Binding resource constraints in many low- and middle-income countries aggravate food insecurity risk in the face of climate change. To help mitigate such risk and increase food security, international development agencies have invested billions of dollars in climate-smart agriculture (CSA) programs over the past decade. However, rigorous evidence on the food security impacts of CSA aid through crop yields remains scant generally, and specifically in sub-Saharan Africa. Most studies have not explicitly linked CSA adoption and yield impacts with CSA aid interventions among smallholder farmers. Here, we respond to this knowledge gap by estimating the impact of a major CSA aid effort (the United States Agency for International Development-funded Wellness and Agriculture for Life’s Advancement (WALA) project) on agricultural yields in Southern Malawi. Based on primary survey data from a sample of 808 households in the project area, we use endogenous switching regression and a control function approach to estimate CSA adoption and impacts on maize yield in 2016, controlling for potential program placement bias, selection bias in CSA adoption, and endogeneity issues. We found a 53% increase in maize yield among CSA adopters in the drought year of 2016. Results demonstrate that policies and funding streams supporting CSA in low-income, dryland contexts such as southern Malawi can have important impacts on food security by boosting crop yields in the face of increasing climate uncertainty and extreme weather shocks.  相似文献

This study investigates the adoption of three climate-resilient strategies (3CRS), drought/flood-resistant rice varieties, integrated pest management (IPM) practices, and weather advisory; the impact of 3CRS on food security, namely, productivity and profits of the Cambodian paddy farmers. Using endogenous switching regression (ESR) approach and household survey from Cambodian farmers, the study finds a low adoption rate (14%) of 3CRS. The low adoption of 3CRS means missing opportunities for rice farmers. Access to information through training and input suppliers is found to increase the adoption of 3CRS. The adoption of 3CRS increases rice yields and profits by 36% and 45%, respectively. Additionally, if nonadopters adopted 3CRS, rice yields and profits would increase by 55% and 52%, respectively. Findings suggest the development of institutional capacity, implementation, and dissemination of knowledge of climatic changes, and adaptation strategies to increase food security.  相似文献

In addition to experimental data, using information collected from farmers is vital to assess the performance of candidate farming technologies. The latter provides the basis for farmers’ assessments and adoption decisions. Using detailed georeferenced plot and household level data from Ethiopia, this paper estimates the impact of a set of sustainability-enhancing agronomic practices on maize yields and implied net maize income with the aid of multinomial endogenous regime-switching regression that corrects for unobserved heterogeneity. The treatments’ effects on yield ranged from 29.5% for the fertilizer-dominant strategy to 88% in the case of fertilizer, maize-legume diversification, and soil and water conservation combinations. Second, while the impacts of the agronomic packages are significant in almost all states of the world, there were considerable heterogeneity effects conditioned on observed rainfall deviations from the historical average with levels effects of up to 92% and heterogeneity effects of 33–64%. The heterogeneous and rainfall-conditioned impacts point to the role of local biophysical modifiers of the impacts of agricultural practices. Investments in context-appropriate adaptation in agricultural research and extension is suggested.  相似文献

Important changes have happened to the upstream segment of the coffee sector in Ethiopia - Africa’s biggest - in the last decade, as illustrated by the increasing adoption of improved production, harvest, and post-harvest practices. Upstream marketing has also improved and there have been large investments in processing capacity, shown by the extended coverage of wet mills. These improved practices are shown to be associated with positive impacts on coffee productivity and prices. Changes appear to be linked with multiple factors including local market reform, greater presence of public extension agents, high international prices, and a push for certification by international buyers. On the other hand, a combination of production (lack of improved seedlings, weather and disease shocks) as well as institutional issues (saving constraints and lack of vertical integration and traceability) have seemingly impeded more widespread uptake of improved practices and therefore better farm performance. The study illustrates the significant complexity in obtaining transformation at the farm level in these settings.  相似文献

This study explores the impact of weather shocks on the investment decisions of farmers. We distinguish between the long-term effect of exposure to weather shocks, measured as past exposure to deviations in average rainfall levels, and the effect of weather-related shocks that have recently occurred. We examine how households cope with shocks in the short term, in terms of consumption smoothing and the depletion of liquid assets, and whether over the longer-term shock exposure impacts on household investment decisions and welfare. Our results show that households on average manage to smooth consumption in the face of recent shocks by depleting savings and borrowing. Over the longer-term, households that are exposed to shocks invest less in productive assets leading to lower consumption levels. Moreover, the investment strategies of these households do not appear to pay off once additional shocks occur later on.  相似文献

