The legalization of graffiti in many cities has impacted urban landscapes and the way artists and the public view graffiti, street art and the city as well. This article considers the genesis, process and consequences of legal walls programmes firstly by introducing and differentiating the key terms ‘graffiti’, ‘street art’ and ‘legal walls’, then by examining an empirical case, that of Singapore. Renowned as a graffiti‐averse and litter‐free city, Singapore's recent about‐turn in legalizing illicit art forms illustrates changing government perspectives on creativity and legality in the country. Why the government has effected this change, how artists and members of the public have responded to it and the resultant art forms are critically explored. The conclusion reflects on four key lessons from Singapore for cities in general.  相似文献

abstract In this paper, we consider how a better understanding of entrepreneurial activities can help explain how firm and industry boundaries change over time and how a more comprehensive understanding of boundary setting can explain where entrepreneurial activities are directed. We start from the premise that while entrepreneurs believe themselves to have superior ideas in one or multiple parts of the value chain, they are characteristically short of cash, and of the ability to convince others to provide it. This premise motivates a simple model in which the entrepreneur has a value‐adding set of ideas for ‘upstream’ and ‘downstream’ parts of a value chain, as well as for the ways to make these two parts of the value chain work better when joined under unitary control. Assuming that the entrepreneur's objective is to maximize her wealth, we observe that even in the presence of transactional risks or other factors that might make integration preferable to specialization, initial scope depends also on relatively unexplored factors such as (a) how severe the entrepreneur's cash constraint is, and (b) how much value the entrepreneur's ideas add at each part of the value chain. Entrepreneurs will focus on the areas that provide the maximum profit yield per available cash – a criterion which implies that scope choices depend on cash availability and the depth of the demand for the new idea along the value chain. We also note that entrepreneurs make money not only from the operating profits of their firms, but also from the appreciation of the assets the firm has accumulated. This consideration can change the optimal choice of the firms’ boundaries, as entrepreneurs must be sensitive to choosing the segment that will enable them to benefit not only in terms of profit, but also in terms of asset appreciation. We propose that, in the entrepreneurial context especially, it is helpful to focus on the multiple considerations affecting the choice of boundaries for ‘a’ firm – the context faced by an individual entrepreneur – rather than on generic considerations affecting ‘the’ (representative) firm. Scope choices reflect the entrepreneur's own theory of ‘how to make money’.  相似文献

Since the introduction of regional autonomy legislation in 1999, Indonesia has embarked on the world's biggest experiment with democratic decentralization. The intertwined processes of democratization and decentralization have dismantled Indonesia's centralized authoritarian system and reordered its governmental structures. These conjoined processes have set in motion conditions for the transformation of a number of Indonesia's secondary cities into regional ‘centers’ through the influx of new peoples, funding and ways of interacting within localized contexts and with the outside world. In this article I consider Indonesia's decentralization processes through the lens of the city, focusing on three key areas in the rising profile and development of urban centers. First, I look at the framing of Indonesian cities within contemporary urban discourses to highlight the array of urban spaces that coexist in the era of decentralization. Second, I describe how Indonesia's decentralization laws have structurally privileged cities by bypassing the provincial level and devolving most state powers directly to sub‐provincial administrations. Third, I explore how Indonesian cities compete and cooperate over limited state resources under the decentralized system and why some cities have been able to reinvent themselves as new centers in planning, practice and innovation, and why others continue to lag behind.  相似文献

Segregation along lines of race/ethnicity and class has created multi‐ethnic and rather class‐homogeneous neighbourhoods in various European cities, commonly labelled as ‘disadvantaged’. Such neighbourhoods are often seen as ‘lacking’ community, as local networks are crucial for belonging and mixed neighbourhoods are too diverse to provide homogeneous identifications. However, in contrast to the understandings of the sociology of community, people might still experience ‘belonging’, yet in different ways. This article argues that we have to focus on the under‐researched ‘time in‐between’ (Byrne, 1978), the absent ties that Granovetter (1973) pointed to, to understand belonging, while moving away from a conception of the anonymous city and from the urban village. This article explores how absent ties affect belonging by empirically sustaining the notion of public familiarity: both recognizing and being recognized in local spaces. Using regression models on survey data from two mixed neighbourhoods in Berlin, Germany, we analyse the importance of neighbourhood use for public familiarity as well as how it relates to residents' comfort zone: people's feeling of belonging and their sense that others would intervene on their behalf. Our findings indicate that research on neighbourhoods could benefit greatly from a careful consideration of the ‘time in‐between’.  相似文献

