The objective of this article is twofold: first, investigating the relationship between technical efficiency and decoupled direct payments of a sample of Italian farms prior to the application of the 2014–2020 Common Agricultural Policy reform; second, evaluating possible implications of alternative scenarios about distribution of direct payments on technical efficiency. To these aims, a stochastic frontier analysis is adopted. Results indicate that direct payments produce significant effects on technical efficiency in specialized farms, which received higher levels of support. However, effects are contrasting. Moreover, results show that redistribution of policy subsidies may negatively impact on technical efficiency to an extent depending upon the criterion of redistribution applied. This article is intended to conduct a three-dimensional examination of China’s rural land rights and the complex dynamic among political power, economic capital, and farmers’ rights during the past seventy years. First, the study takes a close look at the historical changes in the nature, scope, and ownership of land property in rural China during four significant time periods from 1949 to 2019. Second, it uses Ronald Coase’s theory on property rights in dissecting the four paradoxes and dilemmas in China’s rural land ownership, including the extent of clarity and stability of land property rights, the “three rights system” (the rights to ownership, contracting and operation of land) and three stagnations in defining and exercising such three rights, the simultaneous shortage and waste of land resources, as well as the restrictions on land transactions and the requirement to protect collective property. With examples derived from selected evidence, the article documents how both political power and economic capital have worked together to deprive farmers’ land rights. It concludes with a critical analysis of the current status of China’s rural economy, the problem of applying Western economic theories to China’s reality, as well as the theoretical definition, legal protection and policy parameters of land property rights in China. 相似文献

Protected areas are cornerstones for biodiversity conservation, yet they can be controversial because of their potential impact on the livelihoods of local people due to restrictions on agricultural land use and the extractive use of natural resources. This study evaluates the impact of PAs on households’ livelihoods, as measured by total household income (THI) and livestock income (LI). We use a survey and a quasi-experimental design to gather socioeconomic and biophysical data from households living within, adjacent to and outside three national parks (NPs) in Ethiopia and employ matching methods to isolate the impact of NPs. Our findings suggest that there is no evidence that the establishment of NPs adversely affects local livelihoods. Instead, we find that households within and in adjacent areas to NPs have higher incomes compared to those living outside. Understanding the heterogeneity of the effect of NPs on local livelihoods can help in designing well-targeted policy interventions that improve conservation goals while also addressing livelihood concerns of resource-dependent local communities. 相似文献

Summary This paper discusses the revolutionary nature of information technology which affects the what, where and how of the production and delivery of goods and services. It suggests that it is virtually impossible to come to any quantitative assessment of the nature and timing of the impact of these technological changes on individual cities. What is more important is to assess the capacity of cities to respond to the challenge of new information technology. The extent to which they are able to adapt to this challenge will be deeply conditioned by their infrastructure, industrial, commercial and institutional capacity. Areas which lack the necessary telecommunications networks, innovative enterprises and public and private agencies well attuned to the new technology will lag behind in the race to take advantages of the opportunities. Drawing on a major research project undertaken for the European Commission the paper assesses the major components of the environment necessary to participate in the information technology revolution. It reviews developments in telecommunications networks, switching and services and uptake of services within the regions of Europe. The analysis suggests that not withstanding the distance shrinking potential of telecommunications, the incremental process of network modernization coupled with the high levels of demand in major centres is likely to result in a continuing reinforcement of existing locations rather than any significant dispersal of economic activity. The paper goes on to review the impact of information technology within manufacturing and service companies; this suggests that there are few indications that new technologies will reverse present location tendencies. The paper concludes, nevertheless, that there is an urgent need to promote the widespread geographical diffusion of new information technology and in this respect urban and regional policies have an important role to play. 相似文献

Are commercial real estate prices in metropolitan New York affected by the type or nationality of the investors involved in a transaction? Previous research has highlighted differences in pricing between in-state and out-of-state investors and between different types of investors, but there are few extant studies that consider the influence of nationality on pricing at a micro-level. Foreign investors might pay more than domestic investors for commercial real estate assets because of a lack of information or experience in the market concerned. However, they might use local partners or brokers to mitigate such problems. To explore these issues, we use data provided by Real Capital Analytics on over 3000 office transactions in the New York metro area from 2001 to 2015. We use hedonic regression techniques and propensity score matching to examine whether pricing differs across investor groups after controlling for asset attributes. We find that foreign investors pay more than domestic investors at acquisition, but receive more when selling assets. Tests suggest that it is unmeasured aspects of quality that explain any apparent overpayment for offices in this location, not information issues. 相似文献

