Road user charging is typically associated with urban contexts, however, congestion at rural attractions is of increasing concern and road user charging may be considered as a suitable policy instrument. This paper investigates the issue of rural road pricing and presents the results of a survey of car-based visitors to Upper Wharfedale in the Yorkshire Dales National Park, which explores the potential impacts on mode and destination choice of a road user charging scheme, combined with a park and ride alternative. The scheme was found to be acceptable to 68% of the respondents, with nearly half opting to park and ride. The results are of particular interest in the light of the 1998 Transport White Paper that encourages pilot road user charging schemes in rural areas.  相似文献

This article introduces the contributions of this special issue on modelling of urban road pricing and its implementation. The issue focuses on the design of urban road pricing schemes, and their spatial and temporal impacts, using quantitative transport (and land use) models. The policy implications of road pricing, including welfare and equity aspects, are studied for Paris, Brussels and Oslo using state of the art planning models. The issue is completed with a study of public acceptability and the upcoming road-pricing trial in Stockholm, and a review paper on the history of thought and future prospects of road pricing.  相似文献

Traffic crashes are geographical events, and their spatial patterns are strongly linked to the regional characteristics of road network, sociodemography, and human activities. Different human activities may have different impacts on traffic exposures, traffic conflicts and speeds in different transportation geographic areas, and accordingly generate different traffic safety outcomes. Most previous researches have concentrated on exploring the impacts of various road network attributes and sociodemographic characteristics on crash occurrence. However, the spatial impacts of human activities on traffic crashes are unclear. To fill this gap, this study attempts to investigate how human activities contribute to the spatial pattern of the traffic crashes in urban areas by leveraging multi-source big data. Three kinds of big data sources are used to collect human activities from the New York City. Then, all the collected data are aggregated into regional level (ZIP Code Tabulation Areas). Geographically Weighted Poisson Regression (GWPR) method is applied to identify the relationship between various influencing factors and regional crash frequency. The results reveal that human activity variables from multi-source big data significantly affect the spatial pattern of traffic crashes, which may bring new insights for roadway safety analyses. Comparative analyses are further performed for comparing the GWPR models which consider human activity variables from different big data sources. The results of comparative analyses suggest that multiple big data sources could complement with each other in the coverage of spatial areas and user groups, thereby improving the performance of zone-level crash models and fully unveiling the spatial impacts of human activities on traffic crashes in urban areas. The results of this study could help transportation authorities better identify high-risky regions and develop proactive countermeasures to effectively reduce crashes in these regions.  相似文献

At the European level there is an increasing focus on how freight transport can be moved from trucks on roads to more environmentally friendly modes such as rail and ship. A large proportion of the transport services between OD pairs, however, cannot be substituted since there is only one alternative available. The paper investigates the magnitude of this “structural inelasticity” of modal substitution in freight transport due to a sparser layout of rail and ship-based freight networks compared to road. In the analysis we use a recent Scandinavian freight demand model covering more than 800 zones. We find that the structural inelasticity is very significant - in particular for transportation over less than 500 km. Moreover, the inelasticity varies greatly with commodity groups and between OD pairs, and it depends strongly on the port and rail infrastructure. The results suggest that pure charging instruments (road pricing for trucks) in many regions will have limited mode substitution impacts. However, if combined with structural changes in terms of improved infrastructure for rail and ship, impacts may be greater.  相似文献

For some little while now, transport policy seems to be focused on massive relative increases in public transport ridership and reduction of car use, resulting in a hoped-for reduction in road congestion. Starting with concerns with vehicle emissions as far back as the mid-1980s, and moving now into more of a focus on greenhouse gases and congestion, current transport policies are aimed at reducing two perceived externalities of increasing car use—vehicular emissions and congestion. This paper seeks to check the reality of these policy directions and question whether these are desirable, let alone achievable end states. The paper starts by looking at congestion and questions whether or not it is intrinsically bad. The negative and positive aspects of congestion are explored. The concepts of accessibility and mobility are discussed, particularly in relation to congestion and capacity increases, with the idea of trying to understand better what capacity increases or increasing congestion do to these two measures. The expectation must be that congestion levels are likely to continue to increase into the future, both as a result of increasing population and also increasing real wealth and changes in preferences. This section of the paper concludes that it is within the power of the market place to offset some of the negatives of congestion.In the next section of the paper, the potentials to increase public transport ridership are examined. An illustration is provided of the likely impacts of achieving a doubling in public transport ridership in a hypothetical city. It is found that the effects of such an achievement would be relatively small on the overall congestion of the road system, and that these effects would also be likely to be fairly short-lived. At the same time, the investments that would be necessary in the public transport system are enormous, and there is relatively little likelihood that one could achieve such an increase in ridership within current development patterns. The paper also addresses the potential of congestion pricing or road user charges to impact congestion. It is concluded that charging motorists a politically acceptable amount will probably still not make significant impact on overall system congestion, while the potential for serious impacts on the economy become large if the charges are made sufficiently high or the area covered is made sufficiently large. In the final section of the paper, a number of policy directions are put forward as suggestions for how to deal with the issue of congestion, capacity, and the declining share of market of public transport. These policy directions are not generally the ones that are being pursued today. The issue of congestion pricing is revisited, and a case is made for a kilometrage charge on road users to replace most current licensing schemes.  相似文献