In developing countries where many poor people rely on rainfed, locally produced food for the majority of their caloric intake, shifts in climate and weather patterns can dramatically reduce agricultural productivity. The reduction in agricultural productivity reduces overall food availability and ultimately impacts food accessibility, putting millions of people at risk for malnutrition. In this project we focus on Kenya where roughly a third of households are food insecure. We examine the relationship of the price of maize and low birth weight to help quantify the impact of local food prices on one outcome of household food insecurity. Using spatially referenced data from recent Kenyan Demographic and Health Survey datasets, price data, livelihood information, and a remotely sensed-based measure of local growing season productivity, we develop a dataset linking pregnancies occurring from 2001 to 2008 to the spatially and temporally relevant maize price data. We construct several regression models to examine the impact of local maize prices and remotely sensed based estimates of crop production on infant birth weight – specifically low birth weight. The results of the models highlight the importance of including community crop production to evaluate maize price impacts on low birth weight outcomes. Also, because of the positive correlation between pre-pregnancy maize prices and birth weight, the results suggest that some households may benefit from high prices or that high prices may impact the number of conceptions. More generally, our work demonstrates that multilevel models that account for community-level variation are important for disentangling these complex relationships and can contribute to the discussion of how to design more effective food policies.  相似文献

We analyse the impact of improved chickpea adoption on welfare in Ethiopia using three rounds of panel data. First, we estimate the determinants of improved chickpea adoption using a double hurdle model. We apply a control function approach with correlated random effects to control for possible endogeneity resulting from access to improved seed and technology transfer activities. To instrument for these variables we develop novel distance weighted measures of a household’s neighbours’ access to improved seed and technology transfer activities. Second, we estimate the impact of area under improved chickpea cultivation on household income and poverty. We apply a fixed effects instrumental variables approach where we use the predicted area under cultivation from the double hurdle model as an instrument for observed area under cultivation. We find that improved chickpea adoption significantly increases household income while also reducing household poverty. Finally, we disaggregate results by landholding to explore whether the impact of adoption has heterogeneous effects. Adoption favoured all but the largest landholders, for who the new technology did not have a significant impact on income. Overall, increasing access to improved chickpea appears a promising pathway for rural development in Ethiopia’s chickpea growing regions.  相似文献

This paper evaluates the potential impact of adoption of improved legume technologies on rural household welfare measured by consumption expenditure in rural Ethiopia and Tanzania. The study utilizes cross-sectional farm household level data collected in 2008 from a randomly selected sample of 1313 households (700 in Ethiopia and 613 in Tanzania). The causal impact of technology adoption is estimated by utilizing endogenous switching regression. This helps us estimate the true welfare effect of technology adoption by controlling for the role of selection problem on production and adoption decisions. Our analysis reveals that adoption of improved agricultural technologies has a significant positive impact consumption expenditure (in per adult equivalent terms) in rural Ethiopia and Tanzania. This confirms the potential role of technology adoption in improving rural household welfare as higher consumption expenditure from improved technologies translate into lower poverty, higher food security and greater ability to withstand risk. An analysis of the determinants of adoption highlighted inadequate local supply of seed, access to information and perception about the new cultivars as key constraints for technology adoption.  相似文献

Complementarity between incentive instruments is a central theme of theoretical research in industrial organization. However, despite its importance, empirical evidence on the existence of complementarities is limited. We identify complementarities between incentive mechanisms using a dataset on rural firms in China. Using a panel regression framework, we confirm that significant complementarities exist in terms of the impact of incentive instruments on the performance of firms. In order to evaluate the robustness of our results we account for unobserved differences in firm quality using fixed effects and instrumental variables regressions. Support for the complementarity hypothesis is found after controlling for unobserved heterogeneity.  相似文献

