While the nominal value of Supplemental Nutrition Assistance Program (SNAP) benefits is fixed across states (except for Hawaii and Alaska), variation in food prices across the U.S. is dramatic. We provide new evidence describing geographic variation in the purchasing power of SNAP benefits, measured by the extent to which SNAP-recipient households are able to afford the Thrifty Food Plan (TFP), the U.S. Department of Agriculture (USDA) food plan on which legislated SNAP benefit levels are based. For more than one-quarter of SNAP households, SNAP benefits are too low to cover the cost of the TFP at the primary stores where they report shopping. SNAP purchasing power increases somewhat as we assume households can travel farther to shop and increases much more with the assumed ability to identify and travel to the lowest-cost store in a given area. It is unlikely, however, that SNAP households are sufficiently informed and mobile to shop at the lowest-cost store in a large (e.g., 10 to 20-mile) geographic area. We demonstrate that aggregate dollar shortfalls for SNAP households who cannot afford the TFP could be completely eliminated by redistributing from households in low-cost areas to those in high-cost areas, e.g., by indexing SNAP benefits to local food prices.  相似文献

Using nationally-representative household survey data and confidential geo-coded data on violent incidents, we examine the relationship between conflict and food insecurity in Afghanistan. Spatial mappings of the raw data reveal large variations in levels of food insecurity and conflict across the country; surprisingly, high conflict provinces are not the most food insecure. Using a simple bivariate regression model of conflict (violent incidents and persons killed or injured) on food security (calorie intake and the real value of food consumed), we find mixed associations. But once we move to a multivariate framework, accounting for household characteristics and key commodity prices, we find robust evidence that in Afghanistan levels of conflict and food security are negatively correlated. We also find that households in provinces with higher levels of conflict experience muted declines in food security due to staple food price increases relative tohouseholds in provinces with lower levels of conflict, perhaps because the former are more disconnected from markets. Gaining a better understanding of linkages between conflict and food insecurity and knowing their spatial distributions can serve to inform policymakers interested in targeting scarce resources to vulnerable populations, for example, through the placement of strategic grain reserves or targeted food assistance programs.  相似文献

The impact of providing food assistance in kind (via food, stamps, or restricted debit cards) vs. cash has long been a subject of debate. Prior efforts to causally identify the effects of the two types of transfers have been hindered by concerns over non-random selection into assistance programs, misreporting of program benefits, and identification of inframarginal households who, theoretically, should treat cash and in-kind transfers identically. This paper reports the results of an economic experiment designed to cleanly test some conceptual issues associated with in-kind vs. cash giving in a lunchroom meal setting. Given current debates about the healthiness of food assistance recipients’ diets, we also consider the impacts of placing restrictions on in-kind transfers that either prohibit soda purchases with the transfer or require the transfer be spent on fruits and vegetables. Overall, we find that, as theory predicts, in-kind transfers have the same effect on food expenditures as an unrestricted cash transfer for inframarginal consumers, and for extramarginal consumers, food expenditures are higher for in-kind than cash transfers. Participants also respond to the fruit and vegetable restriction as theory would predict. However, in contrast to the theoretical prediction, the soda restriction reduces soda expenditures for more than half the inframarginal consumers.  相似文献

Two concurrent social issues in the United States are food insecurity and food waste. The practice of gleaning offers a mechanism for combining these problems to create a synergistic solution. We develop a stochastic optimization model to determine the schedule that maximizes the volume of excess crops rescued from farm fields for the purpose of feeding food-insecure households, thus maximizing social impact. We model gleaning as a service operation where donation calls arrive randomly requesting to be scheduled within a limited time window. The feature that distinguishes gleaning operations from other service settings is that there is uncertainty in both when donations will arrive and the attendance of the gleaners who are volunteers that are not obliged to attend gleaning trips. We apply our model to the gleaning operation of the Food Bank of the Southern Tier in New York State, focusing on five major crops produced in the region. By characterizing how the gleaning operation behaves, our model allows us to optimize the gleaning schedule to maximize the expected total volume gleaned and determine under which conditions different operational strategies can be most useful for improving the performance of the gleaning operation. This in turn enables us to identify conditions under which alternative policy interventions (e.g., farm donation tax credits and government grants to strengthen operational capacity) are more effective for scaling up gleaning programs.  相似文献

