This paper evaluates the impact of survey design on food consumption measurement using data from the Mongolia Household Socio-Economic Survey (MSES) 2007–2008. We exploit the fact that the MSES uses a diversified approach to collect food data by measuring consumption, acquisition and stocks using both, diaries and recall interviews. First, we estimate the effect of diary length on reporting of food consumption, finding a significant decrease of reported food over time. We conclude that shorter diaries would increase the quality of estimates and lower the costs of inquiry. Second, we show that recall interviews, combined with a measurement of stocks, perform well in measuring household food consumption compared to diaries. Third, we find cyclical variation in food consumption and acquisition not only between months, but also within months and weeks. Especially for food acquisition, we detect large difference within months, which can lead to biased estimates of food acquisition. This highlights the need for enumeration to be spread over time to overcome cyclicality on food acquisition and consumption.  相似文献

The paper pursues a twofold objective. From a methodological viewpoint it shows how to carry out an impacts evaluation of exogenous shocks on poverty and inequality in a context characterised by out-of-equilibrium, poorly-adjusting markets, as it is the case in many developing countries, using a social accounting matrix framework. From an empirical viewpoint it provides an assessment of how the cereal price spikes of 2007–2008 and the global recession of 2008–2009 have impacted the welfare of Syrian households and how did they compound with the on-going agricultural sector liberalisation implemented by the Government of Syria since mid 1990s. This will contribute to shed some lights on the economic background behind the spreading of unrest across the country over the last couple of years or so.The results show that liberalisation impacts are very different and largely affected by the adopted budget closure rules. While reforms aiming at reducing agricultural market distortions (such as production subsidies and price support for strategic crops) could generally have a positive effect on growth, poverty and inequality, the elimination of food security interventions (such as food stamp schemes) determines an adverse distributional impact against rural household and an increase of poverty. The recent macroeconomic shocks (food price crisis and the global recession) determined a generalised poverty increase and showed an income distribution bias against rural households.Three fundamental policy implications can be drawn by this study. First, the liberalisation of agricultural sector shows a significant growth potential and is likely to determine positive effects on poverty through a generalised increase of incomes as well as public budget savings that could be used for pursuing other policy goals. Second, in the short-run there is a structural trade-off between equity improvements and poverty alleviation: the policy options that will more likely reduce absolute poverty show undesirable distributive biases (both on overall inequality and on rural households vis-à-vis urban households). Third, the reform should include a careful design of the use of budget savings, mainly to address equity goals that are likely to be generated, in the short-run, by liberalisation.  相似文献

Survey characteristics affect the quality of the measurement of food consumption within households; thus, it is important to identify best practices for designing surveys that collect food data. This paper analyses the impact of survey characteristics on the measurement of food consumption from a sample of 81 national surveys. Results highlight regularities that can inform best practices in designing surveys and promoting the use of the data for multiple purposes. Surveys focused on food acquisition collect higher food quantities compared to those that target food consumption. Surveys based on recall interviews collect higher food quantities compared to those based on diaries, but the difference decreases with long reference periods. The use of standard units of measurement as well as the consideration of partakers in meals and of seasonality generates significant differences in the survey results. The impact of the different survey characteristics carries substantive implications when food consumption data are employed for assessing food security conditions. The results are part of a wider work program aimed at improving the quality of household survey data. More evidence is needed, ideally through coordinated sets of analyses and experiments in different contexts. Additionally, survey characteristics must be complemented by effective field work in order to generate high quality data. Towards this end, statistical capacity development is crucial to promote better data and more evidence-based decision making.  相似文献

Since 2005, the European Food Safety Authority (EFSA) has worked in close cooperation with organisations operating in the field towards harmonising dietary survey methodology and building a common European Union (EU) food consumption database. Harmonised food consumption data are the basis for improving accuracy of EU-wide exposure assessments and also supports nutrition surveillance, diet and health related studies. Improved risk assessments assure more targeted risk management and permit more accurate risk communication resulting in increased consumer confidence. The most important step in this direction was the development of the EFSA Comprehensive European Food Consumption Database, which compiles existing national dietary information from the Member States (MS). MS used different methods to collect food consumption data, which makes it difficult to carry out EU-wide analyses or country-to-country comparisons. Furthermore, as the consumption patterns are continuously changing, regular update of the available information is necessary. Therefore, in 2011 EFSA launched the “What’s on the Menu in Europe? - EU Menu” project, with the aim of providing financial and technical support to carry out national dietary surveys in the EU. It focuses on collecting data from six population groups (from three months to 74 years of age) using harmonised methods described in the EFSA Guidance on the EU Menu methodology that has been endorsed by the EU institutions through the EFSA Network on Food Consumption Data. EFSA is currently supporting 36 surveys on children and/or adults from 18 Member States and four pre-accession countries. All projects are expected to be finalised by 2023.  相似文献

