Extreme weather events are expected to increase in frequency and/or severity under climate change. Recent examples of these types of events, such as the heat wave in Europe in 2003, have caused considerable damage to crops and agriculture and substantial economic damage. If similar damage was incurred every time such an event occurred in the future, it would cause increasingly serious loss to social welfare and the economy as the frequency or intensity of these events increased. However, agriculture has a history of adapting to shocks, and in this paper we aim to determine whether there has been a systematic reduction in damage from historic extreme events over time in the agricultural sector in the UK. The impact of comparable droughts or heat waves over the past four decades is compared, and for many commodities there appears to have been a reduction in damage over time, to the point where recent events have had a minimal impact on production, indicating that the sector is relatively well adapted to the current climate. We discuss whether this type of adaptation can be sustained into the future under more rapid rates of change, or whether the ‘low-hanging’ fruits of adaptation have been picked.  相似文献

Agricultural research on climate change generally follows two themes: (i) impact and adaptation or (ii) mitigation and emissions. Despite both being simultaneously relevant to future agricultural systems, the two are usually studied separately. By contrast, this study jointly compares the potential impacts of climate change and the effects of mitigation policy on farming systems in the central region of Western Australia’s grainbelt, using the results of several biophysical models integrated into a whole‐farm bioeconomic model. In particular, we focus on the potential for interactions between climate impacts and mitigation activities. Results suggest that, in the study area, farm profitability is much more sensitive to changes in climate than to a mitigation policy involving a carbon price on agricultural emissions. Climate change reduces the profitability of agricultural production and, as a result, reduces the opportunity cost of reforesting land for carbon sequestration. Nonetheless, the financial attractiveness of reforestation does not necessarily improve because climate change also reduces tree growth and, therefore, the income from sequestration. Consequently, at least for the study area, climate change has the potential to reduce the amount of abatement obtainable from sequestration – a result potentially relevant to the debate about the desirability of sequestration as a mitigation option.  相似文献

Although climate change may severely impact agriculture, farmers can mitigate it by adapting. Using US data, we estimate the amount of potential loss in agricultural profits, due to climate change, that can be reduced by agricultural adaptation. We consider two panel frameworks that differ only in their fixed effects specifications, where this difference allows us to estimate the climate change impact on agricultural profits with or without adaptation. Comparing these estimates, we find that adaptation has the potential to offset about two‐thirds of the end‐of‐century loss in agricultural profits potentially resulting from climate change. We also find that the warmest region in the US (i.e. in the south) has the most to gain from adaptation.  相似文献

Systematically identifying the barriers and requirements to adaptation is critical to the successful implementation of climate adaptation planning and policies at the local level, especially in the mountainous rural communities of developing countries with limited resources and technology. We conducted an empirical study of the barriers and requirements to adapting to climate change of 539 peasant households in an ecologically vulnerable area of China to enhance their resilience to climate change by improving our understanding of adaptation process and decision-making. Our findings indicated that farmers in the Gannan Plateau face multiple adaptation barriers, of which normative, information and technology barriers were more serious, such as lack of meteorological information service, infrastructure and technology extension in agriculture or animal husbandry. Adaptation requirements are an important way to effectively reduce or eliminate obstacles and improve farmers' adaptive capacity to climate change. The survey found that local households have an urgent requirement for infrastructure, information and production technologies, such as water, electricity, transportation facilities, disaster warning information, employment information and farming or breeding techniques. In addition, due to the influence of economic level, education level, years of farming, gender and other factors, differences exist in the adaptation barriers and requirements faced by farmers in different regions. These findings extend empirical evidence in favor of formulating a reasonable adaptation framework and choosing optimal adaptation strategies, which are essential for enacting well-targeted regional adaptation policies.  相似文献

Climate change is inevitable and increasingly it appears that the world is not doing enough to both slow the changes and adapt to them. In Africa, for example, this translates itself into more erratic rainfall patterns, often associated with increasing wind speeds, and a continued albeit slow increase in both maximum and minimum temperatures – predicted to reach up to 3.25°C by the end of the century. These changes all have direct and indirect impacts on development investments being made throughout rural Africa, which aim at both crop and livestock production increases through the promotion of more climate smart approaches. Unfortunately, at the same time little is being done to ensure that associated infrastructure for post-harvest storage and processing, and subsequent transport networks are climate resilient. Modern infrastructure facilities will need to reflect the growing concern over climate change. This paper draws lessons from a review of the current status of post-harvest structures in Rwanda and suggests basic design guidelines for greater adaptation to emerging environmental and climate change challenges. This approach is consistent with the strategies Rwanda has adopted to achieve its Vision 2020, the Millennium Development Goals, the emerging Sustainable Development Goals, particularly SDG6, and the Sustainable Development Solutions Network.  相似文献

