Small and medium size growers using both conventional and sustainable farming practices have expressed concern that compliance with the Produce Rule implementing the Food Safety Modernization Act will be prohibitively costly. We use data from an original national survey of fruit and vegetable growers to examine that contention. In particular, we analyze how expenditures on food safety practices required by the Produce Rule vary with farm size using a double hurdle model to control for selectivity in both using food safety practices and reporting expenditures. We find that expenditures per acre decrease with farm size. We also find some evidence that growers using sustainable farming practices spend more than conventional growers on many food safety practices. We use our estimates to quantify how the cost burden of compliance varies with farm size. We then explore the policy implications of exemptions to the Rule by simulating how more stringent exemption thresholds for farm revenue and share of direct sales might affect the cost burden of each food safety practice on farms at the threshold.  相似文献

The complexity of the operational concept and definition of food insecurity has complicated the study of the ‘food insecure’ and efforts to determine clear policy directions. Previous findings on the prevalence and severity of food insecurity are inconsistent and often depend on the measure used. To overcome limitations in food security measurement, the Food and Agriculture Organization of the United Nations developed the Food Insecurity Experience Scale, which is the first survey protocol to measure people’s direct experience of food insecurity on a global scale. Using this new measure, our study contributes to the understanding of the food insecure by examining the determinants of food insecurity within and across countries in Latin America and the Caribbean (LAC). Using a series of multilevel linear models, we find the three determinants associated with the largest increase in the likelihood of experiencing food insecurity in LAC are: low levels of education, limited social capital, and living in a country with low GDP per capita. Results suggest the need to promote education of the most vulnerable, encourage social interactions that help build individuals’ social capital, and adopt gender-sensitive programs. The results also suggest the need for a shift in policy from short-term strategies to long-term efforts that sustain household productive capacity and employment to promote sustained economic growth.  相似文献

While the poverty implications of off-farm income have been analyzed in different developing countries, much less is known about the impact of off-farm income on household food security and nutrition. Here, this research gap is addressed by using farm survey data from Nigeria. Econometric analyses are employed to examine the mechanisms through which off-farm income affects household calorie and micronutrient supply, dietary quality, and child anthropometry. We find that off-farm income has a positive net effect on food security and nutrition. The prevalence of child stunting, underweight, and wasting is lower in households with off-farm income than in households without. Using a structural model, we also show that off-farm income contributes to higher food production and farm income by easing capital constraints, thus improving household welfare in multiple ways.  相似文献

Micronutrients are defined as substances in foods that are essential for human health and are required in small amounts. They include all of the known vitamins and essential trace minerals. Micronutrient malnutrition affects ⅓–½ of the global population. It causes untold human suffering and levies huge costs on society in terms of unrealized human potential and lost economic productivity. The goal of this paper is to identify deficiencies in the food system that lead to micronutrient malnutrition and explore and evaluate strategies for its prevention. We examine the impact of agricultural practices on micronutrients in the food supply, including cropping systems, soil fertility and animal agriculture. We then discuss the potential of biofortification – i.e. increasing the concentration of micronutrients in staple food crops through conventional plant breeding or genetic engineering– as a means to reduce micronutrient deficiency. In addition, we discuss the impact of food losses and food waste on micronutrients in the food supply, and we explore successful strategies to preserve micronutrients from farm to plate, including food fortification. Our review of the literature sheds light on the advantages and limitations of alternative interventions to reduce micronutrient deficiencies along the supply chain. We end with recommendations for actions that will reduce the prevalence of micronutrient malnutrition.  相似文献

Italy recently reformed its food waste policy by introducing innovative measures, such as the possibility of donating food after the best-before date (BBD) and a significant simplification of the bureaucracy of donations. These measures are advocated by food waste specialists and are thought to increase donations almost automatically. The article performs a theory-based evaluation using the method of realist synthesis to investigate the two measures, test their implicit assumptions, and provide a more complete picture of how the policy works. The results highlight the marginal importance of bureaucratic procedures in the cost structure of donations, the diverse responses of different donors and food rescue organisations, and the importance of considering the capacity and preferences of charities when an increase in donations is expected. Further, the analysis uncovers severe reputational risks that limit both the supply of and demand for food past the BBD, despite legal provisions promoting its donation.  相似文献