Recall food expenditure data, which is the basis of a great deal of empirical work, is believed to suffer from considerable measurement error. Diary records are believed to be more accurate. We study an unusual data set that collects recall and diary data from the same households and so allows a direct comparison of the two methods of data collection. The diary data imply measurement errors in recall food expenditure data that are substantial, and which do not have the properties of classical measurement error. However, we also present evidence that the diary measures are themselves imperfect.  相似文献

While it is widely recognized that agricultural research is a key driver of broad-based technological change in agriculture that benefits the poor in many different ways, little is known about its aggregate impacts on productivity growth and poverty reduction in sub-Saharan Africa (SSA). Using a polynomial distributed lag structure for agricultural research within a simultaneous system of equations framework, this paper first demonstrates that agricultural research contributes significantly to productivity growth in SSA. Productivity growth is again shown to raise per capita incomes, with income increases finally having significant poverty-reducing effects. With an aggregate rate of return of 55%, the payoffs to agricultural research are also impressive. Agricultural research currently reduces the number of poor by 2.3 million or 0.8% annually. While the actual impacts are not large enough to more than offset the poverty-increasing effects of population growth and environmental degradation, the potential impacts of agricultural research are far greater. Apart from low research investments, SSA faces several constraints outside the research system that hinder realization of potential research benefits. The results show that doubling research investments in SSA would reduce poverty by 9% annually. However, this would not be realized without more efficient extension, credit, and input supply systems.  相似文献

This paper analyzes the relationship between local poverty and food manufacturing growth in Chile and Mexico using propensity score matching, differences in differences and spatial econometrics methods. We focus on food manufacturing as a sector with a number of characteristics that make it potentially pro-poor, and whose incentives for spatial distribution may either strengthen or dampen its poverty reduction potential. The overall results indicate growth in food manufacturing employment contributes to local poverty reduction.  相似文献

With the financial support from various development partners, Ethiopia has designed and implemented several programs to improve household food security. Yet, food insecurity is still a major challenge to several millions of people in the country and it is questionable whether the different food security programs implemented over the past years have been successful. Using a propensity score matching method to control for pre-intervention differences, this study examined the impact on household food calorie intake of an integrated food security program (IFSP), which had been implemented in Northwestern Ethiopia by two non-governmental organizations as a case study. The estimated results provide evidence that IFSP has a positive and statistically significant effect on food calorie intake. In particular, IFSP has raised physical food calorie intake by 30% among the beneficiary households. However, we also found that IFSP has differential impact depending on family size, landownership and gender of head of household. Overall, the paper provides evidence that supporting integrated food security programs is important to improve food security in rural areas.  相似文献

We investigate Japanese dairy markets. We first provide an overview of consumer demand and how it evolved after World War II. Using historical data and econometric estimates of Japanese dairy demand, we identify economic, cultural and demographic forces that have been shaping consumption patterns. Then we summarize the characteristics of Japanese milk production and dairy processing and policies affecting them. We then describe the import regime and trade flows in dairy products. The paper concludes with policy recommendations of how to reform the Japanese dairy sector.  相似文献

In many areas of Africa, rural livelihoods depend heavily on subsistence farming. Using improved agricultural technologies can increase productivity in smallholder agriculture and thus raise household income and reduce poverty. Data from a nationally representative rural household survey from 2005 is used to assess the impact of four technologies – improved maize seeds, improved granaries, tractor mechanization, and animal traction – on household income in Mozambique. To ensure the robustness of the results, three econometric approaches were used: the doubly-robust estimator, sub-classification and regression, and matching and regression. The results show that, overall, using an improved technology did not have a statistically significant impact on household income. This may be associated with a widespread drought that occurred in 2005. Despite drought, distinguishing between households based on propensity score quintiles revealed that using improved technologies, especially improved maize seeds and tractors, significantly increased the income of those households who had better market access. Thus, to allow households to benefit from the use of improved technologies, policy makers need to reduce structural impediments to market participation by ensuring adequate road infrastructure and enabling access to markets.  相似文献