It is widely perceived that African farmers are under-utilizing inorganic fertilizer. However, very little long-term evidence from farmers’ fields, accounting for variations in agro-ecological conditions, has been assembled to back this claim or determine the conditions under which it is true. Using five waves of nationwide household survey data from Kenya covering 13 years, we estimate the relative and absolute profitability of nitrogen application rates on maize fields and compare these profitability conditions to observed nitrogen use patterns over time. In general, we find that farmers are consistently and steadily increasing towards risk-adjusted economically optimal rates of fertilizer application over time and that, in the most agriculturally productive areas, farmers’ application rates on maize sometimes exceed rates that maximize profitability. Fertilizer use rates may nevertheless be profitably raised in these areas, but doing so will require the adoption of complementary inputs and management practices that raise maize response rates to fertilizer application. This motivates a more holistic approach to input intensification strategies in the region.  相似文献

This paper identifies factors that influence the decision behavior of farmers in Southern Ethiopia in adopting improved maize varieties by estimating a logistic regression. Data for this study came from 222 farmers interviewed as part of a national adoption survey conducted in three selected maize growing administrative zones of Southern Ethiopia in 1998. The paper also assesses the impact of pure and mixed strategy options on the probability of adoption of improved maize varieties through simulation under different scenarios. As far as pure strategies are concerned, the credit strategy is more powerful than the others in terms of raising the probability of adoption. However, results from the analysis of pure versus mixed strategies imply that mixed strategies are no necessarily much better than pure strategies.  相似文献

This article uses nationally representative household-level panel data from Malawi to estimate how rural population density impacts agricultural intensification and household well-being. We find that areas of higher population density are associated with smaller farm sizes, lower real agricultural wage rates, and higher real maize prices. Any input intensification that occurs seems to be going to increasing maize yields, as we find no evidence that increases in population density enable farmers to increase gross value of crop output per hectare. We also find evidence that households in more densely populated areas increasingly rely on off-farm income to earn a living, but there appears to be a rural population density threshold beyond which households can no longer increase off-farm income per capita.  相似文献

The farm size and productivity debate has been limited by the focus on land or labor productivity, generally showing respective productivity advantages to smaller or larger sized farms. Our purpose is to provide new perspectives on the debate by bringing together evidence from a set of novel case studies in both rich and poor countries. Common to them are the adoption of total factor productivity (TFP) as the comparative performance measure, and the reliance on panels of farm micro data. The present article presents a synthesis of findings from five case studies in (i) Malawi, Tanzania, and Uganda; (ii) Bangladesh; (iii) Brazil; (iv) Australia; and (v) the United States. The preponderance of evidence from these studies suggests that there is no single economically optimal agrarian structure; rather, it appears to evolve with the stage of economic development. Certain farm sizes face relative productivity advantages, such as small farms in Africa. But with economic and market growth, that smallholder advantage will likely attenuate, moving toward constant and eventually increasing returns to size. Yet, importantly, small farms may be quite dynamic, and need not be a drag on agricultural growth until perhaps well into the development process.  相似文献

Given heavy dependence on rainfed maize production, countries in East and Southern Africa must routinely cope with pronounced production and consumption volatility in their primary food staple. Typical policy responses include increased food aid flows, government commercial imports and stock releases, and tight controls on private sector trade. This paper examines recent evidence from Zambia, using a simple economic model to assess the likely impact of maize production shocks on the domestic maize price and on staple food consumption under alternative policy regimes. In addition to an array of public policy instruments, the analysis evaluates the impact of two key private sector responses in moderating food consumption volatility – private cross-border maize trade and consumer substitution of an alternate food staple (cassava) for maize. The analysis suggests that, given a favorable policy environment, private imports and increased cassava consumption together could fill roughly two-thirds of the maize consumption shortfall facing vulnerable households during drought years.  相似文献

In several developing countries in Sub-Saharan Africa, accessibility to digital financial services is increasing because of the development of mobile money services. People previously excluded from the financial system have started to have access to financial services such as receiving and sending remittances, saving, and borrowing. This study examines the effect of network accessibility on the use of mobile money in six developing countries (Bangladesh, Kenya, Nigeria, Pakistan, Tanzania, and Uganda) using GPS information on each household and mobile phone network coverage maps. We find that among these six countries, network accessibility is associated with the use of mobile money in a robust way only in Pakistan and Tanzania. In those two countries, when a household location becomes 10 km closer to the center of the area with multiple mobile networks, the probability of using mobile money increases by 10 percent. In the other countries, we did not find a robust relationship between the use of mobile money and network accessibility. This suggests that increasing network accessibility may not be an efficient method for increasing mobile money adoption in certain countries. The fact that mobile money use rates differ between Tanzania and Pakistan also suggests that the effect of mobile networks is unrelated to the overall level of mobile money adoption.  相似文献

