Is the potency of fiscal policy lower for more open economies, as suggested by economic theory? Using annual data from the period 1951?C2007, for 62 developed and developing economies, the paper??s empirical findings show that the effectiveness of fiscal policy is indeed reduced by an economy??s trade openness, and that the effect is quantitatively substantial. In particular, the paper??s estimates suggest that an increase in trade openness by 10% of GDP reduces the magnitude of the long-run fiscal multiplier by 5?C6%.  相似文献

Trade interventions are increasingly advocated as a means for controlling timber-related tropical deforestation. This paper analyzes the impact on deforestation of such policy instruments in a dynamic framework. The forest is modelled as a potentially renewable resource, and timber is extracted for purposes of export and domestic consumption. Optimality conditions for a variety of model specifications are derived, and the impacts of changes in the terms of trade and market structure on long-run deforestation are analyzed. The results of this analysis suggest that trade interventions that seek to affect the terms of trade against the export of tropical timber products are in the long run a second-best policy option for influencing the deforestation process.We would like to thank Joanne Burgess for contributing to discussions that resulted in this paper, which were held at the Beijer Institute of Ecological Economics of the Royal Swedish Academy of Sciences. Trade sanctions on product exports are often used as measures for conservation of stocks of living resources. Two opposing approaches are investigated. The harvest approach argues that sanctions reduce the harvest, and thus protects the stock. It is shown that this does not consider the long run effects nor the effects of sanctions on the management system. The investment approach argues that increased price protects the stock, making the species a profitable investment. It is shown that this approach does not consider the asset effects of price changes, and that the sanctions usually increase the stock in an one species analysis. If the wildlife competes for land the conclusions may be different, but still sanctions usually works. If the manager has a joint management of several species, the stock effects of sanctions are ambiguous, depending on both the species interaction, and the profitability of the harvesting from each of them. In this case it is not possible to use intuitive reasoning, sanctions give distortions to all stocks simultaneously. The threat of extinction depends crucially on the unit cost in harvesting of depleted stocks. The paper concludes that trade policy is a too general measure for the management of living resources, and may implicate important economic distortions to the ecological system.This study is partially funded by the Research Council of Norway (Environment and Development). Previous studies on the determinants of productivity emphasized the role of trade and institutions but omitted trade policy due to endogeneity concerns. This paper considers the role of one important element of trade policy: free trade agreements (FTAs). Based on recent work on the determinants of FTAs, we suggest an instrument which is based on the propensity to enter an FTA due to (exogenous) geographical characteristics. We find that differences in institutional quality and trade, due to variations in geography and trade policy, have a sizeable effect on productivity and can explain the huge variation in per capita income across countries.  相似文献

Abstract .  This paper demonstrates that the degree of state ownership affects neither the level of socially optimal activities nor welfare if the government chooses optimal trade policy instruments. In the case of rivalry in the home market, the optimal import tariff is independent of the degree of state ownership, and the optimal production subsidy decreases with state ownership if the optimal tariff is positive. For the case of Cournot rivalry in a third market, the optimal export subsidy increases with state ownership, while in the case of Bertrand rivalry with differentiated products, the optimal export tax increases with state ownership.  相似文献

This paper investigates the role of trade credit in the transmission of monetary policy. Most models of the transmission mechanism allow firms to access only financial markets or bank lending according to some net worth criterion. In our model we consider external finance from trade credit as an additional source of funding for firms that cannot obtain credit from banks. We predict that when monetary policy tightens there will be a reduction in bank lending relative to trade credit. This is confirmed with an empirical investigation of 16,000 UK manufacturing firms.  相似文献

This paper looks at the relationship between trade union power and jobs in a capitalist economy. It is argued that trade unions, as they threaten profitability, may hinder the functioning of capitalist economies. But, any adverse effects of trade unions on jobs arise because of the constraints imposed on trade union activity by the state and capitalists. In alternative forms of economic organization, trade unions are not likely to reduce the number of jobs. The implications of this argument for policy towards trade unions are also discussed.  相似文献

Increased integration of labour and capital markets creates significant challenges for the welfare states of modern Europe. Taxation of capital and labour that finances extensive programmes of cash and in-kind redistribution creates incentives for capital owners and workers to locate in regions where they obtain favourable fiscal treatment. Competition among countries for mobile resources constrains their ability to alter the distribution of income and may lead to reductions in the size and scope of redistributive policies. Mobility of labour and capital is imperfect, however. Recent trends indicate that labour and capital are neither perfectly mobile nor perfectly immobile, but rather adjust gradually to market conditions and economic policies. This paper presents an explicitly dynamic analysis showing that governments can achieve some redistribution when it is costly for factors of production to relocate. As the costs of factor mobility fall, however, the effectiveness of redistributive policies is more limited, and governments have weaker incentives to pursue them. Liberalized immigration policies, EU enlargement, and other steps that promote integration of the factors markets of Western Europe with those of surrounding regions thus present a challenge to policy-makers if they also wish to maintain fiscal systems with extensive redistribution.  相似文献

