The Vehicle-to-Grid (V2G) concept is a promising possibility for the integration of electric vehicles (EVs) into the power grid. This article presents an economic evaluation of EVs participating in the ancillary service market (primary, secondary and tertiary regulation) for the case of Germany, based on a price data set from 2011 and 2012. We examine the economic potential of nine general options to participate in the regulation market based on real-life EV specifications, connection powers and regulation energy prices. Results show that in the most profitable case a maximum average yearly profit of 730.31 € per vehicle is possible for negative regulation with payment direction TSO to provider in the secondary regulation market. Furthermore a sensitivity analysis is performed for all of the analyzed participation scenarios in order to identify crucial parameters for a possible V2G implementation. Major parameters for the successful implementation of V2G are the provided power per vehicle, the time an EV is available to the grid and the variable energy storage costs it incurs.  相似文献

If foreign firms supplying inputs to domestic user industries enjoy significant monopoly power, domestic subsidies intended to reduce monopoly rent extraction may be desirable. This argument is evaluated in the case of U.S. production of 1-megabit DRAM chips. I develop a two-stage model of a high-technology industry in which both learning and scale economies, and capacity constraints are important. My simulations display more realistic outcomes than earlier attempts to model semiconductor production. Precise specification of learning economies is crucial; consumer welfare losses due to successful cartelization are potentially large, greatly exceeding the monopoly rents created.  相似文献

Food subsidy is one of the policies considered to protect consumer welfare against food price increases, in particular when the insufficient local production has to be complemented by food imports with volatile prices. Egypt has experienced several “food crises” (the latest in 2008), which put an halt to attempts to reform in depth the system of food subsidies because of social unrest. In this paper, we use a Mixed Demand approach to analyze the consumption structure of Egyptian households. Our model specification takes into consideration the characteristics of the Egyptian food subsidy system, where some food items have predetermined quotas while others are associated with predetermined (subsidized) prices. Price, income and quota elasticities are estimated from the Egyptian family expenditure survey, and welfare change measures are derived by income class. Simulations of various options to eliminate subsidies on selected food items are conducted. We estimate the negative welfare impact of the reforms, especially in the context of increasing food prices, by comparing welfare effects of policy options by income quartiles and by household category (rural, urban).  相似文献

Maize sector policies in eastern and southern Africa are characterized by a large and often growing presence of the state. Yet the scope, scale, and modalities of state activities vary substantially across countries. Drawing on data from Malawi, Zambia, Kenya, and Mozambique this article compares the relative degree of state intervention in the maize sector. We show that relative preferences for output market subsidies, input market subsidies, trade restrictions, or non-interventionist approaches reflect the interplay of interest group lobbying, patronage networks, and ethnic and regional political affiliations. These relationships have deep historical roots and have often been intensified in the context of the emergence of multiparty politics. We show that interventionist orientations in output markets and trade do not translate into better performance or welfare outcomes. Input subsidy preferences produce more ambiguous welfare results, when the opportunity costs are not fully accounted for.  相似文献

Animal welfare is often cited as a classic public good, which implies market failure and, thus, that government intervention is required. However, the current literature does not provide an accessible account of how governed markets are supposed to cope with the issues of animal welfare. This paper seeks to fill this gap by re-considering the political economy of animal welfare. Conceptual analysis shows that the major cause of market failure in the case of farm animal welfare is a problem of consumption externalities. It is the specific regulation of animal welfare conditions which is a public good (or bad). Two important conclusions follow from this analysis, which are largely unexplored in the literature on animal welfare. First, measurement of potential market failure, through identifying actual willingness to pay (WTP) for animal welfare friendly products, is potentially misleading. The difference between citizen votes and consumer WTP for animal welfare is not prima facie evidence for either market failure or a gap in the market. Second, conventional arguments in favour of subsidies and assistance to producers for better animal welfare are misconceived and potentially counterproductive. A more rational policy is to subsidise the consumption of animal welfare friendly products.  相似文献

The conventional view of welfare economics is that subsidies for organic food are inefficient. This paper challenges this view and argues that subsidies for organic food may be justified by the concept of individualistic merit goods. Therefore, the concept of individualistic merit goods is briefly reviewed. Market preferences and reflective preferences for organic food in Germany are described. It is then shown how they relate to political preferences. Finally, it is argued how economic theory in general and food policy in particular should take account of the existence of merit goods.  相似文献