Managing food price risks and instability is a major challenge in the midst of ongoing food market reforms. Key findings from the papers in this special volume revolve around five broad areas: (i) the sources and magnitudes of food price instability in different country contexts; (ii) the economic and social costs stemming from price instability; (iii) the lessons from food market reforms to date; (iv) the design of policy reforms in ways that promote efficient and stable market development and protect the interests of the poor; and (v) potential policy responses to food price instability in a liberalizing market environment.  相似文献

Surplus food management plays a key role in food waste reduction. This paper addresses the multifaceted concept of food supply chain sustainability by presenting a model of surplus food generation and management (called ASRW, Availability-Surplus-Recoverability-Waste), which encompasses the integrated food supply chain (i.e. business, environmental and social players). The model was developed using a bottom-up approach, by conducting 30 exploratory case studies and iterating theory development and data analysis. Three confirmatory case studies, from different food supply chain stages, are also presented to demonstrate how the model can be used to identify food waste reduction strategies.  相似文献

A framework for assessment of the potential of nanotechnology for enhancing food security in India is developed. Agricultural productivity, soil health, water security, and food quality in storage and distribution are identified as the primary determinants of food security that can be impacted by developments in nanotechnology. The framework is developed in two stages: (i) mapping nanotechnology to agri-food thematic areas across the agricultural value chain and (ii) from the thematic areas to the food security determinants. Using published literature and patents data, a model to organize and map nanotechnology research to the agri-food thematic areas and food security determinants is developed through a specially designed database. The model allows identification and prioritization of potential areas for nanotechnology applications to enhance food security. Comparisons of this technology with green revolution technologies and agricultural biotechnology indicate a possibility of greater and faster impact on all components of the agri-value chain with concurrent social, ethical, legal and environmental implications. There is a need for investments in capacity building and development of an agri-nanotechnology infrastructure in India, and for ex ante assessment of its implications for society.  相似文献

Using data from a survey of over 700 Americans, we sought to measure and investigate the nature of citizen’s political ideologies in relation to food. Results reveal that a majority of respondents can be classified as “food statists,” desiring more government action in the realm food and agricultural relative to the status quo. People’s ideologies with regard to food were multidimensional, falling along lines related to food health and quality, food safety, and farm subsidies. Respondents were most in favor of additional government action related to food safety. Food ideology was related to conventional measures of political ideology with, for example, more liberal respondents desiring more government involvement in food than more conservative respondents, but the relationship was far from determinative, suggesting food ideology represents a unique construct in its own right.  相似文献

Farm households diversify their income sources by working off the farm. This is a risk management strategy that is used by farm households in both developed and developing countries. Income diversification via off-farm work is associated with higher incomes and food consumption. However, little is known about the association between off-farm work and farm household food expenditures. In an effort to bridge this gap, this study attempts to assess the impact of off-farm work decisions by the operator and/or the spouse on the food expenditures of the farm household. Using a nationwide farm household survey in the United States and new econometric method, we find that the decisions of the operator and/or the spouse to work off the farm are significantly interrelated (29%). However, these two decisions affect food expenditures in different ways. The operator’s off-farm work decision is positively related to food expenditures, while the spouse’s decision is negatively associated with expenditures on food by the farm household.  相似文献

A major challenge for agricultural policy in Africa is how to address the market instability-related causes of low farm productivity and food insecurity. This paper highlights structural changes affecting the behavior of food markets in eastern and southern Africa and discusses their implications for the design of strategies to stabilize food prices. These changes include (1) an increasing trend in maize prices toward import parity levels, reflecting an emerging structural maize deficit in much of the region; (2) increasingly diversified food consumption patterns in both rural and urban areas; (3) highly concentrated marketed maize surplus, which have largely unrecognized implications for the magnitude of price risk faced by most farm households; and (4) the strategic interactions between private and public marketing actors leading in some cases to heightened market instability and food crises. In the prevailing dual market environment now characterizing most of the region, greater coordination, transparency, and consultation between private and public market actors is needed to achieve reasonable levels of food price stability and predictability.  相似文献

