Debates around urbanization, infrastructure disruption and the creative class rarely appear alongside each other in research on African cities. This article connects these different narratives, which are currently exerting their influence on the future direction of these cities. The economic value of the creative class is that their work centres on innovation—a quality seen as essential to ‘new-economy’ urban growth. Quality of place (that which makes ‘New York New York’) is said to attract the creative class to certain cities, as lifestyle amenities are valued as much as employment opportunities. Nairobi is an example of an African city currently attracting both Kenyan and expatriate creative class workers, particularly in the information and communication technology (ICT) sector. In this article we take Richard Florida's creative class theory as a departure point to offer insights into why this group chooses to live in Nairobi and to describe Nairobi's quality of place, with a particular focus on infrastructure disruption. The case study reveals that Nairobi's quality of place differs fundamentally from the normative attributes prescribed by creative class theory and, in some instances, it is considered to be highly frustrating and unattractive.  相似文献

While consultants have crept into various aspects of municipal governance, a selected few have transcended the others reaching the status of urban gurus. Although consultants are often perceived as depoliticizing urban affairs, research shows that the urban guru often instigates politicization. Research on urban gurus does thus highlight distinctions between gurus and ‘lay’ consultants, but it has paid insufficient attention to describing how, through their interaction with cities, politicization occurs. Moreover, the literature often portrays this interaction as an authority relationship in which the guru is superior, while in fact cities play an important role in bestowing ‘guru’ status. Using fieldwork, I examine the long-term interaction between Richard Florida and the City of Toronto, explaining how Florida's elevation to guru status by being brought to Toronto ended with him self-describing as ‘persona non-grata’. To explain the anomaly of this interaction and the way in which gurus instigate politicization, I differentiate between consultants’ ‘substance’ and ‘process’ roles in policy formulation processes. I show that, regarding substance, the guru offers a policy paradigm rather than policy instruments and, regarding process, their strength is in performing ideas rather than pulling strings behind the scenes—in both respects making the policy process more public and contested.  相似文献

This article critically examines the expression of global spatial imaginaries in urban policy and planning. Following recent calls to understand how the global is ‘made up' in and through cities, we argue for the usefulness of Roy and Ong's concept of ‘worlding’. By analysing how strategic spatial plans envisage ‘Global Sydney’, the article reveals a constitutive spatial imaginary informed by the articulation of three interrelated elements: global city standards, comparative techniques and extra‐local policy models. Unpacking how cities are selectively worlded through spatial imaginaries, the article advances an approach to urban globality as actively cultivated and differentially produced.  相似文献

With the end of apartheid, Johannesburg and other South African cities are now part of a new global race to become ‘world‐class’ tourist and business centers. At the center of this development is the importation of Vegas‐style spectacle by local entrepreneurs, firms and other city boosters who create fantasyscapes such as the Emperor's Palace and GrandWest. Financed and run by South African impresarios — whose luxurious empires transcend the continent — these resorts represent not only the globalization of gaming but the way in which South African cities see themselves within the worldwide urban hierarchy. As such, this article seeks to untangle the global and local aspects of importing fantasy into the ‘new South Africa’.  相似文献

The article argues that the lack of convincing empirical evidence for the global economy as being subject to ‘command and control’ results from that contention being a neo‐Marxist myth. First, imagining the global economy as being subject to ‘highly concentrated command’ through the function of some major cities as ‘strategic sites’ for the production of ‘command and control’ is traced back through several neo‐Marxist authors to narrate its genesis, and to argue that the lack of evidence for that proposition is a consequence of those antecedents envisioning capitalism as a totalizing structure, thus making the assumption that it is subject to control and coordination from a distance. Second, Taylor's interlocking world city network model is forensically examined to explain that it is fallacious because it is a structuralism that, bedevilled by a sorites paradox, contains the further problem of containing no credible evidence for the existence of ‘command centres’. Finally, the article moves beyond neo‐Marxism's key concepts by juxtaposing their assumptions with ethnographic results from social studies of finance, a manoeuvre which forges an understanding of cities as socio‐technical assemblages and eventful multiplicities, beyond, inter alia, the baseless assumption that the global economy is subject to ‘command and control’.  相似文献

