ABSTRACT: In this paper we argue that national accounting categories provide an inadequate basis for evaluating differences between public and private sector services. This is because accounting categories rely on economic concepts such as market price but do not take account of substantive public policy goals such as universality. The argument has important consequences for the structures and systems of delivery especially where nonprofit providers and social enterprise models are substituted for public bodies formerly integrated into the government's delivery system. Using an example taken from the UK's National Health Service, we show that the mechanisms for ensuring universality through redistribution are not sufficiently taken into account for classification purposes. 相似文献

This paper analyses UK unemployment in the period 1979–2005. Structural breaks are identified endogenously and they coincide with key institutional changes associated with financial deregulation and computerization in the New Economy. A vector error correction model is estimated and it confirms that computerization and financial deregulation have had counteracting impacts on UK unemployment. The results are consistent with three hypotheses: technological advances associated with computerization have moderated inflationary struggles between firms and insiders by increasing total factor productivity; financial deregulation has generated financial fragility fostering rises in unemployment; financial deregulation and computerization together have been associated with shifts from manufacturing towards services, fostering structural unemployment. 相似文献

University technology transfer offices (henceforth, TTOs) play a critical role in the diffusion of innovation and the development of new technology infrastructure. Studies of the relative efficiency of TTOs have been based on licensing output measures and data from a single country. In contrast, we present the first cross-country comparison of the relative performance of TTOs, based on stochastic multiple output distance functions. The additional dimension of output considered is the university's propensity to generate start-up companies, based on technologies developed at these institutions. We find that US universities are more efficient than UK universities and that the production process is characterized by either decreasing or constant returns to scale. Universities with a medical school and an incubator are closer to the frontier. 相似文献

Applying an approach of neo‐institutional research, this article examines the history of company holdings of the national government and local governments in Finland in the longer term. The article examines the genealogy of the institutional forms of these holdings, the diffusion, adoption and adaptation of these forms, and the political legitimacy of new forms and the political de‐legitimation of earlier forms. For theory, the results indicate that the individual tailoring of institutional forms offers flexibility but increases complexity. For practice, the results suggest that the company form may too easily marginalize alternative institutional forms such as co‐operatives, associations, and foundations. 相似文献

The community cooperatives that are spreading today in many parts of the world are the arrival point of an evolutionary process that has seen the progressive shift of cooperatives’ focus from specific social and professional groups to society as a whole. This evolution is marked by two changes. The first was at the turn of the 19th century when there made their appearance the first community cooperatives which catered to the needs of a whole community. Among them were electric cooperatives, cooperative banks and some kinds of agricultural cooperatives. A further development relevant to the evolution of community cooperatives occurred towards the end of the last century with the enlargement of cooperatives’ aims to embrace society's benefit. From this process there emerge in total four categories of cooperatives which taken together constitute a complete classification of the cooperative universe. New community cooperatives are the off‐springs of the old ones but the picture is rather confused. The term itself is relatively new and similar institutions are named differently at different times. Moreover, though having a few basic features in common, they differ much from one another and from the old ones. To take care of this we elaborate a concept of community cooperative consistent with its evolution and the classification of cooperatives we have identified. Basic elements of the concept are community goods, territory and citizenship, which are discussed extensively with reference to factual cases. We then discuss in what way new community cooperatives differ from old ones. The paper closes with a discussion of their future prospects. 相似文献