Human capital is an important resource in primary production impacting on farmers’ decisions and actions. Given their current and expected economic environment, farmers must use their human capital in mapping out a trajectory for their farm. This study considers particular aspects of farmers’ human capital and its influence on farm growth, or lack of it. Farmers’ characteristics as expressed through their personality, intelligence and objectives are the main human capital aspects considered in a sample of smaller NZ dairy farms. They are somewhat typical of western farmers working on smaller farms. They can be broadly classed into Expanders, Maintainers and Retractors. It is hypothesised each group will have distinct and different personal characteristics and these influence the farmers’ choice of trajectory. This is in addition to purely economic factors. It is also hypothesised the characteristics influence the farmers’ choice of development strategy and how challenges to the strategy are viewed. The data collected from the small dairy farms support the hypotheses suggesting the design of policy and extension programs must allow for these human capital drivers. Using past data, it is also shown aspects of human capital are different in large farms emphasising the same conclusion. 相似文献

The Brazilian Atlantic Forest is widely recognized for its high levels of biodiversity and endemism. Its vast region concentrates also a large number of small farmers, who historically have been practicing swidden-fallow cultivation. Globally, there is contradictory evidence of the current fate of this traditional, integrated agricultural system, and the new land uses may have a strong impact on farmers’ livelihoods and ecosystem conservation. In this study, we assessed the land cover and land use change in a watershed where slash-and-burn cultivation was prevalent, aiming at understanding the drivers of change and discussing past and possible future impacts, including the perception of farmers on the drivers of land use change. We combined information gathered from interviews with 15 key informant farmers and from the analysis of remote sensing images for the years 1957, 1978 and 2011. Swidden-fallow cultivation has declined steadily since the 1950s. Part of the land was abandoned and forest succession was allowed to occur, increasing the total forest area; an apparently positive outcome. However, conversion to pastures and Eucalyptus plantations not only used much of the open land but also converted successional forests through deforestation, based on remote sensing. The willingness of farmers to grow more Eucalyptus and raise more cattle further increases concerns about the prospect for conservation. Our approach, combining remote sensing-based land change quantification and interviews, revealed to be complementary, allowing a better understanding of the past and possible future scenarios for the land use dynamics. 相似文献

The growing demand for a wide range of private and public goods and services from a finite land resource is increasingly challenging for planners at local, regional, national and international scales. The Scottish Government's development of a Land Use Strategy has given salience to resolving conflicts and enhancing synergies in land use. In Scotland, the poorest quality farmland is often designated for nature and landscape conservation and the highest quality farmland often protected for food production. This means that many of the competitive pressures on land are experienced in what we term the ‘squeezed middle’. The paper identifies the multiple (and not exclusively economic) drivers of land use choices and, through an ecosystem services lens, explores three particular areas of land use conflict. These are (i) the continued high level of public support for farming, which has done little to address the problem of low farm incomes; (ii) the pressure to increase woodland planting on farm (and other) land; and (iii) conflicts associated with intensive game management, especially on sporting estates. Using the Scottish situation as an example, the heterogeneity of land use pressures means that there is a danger of the principles of the Land Use Strategy becoming lost in translation from national policy to practical land use decision-making. The appropriate scale for delivery of integrated ecosystem services may therefore be more local than current pilot projects, and may require more active participation of land managers. This study analyzes industrialization-induced agricultural land conversion (ALC) and its impact on land use change, food crop production, and the livelihood of smallholder farmers in peri-urban Gelan and Dukem, Oromia Region, Ethiopia. The study was carried out using a mixed method approach, i.e., qualitative and quantitative methods. Data were collected through various methods, e.g., household survey, expert interview, field observation, and focus group discussions method. Furthermore, a total of 223 interviews with farmers were conducted in Gelan and Dukem. Results show that large-scale industrial investments in the case study area led to substantial land use change, an appropriation of agricultural land, and an increase in the number of landless farmers, as well as farmers with small farmland holding sizes of less than one hectare. At the same time, the total crop production in the area decreased. The ‘development pace’ of the investments is often very slow. Only 28% and 37% of the licensed projects in Gelan and Dukem had entered their operational phases by the end of 2014, respectively. The study concludes that if the incomes of smallholder farmers are not enough to meet the needs of their families, they will need to create some income alternatives. Thus, considering the population growth and limited farmland, it is necessary to support various income-generating activities in order to improve farmers’ livelihoods rather than depending entirely on low productive methods such as traditional agricultural activities and non-mechanized production tools. It is worth mentioning that the results of this study will enhance the positive impacts of ALC and minimize the negative ones through land use planning and management tools. The need for climate change mitigation has led to a recent upsurge in policies aimed to deliver re-afforestation across the globe, but with mixed successes observed depending upon the levels of private land ownership and ability of governments to engage land managers. This paper evaluates a new government-led scheme in Wales, which is intended to increase woodland cover from 14% to 20% by 2030 to offset the greenhouse gas emissions from agriculture. As the scheme is primarily intended to promote woodland creation on farms, the analysis of the paper focusses upon the question of how to incentivise farmers, and the reasons why difficulties have been experienced engaging land owners in the scheme. Whilst a number of recommendations are made from this policy evaluation, the paper also demonstrates that key lessons have not been applied from existing literature on farmers’ behaviour and environmental scheme uptake, and that policy makers are not integrating practice across departmental divisions. As such, the paper suggests that the new focus on carbon sequestration has acted as a distraction to the development of a more robust governance strategy that builds on previous successes and failures in agri-environment policy. 相似文献