The global property boom of the 1980s and its aftermath has prompted considerable debate among academics. For the most part research has been directed toward the global cities of London, New York and Tokyo. Notwithstanding the significance of property processes within these global cities, metropolitan areas outside of the core financial centres have also experienced major transformations in their property markets. This paper examines the character of Auckland's speculative office property boom of the 1980s which resulted in a level of output comparable to global cities such as Paris and Frankfurt. We argue that the wholesale reregulation of the New Zealand economy in the 1980s, and in particular the liberalization of financial markets and the share market, provided a context in which the structure of agents associated with the provision of office space was radically altered. The rise of property companies, and their dominance of the development process throughout the boom and subsequent crash, is detailed. Whilst Auckland's property boom conforms to the global experience, we argue that the specific character and intensity of the development process in Auckland highlights the need to appreciate the ‘particularity of place’.  相似文献

Singapore is renowned as a global business and financial centre, an international hub of air and sea transport, and Asia's leading convention city. In the new millennium, the government has envisioned a new role for the city‐state as a ‘Renaissance City’ and ‘Global City for the Arts’. This vision is premised on Singapore becoming an investment base for leading arts, cultural and entertainment enterprises in the region, the theatre hub of Southeast Asia, and an entertainment destination for tourists. This article examines the challenges and accomplishments in Singapore's quest to be a Renaissance City. Drawing on literature on ‘global cities’ and concepts relating to ‘globalization’ and ‘localization’, it argues that the key challenge facing Singapore is how best to ‘go global’ and ‘stay local’ at the same time. Developing a Renaissance City entails a balancing act between globalizing local sensibilities on the one hand, while localizing global best‐practices on the other. This global‐local nexus can be approached in three ways: (1) by striking a balance between the economic and humanistic objectives of the arts; (2) by importing world‐class arts talents and exporting home‐grown skills; and (3) by globalizing local peculiarities in line with best practices from around the world. The need to balance global standards with local interests is not easily achieved, however, making Singapore's ‘Global City for the Arts’ vision one of its most ambitious goals to date. Singapour est célèbre en tant que centre mondial de la finance et des affaires, pivot du transport aéro‐maritime international, site de premier plan pour les salons en Asie. Avec le millénaire naissant, le gouvernement a envisagé une nouvelle fonction pour la cité‐État, celle de ‘Ville de la Renaissance’ et ‘Ville mondiale des Arts‘. Préalablement, Singapour doit devenir non seulement une base d'investissement pour les grands projets artistiques, culturels et de divertissement dans cette partie du monde, mais aussi le nud théâtral de l'Asie du Sud‐Est et une destination touristique de loisirs. L'article étudie les défis et réalisations qui jalonnent cette entreprise. Exploitant les documents traitant des ‘villes mondiales’ et des concepts liés à la ‘mondialisation’ et à la ‘localisation‘, il démontre que le grand problème auquel Singapour se heurte est de concilier simultanément les deux démarches ‘agir mondial‘ et ‘rester local‘. Développer une Ville de la Renaissance implique un équilibrage entre la mondialisation de sensibilités locales d'un côté, et la localisation des meilleures méthodes internationales de l'autre. On peut aborder ce lien mondial‐local de trois manières différentes: trouver un juste milieu entre les objectifs économiques et humanistes des arts; importer des talents artistiques de dimension mondiale et exporter les compétences nationales; mondialiser les particularités locales cohérentes avec les meilleures méthodes internationales existantes. Atteindre l'équilibre nécessaire entre normes mondiales et intérêts locaux est loin d'être aisé, ce qui fait de la vision de Singapour en ‘Ville mondiale des Arts‘ l'un des buts nationaux les plus ambitieux à ce jour.  相似文献

In the early 2000s, Dubai seemed the apotheosis of the global city model. Lauded as an embodiment of globalist ideals, or harshly criticized as a representation of the dangers of contemporary urbanism, it was clearly under the spotlight. Then, like the concept of the ‘global city’ itself, it disappeared from the headlines, to be subject only to sporadic and cynical attention. Today some are heralding a ‘return’ of Dubai from the anonymity of the middle ground of global city hierarchies and rankings. What is often forgotten, however, is that urbanism in Dubai did not stop. On the contrary, Dubai's continuous ‘worlding’ offers a productive opportunity for the encounter of ‘global’ and ‘ordinary’ modes of urban analysis. By unpacking the construction of a global Dubai, this article advocates greater sensitivity to the multiscalar politics that shape its continuity. Stepping beyond rumours of crisis and decline, it aims to connect the global fortunes and everyday processes that jointly characterize the development of global cities. ‘Global’ and ‘ordinary’ urbanism, it argues, are but two registers of how we could, in Warren Magnusson's words, ‘see like a city’.  相似文献

