This article uses a theory‐based translog gravity model to investigate the heterogeneous effects of food standards on aggregate agricultural trade. We revisit the ‘standards‐as‐barriers‐to‐trade’ debate with a distinctive twist. In contrast to existing works, we show that standards reduce trade but even more so for countries that trade smaller volumes. Our identification strategy exploits the within‐country variation in specific trade concerns. We confirm that stricter importer standards are indeed trade‐restrictive. However, the estimated trade cost elasticity varies depending on how intensively two countries trade. Specifically, it decreases in magnitude with an increasing import share of the exporter in the importing country's total imports. The reason is simple but intuitive; bigger trading partners find it more profitable to invest in meeting the costs of importer‐specific standards. This work is novel in showing that the standards–trade debate misses out on an important heterogeneity driven by existing import shares. Liberalising non‐tariff measures will favour smaller trading partners more than well‐established ones.  相似文献

This paper analyses the trade relationships among the EU-15 members and some emerging partners: the NMS, Turkey and China. The EU expansion to include 10 new countries has modified quite remarkably the features of agri-food trade in Europe. Some of the NMS, such as Poland, Hungary and the Czech Republic, significantly contribute to the international agri-food trade and, since the beginning of the process of EU accession, they have modified dramatically the exchanges with the EU-15. More recently, other countries such as Turkey and China have established new relationships with the EU. Turkey is a large Mediterranean country and, as a candidate to the EU accession, enjoys a differential treatment in the agri-food trade relationships with the EU. China can be considered as a new international competitor, growing at faster pace after having joined the WTO and increasing its agri-food trade exchanges with the EU. The analysis will focus on the measurement of the similarity of the agri-food exports of Italy and the remaining EU-15 member States with the new partners entering the EU-15 market. It will be carried out with the support of three different indicators: the export structure similarity index (ES), the product similarity index (PSI) and the quality similarity index (QSI), using the Eurostat database with an eight “digit” merchandize disaggregation and with reference only to agri-food exchanges. Results will indicate that there is little similarity, especially when a comparison is made between the exports of the EU-15 countries to the EU market. Moreover, quality remains a crucial factor for Italian and European agri-food products when competing with external products.  相似文献

The literature that addresses the role of institutions in bilateral trade is extensive. However, research that links institutional quality to specific products and their different levels of value addition is lacking. In this study, we look into institutional quality, based on three indicators from the World Bank's world governance indicators, and its indicator-specific effects on bilateral coconut trade. In particular, we study coconut products with varying degrees of value addition. We use structural gravity models to measure how institutions affect the trade performance of the top 26 coconut producing countries to the top 15 importing economies over the years 1996–2016. Our results suggest that increased government effectiveness enhances trade of high-value products, whereas better voice and accountability scores decrease trade of coconut products with both levels of value addition. No clear trade effect is observed when two countries are more similar in each of the three indicators. We conclude that each indicator has different trade effects on each of the coconut product categories. We end by giving recommendations that will help to improve the coconut export performance in their respective countries and for future research.  相似文献

水权交易是目前解决水资源稀缺的一项重要政策工具,亦是中国当前水资源管理改革的重要方向之一。基于中国水权交易所2016—2022年的交易数据对中国水权交易的总体概况、不同交易类型的水权交易特征进行统计描述性分析,并讨论其试点推广效应。研究表明:目前中国的水权交易以取水权交易为主,其次为区域水权交易,灌溉用水户水权交易渐趋活跃;区域水权交易主要表现为用水总量指标在区域间的重新配置,取水权交易主要表现为行业间的取水权交易,而灌溉用水户水权交易主要表现为行业内的水权交易;政府在水权交易中发挥了重要作用,随着水权交易的发展,参与主体开始出现多元化,更多的用水户开始进入水市场;中国的水权交易试点具有一定的推广效应,不仅仅表现为“量”的增多,还表现在交易方式上的创新。中国水权交易未来的发展空间在于不断创新水权交易方式并激励更多的用水户参与水权交易,需要因地制宜推进水权改革,加快推动初始水权的分配与确权工作;同时,还需要进一步完善水资源计量与监控体系,并积极推动水权交易法规制度建设,进一步推进水权交易市场的发展。  相似文献

