The U.S. Food Safety Inspection Service recalled more than 370 million pounds of meat and poultry products and oversaw 680 Class 1 recalls over 1998–2014. The cost to firms was about $109 million in lost market value (Pozo and Schroeder, 2016). Thomsen and McKenzie (2001) argue that firms internalize the costs of recalls, and Marino (1997) asserts that high food safety costs lead to food safety investment, but no research has examined the impact of recalls on plant food safety performance. Using performance on tests for Salmonella conducted by the Food Safety Inspection Service as a measure of food safety, this article examines the performance on Salmonella tests of ground beef plants with Class 1 recalls. The results show that plants have high Salmonella levels before and during the year of the recall and have much lower levels afterward. The paper also shows that ground beef plants with recalls are less likely to meet the FSIS standard for Salmonella and that the likelihood of failing to meet the standard increases as the standard becomes more stringent.  相似文献

We analyze the economic impacts of changes in age and source verification requirements and associated adjustments in international trade of US beef using an equilibrium displacement model. Because the United States lags behind many countries in adopting animal traceability systems, the United States risks losing export market access. The loss of an export market the size of South Korea’s would cause a decline of US meat industry producer surplus of $1751 million over 10 years or 0.23% of its10-year cumulative discounted present value. Additionally, we find that only small increases in US beef exports would be necessary to offset direct costs associated with adoption of age and source verification.  相似文献

Global standards for animal identification and traceability are evolving rapidly. Major world animal health, trade, and food safety organizations have formally recognized the importance of, and actively promoted, animal identification and traceability system development. Advanced animal traceability systems have been deployed by major beef exporters and are increasingly being adopted by important beef importing countries. This study summarizes and compares animal identification systems across major export and import countries. Results reveal that the United States lags behind both major export and import countries in development and adoption of cattle identification and tracing systems. As such, the United States has placed itself in a vulnerable position relative to competing export countries with respect to demonstrated animal traceability. This status could adversely affect market access in the future for US beef exports.  相似文献

Encouraging consumers to shift their diets towards a lower meat/lower calorie alternative has been the focus of food and health policies across the world. The economic impacts of such changes on regions have been less widely examined, but are likely to be significant, especially where agricultural and food production activities are important for the region. In this study we use a multi-sectoral modelling framework to examine the environmental and economic impacts of such a dietary change, and illustrate this using a detailed model for Scotland. We find that if household food and drink consumption follows healthy eating guidelines, it would reduce both Scotland’s “footprint” and “territorial” emissions, and yet may be associated with positive economic impacts, generating a “double dividend” for both the environment and the economy. The economic impact however depends critically upon how households use the income previously spent on higher meat/higher calorie diets. Furthermore, the likely (but not modelled) benefits to health suggest the potential for a “triple dividend”.  相似文献

Total and per capita value of food loss in the United States   总被引:1,自引:0,他引:1  
There are few peer-reviewed or major published studies that estimate the total amount of food loss in developed countries and even fewer attempt to estimate the monetary value. We compiled estimates of the amount and value of food loss for more than 200 individual foods in the United States using the US Department of Agriculture’s Economic Research Service’s Loss-Adjusted Food Availability data and then aggregated these values to estimate the total value of food loss and the value by food group. The results indicate that in 2008, the estimated total value of food loss at the retail and consumer levels in the United States as purchased at retail prices was $165.6 billion. The top three food groups in terms of the value of food loss at these levels are: meat, poultry, and fish (41%); vegetables (17%); and dairy products (14%). Looking more closely at the estimates for the consumer level, this level of loss translates into almost 124 kg (273 lb) of food lost from human consumption, per capita, in 2008 at an estimated retail price of $390/capita/year. Food loss represents a significant share of household food expenditures: our estimates suggest that the annual value of food loss is almost 10% of the average amount spent on food per consumer in 2008 and over 1% of the average disposable income. This consumer level loss translates into over .3 kg (0.7 lb) of food per capita per day valued at $1.07/day. Our estimates of the total value of food loss in the United States and loss estimates by food group are useful in that they can generate awareness of the issue among the food industry members, governments, and consumers. Potential large-scale approaches and economic incentives to mitigate food loss in developed countries are also discussed.  相似文献