A burgeoning literature looks into the processes and actors involved in the adoption and emulation of best practices and models of urban policy and development across the globe, often with the aim of attracting investment and making cities more competitive. With its focus on leisure, tourism and global capital, the redevelopment of the Bay of Luanda, in the capital of Angola, echoes the rhetoric, policies and projects underpinning such practices. Yet, a deeper interrogation reveals that the redevelopment forms part of a predominantly inward‐looking project driven by the highest echelons of the national government and its ruling party. While these actors mimic and appropriate the language and tools of entrepreneurial cities, their aim is not necessarily to make the city more internationally competitive but to achieve domestic political legitimacy and stability. The argument presented in this article builds on McCann's ( 2013 ) call for scholars to also consider the ‘introspective’ politics of urban policy boosterism from the perspective of a context in which power is highly centralized. The article thus contributes to a growing literature that advances more adequate and provincialized theorizations of urban policy and city governance in the global South, with a particular focus on the African context.  相似文献

Attention to global and world cities has directed the field of urban studies to the significance of international and transnational processes in shaping city economies. This article evaluates these approaches, from a position off their maps. I argue that the circulation of these approaches in academic and policy realms adversely impacts on cities which do not fall into these categories by setting up the idea of the global city as a ‘regulating fiction’, a standard towards which they aspire. It establishes a small sector of the global economy as most desirable in planning the future of cities. By contrast, mega–cities function as the dramatic ‘other’ of world and global cities, and highlight the developmentalist discourse through which most cities in poor countries are assessed as fundamentally lacking in qualities of city–ness. I argue that the long–standing categories of western/third–world cities have been translated into the apparently transnational accounts of global and world cities. Western cities continue to be the primary site of production of apparently unlocated urban theory; so–called third–world cities (and other cities off the map of the world cities cartography) are interpreted through a developmentalist lens and, where they are referred to at all, are framed in terms of ‘difference’ or irrelevance. This article draws attention to the emergence of an alternative set of theoretical approaches, which are more inclusive in their geographical reach and which are concerned with the diverse dynamics of ordinary cities. These approaches have not yet realized that they have the potential to broaden the base for theorizing about cities and, with this in mind, the article explores the potential for a more cosmopolitan urban theory. The policy stakes in this are high, and the article notes that there are important political reasons to promote the analysis of ordinary cities in the face of the persistence of ambitions in many cities to become ‘world cities‘. L’attention accordée aux villes planétaires et mondiales a orienté le champ des études urbaines vers l’importance des processus internationaux et transnationaux dans la configuration économique des villes. Partant d’un point situé hors de leur cartographie, l’article évalue ces approches. La circulation de celles–ci dans les sphères politiques et intellectuelles a une incidence néfaste sur les villes qui n’appartiennent pas à ces catégories, car elle instaure l’idée d’une ville planétaire en tant que ‘fiction régulatrice’, norme à laquelle aspirent les villes. Un secteur restreint de l’économie mondiale est ainsi établi comme le plus recherché dans la planification urbaine. Par contraste, les megacities fonctionnent comme l’impressionnant ‘autre’ des villes mondiales et planétaires, valorisant le discours développementaliste selon lequel l’évaluation des villes des pays pauvres indique le plus souvent des lacunes fondamentales dans les qualités propres à une ville. Les anciennes catégories de villes (Occident/tiers–monde) ont été converties en justifications apparemment transnationales des villes planétaires et mondiales. Les villes occidentales restent le site de production principal d’une théorie urbaine manifestement non–localisée; les villes dites du tiers monde (et autres villes ignorées de la cartographie des villes mondiales) sont interprétées à travers une optique développementaliste et, si on en parle, sont dépeintes en termes de ‘différence‘ ou d’inadéquation. Cet article souligne l’émergence d’un autre ensemble d’approches théoriques, plus inclusives dans leur géographie et soucieuses des diverses dynamiques des villes ordinaires. Sachant que ces démarches ne sont pas encore conscientes de pouvoir étendre la base théorique sur les villes, l’article explore la possibilité d’une théorie urbaine plus cosmopolite. While a growing body of research analyses the functional mechanisms of the cultural or creative economy, there has been little attention devoted to understanding how local governments translate this work into policy. Moreover, research in this vein focuses predominately on Richard Florida's creative class thesis rather than considering the wider body of work that may influence policy. This article seeks to develop a deeper understanding of how municipalities conceptualize and plan for the cultural economy through the lens of two cities held up as model ‘creative cities’ — Austin, Texas and Toronto, Ontario. The work pays particular attention to how the cities adopt and adapt leading theories, strategies and discourses of the cultural economy. While policy documents indicate that the cities embrace the creative city model, in practice agencies tend to adapt conventional economic development strategies for cultural economy activity and appropriate the language of the creative city for multiple purposes.  相似文献