This article evaluates the impact of the adoption of improved wheat varieties on food security using a recent nationally-representative dataset of over 2000 farm households in Ethiopia. We adopted endogenous switching regression treatment effects complemented with a binary propensity score matching methodology to test robustness and reduced selection bias stemming from both observed and unobserved characteristics. We expand this further with the generalized propensity score (GPS) approach to evaluate the effects of continuous treatment on the response of the outcome variables. We find a consistent result across models indicating that adoption increases food security and farm households that did adopt would also have benefited significantly had they adopted new varieties. This study supports the need for vital investments in agricultural research for major food staples widely consumed by the poor, and efforts to improve access to modern varieties and services. Policies that enhance diffusion and adoption of modern wheat varieties should be central to food security strategies in Ethiopia.  相似文献

This paper examines the impact of non-farm work on household income and food security among farm households in the Northern Region of Ghana. We analyze the impact by employing propensity score matching method that accounts for self-selection bias. The matching results show that participation in non-farm work exerts a positive and statistically significant effect on household income and food security status, supporting the widely held view that income from non-farm work is crucial to food security and poverty alleviation in rural areas of developing countries.  相似文献

Food insecurity is a major challenge facing Peru’s Indigenous Shawi communities, who receive food support through national level programs. There is limited research, however, on how national food and social programming support is perceived, received and used among Indigenous communities. We address this research gap by characterizing the preferred diet and coping mechanisms among Shawi Indigenous households, and investigating community perspectives on the national food program and national social supports. We used a mixed methods approach, including a quantitative survey among eleven Shawi communities in the Peruvian Amazon (n = 177 households), and semi-structured interviews with key informants (n = 24). We found that national food programs in Peru rarely provide foods that are desired and preferred among the Shawi, particularly familiar and locally-sourced protein sources such as bushmeat and fish. Food and social programming requirements do not integrate consideration of the remoteness of many vulnerable households, and are considered culturally or linguistically inaccessible to many families. In some cases, foods supplied by national programs are not consumed as they are perceived as unfamiliar. Key opportunities to improve food and social programing include: monitoring and revising eligibility requirements for remote and highly vulnerable households; increasing provision of locally-preferred protein food and familiar food types; avoiding use of written Spanish as a sole source of information to support programming; extending food provision outside of school months; developing contingency plans during education sector strikes; considering hiring of staff with working knowledge of local languages for community distributions; using visual or oral communication rather than written communication to increase accessibility of programs; increasing knowledge on the use and nutritional value of external food; and considering exemptions to school and health eligibility requirements during the rainy season and during sector strikes. Nationally-developed programming that does not consider Indigenous and cultural contexts risks inefficiency, limited improvement of health outcomes, and the potential to increase inequities in Indigenous health.  相似文献

Food security remains a top development priority and global concern. It is enshrined in the 2030 Agenda for Sustainable Development in Sustainable Development Goal two. Food security is also a core component of the human development and capability paradigm, since food access and entitlements are critical for reinforcing essential human capabilities. In introducing this special issue, this paper argues that agriculture is central to improving food security and reducing poverty in Africa. It suggests that realizing the potential of agriculture in Africa requires rapid increases in land productivity and increases in agricultural yields. A science-based approach that integrates gender and sustainability is critical to meet this goal, through the design and implementation of policies that improve the availability farm inputs and farm technology. The paper concludes by introducing the papers in this special issue.  相似文献

This paper provides a critical commentary on the conception of food miles followed by an empirical application of food miles to two contrasting food distribution systems based on carbon emissions accounting within these systems. The comparison is between the carbon emissions resultant from operating a large-scale vegetable box system and those from a supply system where the customer travels to a local farm shop. The study is based on fuel and energy use data collected from one of the UK’s largest suppliers of organic produce. The findings suggest that if a customer drives a round-trip distance of more than 6.7 km in order to purchase their organic vegetables, their carbon emissions are likely to be greater than the emissions from the system of cold storage, packing, transport to a regional hub and final transport to customer’s doorstep used by large-scale vegetable box suppliers. Consequently some of the ideas behind localism in the food sector may need to be revisited.  相似文献

