In 2013 the Mexican Telecommunications and Broadcasting Reform was launched with the goal of promoting competition and access in the telecommunications sector. The aim of this paper is to evaluate whether the 2013 reform had an impact on household fixed internet adoption and to what extent Mexican households, classified into ten wealth groups, had adopted internet. For the assessment, after a revision of supply and demand Reform's measures to reduce the digital divide, data from the 2010 Census and 2015 Intercensal Survey were used to create adoption indexes using Poisson estimations. The results were analyzed by ten wealth groups, constructed on principal components based on household characteristics (type of dwelling, electricity availability, availability of drinking water, sewer system, internet and ICT devices: computer, telephone, cell phone and internet). Additionally, the impact of both indexes was validated by a difference in differences method. The results suggest a 66% overall increase in internet adoption between 2010 and 2015. The decile analysis showed considerable internet adoption in the low and middle wealth groups (deciles 2–8), while in the highest wealth groups (deciles 9–10) the impact of internet adoption has been relatively moderate. It is worth noting that internet adoption is unequally distributed, as less than 1% of households in deciles 1 to 6 had adopted internet in 2015, while nearly all of the wealthiest ten percent of households have internet access. Nevertheless the increment in internet adoption was not only the result of the reform but the combination of the broadband penetration trend and the reform together.  相似文献

Recent studies have confirmed that broadband adoption (as opposed to simply having access to broadband infrastructure) is positively linked with economic growth. In light of this, federal policy efforts have switched from focusing mainly on the provision of infrastructure to more explicit adoption-oriented efforts. One of those efforts was the Federal Communications Commission’s (FCC’s) Low-income Broadband Lifeline Pilot Projects, which ran from 2013 to 2014. The program worked with 14 private telecommunications firms to subsidize household broadband adoption for low-income households by providing discounted monthly and equipment costs. Low-income households are an important component of the broadband adoption puzzle: between 2003 and 2013, the adoption gap between low-income and high-income households actually increased by 5% points. This paper focuses on two specific FCC Broadband Lifeline Pilot projects that allowed consumers to make choices among different options, such as data allowance, speed, and wireless vs. wired connections. Conditional logit models are used to develop estimates of consumer’s willingness-to-pay for specific broadband attributes. The results indicate that low-income consumers have a preference for smartphone connections (versus aircards) – and that this effect is even more pronounced for those households earning less than $20,000; that low-income consumers have a preference for wired connections (versus wireless); and that there is evidence that low-income consumers are willing to pay for an extra GB of data each month – but not for the speed of their connection.  相似文献

Using household panel data for the period 2004 to 2009, the percentage of households that engage in fixed to mobile access substitution in Spain is quantified. This turns out to be small: on average 0.35% per quarter (range: 0.02% to 0.79%). Then the drivers of households to substitute are analysed, finding out that the availability of Internet and mobile services previous to the substitution decision and the socio-demographic characteristics of households, such as age, play a more prominent and significant role in explaining fixed to mobile access substitution when compared to other aspects such as the degree and types of expenditure on fixed services.  相似文献

Mobile-only users are usually perceived as a consequence of fixed-mobile substitution. This study uses a unique dataset based on a survey in France, combined with interviewee's telecommunications billing data, to reveal heterogeneous consumer preferences for fixed services. With the same mixed logit model we estimate the willingness to pay (WTP) for fixed communications services and fixed-mobile relationship. Results show a very large heterogeneity of WTP for fixed services among consumers. In addition, we show that fixed and mobile data are complement for all consumers. Mobile-only consumers have a much lower but non-zero WTP, and higher price sensitivity compared to fixed-mobile consumers. Consequently, an increase in the fixed offer price would reduce the demand for fixed service. Heterogeneous preferences for fixed services constitute an alternative explanation for the existence of mobile-only users, despite the complementary nature of fixed and mobile broadband. Counter-factual simulations show that the share of mobile-only could also be driven by the way to subsidize mobile handset. For instance, making the handset subsidy only available to fixed-mobile quadruple play subscribers could reduce the share of mobile-only by half.  相似文献

The phenomenal growth of mobile cellular relative to fixed line phone ownership in Africa has been attributed to a wide range of factors, including institutional factors (such as competition and private foreign ownership), ease of access (low waiting times and no credit history for prepaid access) and of course the mobility. What has not received any attention is how the tariff structures in mobile have influenced consumer preferences. This paper examines how the difference in tariff structures between fixed line and mobile have accounted for the relative popularity of cellular in South Africa. It finds that the balance between fixed monthly and usage fees makes mobile both affordable and cheaper than fixed line for the bottom 50–60% of households that spend relatively little on communication. This is reflected in household behaviour where lower-income households treat cellular as a substitute for fixed line (owning only one or the other), while higher-income households treat the two as complements (owning both).  相似文献