This introductory paper presents the results of an international multi-disciplinary research project on the measurement of food consumption in national household surveys. Food consumption data from household surveys are possibly the single most important source of information on poverty, food security, and nutrition outcomes at national, sub-national and household level, and contribute building blocks to global efforts to monitor progress towards the major international development goals.The paper synthesizes case studies from a diverse set of developing and OECD countries, looking at some of the main outstanding research issues as identified by a recent international assessment of 100 existing national household surveys (Smith et al., 2014). The project mobilized expertise from different disciplines (statistics, economics, food security, nutrition) to work towards enhancing our understanding of how to improve the quality and availability of food consumption and expenditure data, while making them more valuable for a diverse set of users. The individual studies summarized in this paper analyze, both theoretically and empirically, how different surveys design options affect the quality of the data being collected and, in turn, the implications for statistical inference and policy analysis.The conclusions and recommendations derived from this collection of studies will be instrumental in advancing the methodological agenda for the collection of household level food data, and will provide national statistical offices and survey practitioners worldwide with practical insights for survey design, while providing poverty, food and nutrition policymakers with greater understanding of these issues, as well as improved tools for and better guidance in policy formulation.  相似文献

Although optimal monetary policy stabilizes food inflation theoretically, empirical studies remain limited not only in the context of volumes and the estimation approaches, but are focused on selected advanced and emerging countries to the neglect of Africa where poverty and dominance of food in the consumption basket are more pronounced. We provide empirical evidence in the context of South Africa using quantile regressions. Rising food prices are destabilized even further by restrictive monetary policy; a finding that has ramifications for inflation targeting, especially given that a quarter of the country’s population is food poor.  相似文献

The importance of poverty reduction to the world development agenda has motivated greater interest in the geographic dimensions of poverty and food security. This special issue of Food Policy includes examples of poverty and food security mapping used to support policy development in agricultural and rural areas. The volume includes eight country case studies and one cross-country comparison that illustrate advances in our capacity to assess welfare over large areas and at detailed spatial resolutions. Poverty mapping facilitates assessments of the role of environmental factors on the broad spatial pattern of poverty and food security. Evaluating proximity and accessibility in welfare outcomes can improve our knowledge of poverty patterns and processes. Spatial statistics can enhance our understanding of geographic and neighbourhood effects on poverty and food security outcomes. The development of effective policies requires increased collaboration among stakeholders, researchers and policy makers in constructing and using poverty and food security maps.  相似文献

This paper explores the relationship between migration and consumption patterns using panel data from the 2004 and 2006 Vietnam Household Living Standards Surveys. Employing an instrumental variable approach to control for the endogeneity of migration, our results indicate that short-term migration has a positive effect on overall per capita food expenditures, per capita calorie consumption and food diversity. Long-term migration also appears to be positively related to consumption, but impacts are often insignificant and of a lesser magnitude than short-term migration. The results provide no evidence of negative effects of migration, and support the view that short-term migration is a mechanism by which households maintain food security. The results suggest that to improve food security the Vietnamese government should enact policies that facilitate short-term migration flows as well as the transferring of remittances.  相似文献

Urban agriculture may have a role to play in addressing urban food insecurity problems, which are bound to become increasingly important with the secular trend towards the urbanization of poverty and of population in developing regions. Our understanding of the importance, nature and food security implications of urban agriculture is however plagued by a lack of good quality, reliable data. While studies based on survey data do exist for several major cities, much of the evidence is still qualitative if not anecdotal. Using a recently created dataset bringing together comparable, nationally representative household survey data for 15 developing or transition countries, this paper analyzes in a comparative international perspective the importance of urban agriculture for the urban poor and food insecure. Some clear hints do come from our analysis. On the one hand, the potential for urban agriculture to play a substantial role in urban poverty and food insecurity reduction should not be overemphasised, as its share in income and overall agricultural production is often quite limited. On the other hand, though, its role should also not be too easily dismissed, particularly in much of Africa and in all those countries in which agriculture provides a substantial share of income for the urban poor, and for those groups of households to which it constitutes an important source of livelihoods. We also find fairly consistent evidence of a positive statistical association between engagement in urban agriculture and dietary adequacy indicators.  相似文献