Labor-saving and income-increasing technologies may affect women farmers differently from men. However, very few studies explicitly account for women's preferences for new technologies. We carried out a discrete choice experiment with 337 female and 329 male farmers in Maharashtra, India, to measure their willingness to pay (WTP) for direct-seeded rice (DSR) with drum seeder and to understand the gender differences in marginal valuations of key attributes. We used the Women's Empowerment in Agriculture Index (WEAI) to collect self-reported data on the role and say of women in different domains of decision making. The respective gender roles of women and men in the family and on the farm are aligned with their preferences. Men have a greater say over how the family spends the cash. Accordingly, men tend to have a higher WTP for attributes that increase income (increase in yield) or reduce cash costs (reduction in seed rate). Women contribute a large share of the labor for transplanting rice, much of which is unpaid work on family farms. Women, therefore, seem to value labor saving more. Women in our sample were more interested in the new technology and had a higher WTP for it. 相似文献

Agricultural productivity in East African smallholder systems is notoriously low and food production faces multiple challenges, including soil degradation, decreasing land availability, poor market integration, disease burdens and climate change impacts. However, recent evidence from an in-depth study from two sites in Kenya and Uganda shows signs of new social dynamics as a response to these multiple stressors. This paper focuses on the emergence of local social institutions for collective action, in which particularly women farmers organize themselves. Although previous research on collective action has largely focused on common-pool resource management, we argue that collective action is one potential pathway to livelihood and sustainability improvements also in a setting of private land ownership. Trust building, awareness raising and actions to improve livelihood security through risk sharing and pooling of labour and other limited assets have given people more time and resources available for diversification, preventative activities, experimentation and resource conservation. It thereby strengthens farmers’ capacity to cope with and adapt to change, as well as contributes to the agency at the local level. 相似文献

Zhagana Agriculture-Forest-Animal Husbandry Composite System (ZCS) is the first Globally Important Agricultural Heritage Systems site in the Tibetan Plateau. Similar to many traditional agricultural regions, with the development of tourism and leisure agriculture, the peasant households in ZCS have gradually changed their livelihood strategies and livelihood activities in the past 10 years, resulting in the disappearance of some traditional farming methods and agricultural landscapes with a long history. By taking livelihood assets as the entry point and livelihood strategies as the core, this paper analyzed the basic situation of households’ livelihood and the transition mechanism of different livelihood strategies in order to offer suggestions for the dynamic conservation and sustainable development of Agricultural Heritage Systems (AHS). (1) The livelihood strategies of peasant households in ZCS can be divided into two major categories: specialized strategies and diversified strategies. (2) According to the empirical calculation of the livelihood asset accounting framework of AHS, the average livelihood asset value of peasant households in ZCS is 2.040, showing that the situation of peasant households’ livelihood is inadequate. (3) The transition of peasant households’ livelihood strategies from traditional strategy to specialized or diversified livelihood strategies is mainly influenced by natural assets, human assets, cultural assets, social assets and informational assets. In order to meet the growing material and spiritual needs of peasant households and achieve the sustainable development of ZCS simultaneously, it is suggested that the agriculture-forestry-animal husbandry-tourism composite strategies shall be taken as the development direction of peasant households’ livelihood strategies. 相似文献

