sometimes do not experience it that way. All business, even in their most limited form, confront environmental issues, some more than others. Business leaders will be actively addressing social and environmental issues. These companies will be going for certification to ISO 14001 (EMS) and progressive organizations have moved beyond EMS requirement, seizing control of environmental operations through Total Quality Environmental Management (TQEM). Industry leaders are incorporating environmental thinking into every aspect of their operations. As a long‐range plan towards TQEM, an organization can have a road map and a clear model for achieving excellence in the area of Environmental Management. As platform owners continue to expand their ecosystems, many of them have started to provide consumers with their own complementary applications. These moves position the platform owners as direct competitors to their complementors. This paper surveys empirical studies that examine the direct entry of platform owners into complementors’ product spaces. It finds that both the motivation and impact of such entries on complementors are multifaceted. The motivation behind platform owners’ direct entry goes beyond value capture, and the impact of platform entry on complementors varies across empirical settings. It identifies several future research directions that can help advance our understanding of the relationships between platform owners and complementors.  相似文献

This article discusses the changes taking place in the Brazilian vehicle assembly industry of the 1990s with particular reference to the state of Rio de Janeiro, Brazil. It focuses upon a case study of Volkswagen’s bus and truck assembly plant, opened in 1996, and its workers at Resende. The experience of the `modular system’ of production has been presented as a major development in vehicle assembly. The article analyses the originality of VW’s new form of organization of production and the strategy of the firm to look for localities with weak labour unionism. It also argues that despite the difficulties the local union faced in its attempts to intervene in the process of wage bargaining and to influence the management of aspects of production, there has been a rapid process of mobilizing the new workers for effective labour union action. L’article traite des transformations intervenues dans l’industrie automobile brésilienne dans les années quatre–vingt dix, avec une attention particulière pour l’Etat de Rio de Janeiro. Il s’attache à l’usine d’assemblage que Volkswagen ouverte en 1996 à Resende pour y assembler des véhicules industriels. Cette expérience de production modulaire a été présentée comme une innovation organisationnelle majeure dans l’industrie automobile mondiale. Le texte met en évidence les spécificités de la nouvelle organisation de la production et la stratégie de localisation de la firme fondée sur la recherche d’espaces d’implantation à faible activisme syndical. Il montre que malgré sa faiblesse initiale et une intervention réduite dans la négociation salariale et l’organisation du travail, une mobilisation rapide des nouveaux travailleurs a permis la reconstitution d’un mouvement syndical actif.  相似文献