This paper develops a Vulnerability to Food Insecurity Index (VFII). Currently, there is no standard indicator of vulnerability analysis in food security research, and this paper responds to this challenge. The primary objective in this paper is to demonstrate how to develop a potential indicator and establish its validity through comparison with other traditional food security indicators, such as per capita calorie consumption (PCC), food consumption score (FCS) and the coping strategy index (CPI). Structurally, Vulnerability to Food Insecurity Index is a multidimensional index of the probability of covariate shock occurring (exposure), the accumulative experience of food insecurity (sensitivity) and coping ability of households (adaptive capacity). The paper applies the index to households in southern Nigeria, using the World Bank’s generalised household panel dataset. The results show 61% of households in the study to be highly vulnerable to food insecurity, 12% mildly vulnerable and 27% not vulnerable. Traditional and single indicators, such as FCS and PCC are not good indicators of vulnerability to food insecurity whereas CPI is a better indicator of vulnerability to food insecurity compared to FCS and PCC. The VFII developed in this paper includes components of FCS, PCC, and CPI and regarding ranking, the VFII was found to be reliable. Most importantly, the analysis using the VFII reveals how dietary diversity or calorie consumption indicators can exclude some households who are vulnerable to food insecurity. The paper concluded that accurately target long-term support to vulnerable households, policymakers who seek to address the underlying causes of food insecurity cannot rely on single indicators, and for this type of goal, the VFII makes a useful contribution.  相似文献

The determinants of migration have been widely studied but research has rarely addressed the roles of food insecurity and gender in the migration decision process. To address these gaps, we examine these relationships for 135,078 individuals across 94 low- and middle-income countries. We use a series of binary-choice models with sample selection and data from the 2014–2015 waves of the Gallup World Poll Survey, which includes the first global measure of individual-level food insecurity. Results, which are robust, indicate that food insecurity is an important determinant of both migration intentions and preparations, and the probability of migration intentions increase monotonically with the severity of food insecurity, and the probability of migration preparations decrease. These relationships also differ significantly by gender and level of gross national income. Evidence suggests a need for increased coordination between the international food security and migration policy agendas.  相似文献

In Afghanistan, after two decades of civil strife and successive droughts from 1998 to 2002, large inflows of food aid, distributed mainly to returning refugees and through food for work programs, have helped offset production shortfalls of wheat, the country’s major staple. This paper provides a model-based assessment of local and global climate change impacts for the case of Yemen, focusing on agricultural production, household incomes and food security. Global climate change is mainly transmitted through rising world food prices. Our simulation results suggest that climate change induced price increases for food will raise agricultural GDP while decreasing real household incomes and food security. Rural non-farm households are hit hardest as they tend to be net food consumers with high food budget shares, but farm households also experience real income losses given that many of them are net buyers of food. The impacts of local climate change are less clear given the ambiguous predictions of global climate models (GCMs) with respect to future rainfall patterns in Yemen. Local climate change impacts manifest itself in long term yield changes, which differ between two alternative climate scenarios considered. Under the MIR scenario, agricultural GDP is somewhat higher than with perfect mitigation and rural incomes rise due to higher yields and lower prices for sorghum and millet. Under the CSI scenario, positive and negative yield changes cancel each other out. As a result, agricultural GDP and household incomes hardly change compared to perfect mitigation.  相似文献