This study aims to investigate the impacts of the built environment on traffic safety at a zonal level using a newly developed crash-related zone system. Traffic analysis zones (TAZs) have been widely employed to analyze traffic safety at a macroscopic level. However, this zone system use may present problems. Unlike previous studies, in which new zoning systems were created from aggregating TAZs, in this study the new zone system, formed by traffic safety analysis zones (TSAZs), is created from the smallest available census units. Geographically Weighted Negative Binomial Regression (GWNBR) models are used and a comparative analysis between non-spatial global crash prediction models and spatial local GWPR (Geographically Weighted Poisson Regression) and GWNBR models using the two zonal systems is presented. We find that TSAZs based models performed better than TAZs based models, especially when combined to the GWNBR technique. Our results show that several features of the built environment are significant crash predictors, and that the relationships among these features and traffic safety vary across space. By combining a crash-related zonal system with spatial GWNBR models to understand the built environment effects on traffic safety, the results of the analysis can help urban planners to consider traffic safety proactively when planning or retrofitting urban areas.  相似文献

Road pricing, congestion charging, toll-systems and other road charging instruments are intensively discussed in many countries. Although many partial analyses of the consequences have been published, few overall socio-economic analyses have been carried out. The article presents such a socio-economic analysis of four different proposed road pricing schemes for the Copenhagen area. The purpose was to assess all benefits and costs involved, including impacts on traffic and environment, maintenance and financing costs as well as tax distortion effects. It was concluded that the socio-economic surplus of the projects depends crucially on the congestion level. With the current traffic level, road pricing will not yet be socially expedient in Copenhagen. However, if the opening year is postponed to 2015, the two most favourable schemes will turn positive. The analyses also showed that the magnitude of demand response by introducing road pricing is likely to have significant impact on the project surplus. This is an important observation because most short-term driven traffic models will then underestimate the projected surplus. Finally, it was found that the degree to which benefits outweigh costs depends considerably on the use of revenue. Although it may contribute to decreasing road congestion, recycling all of the revenue back to the transport sector turned out to be inefficient and costly.  相似文献

Children's independent mobility (CIM) is considered as a determining criterion of child-friendly built environment (BE). Researchers have made a substantial effort to identify the characteristics of the BE that affect CIM and thereby to inform city policy to promote CIM. Although the findings from these studies are useful to inform context specific CIM policy, together they provide inconclusive results. This study made a first attempt to draw a generalised conclusion through a meta-analysis of existing knowledge base. The analysis was conducted using primary studies reporting 13 BE-CIM links and published between 1980 and 2016. Overall effect size (ES), directions, and consistency of each link were calculated, also stratified by contexts, using the reported results from the primary studies and based on a random effect model. The results show that four BE factors (dead-end street, % of residential land, % of commercial land, and residential location type) have a positive association with CIM; traffic volume has a neutral association; and the remaining eight factors (vehicular street width, road density, intersection density, major road proportion, land use mix, availability of recreational facilities, residential density, and distance to destination) have a negative association. Living in a dead end street was found to have the strongest positive ES (0.352), with moderate level of consistency across the primary studies. In contrast, land use mix has the strongest negative ES (− 0.212) but with the highest level of inconsistency. Both ESs and consistencies, however, vary between developing and developed country contexts. Diversity in contexts, research design, and measurement instruments across the primary studies contributed to the heterogeneous results. The findings of this research serve as a guide for practitioners and researcher alike to make an informed decision about the BE factors that consistently foster or hinder CIM in different contexts.  相似文献