This article provides a model of loss leader pricing and quantity restrictions for a competitive multiproduct industry when individual consumers have continuous (and independent) demands for the set of available goods. Utilizing a generalization of the model proposed by Bliss [1988] , we demonstrate the importance of consumer heterogeneity for the existence of cross subsidies when there is complete information and individual consumers have smooth, downward sloping demands. Continuous cross subsidies arising from consumer heterogeneity are also shown to exist in Hotelling models. Our use of continuous rather than ‘unit’ demands allows us to analyze issues related to welfare, which in turn exposes a strong incentive for the firm to place binding quantity restrictions on consumers. We also show how the presence of quantity restrictions can be used to distinguish between continuous cross subsidies arising from heterogeneous consumers versus those arising from classic demand complementarity with homogeneous agents.  相似文献

One of the most complex policy issues facing many developing-country governments over the next decade, particularly in sub-Saharan Africa, concerns the problem of providing the impoverished sections of urban populations with adequate food at prices they can afford, while both meeting the fiscal requirements of adjustment programmes and promoting domestic agricultural production. The pressure to reduce urban food subsidies is in many cases already immense, and the implications for urban household food security are considerable. This article looks at recent Zambian experience, and suggests that new and more efficient ways of targeting subsidies may be required if levels of food consumption are not to deteriorate still further.  相似文献

Investment in defense by all agents is a socially optimum equilibrium in many interdependent security scenarios. However, practically, some agents might still choose not to invest in security due to bounded rationality and errors, thus decreasing the total social welfare. Previous work shows that providing subsidies may help induce more agents to invest. Our study suggests that giving subsidies to agents prone to making an erroneous choice could increase the stability of the socially optimum equilibrium, as well as decrease the total social costs.  相似文献

This paper studies the protectionist effect of a non-trade policy — a consumption tax — compared to that of a tariff on the Chinese automobile market. Our empirical findings suggest that both the consumption tax and the tariff can protect domestic automakers’ market shares, but they can only shift a small portion of demand from imported cars to domestic cars. This demand exclusion is caused by the weak substitution between imported cars and domestic cars, and it is the underlying reason for the welfare loss caused by both the tariff and the consumption tax. A change in the consumption tax favorable to domestic manufacturers is equivalent to an additional 28% tariff, beyond the explicit 25% tariff, in terms of its protective effect on domestic manufacturers’ market shares.  相似文献

After the launch of PCS in 1997, the Korean mobile telephony market achieved a remarkable subscriber base growth. The market is composed of a differentiation advantage seeker, SK Telecom; a cost advantage seeker, LG Telecom; and three other carriers: Hansol PCS, Korea Telecom Freetel, and Shunsegi Telecom that do not show clear adherence to any type of advantage. Despite large growth in subscribers, price competition has not occurred after the competition except in handset subsidies. New restrictions on handset subsidies, closing the only door for price competition, favored a differentiation seeker at the expense of a cost advantage seeker. The Ministry of Information and Communication’s provisional plan for quality evaluation without price deregulation runs the risk of quality over-provision that is sub-optimal, and may further distort the business performance of carriers. Overall complete deregulation is necessary, in order to enhance the competitiveness of the Korean mobile telephony industry and to increase consumer welfare.  相似文献

We extend the workhorse model of network competition to international calls. This model enables us to show that national regulatory authorities (NRAs) maximizing domestic welfare have incentives to increase termination rates above the social optimum to extract rent from international call termination. Excessive termination rates distort prices but transfer surplus from foreign to domestic consumers via intensified network competition. The model can explain the regulation of termination rates through rate floors. International network ownership and deregulation are alternatives to combat the incentives of NRAs to distort termination rates. We identify conditions under which each of these policies increases aggregate welfare.  相似文献

We extend the theoretical basis of the empirical literature on the effects of R&D subsidies by providing an estimable model of strategic interaction among subsidy applicants, and public and private sector R&D financiers. Our model incorporates fixed R&D cost and a cost of external finance. We derive the optimal support rule. At the intensive (extensive) margin the costs of external funding reduce (increase) the optimal subsidy rate. We also establish necessary and sufficient conditions for the existence of additionality. It turns out that additionality at the intensive margin is less likely with higher spillovers. Our results suggest that the relationship between additionality and welfare may not be straightforward.  相似文献