This article critically examines the expression of global spatial imaginaries in urban policy and planning. Following recent calls to understand how the global is ‘made up' in and through cities, we argue for the usefulness of Roy and Ong's concept of ‘worlding’. By analysing how strategic spatial plans envisage ‘Global Sydney’, the article reveals a constitutive spatial imaginary informed by the articulation of three interrelated elements: global city standards, comparative techniques and extra‐local policy models. Unpacking how cities are selectively worlded through spatial imaginaries, the article advances an approach to urban globality as actively cultivated and differentially produced.  相似文献

This article examines the role of city twinning as a device for conducting transnational activism around lesbian, gay, bisexual, transgender and queer (LGBTQ) politics. It focuses on the city of Leiden in the Netherlands, examining how the city's twinning links with the cities of Torun in Poland and Oxford in the UK have been used at different times as a device to mobilize transnational solidarities with LGBTQ people outside of the Netherlands. Drawing on qualitative semi‐structured interviews with LGBTQ activists in Leiden as part of a wider study of transnational LGBTQ activism in Europe, I seek to understand how twinning links are used to forge sustainable solidarities both across national boundaries and within Leiden. I suggest that relational comparisons about the status and treatment of sexual dissidents in Leiden and its twin cities are central to the production of these solidarities. While twinning has significant potential as a device for the production of sustainable transnational LGBTQ activism, I also suggest that it can be used to advance problematic geo‐temporalities about the relative ‘progressiveness’ or ‘backwardness’ of LGBTQ politics in specific cities.  相似文献

In global urban studies, different cities often serve as stand‐ins for various policy approaches. New York is closely associated with zero tolerance/quality of life policing—specifically the ways this crime‐fighting technique was used to manage and regulate public space in support of broader urban redevelopment goals. Whether celebrated or criticized, the image of New York as a city that was successful in ‘cleaning up’ public space has been exported across the globe, and has been invoked by a number of cities as they embark on their own projects to clear street vendors and other unwanted actors from public space. This article will challenge this established narrative through an examination of struggles over street vending and public space in New York during the 1980s and 1990s. It will show how the revanchist project of public space management was challenged and ultimately limited by vendors using discourses of free market populism and entrepreneurship. It demonstrates the ways in which the image of New York as a city of settled and well‐regulated public space does not tell the complete story, and how New York, like many other ordinary cities across the globe, is a city of contested spaces and uncertain regulatory effectiveness.  相似文献

While consultants have crept into various aspects of municipal governance, a selected few have transcended the others reaching the status of urban gurus. Although consultants are often perceived as depoliticizing urban affairs, research shows that the urban guru often instigates politicization. Research on urban gurus does thus highlight distinctions between gurus and ‘lay’ consultants, but it has paid insufficient attention to describing how, through their interaction with cities, politicization occurs. Moreover, the literature often portrays this interaction as an authority relationship in which the guru is superior, while in fact cities play an important role in bestowing ‘guru’ status. Using fieldwork, I examine the long-term interaction between Richard Florida and the City of Toronto, explaining how Florida's elevation to guru status by being brought to Toronto ended with him self-describing as ‘persona non-grata’. To explain the anomaly of this interaction and the way in which gurus instigate politicization, I differentiate between consultants’ ‘substance’ and ‘process’ roles in policy formulation processes. I show that, regarding substance, the guru offers a policy paradigm rather than policy instruments and, regarding process, their strength is in performing ideas rather than pulling strings behind the scenes—in both respects making the policy process more public and contested.  相似文献

Discussions on social movements in Asian cities are inseparable from the abundance of public rallies in the region. In this article, I look at the case of Thamrin‐Sudirman, the main thoroughfare in Jakarta, Indonesia, to uncover how physical urban spaces constituting part of the city as living systems broaden the reach of social movements' agendas. The study involved continuous observation at rallies, interviews with social movement leaders and participants, and a look at simultaneous public rallies in various cities. This article analyzes the sites of public rallies as ‘megaphones’, based on the patterns of issues featured in the rallies, the groups participating, and the nodes and paths that they constructed. Two key dimensions of the megaphone are: (1) the symbolic and historical significance of the sites of rallies; (2) the relationship between the space and the media. Particular sites in cities become places where information is gathered, distributed and transferred through the media, facilitating a network among cities. This article concludes that cities are agents of political actions that amplify ideas and spread them across the globe. The urban centers' megaphonic function results from the synergy between the public space in the built environment and the public sphere, and is reflective of the recentering of the city.  相似文献

Germany today is experiencing the strongest upsurge of right‐wing populism since the second world war, most notably with the rise of Pegida and Alternative für Deutschland. Yet wealthy global cities like Hamburg continue to present themselves as the gatekeepers of liberal progress and cosmopolitan openness. This article argues that Hamburg's urban boosterism relies on, while simultaneously obscuring, the same structures of racial violence that embolden reactionary movements. Drawing on the work of Walter Benjamin and Allan Pred, we present an archaeology of Hamburg's landscape, uncovering some of its ‘spaces of danger’—sites layered with histories of violence, many of which lie buried and forgotten. We find that these spaces, when they become visible, threaten to undermine Hamburg's cosmopolitan narrative. They must, as a result, be continually erased or downplayed in order to secure the city as an attractive site for capital investment. To illustrate this argument, we give three historical examples: Hamburg's role in the Hanseatic League during the medieval and early modern period; the city under the Nazi regime; and the recent treatment of Black African refugees. The article's main contribution is to better situate issues of historical landscape, collective memory and racialized violence within the political economy of today's global city.  相似文献