Using three waves (2008/09, 2010/11, 2012/13) of the Tanzanian National Panel Survey, this study investigates the impact of maize price shocks on household food security. Between 2008/09 and 2012/13, calorie intake stagnated for urban households, yet sharply deteriorated for rural households. The latter was driven by a significant decline in the consumption of the major staple maize which showed strongest price hikes among all major food items. Fixed-effects regressions indicate a clear negative relationship between maize prices and average household energy intake. Almost all population groups were found to be negatively affected by maize price shocks, with rural landless households being the most vulnerable group. In particular, a 50 percent rise in maize prices decreases caloric intake for rural (urban) households on average by 4.4 (5.4) percent, and for rural landless households by 12.6 percent. Results further indicate that subsistence agriculture can act as an effective strategy to insure against food price volatility.  相似文献

Consumption of food away from home is rapidly growing across the developing world, and will continue to do so as GDP per person grows and food systems evolve. Surprisingly, the majority of household surveys have not kept up with its pace and still collect limited information on it. The implications for poverty and inequality measurement are far from clear, and the direction of the impact cannot be established a priori. This paper exploits rich data on food away from home collected as part of the National Household Survey in Peru, to shed light on the extent to which welfare measures differ depending on whether food away from home is accounted for or not. Peru is a relevant context, with the average Peruvian household spending over a quarter of their food budget on food away from home since 2010. The analysis indicates that failure to account for this consumption has important implications for poverty and inequality measures as well as the understanding of who the poor are. First, accounting for food away from home results in extreme poverty rates that are 18 percent higher and moderate poverty rates that are 16 percent lower. These results are also consistent, in fact more pronounced, with poverty gap and severity measures. Second, consumption inequality measured by the Gini coefficient decreases by 1.3 points when food away from home is included – a significant reduction. Finally, the inclusion of food away from home results in a reclassification of households across poor/non-poor status – 20 percent of the poor are different, resulting in small but significant differences in the profile of the poor in dimensions such as demographics, education, and labor market characteristics. Taken together, the results indicate that a serious rethinking of how to deal with the consumption of food away from home in measuring well-being is urgently needed to properly estimate and understand poverty around the world.  相似文献

The present study simulates the impacts of price surges in 2006–2008 on poverty in the main Colombian cities drawing upon household survey data. It is found that the price surges increased both extreme and moderate poverty in urban areas, but the magnitude of poverty rise was not homogeneous across geographical locations or in terms of household characteristics, such as, education or gender of the household head. As a policy option we suggest “geographical targeting” or “demographic targeting” that will select and support poor households by locations or socio-demographic characteristics guided by the degree of household vulnerability to food price shocks.  相似文献

This paper explores how the household’s capacity to grow food impacts their ability to achieve economies of scale in food consumption and how this impacts the geographic distribution of poverty across rural and urban areas. An accurate understanding of consumption economies of scale is vital for comparing poverty levels across households of varying size. Using Sri Lankan data on home-grown food consumption, we empirically confirm that such economies of scale exist and that large households tend to consume relatively more home-grown food than smaller households. The magnitude of these scale economies are found to be larger than those in market purchased food, but smaller than those found in housing expenditure. Consuming more home-grown food is also found to be positively correlated with per-capita calories consumed. Taking these effects into account in poverty estimates leads to a 15 per cent decline in the number of household who fall below the poverty line in rural regions.  相似文献

Food loss and waste are some of the most urgent social, economic and environmental issues affecting our planet's sustainability, and it has a direct and indirect impact on food security. Food security is a strategic development issue in Iran. This study aims to investigate the overall prevalence and factors affecting household food security with a novel approach to analyze the relationship between food waste and food security in Tehran city. This study applied the Household Food Insecurity Access Scale (HFIAS) for assessing food insecurity and logistic regression modeling. It was found that 64.2 percent of the households are food secure in Tehran. Results have shown that food waste has a significant negative effect on the food security of households, while marital status, family income, food storage, education and housing asset of family indicated positive significant effects on the food security of households. The results revealed most food waste is related to edible food waste such as bread, cooked rice, cooked pasta, which implies that the reduction of it can contribute to improving food security. In light of the major findings of this study, it is concluded that food waste control can decrease the food insecurity of urban Iranian households. This study is the first attempt to conceptualize and provide empirical evidence that food waste reduction increases food security A significant implication that emerges from this study is that food waste control programs could enhance food security in urban households.  相似文献
