“保8”,是2009年中国经济的总体目标。围绕着“保8”,政府出台了一系列刺激政策,其中尤为突出的就是金融对经济的支持作用。对于银行业来说,这既是责任,也是机遇,更是考验。在适度宽松的政策环境下,银行业应该如何利用好政策优势,为“保8”的整体目标做出贡献？记者近日就这一问题采访了银行业相关专家,共同探讨银行业“保8”策略。

<正>英国银行业综述银行业在英国金融系统中占据主导地位。伦敦是全球领先的金融中心和重要的离岸金融市场,银行业是英国金融市场的主要参与者。英国银行业资产总规模为11.6万亿美元（约为英国经济产出的四倍）,全球排名第六、欧洲第三。英国银行业与国际市场联系紧密,英国银行资产的47%以英镑计价,银行的跨境贷款与借款分别占国际市场份额的14%和16%,均位列首位。英国银行大致分为本地大型银行、外资银行及挑战者银行（Challenger Banks）。

全球经济危机中的“绿芽”

2月份以来，在巨大的经济刺激政策作用下，以美国为首的全球许多国家都出现了经济触底反弹的迹象。这些复苏的迹象在刺激政策推出早、力度大的美国和英国较为明显，在相对政策较为保守的欧元区则较为微弱。亚洲国家严重依赖出口，在消费依然恶化的情况下，意味着这些国家可能只能依赖外需的企稳来稳定经济。     

英国经济的现实困境与复苏前景

中国银行业税负比较、绩效影响与对策选择

本文通过历史比较与国际比较,指出中国银行业虽然综合税负不断下降,但仍较国外偏重,进而运用面板数据模型论证了相对过重的税收负担对中国银行业经营绩效产生负效应,最后,提出降低我国银行业税负的若干政策建议,以应对经济全球化和国际金融危机的双重挑战,提高中国银行业在开放金融体系中的竞争力。

Oppression and resistance: the powerless and the future

Relations between rich and poor (across and within countries) appeared in some questions in Images; there were clear differences between what the powerful and the powerless hoped and expected from the future. This is compared with what actually happened and a deeper analysis is made of ‘power’ as an organizing concept. Economic growth and the stability and efficiency of the financial sector

It has been claimed that the ability of emerging markets to adopt optimal stabilization policies is hampered by a number of factors. Among them, it has been recently emphasized the role of financial instability, inefficiencies, and financial market imperfections. It is claimed here that the current financial regulatory paradigm, embodied in Basel II, may improve financial stability but reinforces cyclicality. Therefore, countries should emphasize financial efficiency since it would lead to enhanced financial stability, without increasing cyclicality.