We adapt a Ricardian general equilibrium model to the setting of U.S. domestic agri-food trade to assess states’ vulnerability to adverse production shocks and supply chain disruptions. To this end, we analyze how domestic crop supply chains depend on fundamental state-level comparative advantages—which reflect underlying differences in states’ cost-adjusted productivity levels—and thereby illustrate the capacity of states to adapt to and mitigate the impacts of such disruptions to the U.S. agricultural sector. Based on the theoretical framework and our estimates of the model's structural parameters obtained using data on U.S. production, consumption, and domestic trade in crops, we undertake simulations to characterize the welfare implications of counterfactual scenarios depicting disruptions to (1) states’ agricultural productive capacity, and (2) interstate supply linkages. Our results emphasize that the distributional impacts of domestic supply chain disruptions hinge on individual states’ agricultural productive capacities, and that the ability of states to mitigate the impacts of adverse production shocks through trade relies on the degree to which states are able to substitute local production shortfalls by sourcing crops from other states.  相似文献

目的 面对日益严峻复杂的国际经济政治环境,理清全球农产品贸易格局演变的特征及趋势,对于及时应对国际农产品市场风险、提高国际循环利用能力具有重要意义。方法 基于社会网络分析法,利用1996—2021年世界农产品贸易数据,文章从总体—行业—加工程度3个维度分别构建了全球农产品贸易网络,定量分析了全球农产品贸易网络的格局演化及重要节点特征。结果 (1)各国间农产品贸易关联日益加深,处于核心地位的国家数量显著增加,以美国为代表的单中心主导地位被削弱,但由少数国家主导全球农产品贸易的情形并未改变。(2)中国在全球农产品贸易网络中地位显著提升,点度中心度和接近中心度均位于前列,但中介中心度处于较低水平,说明中国对全球农业资源和市场的掌控能力依然不足。(3)各国在不同细分行业中的地位呈现明显的异质性,大多数国家的进口集中于少数贸易伙伴的少数产品,加工贸易逐渐成为全球农产品贸易的主流,发展高附加值农产品贸易成为各国农业贸易长远发展的战略选择。结论 为此,应持续优化农产品贸易布局,拓展与亚洲、拉美、非洲等新兴市场的贸易,不断提升农业全球价值链地位。  相似文献

The ten new member states (NMS-10) of the European Union (EU) have contributed to an enhancement in the agro-food trade among the EU-25 members. Intra-industry trade (IIT) represents only a minor part of NMS-10 trade in agro-food products. Their trade in agro-food products is specialized to different countries in terms of economic distance, factor endowments and/or degree of competitiveness of their agro-food sectors. The borderless EU markets are likely to influence the increase of IIT with implications for the EU trade policy, since more than one-third of agro-food trade in the EU-25 members is represented by NMS-10.  相似文献

This study examines the role of exchange rate on Turkey's fresh fruits and vegetables bilateral trade balance with 14 trading partners in the European Union. Because dynamic effects of exchange rate changes on trade balances have been hypothesized as the J-curve effect, special attention is paid to investigate whether or not the J-curve hypothesis is observable. To this end, we apply the bounds testing cointegration approach to the trade balance model for the period of 1995:q1–2007:q2. Results support evidence of the J-curve effect in 2 cases in the short run. In the long run, the exchange rate has a positive impact on the trade balance in 7 out of 14 cases.  相似文献

In early 2020, China, Australia's top export market, unilaterally imposed trade restrictions on Australian barley, beef, coal, cotton, timber, copper and wine. However, convincing evidence regarding the effects of such trade restrictions on firms is scarce. Leveraging data on daily stock returns from 20 listed Australian and 32 listed Chinese firms that produce the restricted commodities, we provide the first systematic analysis of the firm-level economic impacts of China's trade restrictions on Australian and Chinese firms. We find significant adverse effects on Australian firms' stock returns, leading to almost 20% loss within 10 trading days; however, most firms' stock returns immediately rebounded. In contrast, Chinese firms usually saw significant positive stock returns, leading to almost 30% gains, and the positive abnormal returns continuously increased within 10 trading days. Media coverage and trade dependence substantially impact Australian and Chinese firms' stock returns—industries with stronger trade dependence on China saw greater losses in Australian firms' stock returns. Our results suggest that trade reallocation and deflection are two effective mitigation mechanisms for Australian exporters facing China's trade restrictions.  相似文献