A multivariate probit (MVP) model was used to analyse the determinants of strategies adopted for adapting to climate change in a sample of smallholder rice farmers in south-west Nigeria. An efficient endogenous switching regression model (ESRM) was used to estimate the impact of climate change adaptation strategy on the net income of rice farmers. The MVP results show that the socio-economic factors, the institutional factors, and locational variables of some households statistically influenced the choice of climate change adaptation strategies employed. Complementarities among all the adaptation strategies used by the farmers were revealed by the positive pair-wise correlation matrix of the MVP model. The study also indicated that farmers affected by prolonged drought and incidences of flood were more likely to adopt adaptation strategies on their farmlands. The ESRM treatment effect indicated that the average net income per rice farm of those who adopted the strategies was significantly higher than that of those who did not. Thus, the government, stakeholders, and donor agencies must provide capacity-building innovations related to agricultural extension systems and climate change education through information and communication technologies. This investment in education is essential for development and would encourage farmers to adopt appropriate climate change adaptation strategies.  相似文献

Computer simulation models can provide valuable insights for climate‐related analysis and help streamline policy interventions for improved adaptation and mitigation in agriculture. Computable general equilibrium (CGE) and partial equilibrium (PE) models are currently being expanded to include land‐use change and energy markets so that the effects of various policy measures on agricultural production can be assessed. Agent‐based modelling (ABM) or multi‐agent systems (MAS) have been suggested as a complementary tool for assessing farmer responses to climate change in agriculture and how these are affected by policies. MAS applied to agricultural systems draw on techniques used for Recursive Farm Programming, but include models of all individual farms, their spatial interactions and the natural environment. In this article, we discuss the specific insights MAS provide for developing robust policies and land‐use strategies in response to climate change. We show that MAS are well‐suited for uncertainty analysis and can thereby complement existing simulation approaches to advance the understanding and implementation of effective climate‐related policies in agriculture.  相似文献

The choice between specialisation and diversification of income is driven by multiple, interacting factors, such as economies of scale and scope, risk considerations, context, and household characteristics. Using panel data from Ethiopia, we investigate the role of social capital and the covariate risk of climate change and their interaction. We find that households with greater social capital tend to be more specialised, implying that diversification and informal insurance are substitutes in the mitigation of risk. We also find that this effect is significantly weaker in regions more prone to climate change, which is consistent with the average farmer being aware that informal insurance is not an effective protection against risks that affect the entire social network. We use instrumental variable random effects estimation to account for the plausible endogeneity of social capital and we also establish that our results do not depend on the poorest and most constrained individuals in our sample.  相似文献

Employing an endogenous switching regression model, we investigate the drivers underlying the adaptations made by farm households and their impacts on crop net incomes for adopters and nonadopters, based on a large panel survey data set across the major grain‐producing provinces in China. The results show that: (i) access to public climate information and technical or physical support increases the likelihood that farmers adapt to climate change by undertaking irrigation and/or drainage measures; and (ii) decisions to adapt increased crop yield, but they did not significantly increase crop profit margins. This point appears to have been ignored by previous studies. Based on these new empirical results, the paper suggests that government should continue to provide climate information and various types of supports to improve farmers’ adaptation abilities and help to reduce the levels of factor input by, for example, substituting organic for chemical fertiliser inputs. Such government‐led policies should be supported alongside the implementation of domestic agricultural supply‐side reform.  相似文献

A significant portion of the world's agricultural systems currently operate at the extreme end of the climate conditions that are considered to be suitable for crop and livestock production. Under these conditions, even moderate climate changes are anticipated to drive substantial transformational changes to agricultural systems. Transformations require new investments and infrastructure and can leave some assets stranded. These transformations can be partially or wholly irreversible, and hysteresis effects can make switching difficult and mistakes costly to reverse. This study demonstrates how a real options decision framework, ‘Real Options for Adaptive Decisions’ (ROADs), can be used to investigate how uncertainties about the climate affect the adaptation and transformation of agricultural systems. By building upon recent developments in the mathematics of stochastic optimisation, we extend traditional economic analyses of agricultural investment decisions based on net present values to better represent incomplete knowledge and uncertainty. We report results from a case study in South Australia that describes the transition pathways farmers might follow as their industries are transformed in response to climate change.  相似文献