This paper analyzes substitution between access to fixed-line and mobile telephony in the European Union using cross-section panel data on households’ choices of telecommunications technologies in years 2005–2010. We estimate a structural model of household?s demand for access to: (i) fixed-line only; (ii) mobile only; and (iii) both fixed-line and mobile. We find that growing Internet usage increases the share of ‘fixed + mobile’ households, which suggests that households keep their fixed-line connection to access Internet. However, the spread of 3G and cable broadband access decreases the share of ‘fixed + mobile’ households and increases the share of ‘mobile only’ households. Hence, fixed-to-mobile substitution was slowed down by the spread of Internet but it may continue with the spread of mobile broadband. Furthermore, bundling of telecommunications services increases the share of ‘fixed + mobile’ households and decreases the shares of ‘mobile only’ and ‘fixed only’ households. Therefore, operators which can bundle fixed-line connection with Internet or mobile services may slow down fixed-to-mobile substitution.  相似文献

Production and price risks that could render input use unprofitable sometimes prevent rural households from benefiting from input technological change. The household’s ability to cope with such risks and hence benefit from input technological change is often positively related to its wealth or stock of productive assets. Empirical evidence, however, suggests a non-linear relationship between wealth and adoption of new agricultural technologies so that within a rural community, households on the lower wealth continuum behave differently from those on the higher level. Using farm level data collected from 300 randomly selected households in three districts of Zambia in 2004/2005 crop season, this paper first stratifies households into poorly- and well-endowed households based on their access to productive assets and estimates separate double-hurdle models for the adoption of improved, high yielding maize (IHYM) varieties for each group. The results show that factors influencing the adoption and use intensity of IHYM varieties differ between the two groups. This draws attention to the need for recommending wealth group-specific interventions to increase the adoption and use intensity of such varieties and their subsequent impacts on food security and general livelihoods of the households. The explicit testing for the possibility that differences in household wealth affect the way in which other variables influence adoption decisions is the paper’s unique contribution to the adoption literature.  相似文献

This paper addresses the information and communication technology adoption decisions of Thai households. The findings suggest that household composition, education, wealth, and occupation are key factors determining information and communication technology adoption. The rural–urban gap of mobile phone adoption was negligible in 2009 after controlling for household characteristics, while the gaps for other information and communication technologies have persisted. Having a family member migrate to work elsewhere significantly increases the likelihood of mobile phone adoption.  相似文献

Access to ICT-based market information is crucial to the adoption of agricultural seed technologies for maize, beans and groundnut and to improve smallholder farmer yields and income. This ICT-based market information is provided by FM radio stations and by market information centers through media such as mobile phones and internet facilities, etc. Factors that positively affect the probability of access to ICT-based market information include access to microfinance loans, membership in a farmer association, government awareness campaigns, and wealth. Distance to the trading centers or district capital negatively affects this access. The likelihood of access to ICT-based market information declines with female-headed households. Access to market information has a positive and significant impact on the intensity of adopting improved seed for all crops. Adoption of improved seed has a positive and significant effect on farm yields and gross farm returns. This research shows that in order to generate meaningful improvements in food security and farm incomes, there must be commensurate efforts to promote ICT-based market information along with yield-augmenting agricultural seed technologies.  相似文献

This study analyses the adoption and use of mobile money (MM) services based on data collected on 1000 households from the Global Findex Survey conducted in 2017 in Cameroon, by the World Bank. More specifically, this study attempts to first profile MM adopters, and then identify the explanatory factors of the different uses of these services. A Probit model is used to highlight the explanatory factors of MM adoption combined with multivariate regressions to identify the determinants of MM service use. Then, estimates of three independent Probits, under the assumption of non-simultaneity of the different uses of MM services are done to test the reliability and robustness of the results. The results reveal that socio-economic factors such as age, level of education, the standard of living and mobile phone ownership differentially affect both the adoption and use of MM services in Cameroon.  相似文献