This paper investigates whether the gender composition of national legislatures in donor countries impacts the level, composition, and pattern of foreign aid. We provide evidence that the election of female legislators leads countries to increase aid both in total and as a percentage of GDP. Consistent with existing research examining domestic expenditures, we find that the empowerment of women in national legislatures is associated with a reallocation of aid flows in favor of education and health-related projects. These increased flows occur predominately through bilateral aid and reflect a redistribution of aid toward developing countries.  相似文献

When one wishes to formulate, evaluate and implement public policies, the existence of a plurality of social actors, with interest in the policy being assessed, generates a conflictual situation. How such a conflict should be dealt with? This paper defends the thesis articulated in the following points: (1) Different metrics are linked to different objectives and values. To use only one measurement unit (on the grounds of the so-called commensurability principle) for incorporating a plurality of dimensions, objectives and values, implies reductionism necessarily. (2) Point (1) can be proven as a matter of formal logic by drawing on the work of Geach about moral philosophy. This theoretical demonstration is an original contribution of this article. Moreover, here the distinction between predicative and attributive adjectives is formalised and definitions are provided. Predicative adjectives are further distinguished into the new categories of absolute and relative ones. The new concepts of set commensurability and rod commensurability are introduced too. (3) Weak comparability of values, which is grounded on incommensurability, is proposed as the main methodological foundation of well-being evaluation. Incommensurability does not imply incomparability; on the contrary incommensurability is the only possible way to compare societal options under a plurality of policy objectives. Weak comparability can be implemented by using multicriteria evaluation, which is a formal framework for applied consequentialism under incommensurability.  相似文献

Economic growth is introduced in the urban unemployment model of Harris and Todaro. It is shown that in the steady state, the optimal savings ratio is greater than the golden rule savings ratio under full employment. This paper analysis wheather the level of tariffs and non-tariff barriers affect the pattern of inter-industry trade within Asia. The Heckscher–Ohlin theorem is based on the assumption of efficient resource allocation. However, markets in many developing countries protect the domestic production by trade barriers. We would therefore expect the pattern of production and trade not to reflect comparative advantages perfectly. It is found that import charges and non-tariff barriers have a significant positive impact on capital intensities in net export.  相似文献

在总供给小于总需求的短缺时期,我国产业结构政策的重心是从供给的角度”填平补齐“,重点支持缺口较大的产业部门的发展。在总需求不足并成为常态、结构性矛盾日益突出、市场经济体制基本建立的背景下,产业的兴衰和竞争力的强弱与市场需求的变化息息相关。因此,产业结构政策的重心必须以国际国内市场需求变化为导向。产业政策是属于供给方面的经济政策,是否鼓励、促进或限制某些产业的发展主要根据比较优势和竞争优势。而从我国资源和生产要素的比较优势所选择的重点发展的产业,与从工业化和知识经济发展规律所要求发展的重点产业可能是不同的。  相似文献

The expansion of nature reserves is an important public policy strategy for the protection of biological diversity. In this paper, the authors use integer programming model structures derived from Location Set Covering Problem and Maximal Covering Location Problem approaches of location science as tools for selectively augmenting nature reserve sites for special status species protection. The linear programming models presented incorporate the following: biological constraints in the form of species' area needs; economic constraints in the form of opportunity costs of converting smaller administrative districts into nature reserves; and spatial constraints in the form of required connectivity among districts in site selection. The construction of a taxonomic data set for Thailand enables the implementation of the models, the comparison of results and evaluation of the differences in outcomes. The models build upon the existing nature reserve network in Thailand and suggest various public policy options that would augment the reserves for enhancing species protection and for possibly improving national conservation efforts at lowest costs.  相似文献

Abstract .  This paper analyses strategic R&D policy under circumstances where intellectual property rights protection resulting from firms' R&D investment is not perfect. By examining policy choices wherein a government chooses both R&D subsidies and IPR protection levels simultaneously, we show that it is optimal for a government to adopt sufficiently weak IPR protection and to subsidize R&D investments of domestic firms. Inducing R&D investment of foreign rival firms will increase the profits of domestic firms.  相似文献