  • In the climate of public spending cuts, charities are increasingly expected to fill the gap. Yet charities themselves face huge challenges. Not just increasing demand for their services but falling income and low investment returns. Encouraging philanthropy has never been more important, and that includes legacy giving. Following the announcement last year of the Government's major inheritance tax incentive to encourage us to give more to charity on our death, the time is right for a major report on current trends in charitable legacy giving. Late last year, Mishcon de Reya undertook the most detailed analysis ever by a firm of solicitors of its clients' wills. In a study of over 1000 wills, we did not just look at how many people leave a legacy to charity. We considered the value of the legacy, the type of legacy, the likelihood of the charity ever receiving it, whether clients prefer to give to multiple charities, and the most popular charitable sectors. This article will give a quick overview of our research followed by a more detailed look at the three types of legacy to charity: cash—‘for example, I leave £10,000 to charity’,—specific items—‘for example, I leave a painting to charity’—and residuary gifts—‘for example, I give half my estate to charity’. The article will then briefly touch on the charity sectors most favoured by our clients before giving a brief summary of Mishcon de Reya's key findings in conclusion.

Long considered a ‘Ricardian socialist’, Thomas Hodgskin is rarely read as the perceptive observer of the Industrial Revolution that he was. His most famous pamphlet, Labour Defended Against the Claims of Capital, has been interpreted as anticipating some central tenets of Marxism. If we abandon this well‐established interpretation, however, we can better appreciate Hodgskin's acute reading of the process of industrialisation unfolding before his eyes. Unlike most socialists, Hodgskin had no sympathy for machine breakers and actually understood the importance of the entrepreneurial function. Moreover, he thought mechanisation and improvement in the tools available for workers would not dispossess them but, on the contrary, would raise their living standards. Hodgskin's ‘optimism’ shows that in the 1820s someone who was deeply concerned with the future of the working classes could nonetheless develop a reasoned sympathy for industrialisation — rather than merely oppose technological innovation and long for a mythical past.  相似文献

This article focuses on the planned community of Auroville in Tamil Nadu, India, founded in 1968. Building on critical readings of the settlement that have drawn attention to the power imbalance in its relationships with surrounding villages, the article delineates the ways that a geographical imagination of cityness has been a key component of the settlement's development and the forms of neo-coloniality in which it has been implicated. Drawing on archival and published sources as well as ethnographic research, the article discusses three ways in which the settlement performs a sense of its own ‘cityness-to-come’: first, the architectural discourse and planning rationality central to Auroville's identity; second, its agonistic public sphere vis-à-vis architecture and planning, and third, its ethos of learning and evolution, and the settlement's developmental teleology. In so doing, the article shows how ‘the city’ conceived as a textual and spatial promise, as well as a utopian aspiration, works ideologically to constitute the settlement itself, but also to precipitate social effects and uneven power relationships with village communities in this region. To sum up, this article develops an argument about the neo-colonial social work done by ‘the city’ conceived as text.  相似文献

This paper examines the links between entrepreneurship and innovation in modern business corporations. It extends Alford's idea of ‘diffused entrepreneurship’ to the interrelationships between firms. By drawing upon the literatures of business policy and marketing, it draws attention to the ‘porous’ boundaries of industrial organizations as open systems, and to the need to examine the balance between the part played by individuals within such organizations and that played by innovative organizational processes themselves.  相似文献

In recent years, Persian Gulf cities have become symbols of the most spectacular forms of the ‘globalization of urbanization’. Current scholarship has sought to situate these cities in transnational processes and linkages with conceptualizations of ‘the global city’ and the mechanisms of ‘worlding’. This article builds on but moves beyond this line of analysis by turning to the histories of this region and its built environment to explore the longue‐durée influence of capital and empire operating across multiple scales. From this perspective, the glittering high‐rises and manmade islands are contemporary manifestations of a century of urban forms and logics of social control emanating from company towns, the struggles of state building, and the circulation and fixing of capital. To grasp how the Persian Gulf region has been remade as a frontier for accumulation, the analysis in this article blurs the boundaries between metropole and periphery, reconceptualizing the region not as an eclectic sideshow, but as a central site for global shifts in urbanism, capitalism and architecture in the twentieth century.  相似文献