The study of information and communications technology (ICT) adoption signals that diffusion processes within highly unequal societies produce stratification in the access to digital technologies and thus, maintain or even increase previous socioeconomic disparities. While technological utopians believed that One Laptop Per Child (OLPC)-like programs could reduce societal inequalities, the economics literature evaluating these initiatives has mostly focused on student's human capital. Results suggest no impact, even for successful programs such as Uruguay's own OLPC-inspired Plan Ceibal. In this paper, we use an event-study approach to difference-indifferences to identify the impact of Plan Ceibal on the household adoption of technological goods across income quintiles. Our results show that Plan Ceibal helped to bridge domestic digital disparities in terms of access to PC and favored the uptake of internet services. We discuss the potential mechanisms behind these results. Regarding household PC access, even though Plan Ceibal was conceived as a universal program targeting primary-level students attending public schools, both infantilization of poverty and a dual-system educational stratification may explain why this initiative had a heterogenous impact across different income groups. Regarding household connectivity, Plan Ceibal reduced the cost of the bundle required to consume internet services at the time of the study, improving affordability and access among households with beneficiaries of the program.  相似文献

This article evaluates the impact of the adoption of improved wheat varieties on food security using a recent nationally-representative dataset of over 2000 farm households in Ethiopia. We adopted endogenous switching regression treatment effects complemented with a binary propensity score matching methodology to test robustness and reduced selection bias stemming from both observed and unobserved characteristics. We expand this further with the generalized propensity score (GPS) approach to evaluate the effects of continuous treatment on the response of the outcome variables. We find a consistent result across models indicating that adoption increases food security and farm households that did adopt would also have benefited significantly had they adopted new varieties. This study supports the need for vital investments in agricultural research for major food staples widely consumed by the poor, and efforts to improve access to modern varieties and services. Policies that enhance diffusion and adoption of modern wheat varieties should be central to food security strategies in Ethiopia.  相似文献

This paper evaluates the potential impact of adoption of improved legume technologies on rural household welfare measured by consumption expenditure in rural Ethiopia and Tanzania. The study utilizes cross-sectional farm household level data collected in 2008 from a randomly selected sample of 1313 households (700 in Ethiopia and 613 in Tanzania). The causal impact of technology adoption is estimated by utilizing endogenous switching regression. This helps us estimate the true welfare effect of technology adoption by controlling for the role of selection problem on production and adoption decisions. Our analysis reveals that adoption of improved agricultural technologies has a significant positive impact consumption expenditure (in per adult equivalent terms) in rural Ethiopia and Tanzania. This confirms the potential role of technology adoption in improving rural household welfare as higher consumption expenditure from improved technologies translate into lower poverty, higher food security and greater ability to withstand risk. An analysis of the determinants of adoption highlighted inadequate local supply of seed, access to information and perception about the new cultivars as key constraints for technology adoption.  相似文献

The diffusion of innovative new products is critically dependent on the transmission of relevant information to potential adopters. Existing research indicates that the relative effectiveness of different communication tools depends on the type of information being communicated. Written and verbal communication tools can be effective when consumers make adoption decisions based on search attributes. However, when adoption depends on experience attributes, marketers must find ways to effectively expose consumers to these attributes. In this paper the authors explore the effectiveness of promotional incentives in motivating consumers to engage in behaviors that should increase their understanding of an innovation's experience attributes. To the authors' knowledge, the research described here is the first published study of the relative effectiveness of different promotional vehicles in stimulating adoption of a consumer durable. The empirical analysis is based on data collected in a real‐world experiment involving 614 households. Just over half of these households received a free DVD movie disc as an incentive to participate in the study. The authors assigned the participating households to four treatment groups of 100 households each and a control group of 214 households. The households in the treatment groups received one of four promotional offers that featured some form of a $50 monetary incentive. These promotional offers differed in the degree to which they encouraged behavior that exposed consumers to the experience attributes of a DVD player. After one month the authors surveyed these households again to determine how many purchased a DVD player in the preceding month. An analysis of this experimental data reveals that all four monetary promotions significantly enhanced the probability of adoption. In particular, the average adoption rate among the households receiving one of the monetary incentives was 41%. In contrast, none of the households in the control group reported purchasing a DVD player. Promotions that paid consumers for specific behaviors that precede purchase were no less effective than a coupon that reduces the purchase price by an equivalent amount. In addition, promotions that directly exposed consumers to experience attributes were more effective than promotions that simply provided consumers with the opportunity to learn about experience attributes. Finally, the gift of a free complementary product (a DVD movie) enhanced the effectiveness of three of the four monetary promotions. The authors close with a discussion of managerial implications and directions for future search.  相似文献