This study addresses the impact of exchange rate levels and uncertainty on bilateral agricultural trade between Turkey and 20 major trading partners, using panel cointegration analysis for annual data covering the period 1980–2005. Results show that (i) the exchange rate level is less robustly linked to trade volumes than is exchange rate uncertainty, (ii) exchange rate uncertainty is associated with smaller trade volumes in both directions, but more so for imports than for exports, and (iii) income growth in Turkey is associated with greater imports, just as income growth among trading partners is associated with greater exports. These findings provide some clues for understanding the recent patterns of Turkish agricultural trade, and suggest directions for future research.  相似文献

This paper examines the magnitudes of border effects on Canada's beef exports, and assesses the prospects for market access. The empirical analysis relies on a gravity model derived from a supply-based framework, and implements different econometric methodologies. It covers the conventional measurement of border effects that is determined relative to the intranational trade baseline. Also, it sets alternative baselines to estimate the wedge between the border effects on beef exports of Canada and those of other countries. The estimated parameters are used to carry out different scenarios to examine the tariff-related and nontariff border effects, and to evaluate the impacts of trade preferences for Canada's bilateral beef exports. The results reveal significant trade impediments facing Canada's bilateral beef exports to many large markets (e.g., EU-15, Japan, Republic of Korea, China, and Russia), and they often indicate that the effects of tariff reductions become considerably larger when coupled with reductions in nontariff impediments. Also, they underscore the significance of North American Free Trade Agreement (NAFTA)’s preferential market access for Canada's beef exports. The export opportunities for the Canadian beef industry that are generated through lower trade barriers would, however, decrease when trade barriers facing other beef-exporting countries are reduced.  相似文献

Canadian agricultural trade has experienced several volatile periods over the past 15 years. The Great Recession (2007–2009), the 2015–2016 global trade slowdown, unilateral policy actions by the United States against key trade allies and the multilateral system more generally, and the impacts of the Covid‐19 pandemic are among the most significant events during this period. Given the close integration of Canadian and US agricultural markets, the recent US election is likely to again impact the relative competitiveness of Canadian agricultural exports. While many observers suggest President‐elect Joe Biden will return to normal times regarding multilateral cooperation with key allies and international institutions such as the World Trade Organization, the new administration is likely to face headwinds given the significant fraying of ties with key trading partners and allies due to disruptive actions taken by his predecessor. This article provides an overview of potential implications of a Biden administration for Canada's agricultural trade. We start by reviewing recent trade shock events affecting Canada's agricultural trade with a particular focus on trade actions taken by the United States. Relevant components of the President‐elect Biden's platform, considerations affecting the implementation of this platform, and the implications of this for Canadian agricultural trade are considered.  相似文献

Results from a split‐sample survey of the US population reveal consumers prefer meat products carrying origin information to unlabelled alternatives. Consumers are largely unaware of origin labelling laws and are indifferent to an important aspect of the implementation of current mandatory country of origin information rules in the US. In particular, consumers value meat products labelled ‘Product of North America’ approximately the same as ‘Product of United States’. Despite the similarity of these two labels, they have vastly different implications in terms of trade and segregation costs. Our results suggest that a transition from one label to the other is equally satisfying for the consumer while being less costly for processors and more acceptable to trade partners.  相似文献

This paper documents patterns in international trade costs in processed foods for a large cross‐section of developing and developed countries, during the 1976–2000 period. A trade costs index is inferred from a micro‐founded gravity equation that incorporates bilateral ‘iceberg’ trade costs. For 2000, the trade costs, expressed as weighted average tariff equivalent, range from 73% for the north to 134% for the south countries. The time patterns show an average reduction of about 13% in the observed period that rises to 26% for the emerging countries. However, the same does not occur for south countries. On ranking the trade costs determinants, we find that, on average, geographical and historical factors seem to dominate those of infrastructure and institutions. However, trade policy emerges as an important determinant of the trade costs between north and emerging countries.  相似文献