Food insecurity is a serious challenge facing millions of households across Africa. Within these households, distinguishing the incidence of food insecurity between adults and children is often difficult because most surveys rely on the reports of adults. In this paper, we address this shortcoming of previous work by using a survey from over 6000 households in Zimbabwe where interviews were conducted with both an adult caregiver and a child. Using two measures of food insecurity, we find that reports of adults and children differ within households with lower reports of food insecurity among children, with children in the youngest age groups particularly being protected from food shortages. An exception to this general rule, though, is in better-off households where children are often more likely to be food insecure than adults. Findings also demonstrate the need for multiple measures to comprehensively capture the full picture of food insecurity in the household.  相似文献

Food assistance programs in the United States provide low-income households with the resources to purchase a healthy, nutritious, and palatable diet, if they buy the market baskets of food outlined in the Thrifty Food Plan. This study compares the cost of these baskets with actual spending on food at home by low-income households. Simulations reveal at-home food spending by low-income households to represent only 86% of what is needed to follow the Thrifty Food Plan. Married couples with children and female-headed households with children spend only 73% and 82%, respectively, and just 43% and 50% for at-home fruits and vegetables.  相似文献

This article examines the multifaceted notions of food security and food aid through a case-study of a rather exceptional country in political terms - Egypt. Egypt has achieved a high degree of food security with lessened reliance on domestic production and has become one of the largest recipients of cereal food aid. The analysis considers significant questions about the interdependence of food security and food aid, the maintainability of an externally dependent food system, its implicit resource costs and its internal distribution and equity impact.  相似文献

In the analysis of food expenditures, use of household member counts as an explanatory variable assumes each member has the same marginal food expenditure impact. In our analysis of Latin American food expenditures we reject this assumption via the estimation of endogenously determined adult equivalence scales that vary by household member gender and age. A series of hypothesis tests indicate significant differences not only in the male versus female equivalence scales but also across country. With the use of such equivalence scales in the definition of per capita expenditures we find significant differences in the distributions implying substantially different poverty rankings.  相似文献

Given heavy dependence on rainfed maize production, countries in East and Southern Africa must routinely cope with pronounced production and consumption volatility in their primary food staple. Typical policy responses include increased food aid flows, government commercial imports and stock releases, and tight controls on private sector trade. This paper examines recent evidence from Zambia, using a simple economic model to assess the likely impact of maize production shocks on the domestic maize price and on staple food consumption under alternative policy regimes. In addition to an array of public policy instruments, the analysis evaluates the impact of two key private sector responses in moderating food consumption volatility – private cross-border maize trade and consumer substitution of an alternate food staple (cassava) for maize. The analysis suggests that, given a favorable policy environment, private imports and increased cassava consumption together could fill roughly two-thirds of the maize consumption shortfall facing vulnerable households during drought years.  相似文献

Nutritional effects of participation by young children in the Supplemental Nutrition Assistance Program (SNAP) and the Special Supplemental Nutrition Program for Women, Infants and Children (WIC) in the United States are investigated. A system of nutrient equations with dual endogenous programs is estimated by the maximum-likelihood procedure. WIC is found to increase the intakes of three of the four important nutrients for WIC children, including iron, potassium, and fiber. SNAP only has a small and negative effect on fiber intake. The additional benefit of SNAP participation is non-existent given participation in WIC.  相似文献

Food security studies, while giving ever more attention to issues of perception and local knowledge in food outcomes, have yet to engage in a systematic discussion of the role played by society in food outcomes. While contemporary studies of food outcomes address issues of the social, especially as social structures relate to access to and production of food, this literature lacks an accompanying theory of the social that might lend it broad, cross-contextual coherence.  相似文献

Spatial clustering of rural poverty and food insecurity in Sri Lanka   总被引:4,自引:0,他引:4  
We mapped poverty, with reference to a nutrition-based poverty line, to analyse its spatial clustering in Sri Lanka. We used the Divisional Secretariat poverty map, derived by combining the principal component analysis and the synthetic small area estimation technique, as the data source. Two statistically significant clusters appear. One cluster indicates that low poverty rural areas cluster around a few low poverty urban areas, where low agricultural employment and better access to roads are key characteristics. The other indicates a cluster of high poverty rural areas, where agriculture is the dominant economic activity, and where spatial clustering is associated with factors influencing agricultural production. Agricultural smallholdings are positively associated with spatial clustering of poor rural areas. In areas where water availability is low, better access to irrigation significantly reduces poverty. Finally, we discuss the use of poverty mapping for effective policy formulation and interventions for alleviating poverty and food insecurity.  相似文献

