Urban residential neighbourhoods in the Netherlands increasingly function as incubation zones for small‐scale businesses. Despite this development, little is known about whether and how the local production environment in these neighbourhoods shapes firm mobility behaviour. This article studies how two aspects of the local production environment — the built neighbourhood environment and zoning regulations — affect firm mobility of small‐scale businesses in urban residential neighbourhoods. To achieve this aim, we contrast two sets of urban neighbourhoods, pre‐ and post‐second world war neighbourhoods with a comparable low socio‐economic profile, but with distinct built environments and zoning regulations. We combine quantitative and qualitative methods to analyse available trade register data from the Dutch regional Chambers of Commerce, study neighbourhood zoning regulations, and conduct focus‐group and individual interviews with neighbourhood experts and entrepreneurs. The local built environment and its regulations appear to have a small but significant effect on the firm mobility behaviour of entrepreneurs in the neighbourhoods studied. Relocation intentions are higher among entrepreneurs in post‐war than in pre‐war neighbourhoods, which may (in part) be attributed to less favourable local institutional settings for businesses, but actual firm mobility does not differ between these neighbourhoods.  相似文献

This article reveals how newcomers weave their own threads into the fabric of urban infrastructure. Entangling their own with other urban assemblages, newcomers generate multi‐layered dynamics situationally in order to render possible the lives to which they aspire. They forge openings where there seemed none before and keep negative potentialities in check. To offer an ethnography of how the Senegalese presence in Rio de Janeiro has grown dynamically between 2014 and 2019, I draw analytical strength from the double meaning of agencement: the action of interweaving varied socio‐material components—agencer—so that they work together well, and the resulting assemblage of social and material components. Two case studies act as a starting point: how Senegalese came to inhabit an urban architectural landmark and how they regularize their residence status. Their transformative power of city‐making is generated both through the mutual intertwining of a dahira, a religious group of Senegalese migrants, and a diasporic Senegalese association and through the ways in which the Senegalese interweave themselves and their institutionalized collective forms with ever more socio‐material components of the urban space. Beyond the better‐known transnational embeddedness of the Senegalese, their complex infrastructuring practices upon arrival become constitutive of new urban realities, moulding the city fabric of which they are becoming part.  相似文献

This conceptual article contributes to institutional analysis and the neo‐institutional theory literature by identifying and analysing the linked rules, values, norms and patterned practices that surround and structure the way rural migrant workers are treated in urban areas of China in terms of Scott's integrated model of institutions. It argues that these hukou‐based rules, values, norms and patterned practices that discriminate against rural migrants can be considered to be a unique institution — the institution of hukou‐based social exclusion (IHSE). IHSE has dominated Chinese urban society for 3 decades and significantly shaped the lives of millions of rural migrant workers, the character of contemporary China and the nature of managerial practices among Chinese firms. This is the first article to examine the social exclusion of rural workers from the perspective of neo‐institutionalism, providing the first systematic analysis of the regulative, normative and cognitive dimensions that together socially exclude migrants in urban areas of China. It presents a holistic picture of the newly identified institution that offers new insights into China's urban society and management, and a new starting point for research.  相似文献

This article examines the legal geography of municipal bylaws regulating rooming houses in the City of Toronto. Using a legal geography analysis of Toronto's rooming house licensing bylaw, I argue that this bylaw is a ghost jurisdiction that designates part of the city as illegal and has implications for governance of the inner suburbs. In so doing, I push the debate on legal geography forward by suggesting that we, as urban scholars, take the temporal seriously in our analysis of space. Drawing from semi‐structured interviews, archival data and participant observation, I analyse seemingly mundane legal mechanisms through the case study of suburban rooming houses. Overall, in this article I make three contributions. First, I demonstrate how a temporal analysis is important to legal geography inquiries of uneven regulation and spaces of poverty. Second, I suggest that studies of legal governance are integral for redefining suburban governance amidst socio‐economic decline in the inner suburbs. Third, I argue that studying urban legal mechanisms in the suburbs is essential for moving beyond downtown analytical frameworks and is needed to address how low‐income suburban tenants, a large majority of whom are racialized newcomers, are unevenly regulated and unfairly governed by local government.  相似文献

In the wake of the recent announcement by the State Council concerning the provision of public rental housing across China, and the gradual reform of China's household registration system (hukou), this article explores how potential adjustments in government housing policies (namely access to public rental housing) influence the housing preferences of temporary migrants who are currently residing inside the chengzhongcun (urban villages) of Shenzhen. The results indicate that dissatisfaction with rental cost and living conditions in these urban villages are the key reasons for migrants wishing to move into public rental housing if it is offered to them — and not the fact that they are treated differently within the hukou system. Public rental housing is welcomed in particular by newly arriving migrants who live outside the Shenzhen Special Economic Zone (SEZ), and migrants who have decided to remain in Shenzhen for the foreseeable future. By contrast, dissatisfaction with urban villages is the sole contributor to housing preferences for those residing inside the SEZ.  相似文献