气候变化是21世纪人类面临的最严峻挑战之一,加剧了许多国家和地区的脆弱性,对以自然资源为生计基础的农业人口的影响尤为显著,明确气候变化对农户生计的影响,对于制定有效的气候变化适应政策,增强农户的气候变化适应能力,减轻农村贫困人口生计脆弱性具有重要意义。目前,国内外围绕气候变化对农户生计影响开展了许多研究,主要集中在过去或当前气候变化对水资源、土地、农作物、病虫害、人类健康等农户生计资本的宏观影响以及局地或区域尺度上气候变化对农户生计策略选择的影响等方面。从发展趋势看,亟需开展气候变化对农户生计的影响机理及适应机制研究,建立合理的气候变化对农户生计影响的评估框架,加强对模拟、分析和预测气候变化及其与其他压力相结合对农户生计要素的可能影响进行广泛评估,科学把握农户生计对气候变化脆弱性的关键影响因素,这对人类科学地适应气候变化和促进人类福祉和恢复力的提升具有重大的科学价值和现实意义。  相似文献

This study estimates the distributional heterogeneity in the effects of climate change on yields of three major cereal crops: rice, maize, and wheat in India using district-level information for the period 1966–2015. We distinguish between the effects of changes in growing season weather from those due to changes in long-term climate trends and the heterogeneity in these effects across the distribution of crop yields by estimating naïve and climate penalty inclusive models using fixed-effect quantile panel models. We observe an absence of adaptation against rising temperatures for rice and wheat. However, we find a statistically significant presence of adaptation for wheat and maize for changes in precipitation, though the magnitude is small. Moreover, we find that the effects are asymmetric, and are larger at the lower tail of productivity distribution and smaller at the upper tail of the distribution. A 1°C increase in temperature lowers rice and wheat productivity by 23% and 9%, respectively at the first quantile, but the damage is only 6% and 5% at the ninth quantile. Heterogeneity in impacts and adaptation estimates over the yield distribution curve and across crops suggests the importance of customizing strategies for adaptation to changing weather and climate conditions across regions, crops, and current productivity levels.  相似文献

This study investigates farmers’ perception about the severity of loss for three rice crops, identifies their determinants and explores policy implications based on findings. This research employs an ordered probit model to data collected from 1800 farm households from drought-prone and groundwater depleted areas of Bangladesh. This is the first study of its kind.Severity of rice production loss, while differing across all three rice crops, was higher for rain-fed crops. This was broadly consistent with available independent evidence. Geophysical factors, household characteristics, institutional and market accessibility, and household adaptation strategy were key determinants of crop loss. The impact of these factors was specific to the crop and severity of loss.This study has several policy implications involving market, R & D and institutional support based options. Strengthening support systems for institutional and market accessibility, and science driven climate change adaptation strategy including generation and wider dissemination of drought tolerant rice varieties, and enhancing farmers’ capacity to change rice varieties on a regular basis, constitute key areas for policy intervention.  相似文献

Using long-term district-level climate data and a case study from a drought-prone village in western Bangladesh, this research explored trends in climate change, and analysed farmers’ adaptation dynamics, profitability and risks. This is the first study of its kind for drought-prone areas in Bangladesh.Farmers perceived climate changes included increases in temperature and decreases in rainfall which were as consistent with the trends of Chuadanga climate records. Farmers’ adaptation measures included changes in cropping systems, cropping calendars, crop varieties, agronomic practices, crop diversification and improved animal husbandry. Reducing environmental stress, ensuring self-sufficiency in staple crops (mainly rice) and other crop production practices, and enhancing economic viability of farm enterprises have underpinned these adaptations. Off-farm and non-farm wage employment, temporary migration, self-employment and educating children, constituted the core non-farm adaptation strategies.Emerging cropping systems like maize/cucumber and maize/stem amaranth/rice were economically more viable than the traditional rice/rice and rice/maize systems. Despite some uncertainties, farming was preferred to off-farm work, generating higher returns to labour for all cropping systems. Limited access to stress-tolerant varieties, extension services and affordable agricultural credit, combined with high production costs, variability in crop yields and output prices, are the main barriers to adaptation. Stronger agricultural research and support services, affordable credit, community-focussed farming education and training are critically important for effective adaptation to climate change.  相似文献