Central Asia has experienced massive economic and social shocks during the past decade following the dissolution of the former Soviet Union. Demand for cereals, particularly for staple cereals and meats, has fallen significantly even as production and productivity have plummeted. Although agricultural reforms were launched in 1991, the performance of the agricultural sector has been weak across the region. Prospects for food security in Central Asia appear mixed. Projections indicate that a growing and urbanizing population in Central Asia with rising incomes will increase demand for cereals by 32% between 1995 and 2020 to reach 24 million tons, and for meat by 47% to reach 2.9 million tons. Improvements in crop productivity will be essential to meet the increases in demand projected for the region. Cereal production is forecast to keep pace with demand such that Central Asia will be virtually self-sufficient in cereals. However, national food self-sufficiency or food security does not necessarily translate into household or individual food security. Moreover, self-sufficiency comes with a high price-tag of opportunities foregone and inappropriate use made of resources. Given the growing enthusiasm for food self-sufficiency in Central Asia, it is imperative that research be undertaken to assess the full costs and benefits of such a policy.  相似文献

Food insecurity is a major challenge facing Peru’s Indigenous Shawi communities, who receive food support through national level programs. There is limited research, however, on how national food and social programming support is perceived, received and used among Indigenous communities. We address this research gap by characterizing the preferred diet and coping mechanisms among Shawi Indigenous households, and investigating community perspectives on the national food program and national social supports. We used a mixed methods approach, including a quantitative survey among eleven Shawi communities in the Peruvian Amazon (n = 177 households), and semi-structured interviews with key informants (n = 24). We found that national food programs in Peru rarely provide foods that are desired and preferred among the Shawi, particularly familiar and locally-sourced protein sources such as bushmeat and fish. Food and social programming requirements do not integrate consideration of the remoteness of many vulnerable households, and are considered culturally or linguistically inaccessible to many families. In some cases, foods supplied by national programs are not consumed as they are perceived as unfamiliar. Key opportunities to improve food and social programing include: monitoring and revising eligibility requirements for remote and highly vulnerable households; increasing provision of locally-preferred protein food and familiar food types; avoiding use of written Spanish as a sole source of information to support programming; extending food provision outside of school months; developing contingency plans during education sector strikes; considering hiring of staff with working knowledge of local languages for community distributions; using visual or oral communication rather than written communication to increase accessibility of programs; increasing knowledge on the use and nutritional value of external food; and considering exemptions to school and health eligibility requirements during the rainy season and during sector strikes. Nationally-developed programming that does not consider Indigenous and cultural contexts risks inefficiency, limited improvement of health outcomes, and the potential to increase inequities in Indigenous health.  相似文献

This paper examines the link between migration and food consumption patterns in Ghana, which has a history of widespread migration and high levels of poverty. Data from 4130 households from the nationally representative 2005/2006 Ghana Living Standards Survey are used for the analysis. Since migrants self-select into migration, an instrumental variable approach is taken to analyze the relationship between migration and total food expenditures per capita, food expenditures across a range of food categories and shares of food expenditures across these categories. Overall, the results indicate that migration does not substantially affect total food expenditures per capita, and has minimal noticeable effect on food expenditure patterns. Looking at results in different settings, the analysis indicates that only in high migration regions does migration appear to increase overall food expenditures resulting in a shift towards the consumption of potentially less nutritious categories of food, such as sugar and beverages and eating out of the home. The results raise questions about the value of migration for improving the food consumption of migrant sending households.  相似文献