The Chaco Salteño in Argentina is part of the Dry Chaco ecoregion, the largest neotropical dry forest in the world, and represents an important hotspot for deforestation and natural habitat loss due to agricultural expansion. The purpose of this article is: i) to assess systematically the role of agricultural expansion, intensification and demographics on the loss of natural habitat and ii) to understand how institutional factors contribute to direct the impact of agricultural intensification towards land sparing or Jevons paradox. We use multivariate statistical methods to assess the effect of important institutional changes, including the promulgation of the Forest Law in the Province of Salta and the titling of communal lands to Indigenous Peoples (IPs), on the loss of natural forests, shrublands and grasslands in the Chaco Salteño. Our results show that the approval of the Forest Law in Salta has been ineffective at slowing down the loss of natural habitat and is associated with the emergence of Jevons paradox via the increase in agricultural productivity. Moreover, this new institutional context appears to have increased the pressures on IPs land and encouraged preventive clearing on these lands. Finally, we detect the decreasing importance of livestock heads as drivers of natural habitat loss. 相似文献

National park models have evolved in tandem with the emergence of a multifunctional countryside. Sustainable development has been added to the traditional twin aims of conservation and recreation. This is typified by recent national park designations, such as the Cairngorms National Park in Scotland. A proposed Mournes national park in Northern Ireland has evolved a stage further with a model of national park to deliver national economic goals envisaged by government. This seeks to commodify the natural landscape. This paper compares Cairngorm and Mourne stakeholders’ views on the principal features of both models: park aims, management structures and planning functions. While Cairngorm stakeholders were largely positive from the outset, the model of national park introduced is not without criticism. Conversely, Mourne stakeholders have adopted an anti-national park stance. Nevertheless, the model of national park proposed possessing a strong economic imperative, an absence of the Sandford Principle as a means to manage likely conflicts, and lacking any planning powers in its own right, may still be insufficient to bring about widespread support for a Mourne national park. Such a model is also likely to accelerate the degradation of the Mourne landscape. Competing national identities (British and Irish) provide an additional dimension to the national park debate in Northern Ireland. Deep ideological cleavages are capable of derailing the introduction of a national park irrespective of the model proposed. In Northern Ireland the national park debate is not only about reconciling environmental and economic interests but also political and ethno-national differences. 相似文献

Primary data from 262 pastoral households in Inner Mongolia are analyzed to determine the effects of a subsidy for grassland protection on livestock numbers, grazing intensity, and herders’ income. Econometric models are estimated to determine the effects of the subsidy on each component of the intensity ratio (sheep-equivalent livestock units and grassland). Results suggest the subsidy increased the quantity of grassland controlled by the household. However, the effects on livestock units are mixed, with two of the four studied prefectures (Ordos and Ulanqab) showing a positive response, and two (Hulunbuir and Xilingol) showing a negative response. Inserting the parameter estimates from the livestock, grassland, and income functions into a structural model of grazing intensity, results suggest each 1% increase in subsidy reduces grazing intensity by between 0.168% and 0.532% depending on the prefecture, and increases herders’ income by between 0.144% and 0.670%. By way of comparison, each additional year of education increases herders’ income by 8.7% and reduces grazing intensity by 3.6%. Thus, education is not to be overlooked as a policy tool for achieving conservation goals. 相似文献

The Portuguese coast is experiencing severe erosion and loss of beachfront, processes which are expected to become worse with climate change impacts. These additional alterations are beginning to show at a time when financing for conventional coastal protection is no longer guaranteed at scales of investment which are likely to be required if future coastlines are to be maintained. This paper looks at how residents and key stakeholders of three coastal communities in Portugal perceive such possible changes, how far they judge and trust current coastal management, and how they perceive their current participation and foresee future forms of involvement on adaptive coastal change. The evidence from these surveys and interviews suggests that there is a strong commitment in each location to maintaining current levels of coastal protection, and to preserving the integrity of local societies and economies, even though there is also recognition that adaptation in some form will eventually be required. However, our research reveals that there is not yet sufficient trust between coastal stakeholders, especially towards public institutions and policies, for any degree of progressive coastal adaptation to take place. Building trust in creative learning processes of progressive adaptation could lead to improved science and participation along with a meaningful dialogue over cooperative coastal planning and financing. The research undertaken for this paper lays the groundwork for such a process of trust-building to begin. 相似文献