We study alternative methods of assigning scarce resources to individuals who may be liquidity-constrained. Selling the resources via auctions is increasingly popular, but that method may produce an inefficient allocation when agents are liquidity constrained. A simple non-market scheme such as random assignment does better, if resale is allowed, since individuals with a high valuation but low liquidity are more likely to be assigned initially, and recipients with low valuations will resell to those with high valuations. Similarly, a need-based assignment scheme favoring those with low liquidity enhances welfare. Lotteries with entry fees could also be desirable. The optimal mechanism displays features of the non-market schemes such as in-kind and cash subsidies.  相似文献

We investigate whether smallholder horticultural commercialization is able to, as often stipulated, reduce poverty in developing countries with the help of panel household survey data from Kenya. We find evidence for a positive association between vegetable commercialization and household welfare, even when controlling for unobserved heterogeneity across households. Interestingly, the effect differs depending on which market vegetables are being produced for: commercialization through the export market is consistently positively associated with income but not wealth, while there is some limited evidence for commercialization through the domestic market channel being positively related to welfare measured by asset holdings and income, depending on the specification.  相似文献

为实现电动汽车快速补能,面向电池交换的充电方式,研究了城市路网上电动汽车换电站的选址问题。首先研究了电动汽车用户的路径选择,基于交通网络均衡状态和换电站选址方案的相互影响,建立站点建设成本和出行成本之和最小为目标的换电站选址优化模型。然后预测不同方案下的交通网络均衡状态,并依据预测结果评价选址方案的优劣,最后设计求解算法,利用襄阳东津新区的路网及居民出行数据进行算例分析,验证模型及算法的可靠性,求得换电站的最优选址及换电需求。研究表明,建立的电池交换式电动汽车换电站优化模型可以获得路网路段流量及换电站处的换电需求量,给出最优的选址方案及换电站建设时序;电动汽车混入率对换电站布设、交通网络均衡状态有较复杂的影响;交换站数量的增加能减少出行成本,但边际作用递减。研究结果可为城市换电站的规划提供决策参考。  相似文献

基于包含政府支出不同构成成分的NK-DSGE模型,本文对政府支出不同构成成分的宏观经济效应以及社会福利效应进行了分析。结果表明:(1)生产性政府支出对于产出具有最大且持续性最强的冲击效应,并且对于消费具有“挤入效应”;(2)相对而言,教育和医疗等对于私人消费具有完全替代性的政府支出对于私人消费具有最大且持续性最强的冲击效应;(3)相对而言,生产性政府支出冲击引起了最大的社会福利损失,而教育和医疗等对于私人消费具有完全替代性的政府支出冲击引起的社会福利损失则相对较小。由于我国政府偏好于生产性政府支出,因而本文的研究结论表明,在当前内需不足的背景下,增加教育和医疗等对于私人消费具有完全替代性的政府支出有利于促进消费、拉动内需,并且这一方面政府支出的增加也有利于降低政策引起的社会福利损失。  相似文献

We develop a disaggregated Nominal Rate of Assistance (NRA) methodology to disentangle the welfare impacts of policies for various interest groups along the value chain (to disaggregate effects within the “producer” and “consumer” umbrellas). We apply our value chain NRA methodology to the case of Pakistan’s wheat price and trade policy. We analyze the welfare implications for various agents in the wheat-flour value chain from 2000 to 2013, a period characterized by major global price volatility and by regular adjustments of domestic policies. We find that the wheat policy has generally benefitted flour consumers and wheat traders at the expense of wheat farmers, with limited effects on flour millers. Our findings illustrate that the welfare implications of policies can be quite different within the “producer” and “consumer” umbrellas, which has potentially important implications for economic and political economy analyses and for the design of policies that aim to target the poorest groups along value chains.  相似文献

Facing a huge fiscal burden due to imports of its entire petroleum demand in the face of ample supply of agricultural land to produce biofuels, Zambia has recently introduced a biofuel mandate. However, a number of questions, particularly those related to the economics of biofuels, have not been fully investigated yet. Using an empirical model, this study analyzes the economics of meeting the biodiesel mandate using soybean oil. The study finds that meeting the biodiesel mandate would reduce social welfare, mainly because of the welfare loss to fuel consumers and net reduction in foreign exchange earnings due to soybean oil imports. However, if Zambia increases its domestic soybean supply, as well as oil yield, soybean-based biodiesel is likely to be welfare-beneficial. The country’s welfare is found to be the highest under expanded soybean production and its domestic processing but with no biodiesel mandate.  相似文献