This paper develops a theory of how the size of the domestic market shapes firm competencies. Our theory implies that large markets are beneficial even if factors such as economies of scale or learning effects are absent. We validate our model by an international comparison of the performance of firms that provide engineering services to the oil and petrochemical industry. We conclude that, relative to the United States, the competitiveness of European or Japanese industries is greater in activities whose underlying competencies are not product specific and can be utilized across a variety of products. The European Union (EU) nutrition labelling policy aims to facilitate consumers’ food choice, stimulate innovation and facilitate the circulation of foods bearing claims across countries. However, the beef industry has not fully taken advantage of utilizing nutrition and health claims based on the EU nutrition labelling policy to differentiate beef products in the market. This study investigates consumer preferences for nutrition and health claims on lean beef steak. Two choice experiments were conducted among 2400 beef consumers in four EU countries (Belgium, France, the Netherlands, United and United Kingdom). Multinomial logit and error component models were estimated. Our results generally suggest that consumer valuation of nutritional and health claims varies across countries. In Belgium, the Netherlands and France, nutrition and health claims on saturated fat yielded higher utilities than claims on protein and/or iron, while the opposite was found among consumers in the UK. The results imply that marketing opportunities related to nutrition and health claims on beef are promising, but that different nutritional marketing strategies are necessary within different countries.  相似文献

We investigate the roles of consumer knowledge and sociodemographic factors in the consumption of meat products at home and away from home. Censored dependent variables and endogenous dietary knowledge are accommodated by developing and estimating a simultaneous-equations system. Results suggest endogeneity of knowledge and support the system approach to demand functions for meat products. Dietary knowledge decreases consumption of beef and pork at home and away from home but does not affect poultry or fish consumption in either location. Men eat more meat and fish than women, meat consumption declines with age, and regional and racial/ethnic differences are present.  相似文献

Consumer reactions to food scandals and their resulting economic implication are well documented. However, studies have typically neglected the roles that consumption habits and media usage behaviours may play in explaining household’s response to food safety incidences. In this study we develop a model of heterogeneous media usage intensity, information impacts and decay over time to estimate household’s behavioural responses to the 2011 German Dioxin scandal. We are specifically interested in determining the degree of heterogeneity in household’s short-term adjustments demand patterns versus persisting long-term consumption habits of meat products (chicken and pork) directly affected by the incident. The empirical analysis employs detailed household-level retail scanner and media usage data collected by the GfK Consumer Scan panel for a total of 16,023 households over a period of 104 calendar weeks. Results of dynamic correlated random effect Tobit models indicate an important role of unobserved heterogeneity in explaining household responses during the food scandal. We find strong empirical evidence supporting our hypothesis that short-term marginal adjustments in demand and propensity to buy affected products triggered by the negative impact of household media exposure were over-compensated by habit persistence. The question of how consumption patterns evolve over time in the presence of food scandals is expected to be of interest for both policy makers and the food industry. The potential biases in the projection of economic impacts resulting from simplifying assumptions of household’s response patterns to a proliferating numbers of food safety incidences has implications for risk management and public policy.  相似文献

Several food safety issues have prompted questions regarding the role of country-of-origin labeling, traceability, and food safety inspections in consumers’ perceptions of food safety and quality. The importance of origin-labeling and traceability have been discussed in the EU for some time. North American cases of mad cow disease have led to increased discussions of these topics in the US, however, relatively little research has been conducted to examine the value US consumers place on these attributes. Choice experiments were used to analyze US consumers’ relative preferences and willingness-to-pay for these meat attributes in labeled ribeye beef steaks. Relatively speaking, consumers value certification of USDA food safety inspection more than any of the other choice set attributes, including country-of-origin labeling, traceability and tenderness. As a result, indication of origin may only become a signal of enhanced quality if the source-of-origin is associated with higher food safety or quality.  相似文献

Policy makers within the US Department of Agriculture (USDA) complement the role of meat and poultry plant managers in food recalls. The increasing frequency and scale of recalls raise questions whether sufficient attention is placed on these events. Three measures of recall effectiveness are introduced to evaluate this public-private crisis management process. Managerial and technical variables are compared to these measures of effectiveness. Results from regression models suggest that recalls carried out by the smallest sized plants, those that took place after Pathogen Reduction/Hazard Analysis Critical Control Point implementation, and recalls involving processed products are more effective. Little evidence of differences was found in the effectiveness of the crisis management process between meat plants compared with poultry plants or for plants that are part of a larger firm. Despite USDA’s stated focus on recalls with more severe public health consequences, there is no evidence that Class I or microbiological recalls are more effectively managed.  相似文献