This paper identifies several positive synergies between social protection programmes and enhanced entitlements to food. One function of social protection is to manage or reduce vulnerability. Several instruments are reviewed – weather-indexed insurance, public works programmes, emergency food aid and buffer stock management – which aim to stabilise income and access to food across good and bad years, or between the harvest and the hungry season. Other social protection instruments aim to raise household income and crop production, for instance agricultural input subsidies or input trade fairs, as well as public works projects that construct or maintain physical infrastructure such as rural feeder roads. This paper also argues that entitlements to food can be strengthened if social justice principles are introduced to the design and delivery of social protection programmes. Examples reviewed include rights-based approaches such as employment guarantee schemes, community-based targeting and demand-driven accountability mechanisms. The paper concludes by arguing for a comprehensive approach to social protection that will achieve sustainable food security, by combining interventions that stabilise income or food production with those that raise income or food production, and are designed and delivered in ways that enhance social justice.  相似文献

This article explores the absence of social enterprise responses to food insecurity in Australia. Continued growth in demand from chronically food insecure consumers and criticism of the dominant food bank model of gifted food support has led to the development of ‘community supermarkets’ that charge consumers for donated food in countries including Canada, the United Kingdom, France and Italy, but not in Australia. This research investigates barriers to the development of community supermarkets in Australia through in-depth interviews with senior staff within seven organizations involved in the food relief supply chain, as well as a pilot survey of 38 food insecure consumers. The results of this research are analyzed through the lens of ‘voluntary failure’ theory and highlight systemic barriers to the reach of social enterprise as a mechanism for addressing food insecurity.  相似文献

The inter-related nature of food, health and climate change requires a better understanding of the linkages and a greater alignment of policy across these issues to be able to adequately meet the pressing social and health challenges arising from climate change. Food price is one way through which climate change may affect health. The aim of this study of the global and Australian food systems is to provide a whole-of-system analysis of food price vulnerabilities, highlighting the key pressure points across the food system through which climate change could potentially have the greatest impact on consumer food prices and the implications for population health. We outline areas where there are particular vulnerabilities for food systems and food prices arising from climate change, particularly global commodity prices; agricultural productivity; short term supply shocks; and less direct factors such as input costs and government policies. We use Australia as a high-income country case study to consider these issues in more detail. The complex and dynamic nature of pricing mechanisms makes it difficult to predict precisely how prices will be impacted. Should prices rise disproportionately among healthy foodstuffs compared to less healthy foods there may be adverse health outcomes if less expensive and less healthy foods are substituted. Higher prices will also have equity implications with lower socio-economic groups most impacted given these households currently spend proportionately more of their weekly income on food. The ultimate objective of this research is to identify the pathways through the food system via which climate change may affect food prices and ultimately population health, thereby providing evidence for food policy which takes into account environmental and health considerations.  相似文献

Food shelves are placing increased emphasis on the healthfulness of the food they offer to clients. This paper presents an analysis of foods ordered from food banks by 110 food shelves in Minnesota and western Wisconsin in 2013. We examine whether and how food shelves’ Healthy Eating Index scores for ordered food are associated with food shelf size and sourcing patterns, food bank providers, food shelf policies, food shelf manager characteristics, client characteristics and community-level demographics. We find a significant positive relationship between annual order quantity and the HEI-2010 score for ordered food. We also find strong associations between characteristics of the person placing food bank orders and the healthfulness of food ordered, which suggest that training programs designed to improve these individuals’ skills and motivation for ordering a healthy assortment of foods may have an important impact. Finally, while the age structure of clients served does have a significant relationship with HEI-2010 scores, it is noteworthy that the ethnic profile of clients served by a food shelf does not have a strong relationship with the healthfulness of food ordered. This suggests that food shelves can respond successfully to wide variations in culturally based food preferences.  相似文献