Creative cities and culture-led development discourses have come under increasing scrutiny as elite-centric economic development agendas tend to trump ‘civic creativity’ ideals as imagined by Charles Landry. In South Africa, culture-led development and cultural policy tends to primarily mimic that of the global North, largely focusing on culture as a catalyst for economic and property development. Public art commissioning processes tend to focus on decorative projects as part of urban upgrading, which are often associated with ensuing gentrification and displacement of the urban poor. In contrast to focusing on these kinds of regeneration strategies, this article investigates Dlala Indima, a hip-hop-led graffiti project in a rural township in the Eastern Cape of South Africa. This article situates graffiti as a critical social and spatial practice to argue that this case challenges normative cultural planning paradigms. Dlala Indima's work is an alternative approach to cultural development by and for young people who are usually marginalized by the mainstream practice of culture-led economic development. The project challenges dominant creative cities and culture-led development discourses in three ways: first, it challenges the normative processes of regeneration; secondly, it grounds participatory practice; and finally, it shifts participation from ‘tyranny to transformation’ through the ubuntu of hip-hop, the notion of ubuntu being based on the communitarian notion of ‘ubuntu, ngubuntu ngabantu’—‘I am because you are’.  相似文献

What explains the lack of what Mike Davis famously called ‘magical urbanism’— referring to the increasingly influential and potentially radical role played by Latino immigrants in US politics — in such diverse Canadian cities as Toronto, Montreal and Vancouver? This article points out how the Canadian legacy of multiculturalism constitutes one key cause of the failure of left urban politics in Canada to produce yet anything approaching the promise of ‘magical urbanism’ south of the border, especially by underlining how this bulwark of liberal ideology lends itself so readily to some resilient variations of bourgeois urbanism — including the commodification of difference, most recently under the auspices of Richard Florida's ‘creative class’. Against the pluralism of the food court and the shopping mall, both in its official multicultural and seemingly oppositional ‘hybrid’ forms, are radical approaches to difference in the city still possible — in Canada or elsewhere? The authors argue that the concepts of ‘maximal’ and ‘produced’ (vis‐à‐vis ‘minimal’ and ‘induced’) difference and the politics of ‘the right to the city’ elaborated by Henri Lefebvre — in conjunction with the reflections on subaltern experiences of difference by critics such as Himani Bannerji and Ambalavanar Sivanandan — indeed provide a starting point for radical urban politics. Cities around the world have recently started to become ‘proactive’ initiators of climate strategies containing both mitigation and adaptation elements. The experience of these first movers has been studied and documented both empirically and, to a lesser extent, theoretically, primarily for cities in the global North. This symposium addresses related knowledge gaps by exploring case studies of urban regions in the global South confronting their projected climate change challenges, showcasing the experiences of Delhi, Santiago de Chile and Bogotá. Its specific aim is to explore the urban social response to nature change, the adaptation challenges faced by cities across the world and current practices of urban adaptation. Further, the symposium seeks to understand to what extent and in what respect current conceptual frameworks — which highlight urban ecological security and vulnerability — provide a useful context/framing to assist cities in confronting their challenges and to explain their actions. This introductory article examines current knowledge of the theory and practice of urban climate response. It introduces the concepts of ecological security and vulnerability and discusses the adaptive capacity of cities and how they are starting to respond to the emerging challenges of climate change. It concludes with a synthesis of the case articles and highlights some of the findings.  相似文献