A Mixed Geographically Weighted Regression (GWR) model is applied to explore the effects of shared mobility trips on taxi and public transit ridership at the macro-level. Several essential variables, including socioeconomic, transportation, network, and land use data, are set as the causal factors. The experiment is conducted using the smart card data, vehicle GPS trajectories, and vehicle order data collected in Shenzhen City, China. We show that the Mixed GWR outperforms the basic GWR in model fitting and capturing the unobserved heterogeneity. The spatial analysis reveals that bike-sharing addresses the “last-mile” and “first-mile” problems to bus and metro in the urban periphery. It substitutes the bus and taxis in short-distance journeys in the city center. However, the over-placement of bike-sharing in some regions limits the flexibility of bike-sharing connections to the metro. In the city center, ride-hailing fills the gaps in bus coverage and competes with the metro. In the peripheral areas, ride-hailing replaces buses and improves the accessibility to metro stations. The transportation policy increases the cooperation between ride-hailing and taxis citywide, although competitions in few regions need to be solved. The abovementioned results provide policy suggestions to optimize the allocation of local transportation resources.  相似文献

Identifying congested areas for implementing road pricing is a complicated task, especially as traffic speed and other census data may not be readily available before a detailed feasibility study is commissioned. In this study, we introduce a spatial approach to identify areas with road traffic congestion within cities. The results obtained are validated against the empirical traffic speed data in four Asian cities, i.e. Bangkok, Hong Kong, Kuala Lumpur, Singapore, from 2018 to 2020. Moreover, the findings are also compared with a more detailed conventional method of using job density to identify areas of high traffic congestion. The comparisons show that the spatial approach is both efficient and effective. Through applying the method to London, Milan and Stockholm, the study also demonstrates other potential empirical applications in reviewing the boundaries of existing congestion charging zones.  相似文献

This paper investigates the effects of alternative or joint schemes of road pricing and parking pricing to verify if private behaviour in operating parking facilities, road tolling and transit systems can lead to profitable results in the private sector and for public welfare. The evaluation is carried out using an idealised urban multimodal traffic corridor with some numerical examples that show the effects of different pricing policies. A Deterministic User Equilibrium assignment procedure is used to calculate certain performance indicators such as user travel costs, social costs and private profit. The results show that the system is highly sensitive to pricing policy and that a proper joint pricing of park-and-ride facilities, city centre parking and road tolls can be developed to simultaneously attain good private and social benefits.  相似文献

Although economic theory suggests social marginal cost pricing as the optimal pricing principle for transport infrastructure charging, information on the total (or average) social costs of transport and on the revenues from taxes and charges are important for pricing policy, for example for monitoring purposes and for the design of second-best prices. This paper provides empirical evidence on the total social costs and revenues for road, rail and air transport, covering all EU countries and Switzerland. It discusses methodologies to estimate the social costs of transport for all modes, focussing on practical experience with applying advanced methodological approaches both in the light of data quality and availability, and regarding the feasibility of conducting this type of research on a routine basis for transport policy.  相似文献

This paper provides significant new insights into the spatial heterogeneity of public rapid charging provision for Battery Electric Vehicles (BEVs) in the UK. In particular, the paper makes three new and original contributions to our understanding of BEV mobility and the importance of rapid chargers and the multiplicity of rapid charging provision therein. First, the paper sets out a new conceptual framework which captures the different dimensions of BEV mobility. Second, the paper highlights the importance of multiplicity, recognising the important distinction between i) ‘on-site’ multiplicity; and ii) spatial multiplicity in rapid charging provision. Both have received relatively little attention to date yet are highlighted as being fundamental in shaping an individual's ability to undertake extended journeys by a BEV. Third, the paper highlights how the development of charge point multiplicity is currently largely restricted to large urban areas and strategic road networks with current policies focusing on enhancing BEV infrastructure along the TEN-T Trans-European Comprehensive Transport Network. In considering spatial multiplicity in relation to the “reserve range” of BEVs, the paper identifies spatial variations in road network connectivity. Limited interconnectivity in rural areas - and which is particularly apparent for lower range BEVs - reflects an emerging market failure with the potential to undermine efforts to secure a “just transition” to BEVs  相似文献

In 1978 Gunn published a seminal paper which explained why implementation of policy is so difficult. The paper set out 10 conditions, which should be satisfied if perfect implementation is to be achieved. Whilst it is clear that perfect implementation is not possible in the real world, and Gunn has subsequently been criticised for his ‘top-down’ approach to decision-making, these conditions do, nonetheless act as an effective framework through which to evaluate good practice in the implementation of urban transport policy instruments. Two urban transport policy instruments, which form an increasingly important element of the Government's strategy in the UK for reducing the demand for private transport as set out in a New Deal for Transport (DETR, 1998), are travel plans and road user charging. Travel plans are a relatively recent policy instrument in the UK and seek to reduce trips to work by car by providing, through individual employers, a targeted, integrated package of incentives and disincentives to influence commuters' choice of mode of travel to and from the workplace. Road user charging, whereby motorists are charged for the road space they use in urban areas, seeks to reduce the congestion problem via the price mechanism, and has a longer history in the UK. To date the implementation of travel plans in the UK has been more widespread than that of road user charging. It is fair to say, however, that the widespread implementation of both urban transport policy instruments is a complex and sensitive area for decision-makers.The aim of this paper is firstly, to analyse travel plans and road user charging in the UK with respect to the conditions for perfect implementation put forward by Gunn and secondly, to highlight the elements of good practice, pertinent to the implementation of road user charging, in the process of the implementation of travel plans. Overall, the paper uses Gunn's theoretical framework as a basis for recommendations for better decision-making that will aid the wider implementation of both travel plans and road user charging internationally.  相似文献