Nationally representative data for Malawi were used to measure the gender gap in adoption of modern maize and to investigate how, if at all, Malawi’s Farm Input Subsidy Program (FISP) has impacted the gap. Regression results show the probability of adopting modern maize was 12% lower for wives in male-headed households, and 11% lower for female household heads, than for male farmers. Receipt of subsidized input coupons had no discernible effect on modern maize adoption for male farmers. Receiving a subsidy for both seed and fertilizer increased the probability of modern maize cultivation by 222% for female household heads, suggesting the FISP has likely reduced the gender gap in adoption of modern maize in Malawi.  相似文献

The telecommunications industry has undergone significant evolvement from fixed to mobile substitution (FMS) to fixed mobile convergence (FMC) and now to over-the-top (OTT) services due to the huge rise in data usage. This paper explores efficiency variation during the period 2012–2017 for the top 41 global telecom operators in Forbes Global, 2000. Based on the data envelopment analysis (DEA) meta-frontier approach to reflect differences in production functions, the empirical results herein show that the number of operators achieving technical efficiency with respect to the meta-frontier fell from 13 firms in 2012 to 10 firms in 2013 to 8 firms in 2014 to 8 firms in 2015 and then to 7 firms in 2016, but then rose to 11 firms in 2017, displaying the impact from rise in OTT. For the mobile-only group, the average technical efficiency with respect to the meta-frontier is 0.841, which is superior to the fixed-mobile group's 0.774 and the fixed-only group's 0.714, and the group difference is significant among the three facilities-based groups. The meta-frontier estimation suggests that the fixed-mobile group has the highest meta-technology ratio (MTR) of 0.901 versus the mobile-only group's 0.886 and fixed-only group's 0.718. The empirical results offer policy implications for regulators to encourage telecom operators to have fixed-mobile operations. We further suggest that telecom operators cooperate with OTT service providers and invest in them in order to take advantage of people's more personalized digital life.  相似文献

This study analyzes the anticipated economic effects arising from the introduction of the mobile virtual network operator (MVNO) system in the mobile communications service market. For the analysis, actual data (or estimated data)—such as price elasticity, the number of subscribers, traffic volume, rate, and access charge—were combined with an assumption about a competition scenario in the future market. Based on this analysis, consumer surplus, and change in the service provider's profits were estimated according to the type of policy that may be adopted for the MVNO system by the regulator. The results of the analysis indicate that consumer surplus appears to increase largely because of the reduction of the mobile service rate by the promotion of “service-based competition,” which occurs upon adoption of an MVNO policy in the mobile communication service market. Moreover, the introduction of an MVNO system into the mobile communication market seems to be socially beneficial regardless of policy type if access charges are set reasonably by a cost-plus or retail-minus method. In particular, in order to make sense of the introduction of a special MVNO, whether by the cost-plus method or the retail-minus method, the correct discount rate must be used in setting an access charge between the special MVNO and the significant market power (SMP) mobile network operator (MNO).  相似文献

Using cross-sectional data and a propensity score matching technique, this paper investigates the impact of cooperatives on adoption of agricultural technologies. Our analysis indicates that cooperative members are more likely to be male-headed households, have better access to agricultural extension services, possess oxen, participate in off-farm work, and have leadership experience. We also found that geographic location and age of household head are strongly associated with cooperative membership. Our estimation results show that cooperative membership has a strong positive impact on fertilizer adoption. The impact on adoption of pesticides turns out to be statistically significant when only agricultural cooperatives are considered. Further analysis also suggests that cooperative membership has a heterogeneous impact on fertilizer adoption among its members. The results suggest that cooperatives can play an important role in accelerating the adoption of agricultural technologies by smallholder farmers in Ethiopia.  相似文献

Broadband is becoming increasingly important to national economies and the personal lives of users. However, broadband availability and adoption are not diffusing in rural and urban areas at the same rates. This article updates the rural broadband digital divide, with special attention paid to mobility. Empirical estimations of broadband provision and usage in the US show that rural areas have fewer high-speed fixed and mobile providers but more slower-speed fixed providers than urban areas. While rural availability of mobile broadband is lower than in urban areas, it still helps fill in gaps in fixed broadband coverage in rural areas. The rural gap in fixed broadband usage remains, but the mobile broadband usage gap disappears after controlling for household demographics. The raw broadband usage gaps between rural and urban households are proportionally greater for low-income households. The potential for mobile broadband to benefit rural areas through economic development is also examined.  相似文献