Germany today is experiencing the strongest upsurge of right‐wing populism since the second world war, most notably with the rise of Pegida and Alternative für Deutschland. Yet wealthy global cities like Hamburg continue to present themselves as the gatekeepers of liberal progress and cosmopolitan openness. This article argues that Hamburg's urban boosterism relies on, while simultaneously obscuring, the same structures of racial violence that embolden reactionary movements. Drawing on the work of Walter Benjamin and Allan Pred, we present an archaeology of Hamburg's landscape, uncovering some of its ‘spaces of danger’—sites layered with histories of violence, many of which lie buried and forgotten. We find that these spaces, when they become visible, threaten to undermine Hamburg's cosmopolitan narrative. They must, as a result, be continually erased or downplayed in order to secure the city as an attractive site for capital investment. To illustrate this argument, we give three historical examples: Hamburg's role in the Hanseatic League during the medieval and early modern period; the city under the Nazi regime; and the recent treatment of Black African refugees. The article's main contribution is to better situate issues of historical landscape, collective memory and racialized violence within the political economy of today's global city.  相似文献

In global urban studies, different cities often serve as stand‐ins for various policy approaches. New York is closely associated with zero tolerance/quality of life policing—specifically the ways this crime‐fighting technique was used to manage and regulate public space in support of broader urban redevelopment goals. Whether celebrated or criticized, the image of New York as a city that was successful in ‘cleaning up’ public space has been exported across the globe, and has been invoked by a number of cities as they embark on their own projects to clear street vendors and other unwanted actors from public space. This article will challenge this established narrative through an examination of struggles over street vending and public space in New York during the 1980s and 1990s. It will show how the revanchist project of public space management was challenged and ultimately limited by vendors using discourses of free market populism and entrepreneurship. It demonstrates the ways in which the image of New York as a city of settled and well‐regulated public space does not tell the complete story, and how New York, like many other ordinary cities across the globe, is a city of contested spaces and uncertain regulatory effectiveness.  相似文献

This article evaluates the contributions which Richard Florida's seminal ‘creative class’ thesis might make to ongoing efforts to re‐inscribe ‘culture’ back into political economy explanations of the rise of Tiger economies. It reflects upon the value of reconsidering both the role of skilled migrants in Tiger states and the factors which attract skilled migrants to these economies in the first instance. Based upon analyses of a series of focus groups conducted with Scottish expatriates currently working in Dublin, the article specifically attempts to gauge how far the creative class thesis can be stretched to account for the locational preferences of talented migrants. Whilst Florida's work undoubtedly sheds light on aspects of expatriate existence which might not otherwise have been obvious, its ability to account for the relationships which have existed between technology, talent and tolerance in the Celtic Tiger must be questioned. Moreover, if political economy and Floridian readings are to do more than simply inform one another, there will be a need to establish more clearly the complex ways in which developmental states intersect with skill flows and cosmopolitan cultural agendas.  相似文献

Former industrial cities in the West are employing gentrification as urban policy. In these policies, women and families currently play an important role as gentrification pioneers. In my analysis of Rotterdam in the Netherlands, I propose the term genderfication to understand the gender dimensions of this process. Genderfication refers to the production of space for different gender relations. I analyse Rotterdam's urban planning program for becoming a ‘child‐friendly city’, which entails replacing existing urban dwellings with new, larger and more expensive ‘family‐friendly homes’ as a strategy for urban re‐generation. Urban re‐generation supplements regeneration in the form of material and economic restructuring, and refers to the replacement of part of the current population by a new and better suited generation. The ‘child‐friendly city program’ is considered in tandem with punitive ‘youth policies’.  相似文献