Climate change is predicted to have major consequences for small-scale farmers in the developing rural areas of the world. Rural areas, nonetheless, harbor opportunities to mitigate global climate changes. Identification of innovative adaptation strategies used by small-scale farmers, therefore, is crucial in order to understand the extent of their implications. This paper identifies the relationships between livelihood units and landscapes that they depend upon, in a small-scale farm community. It examines their experiences of increasing climatic variability, and how the different groups in the community are adapting to it. The study was conducted in a typical rural ejido community on the Pacific coast of Mexico (Ejido Ticuiz), where a detailed socio-cultural profile was obtained by means of semi-structured interviews. In the study area we encountered a range of individual and community-based adaptation strategies, built on farmers’ recognition of the different types of landscapes which supply goods and benefits. Small-scale farmers have used their landscape diversity to build adaptation strategies to guarantee the supply of goods and benefits to cope with uncertain of climate events. Households rather than individuals or the community as an institution were depicted as the core socio-cultural group for better understanding of patterns, behavior and aspirations related to climate change adaptation at local level. The adaptation capacities of rural communities could be significantly strengthened if political, financial and institutional support is targeted at households rather than at individuals or the community level only.  相似文献

Unanticipated events can cause considerable economic hardship for poor rural households. Some types of negative shocks, for example weather‐related agricultural losses and vector‐borne diseases, are expected to occur more frequently as a result of climate change. In this paper we measure the role of household‐ and location‐specific characteristics in conditioning behavioural responses to a wide range of idiosyncratic and covariate shocks. We use data from 8,000 rural households in 25 developing countries, compiled in the global database of the Poverty Environment Network. We employ a hierarchical multinomial logit model to identify the importance of characteristics observed at different levels of aggregation on a set of strategies aimed at coping with economic shocks. Results indicate that in response to idiosyncratic shocks, households tend to deplete financial and durable assets, whereas covariate and thus often climate‐related shocks predominantly result in reduced consumption. Households in sites characterised by high asset wealth tend to cope with shocks in a more proactive way than those in sites with average or below average asset wealth, but the role of asset types in conditioning shock responses varies across regions. Our findings have implications for rural development and climate change adaptation strategies.  相似文献

通过定量分析生态系统服务价值的变化和气候、GDP、个人储蓄和城市化水平等社会经济驱动因子之间的相关性和敏感性,以识别影响青海湖生态环境的主要影响因素,调控和管理青海湖区域生态保护。研究方法:生态系统服务估值,MATLAB.7.0多元线性回归分析,敏感性分析。研究结果:(1)2000~2008年青海湖流域的湿地和草地生态系统服务价值分别下降11.16%、13.23%,主要是受到GDP和气候暖干化的影响,但对GDP变化并不敏感,对城市化和气温变化极为敏感;(2)2000~2008年青海湖流域农地的生态系统服务下降了57.93%,主要受气候暖干化和城市化的驱动所致,同时对城市化和气温变化极为敏感。研究结论:青海湖流域生态环境恶化是气候变化和经济社会发展的长期综合作用结果,青海湖流域尤其是天峻县的经济发展应该以实施生态保护战略为主导。  相似文献

Aquatic agricultural systems (AAS) in coastal Southwest Bangladesh have evolved in response to a number of stimuli and constraints including improving market access, technological change, and salinization. Farming systems in the region are highly dynamic, and are characterized by the integration of varying combinations of freshwater prawns, rice, fish, vegetables, and brackish water shrimp. This paper examines the developmental history, productivity, and profitability of three distinct AAS: a low-salinity freshwater prawn-dominated system; an intermediate-salinity-mixed prawn and shrimp system, and a high-salinity shrimp-dominated system. Productivity, cropping intensity, and profitability are found to be highest in the diversified low- and intermediate-salinity systems, and lower in the high-salinity system, where cultivation of rice and vegetables is no longer possible. The paper concludes that more diverse integrated systems reduce risk and vulnerability for farming households. Salinization is found to be a double-edged sword – proving a stimulus to diversification at low levels, but reducing agro-biodiversity at higher salt concentrations. While the adaptation strategies in all systems have been successful in maintaining or improving most, though not all, system functions due to high levels of social resilience, support for effective community-based adaptation strategies will enable continued transformation and adaptation to future drivers of change.  相似文献

Farmers’ risk preferences play an important role in agricultural production decisions. This study characterizes risk preferences among farmers in Yongqiao and determines how these risk preferences are related to their choices regarding climate change adaptation strategies. We find that most farmers in the study area were aware of climate change. They were taking measures to protect their livelihoods against perceived changes to the local climate. The risk experiment result shows that the representative subject was risk averse, and women were more risk averse than men. The relationships between farmers’ risk preferences and different climate change adaptation choices were different. Farmers’ risk aversion was negatively and significantly related with adaptation strategies on planting new crop varieties and adopting new technology, but it had a significantly positive effect on purchasing weather index crop insurance. The results also indicate that the level of education, farming experience, farm size, household income and perception of climate change impacts influence farmers’ adaptation decisions.  相似文献