Prior literature on foreign direct investment (FDI) spillovers has mainly focused on how the presence of FDI affects the productivity of domestic firms. In this study, we advance the literature by examining the effect of the diversity of FDI country origins on the productivity of domestic firms. We propose that the diversity of FDI country origins can facilitate FDI spillovers by increasing the variety of technologies and management practices brought by foreign firms, to which domestic firms are exposed and that they can potentially utilize. Further, the extent to which domestic firms can utilize these technologies and practices depends upon their absorptive capacity. Using panel data on Chinese manufacturing firms during the period 1998–2003, our results support these propositions. We find that the diversity of FDI country origins in an industry has a positive relationship with the productivity of domestic firms in the industry. This positive relationship is stronger when domestic firms are larger, and when the technology gap between FDI and the domestic firms is intermediate. We analyze trends in crop yields and yield variability of barley, maize, oats, rye, triticale and wheat in Switzerland from 1961 to 2006. It shows that there have been linear increases in crop yields since the 1960s. However, yields of barley, oats, rye, triticale and wheat have leveled off in Switzerland since the early 1990s, which contrasts linear trends in cereal yields that is usually assumed for Europe. We show a relationship between the introduction of agricultural policy measures towards environmentally friendly cereal production that fostered widespread adoption of extensive farming practices and the observed leveling-off of crop yields. Thus, this paper emphasizes that agricultural policy can be an important reason for slowing crop yield growth. Agricultural policy measures will be one of the key driving forces of future crop yields. Thus, the potential leveling-off of crop yields that is indicated in this study should be considered in analyses of future land use and food supply as well as in the evaluation of agri-environmental measures and policy reforms.  相似文献

We simulate the effects of unseasonable increases in temperature and precipitation on housing starts and completions in each of the four Census regions. Using an overidentified vector autoregression model the dynamics of housing starts and completions are estimated. The persistence of housing activity over time implies that weather shocks also have long-lasting effects, though the impact seems large only in the North Central region.  相似文献

Integrated natural resources management (INRM), of which integrated soil fertility management (ISFM) is a component, offers considerable promise for increasing food production in Kenya. It nonetheless remains unclear whether ISFM/INRM techniques lend themselves easily to adoption by smallholder farmers. Using panel data collected in western Kenya in 1989 and 2002, this study finds that resource constraints limit many farmers’ adoption of ISFM/INRM techniques. The size of the farm owned by a household, the value of its livestock, off-farm income, family labor supply, and the educational attainment and gender of the household head all had a significant positive effect on the likelihood of adoption. Similar factors were found to be statistically significant in discouraging abandonment of the practices under study. There thus seem to exist reinforcing feedback between investments in soil fertility management and household wealth, as measured by asset endowments. Our findings raise important questions as to whether ISFM and related techniques are really affordable to poorer smallholder farmers.  相似文献

Cash transfers are a widely used policy instrument in Sub-Saharan Africa to shield vulnerable populations from malnutrition. In this paper, we focus on the role of local food markets after weather shocks as a facilitating factor for program impacts on nutrition. As food prices tend to be negatively correlated with households’ own production in isolated markets, we expect the purchasing power of cash transfers to decrease after harvest failures in such markets. To test this, we analyze the impact of Kenya’s Hunger Safety Net Programme during the 2011 drought in the Horn of Africa, considering the impacts on food consumption and the availability of macro- and micro-nutrients at the household level. We particularly focus on heterogeneous program impacts depending on the exposure to the drought, measured with satellite imagery, and impacts depending on the isolation of local food markets, approximated by price differences between community and wholesale maize prices. Our findings indicate that, despite some encouraging effects on proxy indicators, the program does not have significant impacts on nutrient availability on average. However, we do observe significant positive impacts for drought affected households in less isolated communities.  相似文献