The compatibility between an agenda for sustainable urban development and the neoliberal economic restructuring of urban space has been observed within cities in developed countries across the globe. From providing economic support to local ‘green’ industries to creating bike lanes, municipalities develop sustainability strategies that are designed to boost their competitive advantage. Moreover, municipalities are responding to demands from popular social movements and national governments that seek to reconfigure societal relationships with the natural environment in cities. Cities are increasingly understood not as part of the ecological crisis but as part of the solution, or as places where alternative patterns of sustainable consumption and new socially and ecologically responsible industries can be developed. Over the last decade in Austin, environmental sustainability has become an uncontested paradigm that has progressively shaped the city's urban space and policy. Two competing conceptualizations of the environment, so‐called ‘environmental’ and ‘just’ sustainability groups, are explored in this article. I demonstrate how the notion of environmental sustainability has been selectively incorporated into the hegemonic vision of Austin's strategic growth plan. I argue that the dominance of this conceptualization is best understood by asking what counts as the ‘environment’ for environmentalists, and understanding the unstated assumptions about the environment shared by the business community and environmentalists.  相似文献

In Indian cities, informal ‘slum’ settlements have long been targeted for removal as an environmental improvement strategy, despite their relatively low impact. Slum clearance has escalated with the combination of speculative development and environmental change, creating uneven precarity throughout Mumbai's neighborhoods. State agents play a direct role in slum evictions, but they do not act unilaterally. Diverse lower‐income and middle‐class residents seeking better living conditions have sometimes converged in their embrace of slum clearances and resettlements that advance elite development interests. In other moments, the dispossessing effects of market‐based and elite‐biased slum rehabilitation have fomented contestation. This article analyzes how differently situated groups emerge as ‘environmental subjects’ that embrace or contest improvement projects. It suggests three dimensions of subject formation: governing logics and discourses of urban environmental improvement, the territorial politics of informality, and differentiated embodied experiences of precarity and dispossession. Environmental subject formation is explored through two interventions that entail slum clearance—mangrove and green space conservation and an urban transport infrastructure project. Findings suggest that the connection between displacement and improvement cannot be explained through theories of environmental gentrification but require attention to the simultaneously inclusive and dispossessing regimes of postcolonial development.  相似文献

The public sector institutions which are responsible for monitoring government performance are not normally open to citizen participation. Yet there is widespread dissatisfaction with the capacities of states to exercise self-restraining functions effectively, and a growing interest amongst citizens to inform, monitor, or participate directly in the workings of these oversight institutions. This paper examines two citizen-initiated efforts in India to engage with public sector oversight functions. In one case, citizens attempted to engage with administrative accountability institutions (monitoring efficiency and quality in the food subsidy system), and in the second, citizens challenged official auditing systems in local government by producing parallel accounts of local spending which contradicted official versions. Both cases involved citizens breaking away from the ‘vertical’ channels of accountability traditionally open to civil society (lobbying, voting), and insinuating themselves to previously closed ‘horizontal’ accountability functions (the state's internal procedures for administrative review or financial auditing). We argue that for such ‘hybrid’ forms of accountability to be effective, it is important that citizens be given legal standing within institutions of public sector oversight, a continuous presence within the oversight agency's work, structured access to official documentary information, including spending records, and the right to issue dissenting perspectives directly to legislative bodies.  相似文献

As China is experiencing an urban revolution with massive rural-to-urban migration, millions of children are profoundly affected by their parents’ migration and their decisions about family arrangements. With the discriminatory hukou system and harsh living conditions in cities, the dilemma migrant parents face is whether they should take their children with them to the city or leave them behind. This decision determines the household, school and community environments that children live in, which, in turn, shape their well-being. With a unique strategy of comparing ‘left-behind children’ to ‘migrant children’ and a gendered perspective, this article examines how different family arrangements among migrants and consequent housing conditions and gender dynamics affect children's educational well-being. Our findings demonstrate the complex impact of family arrangements on children, which is conditioned by wage income and the gender of the absent parent and the child. We find that children from less favorable socio-economic backgrounds benefit more from moving to cities. Children living with both parents and those living with their mother or grandparents tend to do better. While the effect of housing conditions is marginal, family arrangements have a gendered effect on children. Related policy recommendations are provided.  相似文献

With the end of apartheid, Johannesburg and other South African cities are now part of a new global race to become ‘world‐class’ tourist and business centers. At the center of this development is the importation of Vegas‐style spectacle by local entrepreneurs, firms and other city boosters who create fantasyscapes such as the Emperor's Palace and GrandWest. Financed and run by South African impresarios — whose luxurious empires transcend the continent — these resorts represent not only the globalization of gaming but the way in which South African cities see themselves within the worldwide urban hierarchy. As such, this article seeks to untangle the global and local aspects of importing fantasy into the ‘new South Africa’.  相似文献