This article draws on critiques of ‘global cities’ to conceptualize Birmingham, the UK's second largest metropole, as a ‘global’ city by highlighting forms of economic globalization that draw on the city's residents, their histories and their social and cultural networks. The article illustrates some of the diversity and significance of minority ethnic economic activity within Birmingham and the potential this holds for its future economic development, focusing on examples from three transnational networks (Chinese business networks, ethnic food manufacturing and the Bhangra music industry). The article signals a rather different understanding of ‘global’ as it relates to economic advantage, transnationalism and ethnic diversity within cities in general, and Birmingham in particular. We suggest that this different understanding of the global has important policy implications, not simply in terms of economic representations of the city, but also in terms of developing the possibilities of such transnational networks and engaging with the constraints facing them. We argue that encouraging a more relational way of thinking about cities like Birmingham has the potential for advancing social wellbeing by influencing socio‐economic policy and practice. We use the example of Birmingham, therefore, to engage broader debates about alternative paths of ‘global’ economic, social and cultural investment for UK (and other) cities. A partir de critiques des ‘villes planétaires’, cet article conceptualise Birmingham (deuxième métropole britannique) en tant que ville ‘planétaire’ en soulignant les formes de mondialisation économique qui s’appuient sur les citadins, leurs histoires et leurs réseaux sociaux et culturels. Pour illustrer en partie la diversité et la place de l’activitééconomique ethnique des minorités à Birmingham, ainsi que le potentiel afférent pour son essor économique futur, ce travail s’intéresse à des exemples issus de trois réseaux transnationaux (réseaux d’affaires chinois, fabrication d’alimentation ethnique et secteur de la musique indienne Bhangra). Il repère une compréhension assez différente de ‘planétaire’, selon que le terme est liéà un avantage économique, au transnationalisme et à la diversité ethnique au sein des grandes villes, et de Birmingham en particulier. Cette perception multiple a d’importantes implications politiques, à la fois au plan des représentations économiques de la ville et en termes de création de possibilités pour ces réseaux transnationaux et de prise en compte des contraintes à affronter. Encourager un mode de réflexion plus relationnelà l’égard de villes comme Birmingham permettrait de promouvoir le bien‐être social en influant sur la pratique et la politique socio‐économique. Immigration to major cities is an important dimension of cultural globalization, one that has been largely ignored in the global cities literature. Rates of immigration to major world cities are an important indicator of global city status and should be included in determining urban hierarchy indexes. Our study considers immigration in more than 100 metropolitan areas, using data from national censuses from more than 50 countries. We rank major cities of immigration and compare them to well‐known global city hierarchies. Using immigration data, we create an urban immigrant index. The index considers four factors of immigration: (1) the percentage of foreign‐born, (2) the total number of foreign‐born, (3) the diversity of the foreign‐born stock, and (4) whether immigrants are from neighboring countries or non‐neighboring countries. This is the first time that an international urban immigrant data set and index have been created. The study explains the empirical challenge of acquiring comparable international metropolitan data and the limits of this research. Some of the cities that rank highly in the index are commonly cited as world cities (London, New York and Frankfurt); others such as Toronto, Amsterdam and Dubai seldom appear so highly ranked. L’Immigration vers les grandes villes est une dimension importante de la mondialisation culturelle, dimension largement ignorée dans la littérature sur les villes planétaires. Les taux d’immigration vers les grandes villes mondiales sont un indicateur significatif du statut de ville planétaire et devraient être pris en compte pour établir des répertoires de hiérarchie urbaine. Cette étude, qui couvre l’immigration dans plus de cent zones métropolitaines, utilise les données de recensements nationaux provenant de plus de 50 pays. Elle classe les principales villes d’immigration et les compare aux hiérarchies de villes planétaires reconnues. A partir des données sur l’immigration, est créé un répertoire des immigrants urbains, lequel se réfère à quatre facteurs d’immigration: (1) le pourcentage néà l’étranger, (2) l’effectif total néà l’étranger, (3) la diversité de la population née à l’étranger et (4) si les migrants viennent de pays voisins ou non. C’est la première fois qu’un fichier de données et un répertoire d’immigrants urbains internationaux sont créés. L’étude expose le défi empirique pour récupérer des données métropolitaines internationales comparables, ainsi que les limites de cette recherche. Certaines des villes placées en tête du répertoire sont fréquemment citées comme villes mondiales (Londres, New York et Frankfort), d’autres comme Toronto, Amsterdam et Dubaï apparaissent rarement à ce niveau de classement.  相似文献