A variety of approaches to road user charging (RUC) for reducing congestion and raising revenue to maintain and improve transport infrastructure is in place in many countries; examples of such RUC include: an Electronic Fee Collection System in Singapore, Cordon Pricing in Oslo City in Norway, Zoned Based Pricing in London and Distance-Based Pricing (also called Pay-As-You-Drive) in Germany and Switzerland. With the development of satellite technologies, the introduction of dynamic pricing becomes possible, affording an opportunity for RUC to fully reflect the ‘Polluter Pays Principle’. This paper provides critical and comparative assessments of existing road user charging (RUC) systems with reference to technological limitations and public and political acceptability. The paper then goes on to demonstrate a system architecture for a Global Navigation Satellite System (GNSS) based dynamic road user charging system capable of considering dynamic variables. Finally we consider the feasibility of the proposed system in relation to technology readiness and public acceptability. We then consider some potential wider benefits from the introduction of a comprehensive system that could be highlighted to justify the cost of development and implementation as well as to improve public and political acceptability. Urban road pricing as an instrument of traffic management has generated a great deal of interest in the UK in recent years. Whilst this is the case there is still no urban road pricing scheme in operation in the UK. The reason for this is primarily one of ‘acceptability.’ This paper, through the use of a national survey, examines the attitudes of key stakeholder groups with respect to urban road pricing. How serious is traffic congestion and traffic related pollution perceived to be by Local Authority Councillors, Officials and the Academic community in the UK? How is urban road pricing viewed by this sub-group of the population in terms of its effectiveness and public acceptance when compared to other policy options? and how could the saleability of urban road pricing be improved? This raises issues in terms of how the revenue raised from urban road pricing should be utilised, the use of urban road pricing as part of a package of measures, the concerns expressed by the stakeholders with respect to urban road pricing, such as the invasion of road users’ privacy, and the type of technology which should be considered. This paper reviews the literature on road traffic accidents and their role in the mobility of tourists within discernible regions of activity. The paper builds upon knowledge developed in the tourism, transportation and safety science areas of research to illustrate the significance of these issues in relation to tourist well-being, and argues that multidisciplinary perspectives informed by different cognate areas of research combined with interactive research with public sector agencies such as the police, can make major contributions to the formulation of policy and actions to improve tourist and visitor safety. Using a police derived data source permits analysis and discussion of the key issues facing leisure-related (in which tourism is subsumed) and non-leisure-related traffic in one region of Scotland. Through a regional analysis of the available data sources it is possible to identify areas of action for agencies.  相似文献

Urban road pricing is regarded as an effective instrument to reduce traffic congestion and environmental-related problems in metropolitan areas. Whereas the overall impact of urban road pricing on car use adaptation and public acceptability is known, there are only inconsistent results concerning the socioeconomic differences in the response towards road pricing. However, this knowledge is necessary for the development of urban road pricing packages. This paper uses a segmentation approach to identify groups of car users with a similar background in relevant socioeconomic variables and compares their responses towards road pricing. Three groups are identified: young families, suburban families, and singles and couples. These groups indeed differ in their car use adaptation towards urban road pricing as well as in their preferred revenues use. While all three groups significantly reduced their private car use, the young families reduced their car use most, followed by the group of singles and couples. Complementary measures are discussed that are believed to facilitate car use adaptation of each group in response towards urban road pricing.  相似文献

This paper investigates joint road charging schemes in a public-private partnership (PPP) network by simultaneously taking into account Cournot-Nash (CN) players and user equilibrium (UE) players. Each joint scheme comprises a tradable credit plan for public roads and a regular tolling plan for private roads. We show that, under UE-CN mixed equilibrium, there exist anonymous nonnegative joint schemes that can support a system optimum link flow pattern. By using preemptive approach, we further design three bi-objective optimization models with hybrid implementation of tradable credit and road pricing. Numerical examples demonstrate that the proposed methods are effective in managing PPP networks.  相似文献