Previous research Has found that product recall announcements in the automobile industry are associated with negative abnormal returns. We extend this research by examining announcements of product recalls and products taken off the market outside the automobile industry. We find negative abnormal returns for these announcements and that the returns are significantly more negative when products are replaced (or the purchase price is returned) than when the products are checked and repaired. We find only limited evidence that government-ordered recalls produce more negative returns than voluntary recalls.  相似文献

Food safety concerns have escalated in China as they have elsewhere, especially in relation to meats. Beef production and consumption has increased proportionately faster than all other meats over the last two decades. Yet the slaughtering, processing and marketing of beef remains, for the most part, extremely primitive when compared with Western beef supply chains. By comparing the economics of household slaughtering with that of various types of abattoirs, this paper explains why household slaughtering and wet markets still dominate beef processing and distribution in China. The negative economic, social and industry development implications of enforcing more stringent food safety regulations are highlighted. The willingness/capacity of consumers to pay the added cost of better inspection and other services to guarantee food safety is investigated. In this context, the paper also evaluates the market opportunities for both domestic and imported “Green Beef”. The paper questions the merit of policy initiatives aimed at modernising Chinese beef supply chains for the mass market along Western lines.  相似文献

Stringent food safety requirements set by developed country markets, which require exporting countries to establish effective national food control systems (NFCS) that guarantee safety of the products to the market, pose a challenge to Sub-Saharan countries in development of aquaculture products as alternative exports following the decline of capture fisheries. In the study, four components of Uganda’s NFCS including legislation, competent authority, inspection services, and laboratory services were evaluated for compliance with FAO/WHO, European Union (EU), and the United States (US) market recommendations for guaranteeing aquaculture product safety. Using a checklist, component elements were benchmarked and scored, and components ranked for compliance with the recommendations. On a scale of 0–5, where 0 denotes none, 1 very low, 2 low, 3 some, 4 almost total, and 5 full compliance, only laboratory services had a barely acceptable score of 3.3 (some compliance). The rest including legislation which is central in setting the level of controls by the other three components scored below three, and the combined score for all components was only 2.2, indicating that Uganda’s NFCS was still short of the requirements to allow entrepreneurs to access markets in the EU and other developed countries. The low score is partly attributed to the dynamics of this country’s fledgling aquaculture industry and the rapidly evolving food safety requirements in the international markets.  相似文献

The use of genetically modified (GM) crop technology in tackling food security problems and poverty reduction in Africa continues to generate debates over its benefits and safety. Only four countries, South Africa, Sudan, Burkina Faso and Egypt have commercialized GM crops in Africa but controversy surrounds current cultivation of GM maize in Egypt. Our study provides new perspectives on the status, development and regulation of GM crops through examining the views of 305 stakeholders in six African countries across four regions: South Africa, Kenya (East Africa), Egypt and Tunisia (North Africa), Ghana and Nigeria (West Africa), supplemented by interviews with relevant international organizations. The study revealed the challenges leading to the development of biosafety regulatory frameworks and the role of individual stakeholders in the facilitation of GM crops across African countries. This study also revealed that some countries may go through a Fiber–Feed–Food (F3) approach to adopt GM crops where Bt cotton will be adopted first followed by GM crops for livestock feed while undergoing all the necessary assessments before producing GM foods for human consumption. An overwhelming majority of stakeholders placed emphasis on risk analysis (risk assessment and management) in view of limited capacity, lack of scientific expertise and public concern, and encouraged a centralized approach to risk assessment similar to the European Union model of the European Food Safety Authority (EFSA).  相似文献

We examine stakeholders’ perceptions of the share of the overall responsibility of each stage in the food supply chain has in ensuring that the meat people cook and eat at home is safe to consume. We elicit these perceptions of relative responsibility via surveys using the best–worst scaling technique and analyse the data via Bayesian estimation of mixed logit models. Results are reported for two groups of stakeholders: consumers and farmers, and for two meat food chains: chicken and beef. The results reveal that consumers tend to think farmers are more responsible for ensuring meat safety than farmers do. Similarly, farmers tend to think consumers have a greater degree of responsibility than consumers believe they have themselves. Such beliefs might affect stakeholders’ willingness to take actions and reduce hazards in the supply chain. From a policy perspective, the research findings provide useful insights to support policymakers and other decision-makers in the industry in developing mitigation strategies. Communication with consumers and farmers about emerging food safety problems in a supply chain and their involvement in proactive practices would need to be attuned to their subjective perceptions of relative responsibilities in order for integrated risk management systems to be effective.  相似文献