Innovation is perhaps the buzzword in local economic development policy. Associated narrowly with neoliberal ideas, conventional notions of innovation—like its capitalocentric counterparts, enterprise and entrepreneurialism—may promise higher productivity, global competitiveness and technological progress but do not fundamentally change the ‘rules of the game’. In contrast, an emerging field reimagines social innovation as disruptive change in social relations and institutional configurations. This article explores the conceptual and political differences within this pre‐paradigmatic field, and argues for a more transformative understanding of social innovation. Building on the work of David Graeber, I mobilize the novel constructs of ‘play’ and ‘games’ to advance our understanding of the contradictory process of institutionalizing social innovation for urban transformation. This is illustrated through a case study of Liverpool, where diverse approaches to innovation are employed in attempts to resolve longstanding socio‐economic problems. Dominant market‐ and state‐led economic development policies—likened to a ‘regeneration game’—are contrasted with more experimental, creative, democratic and potentially more effective forms of social innovation, seeking urban change through playing with the rules of the game. I conclude by considering how the play–game dialectic illuminates and reframes the way transformative social innovation might be cultivated by urban policy, the contradictions this entails, and possible ways forward.  相似文献

This essay is concerned with the planning and densification of suburbs, which present a huge challenge insofar as they form a large area of urbanized land that remains underexploited due to low residential density. Drawing on current research in the Paris city‐region, the essay focuses specifically on the difficulty in implementing densification policies in low‐rise suburban areas. It examines the varying degrees of densification fostered by these policies, and builds upon recent urban studies literature on suburban change to trace how suburban areas are being transformed through regulations, instruments and market dynamics associated with densification processes. What kinds of densification policy are being implemented and what are the socio‐economic, political and cultural determinants of each type of regulatory approach? This essay will attempt to answer this question via an analysis of the densification policies being put in place in the municipalities of the Paris city‐region. It will offer in turn a typology of these different policies. It shows that densification is an instrument that can be used to address local political concerns which vary greatly depending on the economic, social and geographical position of municipalities within larger urban areas.  相似文献

Eco‐cities have attracted international attention from governments, corporations, academics and other actors seeking to use sustainable urban planning to reduce urban environmental impacts. China has devoted significant political will and economic resources to the development of new‐build eco‐city projects, reflecting the Chinese government's goals to build a ‘harmonious society' in which environmental sustainability and social stability are mutually reinforcing. We critically analyse the case of the Sino‐Singapore Tianjin eco‐city to demonstrate that the eco‐city's ecologically modernizing visions of eco‐urbanism construct a protective environment for its residents that constrains broader consideration of social sustainability. Through analysis of the marketing and presentation of specific domestic and other spaces of the eco‐city, we examine the application of ecologically modernizing construction and technology to the design of the city. We argue that the eco‐city is discursively constructed as ecologically beneficial for its inhabitants rather than for the broader socio‐environmental landscape. Our analysis of residential spaces in Tianjin eco‐city introduces the question of what ‘eco’ means when considering the construction of eco‐urban environments for the city's residents.  相似文献

In ‘Gentrification in Hong Kong? Epistemology vs. Ontology’ , Ley and Teo examine what they find to be the absence of identification and naming of gentrification in Hong Kong. They argue for the need to look at urban redevelopment in non‐Anglo‐American cities, those in Asia Pacific at the very least, in a different light. They query the extent to which the concept of gentrification has been overly stretched to explain urban processes falling outside Anglo‐American cities. This essay is a response to their argument. It presses for further and closer examination of local complexities and greater critical‐theoretical reflection on the transferability of analytical concepts to different socio‐economic contexts. Ley and Teo have raised some important questions for serious theoretical reflection and discussion. Yet they seem to have fallen into the problematic positions that they critique. Without sufficient attention to the part played by historical and local context in shaping the urban landscape, they have wrongly associated the absence of any identification of gentrification with the hegemony of a property‐related ideology of social mobility. The unpacking of the different social and political processes and mechanisms in urban redevelopment in different stages of urban growth in Hong Kong alerts us to the complexities of the local.  相似文献

This debate specifically focuses on densification as a particular dimension of (post‐) suburbanization. In the introduction, we discuss densification, along with ‘compactness' and ‘intensification', conceptual terms that have become buzzwords within urban planning. Objectives associated with these tend to be presented in the literature within a normative framework, structured by a critique of the negative effects attributed to sprawl. The perspective here is different. It is not normative but critical, and articulated around the analysis of political and social issues, related to the transformation of wider metropolitan space. Three main themes are developed: (1) the politics of densification (the environmental arguments favouring densification are highly plastic, and are thus often used to defend projects or initiatives which are actually determined by other agendas); (2) why morphology matters (a similar number of houses or square metres can be established in many different ways, and those different ways have political and social meaning); (3) the diversity of suburban densification regimes (it is not only the landscapes of the suburbs that are diverse, but also the local bodies governing them—between the small residential municipalities of the Paris periurbs and the large inner suburbs of Toronto lies a broad spectrum).  相似文献