This paper focuses on the direct impact of avian influenza outbreaks and the impact of the consequent non‐tariff measures (NTMs) on the international poultry trade. Using monthly export data from China and its 122 poultry importing countries, a random‐effect gravity model has been adopted. Emphasising the agri‐food trade in a global value chain context, the research analysis distinguishes between ‘agri‐food goods’ (mostly uncooked poultry products) and ‘processed goods’ (mostly cooked poultry products). The results show that domestic avian influenza outbreaks have a significant negative impact on a country's poultry imports compared with such outbreaks in exporting countries. Moreover, NTMs induced by avian influenza reduce the uncooked poultry trade but temporarily increase the cooked poultry trade. However, with a time‐lag, the cooked poultry trade may soon face increasing NTMs. The results also imply that developing countries that attempt to export agri‐food products to developed countries should increase and enhance processed food production.  相似文献

Under recent trade agreements, a two part science and policy test is used to evaluate whether a country's sanitary or phytosanitary regulatory regimes constitute illegitimate non-tariff barriers to trade. The importance of free trade agreements (FTAs) has been increasing as such agreements help reduce barriers to trade. This paper estimates the agricultural trade creation and export diversion effects of Australia’s free trade agreements (FTAs) at the aggregate and disaggregate levels, using the Poisson pseudo‐maximum‐likelihood (PPML) estimator. It includes 24 of Australia’s major trading partner countries comprising FTA and non‐FTA members and covers 22 years from 1996 to 2017. The heteroscedasticity robust regression error specification test (RESET) confirms the relevance of PPML over the Ordinary Least Square (OLS) estimator. Results showed that China–Australia, Korea–Australia, Australia–USA and Japan–Australia have larger trade creation effects in the agricultural sector. At the commodity level, variation in trade creation effects is estimated from the different trade agreements. Among the selected commodities, the larger effects were generated in trade in sugar and wine by the implementation of the majority of the trade agreements. Overall, the trade creation was greater than the export diversion of the FTAs. The findings of the study have implications for Australia’s future trade agreements.  相似文献

Regional integration has been promoted in Africa for decades. However, the potential effects of regional integration on Africa are still contested. To analyse whether intraregional trade can be an opportunity to stimulate product or intersectoral upgrading in East Africa, this paper compares the technological level of goods in intraregional and extra-regional trade of five East Africa countries. It finds that the five East Africa countries have performed better in exporting technology-based products to intraregional trading partners than to extra-regional ones. This result suggests the continued expansion of intraregional trade will be helpful for these nations to upgrade their existing industrial base through the growth of technology-based sectors. In addition, because they import larger amounts of technology-based products from extra-regional partners, gradual import substitution could be also an effective strategy to further diversify and upgrade industries.  相似文献

Policy and research on Tanzania's cotton sector has recently turned to the role of rural institutions in correcting for continued market failures. Current work has, however, not sufficiently addressed how the process of institutional change has proceeded on the ground. Given Tanzania's rich and complex colonial – and more recent ‘socialist’ – history, it is evident that the process of rural institutional change is not straightforward. This paper focuses on evidence from field research, conducted in 2006–7, from cotton‐producing villages in two regions in Tanzania. The paper explores the uneven ways in which the current and new institutional structures are exploited by producers and turns to Tanzania's rural and institutional history to explain these findings.  相似文献

The objective of the paper is to explore potential changes in trade induced by a liberalization scenario when taking into account persistence in trading partners. Our approach is based on the development of a gravity model that takes into account the dynamics at the extensive margin of trade as well as the persistence effect of the intensity of trade. Our empirical contribution is on the egg sector, where the persistence in trading partners is acute. Our results indicate that the use of static models underestimate imports of table eggs by more than 50% in Canada, when compared with the use of panel dynamic specification. The dynamic specification helps explain why trade liberalizations often increase trade creation between countries that had already been trading partners, while new trading partnerships remain scarce following trade liberalization. Our results also confirm the importance of sunk cost and their negative impact on the probability of export market participation for developing countries. Those results raise questions regarding the benefit of trade liberalization for developing countries, in terms of accessing new market, if they do not benefit from special treatments.  相似文献
